COVID-19: Highlights and Situation Overview

• Worldwide, there have been over 29.6 million cases and more than 936,000

deaths attributed to COVID-19. India's total coronavirus cases passed 5 million

on Wednesday (September 16), health ministry data showed, as the pandemic

extends its grip on the vast country at an ever-faster rate. With its latest 1 million

cases recorded in just 11 days, a world record, India now has 5.02 million

COVID-19 cases.

• Japan said on Tuesday (September 15) it has committed 17.2 billion yen

(US$165 million) in funds for its participation in the World Health Organization's

COVID-19 vaccine programme. The programme, known as COVAX, is aimed

at helping buy and fairly distribute vaccination shots against the novel

coronavirus around the world. But some countries which have secured their

own supplies through bilateral deals, including the United States, have said they

will not join. The funds are part of a 1.64 trillion yen reserve intended to bolster

the government's response to the virus. Japan has also pursued independent

arrangements with global pharmaceutical companies to secure vaccines,

with the government pledging to have enough supply for the whole population

by the first half of 2021. Meanwhile, South Korea will said it will secure early

supply of the COVID-19 vaccines for 30 million people, or 60% of its population.

South Korea will purchase 20 million doses of vaccines from the COVAX

scheme, available for 10 million people, and 40 million doses from private drug

makers, the health authorities said in a statement. The government has

prepared 172 billion won (US$146 million) to pay for vaccines, including US$70

million for the 20 million doses from the COVAX facility.

• The Philippines Health Ministry said on Wednesday (September 16) that the

government continues to negotiate supply deals with a wide range of COVID-

19 vaccine makers. The Philippines has joined a World Health Organization-led

vaccine trials and allocation plan and is promoting itself as a site for pharma

firms' phase 3 trials.

• An official from China Centre for Disease Control and Prevention (CDC) said

that COVID-19 vaccines being developed in China may be ready for use by

the general public as early as November. China has four COVID-19 vaccines in

the final stage of clinical trials.

• Oxford University announced on September 12 that the phase 3 clinical trial for

a vaccine candidate in collaboration with AstraZeneca is now being resumed

across all of its sites after regulatory approval. The resumption came six days

after the study was suspended following a reported side-effect in a U.K. patient.

According to AstraZeneca, the patient had developed severe neurological

symptoms that prompted the pause, where the symptoms were consistent with

transverse myelitis, a rare inflammation of the spinal cord. However, after

investigation, the UK Medicines and Healthcare products Regulatory Agency

has confirmed it would be safe to resume trials.

• In an effort to prevent a second wave of COVID-19, mobile testing units are

being sent out to areas along the Thai-Myanmar border following a surge of

cases in the neighbouring country. The Biosafety Mobile Units will be run by

medical volunteers along with help from local doctors from Thailand’s

Department of Disease Control. The 13 units will have laboratory equipment to

collect samples from those who might be at risk of catching the virus. Photos of

the units show a medic behind a window. Glove attachments allow the medic

to conduct a swab test.

Travel Advisories (new update/s)

• Malaysia: Malaysia's Prime Minister Muhyiddin Yassin has emphasized on

September 15 that the government will not rush into reopening the country's

borders. On the contrary, border controls would be tightened, including

increasing efforts to check the entrance of illegal immigrants to curb the

spread of COVID-19. Malaysia's borders are closed except for business

purposes, including for investment and education, with strict compliance of

stipulated standard operating procedures.

• Myanmar: China has locked down a city on the border with Myanmar and will

launch a mass coronavirus testing programme, officials said Tuesday

(September 15), after a handful of infections were detected there. The three

cases were found in the city of Ruili in western Yunnan province, a major land

border crossing point with neighboring Myanmar.

• Thailand: The Thai cabinet has approved a plan to allow foreign tourists to

come to Thailand but they’ll have to agree to mandatory 14 day quarantine

and stay for at least 90 days. Thailand’s Prime Minister on September 15

announced that the government would issue “special tourist visas” for visitors

who would have to come for at least 90 days. The new 90-day special tourist

visa would be able to be extended twice, for 90 days each time. Long-stay

visitors could begin arriving next month.

Cases and Deaths as of 16 September 2020

• As of September 16 (2PM, GMT+8), worldwide, there were 29,437,043 confirmed

cases, including 933,718 deaths. Globally, Case Fatality Rate (CFR) is 3.17.

• In China, there were 90,756 confirmed cases with 4,742 deaths, including

deaths in Hong Kong (101) and Taiwan (7). Confirmed cases in China include

confirmed cases in Hong Kong (4,972), Macau (91), and Taiwan (499).

• 570,516 confirmed cases of COVID-19 have been reported in the ASEAN region

with a total of 13,918 deaths.

• 28,783,480 confirmed cases of COVID-19 have been reported in 205

countries/states (other than China, Hong Kong, Taiwan, Macau, and ASEAN

countries):
