John Horsley is the Executive Director of the American Association of State Highway and Transportation Officials.
From 1993 to 1999 he served at the U.S. Department of Transportation. As Associate Deputy Secretary, he was an advocate for intermodal policies, quality of life initiatives and liaison to State and local Governments, US Congress, and transportation constituencies. A native of the northwest, Horsley was elected to five terms as County Commissioner in Kitsap County, a community just west of Seattle. He is a graduate of Harvard, an Army veteran, a former Peace Corps volunteer and Congressional aide, and did graduate study at Georgetown. He is Past President of the National Association of Counties, and was founding Chairman of the Rebuild America Coalition.

W. Howard Armstrong, SR/WA, R/W-RAC, passed away suddenly in Fairbanks, Alaska on April 3, 2005. Armstrong served as the IRWA Executive Vice President and was an owner of The Pinnacle Group, a right of way and land acquisition consulting firm. Armstrong was in Fairbanks to present the Uniform Relocation Act Seminar that he had been instrumental in developing on behalf of the Association. IRWA President Gordon MacNair, SR/WA, said “Howard’s commitment to IRWA and the right of way profession for the past three decades has been an inspiration to all who knew and admired him. The loss of Howard’s leadership and his personal commitment to make IRWA the premier association for the right of way profession will leave a void in the heart and soul of our Association. His intelligence, drive, and commitment to excellence will be sorely missed by the right of way profession.” MacNair noted that Armstrong had been influential in forging many of the partnering agreements with U.S. federal agencies and recently organized a highly successful Federal Agency Update in Washington, D.C. Armstrong had been instrumental in heading up a task force to create the Uniform Relocation Act Seminars as well as overseeing a task force to integrate the recent changes into 16 IRWA courses affected by the changes in regulations. Armstrong was also coordinating the volunteer group developing the Uniform Act Symposium scheduled for November 7-9, 2005, in Anaheim, California. Armstrong began his involvement in right of way acquisition and relocation assistance work for government agencies in 1971. Prior to becoming a consultant in 1987, he worked for the Oklahoma Department of Transportation and served in the capacity of Chief of the Right of Way Division. He was an approved instructor for IRWA and had authored several courses. He had been Chapter 33’s Professional of the Year twice and served on many of the Association’s International Committees since 1975 and currently served as chair of the International Liaison Committee in addition to his role as Vice President. The previous day, the IRWA Nominations and Election Committee had recommended that Armstrong be nominated as President-Elect of the Association at the June 16, 2005 Board of Directors meeting in Toronto, Ontario, Canada. Armstrong earned bachelor’s degrees in political science and philosophy from Southern Nazarene University as well as a Master’s degree in business administration from Central State University in Oklahoma. As Howard always said, “On behalf of a grateful Association, thank you.”
