What does the Riverside County Seal of Multiliteracy recognize?• Students who are

literate in multiple languages should be recognized as having a well-rounded education and as having marketable skills in this global economy.

What are the Benefits of the Riverside County Seal of Multiliteracy?• Special designation on student transcripts.

– College/university applications.– Scholarship applications.– Can earn as a junior or senior.

• Special Riverside County Seal of Multiliteracy on high school diploma.– Other district-determined recognition.

• Objective verification of proficiency for job applications, interviews, etc.

The Awards Ceremony for the Riverside County Seal of Multiliteracy• Students who earn the Riverside County Seal of

Multiliteracy will be invited to participate in the county-wide Awards Ceremony to be held in their honor in November.

What are the eligibility requirements for the

Riverside County Seal of Multiliteracy?

Eligibility Requirements• Attend a participating high school. • Be a junior or senior in 2013-2014. To demonstrate your proficiency in English on the

School Verification form, accomplish all of the following:

• Pass the English language arts (ELA) and mathematics sections of the California High School Exit Exam (CAHSEE; if required to take).

• Score proficient or advanced on the California Standards Test (CST) or California Modified Assessment (CMA) ELA at least once in high school.

• Be on track to complete all ELA requirements for graduation.

• Earn an overall GPA of 2.0 or above to date in ELA classes required for graduation.

For English Learners: •In addition to all the other requirements, attain English proficiency on the CELDT (an overall score of 4 [Early Advanced] or 5 [Advanced] with no individual domain [reading, writing, listening, and speaking] below a 3 or Intermediate).

• For Deaf or Hard of Hearing (DHH) students who are English learners, the CELDT requirement is waived.

•Use the Self-Assessment Checklists on the Seal of Multiliteracy website to see if you are at the required proficiency level (Advanced Low):

•Conference with a world language teacher and/or community member proficient in the target language to ensure you have reached the required proficiency level (Advanced Low) on the Self-Assessment Grid.

• Ask the teacher or community member to sign your Intent to Apply form to show their support for your application to the Riverside County Seal of Multiliteracy.

To demonstrate your proficiency in the target world language on the School Verification form, accomplish one of the following six options:1.Pass an Advanced Placement (AP) exam in the target world language with a score of 3 or higher, or an International Baccalaureate (IB) exam in the target world language with a score of 4 or higher.

2.Be on track to complete of a four-year high school course of study in the target world language and attain of an overall grade point average of 3.0 or above in that course of study, verified by transcripts (to be submitted with School Verification form).

3. If no AP or off-the-shelf language test exists for the target world language, the school district must provide a copy of the examination it uses for that world language to the Riverside County Office of Education (RCOE) for review and approval.

– The school district must also certify that the test meets the rigor of a four-year high school district course of study in that world language and that it, at a minimum, the test assesses speaking, reading, and writing in that world language before it will be able to use the test for the purpose of determining proficiency in that world language.

– Once approved, students using this exam to verify their proficiency in the target world language must pass the test at the proficient level or higher at least once in high school.

4. If a school district offers a language examination in the target world language in which an AP exam or off-the-shelf language test does exist, the school district must provide a copy of the examination it uses for that world language to the RCOE for review and approval. – The school district must also provide a rationale for the use of

this test instead of any of the other available AP or off-the-shelf examinations.

– Finally, the school district must certify that the test meets the rigor of a four-year high school district course of study in that world language and that it, at a minimum, the test assesses speaking, reading, and writing in that world language before it will be able to use the test for the purpose of determining proficiency in that world language.

5. Pass the Scholastic Assessment Test (SAT) II examination in the target world language with a score of 600 or higher.

6. Provide an official transcript from a school outside the U.S. or other official documents indicating that the student completed two years of secondary schooling where the target language was the medium of instruction and the student received an average grade of B or higher.

What is the process for

applying for the Riverside County Seal of Multiliteracy?

• Tell us you think you’re eligible and you’re interested in applying by submitting an Intent to Apply form by 5:00 p.m. on Friday, August 30, 2013.

• Complete the application process by submitting a Language Portfolio by 5:00 p.m. on Friday, September 13, 2013.

• If invited (based on the score on your Language Portfolio), participate in interviews and on-demand writing samples on Saturday, October 12, 2013.

– This event cannot be made up or rescheduled!

The Process for a Student

Purpose of the Intent to Apply Form• Verifies your eligibility.

• Verifies outside assessment of your proficiency in the “target” language(s).

• Secures parental permission.

• Triggers the search for the assessors to match the “target” language needs of students who intend to apply.

• You may submit your Intent to Apply form to the Riverside County Office of Education after Wednesday, May 1, 2013, but no later than Friday, August 30, 2013, by 5:00 p.m.

Why submit a Language Portfolio?

• The idea of a Language Portfolio comes from the European Language Portfolio and is supported by the 29 organizations of the Association of Language Testers in Europe (ALTE).

– Submitted in a sealed envelope.

•Language Autobiography– Students seeking the Riverside County Seal of Multiliteracy in

two target languages will need to submit two Language Autobiographies in the Language Portfolio – one addressing each target language.

•Due Friday, September 13, 2013, by 5:00 p.m. to the Riverside County Office of Education.

What is the Language Autobiography?• Organized around 5 questions/prompts that

capture information about the “5 C’s” from the Standards for Foreign Language Learning.

• Written in English by the student.

• An opportunity for the student to demonstrate a high level of proficiency in English through short, polished responses to the prompts that are clear and compelling.

Language AutobiographySuggestions for Student Success• Start early! Prompts are already available online.

• You will want to plan your responses across the five (5) prompts to ensure that you do not repeat yourself in your responses.

• Remember: This is a formal piece of writing! Therefore, choose strong academic vocabulary, set the tone, develop issues thoroughly, and provide adequate supporting details and examples.

• You should use all 200 words allowed for each prompt (for a total of 1,000 words maximum)!

Progressing to the Next Level• The Language Portfolio must have been submitted on-

time (by 5:00 p.m. on Friday, September 13, 2013) and be complete to be scored.

• The Language Autobiography portion of the Language Portfolio is scored by multiple readers working in teams, using a 5-point scoring rubric. You must score a holistic score of 3 on the Language

Portfolio in order to be invited to attend the Student Assessment Event.

• The Language Portfolio will be scored on Thursday, September 26, 2013.- You will receive a letter prior to the Student Assessment Event

with feedback on your Language Portfolio, and if qualified, an invitation to the Student Assessment Event on Saturday, October 12, 2013.

What happens next?

Student Assessment Event Overview• You will:

• Be interviewed in English and then in the target language.

• If you are deaf or hard of hearing and applying for American Sign Language (ASL), you will be interviewed in ASL only.

• If you are hearing and applying for ASL, you will be interviewed both in ASL and in English.

• Provide an on-demand writing sample in English and in the target language.

• You may have a choice of using a computer or handwriting your responses.

• All students applying for ASL will only do an on-demand writing prompt in English.

Interview in English• You will be interviewed in English by a team of

two adults using a set of questions, prompting and cueing you as needed.

• The team will interview you for approximately 10 minutes.

• The team will then confer over the Student Oral Language Observation Matrix (SOLOM) and score your interview.

• You must score a minimum of 3 on a 5-point rubric to maintain your eligibility for the Riverside County Seal of Multiliteracy.

Interview in the Target Language• You will be interviewed in the target language

by a team of two adults using a set of questions, prompting and cueing you as needed.

• The team will interview you for approximately 10 minutes.• If you are applying for more than one target language,

you will have a separate interview for each language.• The team will then confer over the Student Oral

Language Observation Matrix (SOLOM) and score your interview.

• You must score a minimum of 3 on a 5-point rubric to maintain your eligibility for the Riverside County Seal of Multiliteracy.

Interview in ASL • You will be interviewed in ASL by a team of two

adults using a set of questions, prompting and cueing you as needed in ASL only (no voicing in English).

• The team will interview you for approximately 10 minutes.

• The team will then confer over the ASL Student Interview Rubric and score your interview.

• You must score a minimum of 3 on a 5-point rubric to maintain your eligibility for the Riverside County Seal of Multiliteracy.

On-Demand Writing Sample in English• The prompt and directions will be written in

English. You will have one-half (½) hour to read the prompt, compose your thoughts and respond to the prompt.• If you are applying for ASL, you will have a different,

more extensive English writing prompt and will be given one (1) hour to read and respond to the prompt.

• Your writing sample will be read by teams of assessors proficient in English and scored using a 5-point rubric.

• You must score a minimum of 3 on a 5-point rubric to maintain your eligibility for the Riverside County Seal of Multiliteracy.

On-Demand Writing Sample in the Target Language• The prompt and directions will be written in the target

language for the target language prompt.• If you are applying for ASL, you will not have a target language

writing prompt.• You will have one (1) hour to read the prompt, compose

your thoughts and respond to the prompt.• If you are applying for more than one target language, you will

have a separate writing prompt for each language.• Your writing sample will be read by teams of assessors

proficient in the language of the prompt and scored using a 5-point rubric.

• You must score a minimum of 3 on a 5-point rubric to maintain eligibility for the Riverside County Seal of Multiliteracy.

Scoring and Earning the Riverside County Seal of MultiliteracyFor deaf or hard of hearing students applying for ASL:•Component scoring values:

Language Portfolio: 1-5 points. ASL interview: 1-4 points. English on-demand writing sample: 1-5 points.

•You will earn the Riverside County Seal of Multiliteracy when no individual component receives a score below a 3 and your total is 12 or more points out of 14 possible points.

Scoring and Earning the Riverside County Seal of MultiliteracyFor hearing students applying for ASL:•Component scoring values:

Language Portfolio: 1-5 points. English interview: 1-5 points ASL interview: 1-4 points. English on-demand writing sample: 1-5 points.

•You will earn the Riverside County Seal of Multiliteracy when no individual component receives a score below a 3 and your total is 16 or more points out of 19 possible points.

Role of the Student• Check to make sure that you are eligible and

proficient in the target language(s).

• Take responsibility for providing complete and thoughtful responses to all prompts for the Language Portfolio and submit all required components on-time.

• If invited, arrive prior to your scheduled time and fully participate in the Student Assessment Event.

• Respond to any requests for information from the Riverside County Office of Education.

Role of the Parent • Encourage your child to look objectively at his

or her readiness and proficiency in both English and the target language(s).

• Encourage your child to consult with adults who can help determine his or her proficiency in either language.

• Encourage your child to take his or her time to thoughtfully complete the requirements and spend time on the writing of the Language Autobiography for the Language Portfolio.

Role of the World Language Teacher• Inform your students about the opportunity to earn the

Riverside County Seal of Multiliteracy.• Assist students in determining whether their level of

proficiency is currently sufficient to apply.– Use the Language Portfolio Self-Assessment Grid (Advanced

Low is the appropriate level for application).

– Use the Student Oral Language Observation Matrix (SOLOM; two 4’s and three 5’s is the minimum for application).

• Sign off on the Intent to Apply form, if appropriate.• Serve as an assessor.• Help to inform parents about the Riverside County Seal of

Multiliteracy.

Role of Administrators & Counselors• Help identify students proficient in a world

language taught in your school.• Help identify students proficient in a world
