Summary

Vice President Hamid Ansari started openly criticizing the Modi government the moment he retired. He was baffled with the government as he was not anointed to the post of President. The problem with Ansari was that he did not consider himself as the leader of the country rather he was considering himself as the leader of Muslims. This was the reason that he participated in the golden jubilee celebration of the controversial organization called All India Muslim Majlish Mushawrat in which he targeted the government to project himself as the staunch Muslim leader. These days AIMMM has become the B team of the Congress under the leadership of its pro-Congress leader Naved Hamid who became president of this organization with the help of Jamate Islami. Hamid Ansari is alleged to have leaked information to the Iranian government about RAW’s activities in Iran when he was Ambassador of India to Iran. Two RAW officials were arrested by the Iranian intelligence officials due to the leaked information.

Ram Janmabhoomi dispute took a new turn when Shia Waqf Board in its affidavit requested to build Ram Temple at Ayodhya and Muslims should be allowed to build a mosque in the Muslim majority area. President of Shia Waqf Board Waseem Rizvi alleged that Muslim Personal Law Board and Sunni Waqf Board are deliberately complicating the matter while we want to solve this issue through dialogue. Radical Muslims started criticizing this move of the Shia community. But this is clear that on the issue of Ram Janmabhoomi dispute, Shia and Sunni came at loggerheads.

Face-off between the two world-famous Sunni institutions is out in open. Darul Uloom banned activities of Tablighi Jamaat in its campus. Manager of Darul Uloom, Deoband warned that who so ever participates in the activities of Tablighi Jamaat stern action would be taken against the person.

A big blast took place in the politics of Islam. The SIT constituted by the Supreme Court of Pakistan held family members of Nawaz Sharif and him responsible for the corruption. Sharif was forced to resign due to this report. The court also instructed that corruption cases must be lodged against Sharif and his family members. Imams of the mosques in the country are openly encouraging terrorist activities. Recently an Imam was arrested from Muzaffarnagar on similar charges who was planning to execute bomb blast at several places during Independence Day celebrations.

I Shia community supports building Ram

Temple at Ayodhya The pending case of Babri mosque land dispute took a new turn when Shia Waqf Board in an affidavit supported building a Ram Temple at the birth place of Ayodhya. The matter took a new turn. According to Sahafat (August 12), the Supreme Court decided to start hearing the Babri Land dispute from December 5 and all the concern parties have been informed in this regard and it was made clear that no fresh petition would be entertained during the period. The court instructed all parties that they must produce English translation of evidences in ten weeks. The court said that documents made available to the court are in Sanskrit, Persian, Urdu, Arabic and other languages. The court expressed dissatisfaction over the fact that translation could not be completed in seven years.

Dainik Inquilab on August 9 had the headline – A new turn to Babri mosque dispute; Central Shia Waqf Board files affidavit; Claim made over one third of the land; Claimed itself to be the real inheritor. Hindustan Express on August 9 had the headline – A new turn to Ramjanmabhoomi and Babri mosque dispute; Shia Waqf Board advocated construction of Ram Temple in its affidavit. Sunni Board said that this affidavit did not have any value in the law.

Roznama Rashtriya Sahara on August 9 had the headline – A new controversy over Babri Mosque dispute; Ram Temple should be built at the disputed site; Affidavit of Shia Waqf Board in the Supreme Court.

Hamara Samaj on August 9 did not publish this news report as the main news report rather it was published as a three column report with the headline – Ram Temple should be built at the disputed site: Shia Waqf Board. This affidavit was an appeal and it did not have any legal sanctity: Zafaryab Jilani.

Inquilab on August 9 alleged that president of Shia Waqf Board Wasim Rizvi submitted this affidavit in the court to keep Bharatiya Janata Party in good humor. This has astonished the Islamic faith because the entire community was united on this issue. Affidavit issued in the name of Shia Waqf Board by Wasim Rizvi said that Ram Temple should be built on disputed area and mosque could be built in a Muslim dominated area away from the disputed site. Rizwi said that only Shia Waqf Board had the right to speak to other parties involved in it and none else. Rizvi further said that if Ramjanmabhoomi and Babri mosque dispute was settled the long-drawn unrest in the country would be solved. Lawyer of All India Muslim Personal Law Board Zafaryab Jilani claimed that whether the mosque belonged to Shia or Sunni was decided in 1945 and two Shia Muslim scholars Maulana Kalbe Jawat and Maulana Sabbat Mohammad Naqvi have already registered their statements on this matter so the present claim does not have any value. Both the Shia scholars claimed that a mosque belongs to the God. It neither belongs to Shia nor belongs to Sunni. Everyone knows that why this decision was taken and even Shias are aware about it. Chief of Jamate Islami Maulana Jalaluddin Umri said that claim made by Shia Muslims on Babri mosque was not new. But agreement has been reached on it but such steps would harm unity of Muslims. Every Muslim is united on the issue of Babri mosque that it was not built by

demolishing any temple. He said that we won’t say that this claim was wrong but this had definitely devalued Shia Waqf Board. Lawyer of Allahabad High Court Farman Ali Naqvi said that such people who were petitioners in the case would also remain the petitioner in Supreme Court therefore the Shia Waqf Board did not have any value in this matter. The case is pending since 1961, the question is that where was it all this while? Why it did not take any step so far? He said that all this game was being played to collect funds from outside. He said that there was a conspiracy to cause differences between Shia and Sunni so the Muslims must remain cautious. Everyone knows that who are behind this conspiracy. The same communal forces wanted Shia-Sunni to fight with each other. An imam of a Shia mosque in Delhi Maulana Mohsin Ali Naqvi said that step taken by Rizvi was a political move. He wants to make this issue complicated to cause unrest in the country. The person who has been selling waqf land was now saying his conscience is clear.

According to Dainik Sahafat (August 9), president of Shia Waqf Board Wasim Rizvi said that the mosque in Ayodhya known as Babri Mosque was built Mir Baqi during the time of Babur. Since Mir Baqi was a Shia so Shia Waqf Board had its right over it. Only imam of this mosque was Sunni who were given salary by Shia Mutalavi and both the communities used to offer prayer there. Sunni Waqf Board got this mosque registered in its name in 1944which was challenged in the court by Shia Board in 1945 but Shia Board lost the case. Shia Waqf Board also claimed that Sunni Waqf Board did not want to solve the matter peacefully.

Dainik Inquilab on August 9 published a news report on August 9 in which it was said that Muslims were very angry over the affidavit given by the Shia Waqf Board. Qazi of the Lucknow Maulana Firangi Mahli said that unity of Shia and Sunni on this matter was necessary. Some people are making this very serious matter a joke for their personal gains. According to another Muslim leader Maulana Raza, the person who himself is surrounded with corruption charges, the person does not have any right to cause such controversy. Maulana Habib Haidar said that since Waseem Rizvi was accused of corruption charges so he was resorting to such moves to save himself by such actions. Vice president of Save Waqf India Rizwan Mustafi said that the person who had given this affidavit has said in 2010 that there was no mention of Babri Mosque in Shia Waqf Board and Shia had nothing to do with it.

According to Roznama Rashtriya Sahara (August 10), Muslim scholar Tahir Mahmood said that the affidavit given to Supreme Court by Shia Waqf Board does not have any value in the eyes of law because in the eyes of law a mosque is a mosque and it can’t be divided as Shia and Sunni Jamiat Ulama said that petition made by Shia Waqf Board was illegal. In the Waqf Board Act places of mosque, mausoleum, cemetery and Imambara cannot be changed, neither it could be put on ransom not it could be sold off therefore this affidavit does not have any legal sanctity as per Islamic point of view

Dainik Inquilab in its editorial on August 10 criticized affidavit of the Shia Waqf Board. The editor said that though the matter is sub-judies but jugglers kept on appearing who have been providing some or the other formula of any political parties. This time round Shia Waqf Board filed a petition in the Supreme Court that if it was considered a party it would withdraw its claim over disputed site so that temple could be built there. The newspaper said that the person who had filed the petition was opposed all across the country. Members of this waqf board asked for votes for Samajwadi Party. But ever since the BJP came to power, these people are seeing jail due their involvement in corruption cases. SO they are resorting to such actions to keep Sangh Parivar people in good humor.

II Darul Uloom Deoband and Tablighi Jamaat at loggerheads

According to Inquilab (August 10), the long standing dispute between Darul Uloom Deoband and Tablighi Jamaat took a new turn as Darul Uloom banned every Tablighi Jamaat activity in its educational institution. Manager of Darul Uloom Deoband Maulana Mufti Abul Qasim Naumani accepted that there was dispute between leaders of Darul Uloom, Deoband and Tablighi Jamaat. Darul Uloom has been trying to resolve the matter. The institution made it clear that its area of work included expansion of religious education where Tablighi Jamaat had no presence. Still Tablighi Jamaat has been spreading this that Darul Uloom was propagating a particular ideology. This has caused several confusions. So we want to make it clear that we have got nothing to do with the internal conflicts of Tablighi Jamaat.

According to Dainik Sahafat (August 10), differences between these two Sunni organizations are increasing. Recently Darul Uloom Deoband issued fatwa that women cannot participate in Tablighi Jamaat activities. Tablighi Jamaat refused to accept this fatwa. Chief of one of the factions of Tablighi Jamaat Maulana Saad had differences with Darul Uloom. Spread across the world Tablighi Jamaat is divided into two factions.

Comment: This is to recall that allegation and counter allegation between Darul Uloom and Tablighi Jamaat is continuing. According to Akhbar Mashriq (December 15, 2016), dispute between Darul Uloom and Tablighi Jamaat took a very serious turn. Maulana Abu Arshad Kandhalwi associated with Tablighi Jamaat had allegation of scam to the tunes of crores of rupees. Maulana said that fatwa issued by Darul Uloom, Deoband has become a commercial affair and money was taken to issue a fatwa. It clearly means Mufti take money to issue fatwa. Screenshot taken of the Facebook page of Maulana Arshad targeted Darul Uloom in which it was clearly written that which scholar of Darul Uloom, Deoband is well accomplished in Hadith. It is written in another post could anyone tell which scholar of Deoband is alleged for crores of bungling. No one answered these allegations and no one could dare to ask these questions. Maulwi also asked this question that could anyone tell who are the people to facilitating admission at Darul Uloom by taking money. Maulana Arshad did not stop here and wrote further don’t insist to open my mouth else names of such people would be out in open who took crores of rupees for issuing fatwa. The newspaper wrote that mufti of Darul Uloom, Deoband faced British and organizations like Arya Samaj. The entire world tried to buy them but his honesty was never compromised. The entire Islamic world looks at Darul Uloom, Deoband with respect. In such a situation raising finger at it was questioning its reputation. According to Hamara Samaj (September 19, 2016), dispute between Darul Uloom and Tablighi Jamaat is intensifying. Leaders of Tablighi Jamaat are out in open against Darul Uloom, Deoband. In a conference of Tablighi Jamaat at Meerut, it was threatened that who so ever was helping Darul Uloom they will be dealt with later on. It is said that in this conference many Muslim leaders of western Uttar Pradesh participated in which attempt was made to short out differences between Darul Uloom, Deoband and Tablighi Jamaat but due to hot discussions no decision was reached upon. According to Dainik Sahafat (December 27, 2016), despite the opposition from Darul Uloom, Deoband Tablighi Jamaat organized a three-day Tablighi Izetma (Conference for expansion of Islam) in which over 50 lakh Muslims participated and traffic was affected for two days. As per police, it was expected that around 30 lakh people would participate I it but over 50 lakh people participated in it. This conference was addressed by controversial religious leaders Maulana Mohammad Saad Kandhalwi. This is to recall that Darul Uloom, Deoband had issued fatwa against maulana. Darul Uloom, Deoband tried its best to make this programme unsuccessful but it failed. Hamara Samaj on December 15, 2016 mentioned

India Policy Foundation □ 1-31 August, 2017 □ 6

Maulana Abu Arshad Kandhalwi who had alleged Darul Uloom, Deoband for corruption by saying that he was son-in-law of the Aszad Madani – the younger brother of the Jamiat Ulama e Hind president Arshad Madani. According to Inquilab (December 6, 2016), Darul Uloom, Deoband issued fatwa against chief of Tablighi Jamaat Maulana Saad Kandhalwi. It was claimed in this fatwa that Darul Uloom, Deoband received several complaints against chief of Tablighi Jamaat Maulana Saad Kandhalwi for his religious propagation. It was proved from complains Darul Uloom received that Maulana Kandhalwi was misinterpretating Quran and Hadith and that was against Islam and disrespect to prophet of Islam. Besides that his statement about the importance of Tablighi Jamaat was sharp criticism of other Islamic religious organizations. Attitude of the present leaders of Tablighi Jamaat leaders was absolutely opposed to old Tablighi leaders Maulana Ilyaas Kandhalwi, Maulana Mohammad Yusuf Kandhalwi and Maulana Inamul Hasan. It is said in the fatwa that on earlier occasions too Darul Uloom tried to bring attention of Bangla Wali Masjid (Tablighi Jamaat headquarters) by writing several letters but none of them were responded.

What are Tablighi Jamaat and Darul Uloom?

Since most of the countrymen don’t know the background therefore it becomes necessary to throw some light on them. Darul Uloom, Deoband was set up in 1862 by a Wahabi scholar Abul Qasim and ever since this institute has been preparing Islamic evangelists and imam. It has been considered to be the second best Islamic institution in the world. The institute trains over five thousand students for Islamic evangelists and Imam every year. Its doors are closed for women. The institute not only provides free education but also provides free food and lodging. In recent incidents over two hundred people educated from this institution were arrested on terror charges. As far as Tablighi Jamaat was concerned, it was set up in 1926 in response to the Sudhdhi movement of Arya Samaj and its headquarters was situated in Basti Nizamuddin. This is supposed to be the most powerful Sunni organisation with its branches spreading across 126 countries. Wherever jihadi terrorists are causing disturbances, there is involvement of this very organisation. Times London called it nursery of Islamic terrorist. From the past two years two groups of this organization are in violent struggle against each to have control over this organisation.

III Allegation of saffronisation of curriculum

According to Akhbar Mashriq (August 9), Mughal emperors started disappearing in the books of Maharashtra Education Board. In the current year, history books of seventh and ninth standards published with some corrections has special mention of Shivaji Mahraj. All the chapters mentioning Razia Sultan and Muhammad bin Tughlaq have been removed from the seventh class history book. The book does not mention Taj Mahal, Qutub Minar and Red Fort. The ninth class book has Bofors Scam and Emergency imposed by Indira Gandhi. A representative of the board said that decision in this regard was taken last year that necessary amendment in the history books must be done. The news book has mentioned Akbar in three lines.

Weekly Nai Duniya alleged on August 7 that the BJP ruled states in the country are involved in saffronisation of history and pressure was being made that history must be represented in a new fervor by removing Urdu, Arabic and English words. The matter was taken up in Parliament but the government attitude was not changed. The newspaper writes that the government changed the entire history of Haldi Ghati and claimed that battle of Haldi Ghati was won by Maharana Pratap and Akbar was defeated. A writer associated with the Sangh Dr. Chandrashekhar Sharma claimed that Maharana Pratap had won the battle of Haldi Ghati.

IV True colours of Hamid Ansari

Vice President Mohammad Hamid Ansari started targeting the Narendra Modi government immediately after retirement. According to Dainik Inquilab (August 11, Mumbai), in an interview to Rajya Sabha he had said that there was an unrest and insecurity among Muslims due to current scenario in the country. The newspaper wrote that in his last interview he spoke his mind about Narendra Modi in brief. He said that judgment of any democracy lies with the fact that how far rights of minorities protected in any country. If the opposition was not allowed to speak against the policies of the government in a democracy, then democracy turns into torment. However, this was not the first chance when Hamid Ansari criticized the Modi government. He said in his interview that there was an environment of fear among Muslims in the country. He had words with Prime Minister Narendra Modi in this regard and the matter was taken up with several other ministers. Statements are mad on these issue but they lack logic. Now it has to be decided that if you accept clarifications or arguments given in support of this. Officials are least bothered about implementing Rule of Law and nationality of individual is questioned. Answering a question, he had said that the way Muslims were attacked fear was created among them so they were feeling insecure. The same thing was heard when I was in Bangalore. During his farewell speech, he god applauds when he had said in the Rajya Sabha that Opposition should be allowed to speak. But he had also said that this was also the responsibility of minorities not to disturb working of the house. Former vice chancellor of Aligarh Muslim University, Hamid Ansari was an Aristocratic man and a poet heart. This is to recall that Hamid Ansari was elected Vice President in 2007 during the UPA regime and reelected in 2012. The BJP is angry over the criticism made by Hamid Ansari. The BJP leaders were saying that if he was feeling so he should have spoken earlier. Commenting on his statement Vice President M Venkaiya Naidu said that talking about minorities or Muslims have become a fashion. BJP spokespersons also criticized Ansari. However, on one hand Ansari was being criticized on the other hand the PM was praising him. He said that Hamid Ansari was a successful diplomat and I have learnt a lot from him from his work.

Most of the Urdu Newspapers published special write ups about Vice President Hamid Ansari in which his services were appreciated. Roznama Rashtriya Sahara on August 11 congratulated Ansari for speaking the truth. The newspaper alleged that some selfish elements wants to destroy the plural society of the country and also wants to spread unrest in the country. Ansari made the present dispensation aware about the looming danger.

A Lucknow-based newspaper Jadeed Markaz on August 13 said criticizing the statement that he remembered Muslims after 10 years. He was keeping silent as Vice President In the past 10 years when crowd killed dozens of Muslims. The newspaper said that statement of the newly appointed Vice President M. Venkaiah Naidu on Hamid Ansari was not like a responsible person but of a Sangh pracharak. Venkaiah said that Muslims from across the country are safe.

Dainik Siyasat in its editorial on August 12 supported the statement of Hamid Ansari and said that he tried to show mirror to the government but the government was neglecting the truth. The newspaper expressed its dissatisfaction and said that the ruling party must take statement of Hamid Ansari seriously but they started targeting Ansari.

Interesting thing is that what Ansari spoke today that radicals have always been speaking. According to a Delhi-based newspaper Akhbar Mashriq (July 23), Jamate Islami in a three-day conference at Bangalore alleged by passing a resolution that minorities were not safe in India and they were being targeted in a planned manner. Jamate Islami called claims of development in the

India Policy Foundation □ 1-31 August, 2017 □ 8

country as a bundle of lie. It said that the country was facing with many problems by the day and criminal activities of Hindutva gang were increasing. It appears that instead of controlling them they have been given free hand. This was the reason that attacks on Dalits and Muslims increased. Once again feeling of hatred increased in the country and image of the country was deteriorating internationally. Social and economic condition was getting deteriorating by the day. GST and demonetization gave a big blow to the Indian economy. Jamate Islami demanded from the government that it must not consider itself as a political party or the government of a particular community rather consider itself as the government of entire country and work for the development of all. The government slogan Sabka Saath, Sabka Vikas proved to be hollow. The government was working for the interest of corporate world and capitalists. Relations being established with the US and European country might economically and militarily benefit to some extent but it definitely deteriorated relations with neighbours gradually. Tension with China was a matter of concern. The government should take objective stand to make relations better with China and needs to take Pakistan, Sri Lanka, Nepal and Maldives into confidence to make better relations with them. We demand from the government that in the name of making a better relation with Israel it must not spoil its friendly relations with Arabic nations. It was very sad that Palestine was not even mentioned during Prime Minister Narendra Modi’s last visit to Israel which was against Indian tradition. This was an attempt to keep eyes shut on the Palestinian issue. This conference of Jamate Islami was convened to discuss growing anarchy, violence by crowd and innocent people being attacked and expressed deep concern over killing of people. There was no doubt that Muslims, Dalits and other minorities were being targeted in a planned manner. The Centre and the state governments have closed their eyes on these incidents of anarchy and their insensitivity was extremely condemnable. The convention of Jamate Islami remains the Centre and the state governments about their moral and constitutional responsibility that it was their prime concern to save lives, respect and property of every citizen and if they fail to fulfill their responsibility they will have to answer in the court of Allah.

According to Dainik Siyasat (July 20), the entire country from Kashmir to Kanyakumari is unsafe for Muslims. The issue of Muslims and Dalits being killed remained a big issue. Several leaders of opposition political parties alleged that these killings have hands of the BJP and the Sangh Pariwar. On the other hand the government said that these killings must not be given religious colour. Union minister of minority affairs Mukhtar Abbas Naqvi said that the government was concerned over such incidents and everyone must raise voice against it. Naqvi said that the Centre criticizes such incidents and instructs state governments to take tough actions against people involved in violent activities. Mukhtar Abbas Naqvi alleged that some people wanted to defame the government under a planned conspiracy. Leader of opposition in the Rajya Sabha Ghulam Nabi Azad targeted the government by saying that violence by the crowd against Dalits and Muslims had hands of BJP and Sangh Pariwar. This was the reason that the government was not taking any action against them. The ruling party was trying political dividend out of it but it would rather make the country weak and we would not be able to withstand foreign aggression. Now no place in the country remains safe as similar anarchy was during the British government. Society has become insensitive as when minorities were targeted no one comes out in their support.

Inquilab in its editorial on August 12 supported the statement of Vice President Hamid Ansari in which he had said that Dalits, Muslims and Christians were afraid. The newspaper said that whatever Ansari had said that was the voice of people’s heart and he did not say anything wrong. The newspaper said that Muslims were being targeted from the past three years and in the name of issues like Love Jihad, Tripple Talaq, Beef Ban and Cow Protection they are targeted. There was insecurity among women. Middle class and lower class was in trouble due to demonetization. If

India Policy Foundation □ 1-31 August, 2017 □ 9

Hamid Ansari expressed feeling of these section what was there to infuriate about. Is it proper to stop someone with a stature of a Vice President to be stopped speaking his mind as he was criticizing the ruling party. The ruling party must see its face in the mirror because it the country has to take path of development then no section of population should have uneasiness.

Hindustan Express in its editorial on August 12 supported the statement of Hamid Ansari and expressed astonishment to the fact that whatever Ansari said was based on facts still the BJP started campaign against him. The BJP and Sangh people are making statement against him. Whatever Hamid Ansari said was the statement of a responsible citizen of the country. Minorities should not only be given security but action against such elements should be taken who are troubling minorities.

V Minority status of Jamia Milia Islamia in danger

According to Roznama Rashtriya Sahara (August 8), the Narendra Modi government decided to withdraw its statement on the minority status of Jamia Milia Islamia. The Modi government decided to give a new affidavit to the Supreme Court in which it would be said that Jamia Milia Islamia was not a minority institution. In this regard a new affidavit would be submitted in the Delhi High Court. This is to recall that earlier the Central government on February 22, 2011 supported the decision of National Minority Education Commission in which Jamia Milia Islamia was declared minority institution. According to the informed sources, the Modi government was going to accept in the court that the affidavit given in the court was wrong. This institution was established by a resolution of Parliament and it was financially assisted by the Centre. Last year, when Smriti Irani was still the Human Resource Development minister, the Attorney General advised that it must change its old stand regarding Jamia Milia Islamia University. This is to recall that in the matter of Aziz Pasha the Supreme Court had said that Aligarh Muslim University was not a minority institution because this was establish by the British government and it was not established by Muslim community. This opinion was accepted by the Central government.

According to Inquilab (August 10), chief of Darul Uloom Deoband Maulana Abdul Qasim Naumani warned the government that it must keep away from changing Islamic character of Jamia Milia Islamia. He said that this institution was set up by Muslims. President of Jamiat Ulama Maulana Arshad Madni too warned the Central government that it must forget changing the minority status of the Jamia Milia Islamia.

VI Imam inciting terrorism in the country

Intelligence department of Uttar Pradesh arrested an Imam Abdullah al Mamon from a mosque in Muzaffarnagar. According to Inquilab (August 11), an Al Qaida terrorist Raza Ahmad was also arrested from Delhi. He was trying to flee Nepal. It is understood that arrest of Raza Ahmed was done after the interrogation of arrested Imam. Raza is said to be associated with Al Qaida. He originally belongs to Bangladesh. He is said to be working to distribute counterfeit currency in India that were printed by Pakistani intelligence agencies. The police were hoping that with the information provided by Raza information about Al Qaida network would be unearthed. It was also revealed that the police were looking for four more terrorists associated with these two terrorists who are associated with Al Qaida. This is to recall that earlier several madarsa in western Uttar Pradesh were raided and over two dozen people were arrested. Some of them were released but some of them are under surveillance. According to another news report, the police arrested three

India Policy Foundation □ 1-31 August, 2017 □ 10

terrorist from a hotel and from them fake passport, Aadhar and other identity cards were recovered. As per the police, all the three arrested terrorists belonged to Kashmir.

I Nawaz Sharif removed on charges of corruption

According to Inquilab (July 29), the Supreme Court of Pakistan held Pakistan Prime Minister Nawaz Sharif guilty in Panama Scam and ruled him illegitimate for the post. The SC ruled on the investigation report of the Joint Investigation Committee report. Federal council of minister was dissolved after Nawaz Sharif resigned. Joint Investigation Committee in its report said that Sharif and his family have assets disproportionate to their income. According to Pakistani newspaper Express Tribune, Eizaz Fazal said that Nawaz Sharif was not honest towards Parliament therefore he did not have any moral right to remain seated as Prime Minister. The Supreme Court ruled National Investigation Bureau to lodge cases against Sharif and his family in two weeks. There was a political upheaval last year in April when some secret documents of Panama firm were missing and after that corruption of several leaders from across the world including Pakistan was exposed. Around 1.15 crore documents of Panama Papers were leaked at ICIJ website. People involved in corruption included Russian President, King of Saudi Arabia, Prime Minister of Iceland, President of Syria and many more rulers from across the world. According to the website, there are several companies of website in which they have invested. As per the newspaper, on the demand of the Opposition political parties on May 6 a six-member investigation committee was set up which submitted its report on July 10. According to another news report, President of Pakistan’s Tahrik e Insaf Imran Khan commented on the decision of Supreme Court of Pakistan that I did not have any personal enmity with Sharif. It was just for the country. I want to congratulate the Supreme Court and the SIT. The work that they had done no western country could have done. Today Pakistan has achieved the Pakistan of Jinna’s efforts and Allama Iqbal’s struggle. He said that there was several sections in Pakistan but contrary to claims of having single law Pakistan’s well placed people have different laws for themselves. He said that any human being tries but success was ensured by the God. Imran Khan said that there was huge debt on Pakistan and we have borrowed $10 billion so far. Corruption has spoiled the economy of the country. Pakistan will also progress like any other country after this decision. He said that bombardment does not destroy any nation but corruption for sure. After the decision of the Supreme Court now some more people would be investigated. He said that judiciary proved that laws were still equal for all in Pakistan. President of Pakistan People’s Party Bilawal Bhutto Zardari said that his party would field Prime Ministerial candidate along with opposition parties. I want to see a strong democracy in the country. We believe everyone to be investigated. Everyone must accept this decision. Maryam Nawaz the daughter of Nawaz Sharif said that on one hand elected Prime Minister was removed. She said, “We will come to power once again with the support of the people of the country.” Another daughter of Nawaz Sharif said, “Days are not far off when Nawaz Sharif will become Prime Minister for the fourth time.” She said that people were with them and the decision came for the political reasons. The British organisation said that property of Nawaz Sharif in Britain must be probed and they must be returned to Pakistan. The government must take immediate steps in this regard.

Inquilab on July 29 wrote commenting on the resignation of Nawaz Sharif that coups in Pakistan have been very common. From Ayub Khan to General Pervez Musharraf at least three times Army

was involved in the coup to dethrone elected government and at least three more attempts were made. Earlier change in government was in the hands of Army. Now it has taken over by the judiciary. Nawaz Sharif has become such a Prime Minister who was removed from the position thrice. First in 1993 Sharif was removed by former president Ghulam Ishaq Khan on corruption charges but he was declared honest by the Pakistan Supreme Court. Nawaz Sharif came to politics once again after winning in the court. He became Prime Minister once again in 1997 but he removed Army chief Karamat to replace him with Pervez Musarraf. Later Sharif got angry with Pervez when he waged war against India in Kargil and when Pervez was on his visit to Sri Lanka attempt was made to remove him but Pakistani Army refused to accept orders. Pervez Musharraf removed Sharif and himself became President of the country. Fortunately Sharif was not hanged like Bhutto because he had close relations with King of Saudi Arabia Shah Faiz so he took asylum in Saudi Arabia. After the efforts made by Saudi Arabia, Sharif came to Pakistan once again in 2007 and started participating in politics in 2007. He had won 2013 elections and became Prime Minister once again. He was prosecuted for investing money in foreign countries. Now a bench of Supreme Court of Pakistan found him unfit to rule and ended his political career. No one can deny not following instruction of the Supreme Court. Interesting thing was that bribery was very common in Pakistan. People of the country have accepted this system. Pakistan stood at the 45th rank among corrupt nations across the world.

Roznama Rashtriya Sahara (July 29) suggested India to remain cautious. The newspaper said that whenever there was political stability in Pakistan there was a tense relation with Pakistan. Nawaz Sharif was such a leader who advocated friendly relations with India during elections. Last year some tax documents were exposed in which people of 140 countries were found involved in it. They included Prime Minister of Pakistan and their family members. Investigation was continuing on the matter for over a year. Now the Supreme Court found him guilty looking at the report and ruled him to resign. This decision of the Supreme Court dented image of Sharif among people of the country. It appears that Opposition leader Imran Khan would emerge more strongly but he does not have mass support. In such a situation Army could take benefit of it therefore India must remain cautious about the intent of Pakistan.

Hindustan Express on July 29 published a news report in which it was revealed that Nawaz Sharief had faced court on several other occasions. He was sentenced in two cases. But this was the first occasion when he was in the government and ruling was against his government. For the first time Nawaz Sharief had to go to court during the Benezir Bhutto government around 23 years ago in October 1994 in the matter of Ramazan Sugar Mill case. In this case Sharief family was alleged to be involved but a compromise was reached on this matter after 20 years. In 1994, the main investigating agency FIA lodged cases against two companies of Nawaz Sharief in which Sharif was alleged for forgery and cheating. But Sharif became Prime Minister after three years so the case was quashed. In the 1997 elections Sharif got two-third majority but General Pervez Musarraf removed him from the post and several cases of corruption and terrorism were lodged against him. National Investigation Bureau filed 28 cases against Sharif between 1999 and 2000 but 15 have been quashed for not having enough evidence while nine still continuing. One of them is helicopter case in which judge ruled against Sharif in 1993 for not paying taxes on Six lakh pound of helicopter and held responsible for not declaring it as an asset. He was not only sentenced jail but also fine to the tune of two crore rupees. Sharif had to complete jail term of six month in this matter. During the regime of Pervez Musarraf a case of aircraft conspiracy case was filed against him in which he was charged with conspiring to murder and airplane hijack for which he was sentenced life imprisonment. But the case was ended after he was given 10 years’ exile.

Hamara Samaj in its editorial on July 29, welcomed the decision of the court against Nawaz Sharif and said that those who live in the country they should have faith in democracy. No ruler should have the right to work on whims. No one should do bungling. This was the pressure of democracy that Prime minister of Pakistan was helpless before the court and he had to vacate his post. Corruption makes any society and country hollow.

According to Munsif (July 30), it was said in the corruption allegations against Nawaz Sharif that motorway built from Islamabad to Lahore had an estimated cost of around 8.5 billion but around Rs 20 billion was spent on it. A Korean company was given its contract though its bidding amount was more than other companies. An author called Remond Bekar alleged in his book Dirty Money that Nawaz Sharif and members of looted government coffer indiscriminately and the money was invested in foreign countries. The newspaper further writes that not a single Pakistani Prime Minister has been able to complete its terms. Due to revelations made by Panama Leaks, Pakistani media and Opposition political parties started campaign on which Pakistani Supreme Court started hearing the case in November 2016 and gave its verdict on April 20, 2016. Justice Asif Sayeed Khosa and Justice Gulzar Ahmed ruled Nawaz Sharif as unfit for the post of PM while the rest of the three judges ordered constituting a special investigation group. This special investigation group included representatives from State Bank of Pakistan, National Investigation Commission and intelligence department of Pakistani Army. The team investigated that how much investment was made by the family of Nawaz Sharif in Jedda, Qatar and Britain. The team presented its report to the Supreme Court on May 5. The investigation team quizzed both the daughters and sons of Sharif. After getting investigation report the court ruled Sharif unfit for the post of PM and instructed Investigation bureau to lodge cases against family members of Sharif.

II Corruption charges against Executive Prime

Minister of Pakistan According to Akhbar Mashriq (August 1), there was an investigation on the corruption charges to the tune of 220 billion on the newly appointed executive Prime Minister of Pakistan’s ruling party of Pakistan Muslim League (Nawaz) after Nawaz Sharif resigned. According to Daily newspaper Dawn, investigation was being done by Pakistan Investigation Bureau against Shahid Khaqan Abbasi who was earlier Petroleum minister. He is alleged to be involved in LNG import scam. Former petroleum secretary Abid Sayeed and managing director of the Inter-State Gas System Mobil Swalat and another firm Anglo’s CEO Imran ul Haq and Sui Gas Company’s former director general Juwair Ahmad are accused. According to the newspaper, as per NAB documents all rules were compromised to import liquid gas in which billions of rupees were misappropriated. Investigation Bureau filed a case in this regard on July 29, 2015 which is being investigated. This case was filed on complains of chairman of Pakistan’s Yojna Aayog Shahid Sattar and other officials. It was alleged in this case that Abbasi misused his power to harm the government to the tune of $2billion.

Munsif on August 6 reported that Abbasi has been elected executive Prime Minister. He will have direct face off with Pakistan People’s Party’s leader Syed Naved Qamar and Tahrik e Pakistan Insaf and Muslim League’s joint candidate Sheikh Rashid and Jamate Islami’s Tarek Abdullah. After the voting Abbasi got 221, Naved got 47, Rashid Ahmed 43 and Tarek Abdullah got 4 votes however Muslim League of Nawaz Sharied has 172 members in National Parliament. Sanyukt Kaumi Abhiyan also decided to support Abbasi and Abbasi said that the biggest challenge before

us was that we must follow the constitution. If the government, Opposition, Army and Judiciary don’t work in tandem Pakistan would sink. He said that Nawaz Sharif was never involved in corruption. Whatever he earned it was hard earn money and it was before everyone. He said that even I was falsely accused of corruption. Before Abbasi was elected, a petition was filed in which it was stated that after the court’s decision Nawaz Sharif was unfit for parliamentary politics therefore he did not have to right to nominate Abbasi as the executive Prime Minister. It was said in the petition that corruption charges against Abbasi was being investigated. Candidate of Tahrik e Insaf Sheikh Rashid demanded that Nawaz Sharief, Shahbaz Sharif, Shahid Khaqan Abbasi and Ishak Dar must be arrested immediately and they must be prosecuted because they are involved in purchase of liquid gas which caused loss to the tune of $16 billion to Pakistan. On the other hand National Investigation Bureau had made it clear in the statement that neither any case was there against Abbasi nor was any matter being investigated against him. Allegations made against him for corruption in purchasing of liquid gas have been found baseless. It was learnt about the newly elected executive Prime Minister Abbasi that he had sought permission to settle down in Dubai and his son has a business in Dubai. This makes it clear that Abbasi is an employee in a Dubai-based company because residence certificate was given to only those persons who were working in a company there only.

According to Akhbar Mashriq (August 5), the new federal government that has been constituted in Pakistan included critiques of Army. President of Pakistan Mamnoon Hussain administered 46-members to oath to the office. The ministry included mostly such leaders who are critiques to the Pakistani Army. This gives an indication that civilian administration does not any influence of Army. Iqbal Hasan is the new Home Minister while Khwaza Rafiq has been made Rail minister.
