Intelligent Transport Systems (ITS) is the foundation to achieve the EU’s vision of seamless transport both in passenger and freight trans-port. The availability of ‘open’ and high quality transport data will pro-vide substantial improvements in performance of transport networks, operations and services, whist fostering their connectivity and facilitat-ing collaboration.

In recent years ITS has been playing a crucial role to achieve the main European objectives for transport safety and sustainability. ITS services are now widely used across Europe and they drive transport efficiency at both local and national levels.

When ITS is applied to road transport, also linking it with other modes, it increases safety and capacity through higher interoperability and better use of the existing infrastructure, with subsequent financial and environmental benefits. Through the harmonisation and continuity of pan- European services across Member States, ITS contributes substan-tially to the creation of the single European Transport Area.

ITS projects may receive European support from a number of sources. Two are directly managed by the Innovation and Networks Executive Agency (INEA):

• Connecting Europe Facility (CEF) CEF supports transport infrastructure and new technolo-

gies. Access to funding is limited to bodies located in EU Member States.

> 2014-2020 CEF budget for transport: €22.4 billion > http://ec.europa.eu/inea/en/connecting-europe-facility

• Horizon 2020 H2020 supports research and innovation projects. Access

to funding is open to all potential beneficiaries, worldwide. > 2014-2020 H2020 budget for transport: €6.3 billion > http://ec.europa.eu/inea/en/horizon-2020

CEF ITS projectsThe Connecting Europe Facility’s support on ITS not only fos-ters the needed cooperation within the ‘ITS community’ (public authorities, service providers, road operators, users, etc.), but also contributes to the concrete implementation of EU policies and regulations (i.e. the ITS Directive and its delegated acts).

The deployment of interoperable and seamless ITS services im-plies a continuous cooperation among Member States, technical harmonisation and investments in ITS infrastructures that are stimulated and supported by INEA.

Horizon 2020, the EU’s €80 billion research and innovation programme for 2014-2020, will in-vest €6.3 billion to address the societal chal-lenge ‘Smart, Green and Integrated Transport’ (€3 billion managed by INEA through the ‘Mobil-ity for Growth’ priority).

This challenge is designed to boost competitive-ness of the European transport industry as well as achieve a safe, efficient, secure and green Eu-ropean transport system.

In this context ITS represents the backbone of the ‘Mobility for Growth’ priority, as it fosters in-novation in transport to yield improved mobility solutions.

INEA is currently managing 11 projects under Horizon 2020 to address the following domains:

• Connectivity and information sharing for intelligent mobility• Cooperative ITS for safe, congestion-free and sustainable mobility• Towards seamless mobility addressing fragmentation in ITS deployment in Europe• Safe and connected automation in road transport

INEA is currently funding 13 projects on ITS under the Connecting Europe Facility (CEF) programme. These projects cover CEF corridors with the implementation of ITS services, and include pilots which will enable the deployment of new ITS technologies on European roads. All actions are in line with Member States’ determination to deploy ITS services and strengthen cross-border cooperation on road transport.

URSA MAJOR 2, Arc Atlantique 2, CROCODILE 2, MedTIS 2 and NEXT-ITS 2 are implementing and upgrading ITS services along the nine Connecting Europe Facility “Core network Corridors”.

As a result thousands of additional kilometres will be served by ITS technologies (i.e. real-time travel informa-tion, intelligent truck parking, hard shoulder running), which will improve the efficiency and safety of road transport and contribute to reducing its polluting emissions.

I_HeERO and eCall.at are preparing Public Safety Answer-ing Points across Europe to handle eCalls, the emergency calls triggered automatically in case of accident or manu-ally from vehicles.

These projects are particularly important in view of the forthcoming mandatory introduction of a standardised eCall throughout Europe.

Real-life pilots on Cooperative ITS (C-ITS) aimed at improving existing and creating new ITS services for all European road users, by testing vehicle-to-infrastructure and vehicle-to-vehicle interactions through the use of both short-range and cellular communications.

The EuTravel project will create a collaborative virtual space for travel services providers and transport infra-structure bodies which will enable users to organise com-posite pan-European intermodal trips according to their own set of criteria, including best possible environmental performance.

The TIMON project will create a cooperative open web based platform and mobile application to deliver real time information to drivers, pedestrians, businesses and vulner-able road users. This will render road transport safer, more sustainable, more flexible and more efficient.

“INEA’s role, over and above the day-to-day management of the indi-vidual projects it follows, is to exploit the synergies of the CEF and H2020 Programmes in the field of ITS to ensure better, safer and greeener mobility for everyone in Europe.”

Dirk BeckersExecutive Director of the Innovation and Networks Executive Agency (INEA)
