On December 2, the Association thanked its Board of Directors and Committee volunteers at the annual Holiday Party and Installation Dinner. Nearly 200 members attended and celebrated the

successes of the past year and wished the 2015 Board of Directors and Incoming President Don Tierney well in the upcoming year.

Four members were recognized with awards for their exemplary service and dedication to the Association. 2014 Legislative Report from Wisconsin Builders Association

WBA’s advocacy efforts notched several wins

before the legislature adjourned in April 2014 to begin campaigning for reelection.

The top wins signed into law by Governor Walker in 2014 include: � A more uniform commercial building code, 2013 Wisconsin Act 270. WI Act 270 allows municipalities to have some variances from the statewide uniform commercial code but those must be posted on the DSPS website. � Surety reforms, 2013 Wisconsin Act 280. WI Act 280 allows a developer to choose between a surety performance bond or a letter of credit when working with a municipality. WI Act 280 establishes a four month limit on the timeframe to require financial security after substantial completion of the improvements and caps the amount of financial security established as 120% of the estimated total cost to complete the required public improvements. � Reduced costs to recycle construction and demolition waste, 2013 Wisconsin Act 301. WI Act 301 establishes a reduction or elimination of the tipping fee on residue received by waste recycling facilities in shipments of construction and demolition materials. In the summer and fall of 2014, WBA’s advocacy efforts turned to the elections with two major goals: 1) re-elect Governor Scott Walker to a full second term and 2) increase donations throughout the state to the Building a Better Wisconsin PAC and Builders Direct Fund Conduit.

With the combined efforts of WBA members working with local and state association staff we were successful in both of these goals in 2014. � Increase involvement through PAC/BDF contributions.

By December 31, 2014 we will have 14 local associations who have met or in many cases greatly exceeded their 2014 fundraising goal. This the best fundraising year in terms of locals making and exceeding their yearly fundraising goal since 2006. The total WBA expenditures when PAC, conduit and BIC dollars are included will be in excess of $470,000. � Work to re-elect Governor Walker.

On Tuesday, November 4th Governor Scott Walker won for the third time in three years by 52.3% to 46.6%. WBA held two state association events to raise funds for the re-election effort. One in October 2013 and another in July 2014. WBA also assisted the Metropolitan Builders Association and the Brown County Home Builders Association on local events for the governor as well. For those unable to contribute financially, seven e-mails were sent to the entire WBA membership urging participation in grassroots efforts to help Governor Walker’s re-election effort and to either early vote or in person vote on Tuesday, November 4th.

In all $103,262 in PAC, conduit and dollars raised at events organized by WBA and locals were given to help Governor Walker’s re-election effort from June 6, 2012 to November 4, 2014.

Government Affairs Success in 2014 Lays Foundation for 2015 Agenda

With the end of the year fast approaching, it

wraps up another aggressive chapter in the Association’s lobbying efforts.

CARPC Reform

This year began like most years with members attending Business Day at the Capitol and lobbying Dane County officeholders on our legislative agenda. However unlike most years, our legislative visits included a key public announcement from Rep. John Jagler - he was ready to take initiative as the lead author in the Assembly of the CARPC reform bill. CARPC reform has been a long held but elusive priority for the Association, with this announcement, a bold Association-supported solution was possible after years of turmoil and discussion. The bill went on to earn eight co-sponsors and garner media attention. Although the session ended prior to the bill passing the legislature, a strong foundation was built for passage being a top Association priority for 2015.

Spring Elections

Verona was ground zero during the latest spring election cycle where Mayor Jon Hochkammer came under a costly attack. Hochkammer has been a longtime friend of the Association, and as Mayor of Verona since 2006, he has overseen one of the fastest rates of residential housing development in the state as well as using TIF to attract Epic Systems - now Dane County’s largest employer. County Executive Parisi and environmental extremists descended on Verona with a stream of negative and misleading attacks. However, with the strong support of the Association, Hochkammer ran a strong race based on local issues and resoundingly won re-election. Spring election season also saw one of our own members on the ballot, Pat Stern (Tri-North Builders) was a candidate to represent Fitchburg on the Dane County Board. Although coming up short, Pat was aided by the strong

support from his friends and professional colleagues from the Association. Fortunatey, Pat will continue to serve on the Fitchburg City Council.

Fundraising

Early in 2014 the Government Affairs Committee identified raising funds to assist candidates that share our priorities as a key objective. Recently, the amount of resources needed to execute a strong local campaign has grown significantly. Early in the year, the Committee organized a fundraiser for Association supported candidates running in the spring elections. Later in the year, Fundraisers at the Parade were brought back after a long hiatus. At the Parade, funds were raised for local legislators John Jagler, Keith Ripp and Robb Kahl. All three legislators put the funds to good use as they all executed winning campaigns this fall and they all will be returning to the capitol. The year culminated with our signature fundraising event - the Silent Auction. The Auction continues to be a must-attend event for members as this year we increased both the amount of funds raised and the number of elected officials attending the Mayors Club compared to last year.

Looking Ahead

Looking ahead there will be a number opportunities presented to us in 2015. Starting with spring elections, we will see a number of our allies face competition at the ballot box as well as new pro-growth challengers that will need our support. At the Capitol, the Association will be aggressively advocating for the passage of two bills that will bolster responsible housing growth in Dane County: The CARPC Reform Bill and the Towns Opt-Out of Dane County zoning bill. All the while, we will continue to be influential in our daily efforts of ensuring housing availability, maintaining regulatory uniformity and encouraging redevelopment.

Looking ahead there will be a number opportunities presented to us in 2015.

2014 brought great success in the Association’s events and programs! The Association’s staff

and committees worked hard to deliver high quality educational events that would help improve and grow your business. Social events were held throughout the Madison area in a variety of settings to encourage business networking, and of course a little fun!

A shift in direction to the 2014 event calendar was the addition of the Small Business Seminar series which proved to be a success. Averaging over 75 members in attendance (sometimes selling out), the events provided business education in a lunch-and-learn format. Look for more educational seminars in 2015.

The Parade of Homes Preview Party was a smashing success with nearly 2,000 people in attendance and by all accounts was one of the best Preview Parties to date. The Parade of Homes generated over 25,000 visits to 27 homes in six neighborhoods.

This year’s Parade of Homes was preceded by our first ever Career Day at the Parade of Homes. Nearly 50 high school students from across the area visited the Parade site at Bristol Gardens and had the opportunity to see homes in various stages of the building process. In 2015, the Workforce Committee looks to grow this important program as the Association continues to educate students, guidance counselors and parents about the value of careers in the building industry.

The Dream Home Showcase, rebranded in 2014, featured over 200 exhibitors. the 2015 Dream Home Showcase will take place at the Alliant Energy Center March 6-8th.

Our Government Affairs Committee ran several great events to help bring awareness to the issues challenging our industry daily and recognizing pro-growth elected officials. Several PAC fundraising events were held at the Parade of Homes, and the Silent Auction continues to grow year after

year making our political efforts more successful.

The Association was proud to launch a new signature event, The State of Housing Annual Meeting of the Membership in 2014. This year’s event sold out with 125 members in attendance and featured Dr. David Crowe from NAHB. Look for this event in 2015 with new partners and a great speaker to discuss the housing industry on a local, state and national level.

Finally, we were so pleased to thank and recognize the Association’s leadership and volunteers at the Holiday Party and Installation Dinner at the Monona Terrace. Nearly 200 members came together to celebrate the success of our Board of Directors and Committees.

In case you missed it, Adam Nonn, CEO/President of Nonn’s Design Showplaces earned “25 Future Leaders Under 40” status by Floor Focus magazine.

A nationwide search for the flooring industry’s top 25 movers and shakers under 40, Floor Focus magazine published its list in November and Association member Adam Nonn was one of those named among the “25 Future Leaders Under 40.”

An independent, three-judge panel which determined the nation’s top 25, noted that Adam is often described as a “natural leader with the bedrock values of hard work, honesty and fairness.” Adam began his carer

in the family-owned business by working in the company’s warehouse as a youth. Today at 29 he leads the company which owns a chain of retail stores located throughout Souther Wisconsin.

The Wisconsin DNR signed an agreement with the Army Corps of Engineers and the United States Environmental Agency (EPA) to expand options for developers that need to address wetlands impacted by

development projects. The agreement allows a developer to pay an in-lieu fee as part of its mitigation obligations.

Anyone planning a project that affects a wetland needs a permit from the DNR. In addition, if the impact affects the “waters of the United States,” the applicant is required to obtain a Federal 404 Permit. If a project cannot avoid adverse wetland impacts, State and Federal law both require an applicant to mitigate the impact to the wetlands. Previously the mitigation options were either the purchase of wetland mitigation credit from an approved wetland mitigation bank, or completion of a qualified mitigation project. Traditionally, there was a very tight supply of wetland mitigation credits, and more often than not, a qualified mitigation project was not feasible. The newly approved in-lieu fee program provides than individual permit applicant can pay the in- lieu fee to the DNR’s sponsored Wetland Conservation Trust to satisfy the compensatory mitigation requirement for both State and Federal permits.

The in-lieu program will significantly ease the logjam of good projects delayed by the lack of compensatory mitigation options. Importantly, it will also provide the DNR the financial resources to preserve, restore and establish quality wetlands in Wisconsin. It continues a tradition of environmentally responsible development that has been a hallmark of the State of Wisconsin and the DNR.
