Happy End of Summer! Well, it’s official, we can pretty much call this summer over and trail preparation season can officially begin. Clubs all over the state are holding their fall events that include vintage shows, swap meets, raffles, chicken BBQ’s and grass drags. The Big East Show is right around the corner and if you are planning on attending this year, remember it will be held at the NYS Fairgrounds, Center of Progress building. We are hoping the new ven-ue brings a fresh face to the show.

As many of you know, over the summer I have been catching up on my reading of old publications of “On the Trail” and I have been trying to include snippets from the newspaper that was once the leading publication in New York State dedicated to everything snowmobiling. In its time, it was very similar to our current NYSnowmobiler online magazine which you are reading right now.

I was reading through the March 1977 issue and found a section where clubs submitted little stories for print. While reading through them, I noticed that there were club names there that I did not recognize. This prompted me to pull out my current club list and compare. What I found was that out of the five clubs that submitted a story for the March 1977 issue, only one has survived and is still alive and well. The Sharon Pathfinders snowmobile club in Schoharie County. Congratulations to a great club who has stood the test of time since they were first formed in March 1972, waned in the late 1970’s and brought back to life bigger and better in the 1990’s. Had it not been for a dedicated group of volunteers, the club would have been part of the club lost statistic.

Continued from page 3 This brings me to think about how delicate our club structure is and why new volunteers are needed so desperately. With-out passionate volunteers, a club cannot survive. This is proven by the 4:5 ratio of clubs no one can remember. How long were these clubs around before they folded? Did they no longer exist and dissolve because there was no one left to take over? Did the active club members age out? Lose interest? Move away? Did they merge with neighboring clubs? Did they simply cease to exist because the trails disappeared? In some areas like Savona, NY there are no trails showing on the map that take riders into the village and the closest trails are maintained by other clubs but completely skirt the community. Certainly, one in five odds of club survival is not a good thing.

This weekend, I had one last weekend to spend time with friends before the busy season as NYSSA and SLEDNY Presi-

dent begins. My husband and I headed up to Oswego, NY to camp with other snowmobile friends and watch the Super

Modified races at the Oswego Speedway. Ken Hall and his wife Carol have been members of the Sterling Trail Tamers

Snowmobile Club in Oswego and Cayuga counties for over 20 years. Ken currently serves as the President, a job he has

held for years because there are not many volunteers and fewer that want to be an officer or board member. He said his

club is looking for an officer because there are not enough volunteers to go around and they have vacant positions on the

board.

Ken told me that his club has about 65 members, but there are only about five or six that actually do the work. His sled has sat in his garage for the past several years because he is out doing trail work and grooming for most of the winter, which means he does not get many chances to ride himself. We sat and talked about ways to bring in more members and subse-quently some new volunteers to carry on the trails once we are at the age where we have to step away.

This is a common concern I hear from club presidents all over the state. How can we get more volunteers? Who will pre-serve the sport? I wish I had the magic answer because if I did, I would not worry about the fate of my own club becoming one of those statistics for clubs lost.

In snowmobiling, we have struggled for years to catch the attention of younger riders to get involved in the organized part. Some clubs have succeeded in getting younger members involved, but most have not. NYSSA has done surveys and found that the average age of riders is 45, I would suspect if we asked clubs, the average age of volunteers is much older.

One area Ken and I talked about that might help promote members was the idea of club houses. My own club, the Tri-

Valley Trail Riders, just purchased some property with plans to construct a groomer barn to house the clubs three Class A

groomers. Active club members have been discussing the need to include space for things that would encourage member-

ship. Would a facility that houses the groomers, bathrooms, a kitchen and meeting space help pull members and volunteers

in? Would members be more inclined to get involved if the club has a home with events? What kind of events?

Having the privilege of being your state president for over three years now, I appreciate the opportunities to visit a good share of clubhouses and groomer barns and can say with certainty that clubs with homes typically have more members. However, I am not so sure that the ratio of members to volunteers is any different when larger clubs are compared to small-er clubs. I would bet money that the percentage would be very similar. The common thought is that only 5% of club mem-bers volunteer, hence the phrase “5 %er” was born. Several years ago when I did the math for my own club, Tri-Valley, I found that only 3.5% membership volunteered in some capacity Again, not the best odds, but I am glad for the other ten people who show up month after month. I will note that this also seems to be a trend in other organizations no matter what they are. Volunteers are just hard to find and it doesn’t matter if it’s in snowmobiling, firefighting, or children’s or-ganizations. You name the organization and I bet you will find a lack of volunteerism. Snowmobiling is no different.

After many long conversations with Ken and other presidents the question comes down to “How do we make club volun-teerism go viral” and as always, I am interested in our member’s thoughts.

If you are a rider who has never volunteered with your clubs – what are some things that would encourage you to donate

time? What things would not? If push came to shove and the club was in danger of being lost, would you be there to help

keep it afloat?

Waiting for the Other Shoe to Drop!

I tend to be a very optimistic person. I always look at the glass as half full. But issues in the Adirondack Park are starting to crack my mental fabric. Thirteen years after the Snowmobile Plan for the Adirondacks was completed, on-ly one new community connector trail has been built. At every turn, construction has been frustrated by lawsuits.

We care because upwards of 37% of every snowmobile ride is taken in the Adirondack Park. Several legal and ad-ministrative events are near the forefront of causing us all concern and attention.

1. The NY Appellate Court has ruled that several community connector trails were unconstitutional in that they cut too many trees. Simple put they ruled that DEC needs to count every tree in their review of a project. That tree count includes seedlings, saplings, and everything that grows up from the ground. According to the court, every-thing is “timber.”

2. When plans for a snowmobile trail in the Essex Chain of Lakes parallel to the Hudson River was advanced several groups sued saying it violated the Wild Scenic & Recreational Rivers Act (WSRR). The State won the first round, but now the case is being appealed to the Appellate Court.

3. A bridge over the Cedar River is what makes the Five Town Recreational Hub work providing a loop of trails from Indian Lake to Newcomb back to Indian lake. Once again, groups have challenged the bridge saying that snowmobiles can’t be used across that bridge because of the WSRR.

4. Any week now the State is expected to come forward with a new UMP amendment for the Travel Corridor from Big Moose Station to Lake Placid. Every indication is that they will once again attempt to overlook the section of corridor from Big Moose Station to Tupper Lake and not consider removal of the rail from that section. Consid-ering #1 above that Travel Corridor is going to be vitally important to snowmobile travel in the park. Past promis-es of alternative trails in that section don’t seem valid in relation to how successful the state has not been in build-ing new Community Connector Trails.

The NYSSA Board of Directors has made a decision to fight for our right to ride. They have committed the Trail De-fender Fund to pay for the legal work that will be needed to fight for our right to ride. Later in this magazine, there is a story about Trail Defender. Use this year’s membership renewal to become a Trail Defender. Donating $20 or more is a small price to pay for the right to ride.

Over the next several months, you will be asked to do more than to make a donation. You will be asked to put your pen where your mouth is. Over the next couple of months expect to see “Action Alerts” asking you to contact various officials to make your feelings known. We are looking for those who rode the Gooley Club’s trails to make a state-ment regarding their past riding. It may be useful to establish ongoing use of the property by snowmobiles.

The other day I wrote a response to what one person wrote about the Snowmobile Plan for the Adirondacks. The fol-lowing sums up my assessment of where we are today: “Tens of thousands of acres have been purchased by the State with the promise of multiuse trails for use by many different outdoor recreational enthusiast including mountain bik-ers, equestrians, cross country skiers, snowmobilers and anyone who would like to use these trails. …(Green) groups got what they wanted, but what did the snowmobilers get? Only one Class II (Community Connector) trail has been created, that being the 7th Lake Mountain Trail. “

Our success will be measured on how well we can change the balance of that equation. Changing the outcome to date will take all our involvement.

The Farmer’s Almanac is predicting a colder and snowier time in much of the country including the north east this win-ter. Clearly music to my ears but it is a reminder that both the sleds and the trail-er need some TLC well before the winter season arrives and it is far better to do the work while weather is warm and hands are not frozen.

I went out to the trailer and affixed my 2020 validation stickers, pulled the bat-teries for a good bench charge and pulled the plugs to let me put some fogging flu-id in the cylinders and give the engine a couple of spins to spread that cylinder protection around. I will finish up with greasing the bearings of the trailer wheels and ensure the tires are inflated to the proper pressure. Be sure to check the pressure again in the winter when it is cold outside. Most trailer tires need to be up to 50lbs / sq. in. A tire will lose 1 lb for every 10 degrees of tempera-ture drop. Remember, compared to a 70 degree day, you could easily lose 7-10 lbs of pressure. If you did not start at the correct number, you could end up pulling an unsafe load! I am still debating on putting a new axle on the trailer. It is going on 20 yrs old. to make up for the last season payment they still have not gotten from the state and have lots to do before the season

starts. They will not get any new money until January, and that is only a maybe. While you are at it, renew your reg-

istration while it is warm out… the validation sticker adheres so much better when it is warm.

From time to time NYS Department of Motor Vehicles requests that NYSSA audit the state online registrations to en-sure that those who exercise a discounted member registration are actually club members. This past month we under-took such an audit of online registration completed in the month of July.

In New York, the state registration takes the place of the trail pass that we see in some other states such as Vermont. It is the primary way that funds are accumulated for trail maintenance purposes. Those funds are disbursed primarily on a per mile basis. Club memberships augment the amount the club may access for trail work and support club operations. Finally, clubs hold fundraisers to meet the difference between what they get from registrations and memberships and what they need and must have to maintain the trail system. Without these three sources of revenue, the clubs cannot maintain the number of miles that they do.

So what did the audit reveal? First, the good news is that there were very few names that we could not find a record of past or present. Those couple of people will be hearing from an investigator from DMV. It could be that the club has not yet entered them into the system, but they did send their membership into the club.

Second, too many members who register online do not keep their address up to date in the membership system. Techni-cally, your membership address must match your registration address. Your membership address can be amended when you renew your membership by hitting the “edit” button on your profile and making the necessary changes. To change your registration address, you must fill out form https://dmv.ny.gov/forms/mv232.pdf and mail it into DMV or go to https://dmv.ny.gov/mydmv/mydmv. Full instructions are at https://dmv.ny.gov/address-change/change-address-my-license-registrations. Some members also reported being confused by the membership card their club sends them. Last winter’s membership

card would read 2018-19, so it must be still good for renewing a registration? Unfortunately, that is not the case. All

18-19 memberships end for the purposes of getting a registration voucher on March 31, 2019. Yes, it is somewhat con-

fusing since your club membership and NYSSA membership goes to August 31, 2019. The bottom line is that you

need one club membership for each snowmobiling season no matter when it is purchased in that season.

The new NYSSA Snowmobile Trails Mobile APP is being developed as I write this article and will be available this Fall, with testing being performed by members of the Trails Committee. It will then be released prior to the snow-mobile season trail opening dates in Dec. The APP will cost $4.99 and will be sold on both the Apple iOS and An-droid Google platforms through their respective App stores. The NYSSA Mobile APP will utilize the NYSSA Interactive Webmap data that we al-ready have in place and which is edited by the clubs themselves. The APP will have the ability to be used when no cell service is available. Locating one’s po-sition; layers being able to be turned on/off; business and other Points of Inter-ests (POIs) will be able to be viewed by clicking their icons; and any links which are shown on the Interactive Webmap will be available on the APP map, in “real time” updated multiple times per day.

NYSSA’s New MOBILE PHONE APP

The huge benefit our APP will have over any other of the APPs out there is that the NYS snowmobile clubs are entering their updated trail locations (if any), their unfunded club trails, alerting the APP users as to issues along the trail systems, trails status as OPEN or CLOSED, and showcasing the club-supporting businesses shown as POIs on the Webmap and APP.

Some clubs are in need of able, available, and interested volunteers that can be set-up as club editors to perform all of those actions. It is a very simple process, so if you are a snowmobile club member who

likes to play around on a computer and has the ability to commit to this type of work, contact your local club to offer your assistance. I then would need to be notified by the club of their approval of any new

editors.

It is IMPERATIVE that more volunteers step up to help the clubs out, and gain a much better perspective of what the clubs do, why volunteers of all types are needed (trail, fundraiser, paper-work, etc.), and to get to know others within the same sport that you all love.

Trail Work has BEGUN! by Jim Rolf, NYSSA Trail Coordinator

Clubs all across the State are announcing upcoming work days, and some have already started over the summer. With the cool temperatures in the forecast this past weekend and this upcoming weekend (as per this article being writ-ten), clubs are hoping to get some new faces to help out early on, so the work gets fin-ished before the hunting sea-sons begin and then before the snow flies.





The “new” Remsen-Lake Placid Travel Corridor Unit Man-agement Plan (UMP) should be released this Fall, according to an announcement from the DOT & DEC. Thank you to all of those snowmobilers who submitted comments to the DOT & DEC last month as to what you would like to see happen on that former rail line north of the Old Forge area. Initial indications included in that announcement are that the State did not take into consideration the wants & needs of the Adirondack communities and businesses on/near the Travel Corridor, nor did the updated Resolution from the NYSSA Board gain traction YET. NYSSA would like to see a converted multi-use, 4-season trail north from Big Moose Station to Lake Placid. NYSSA believes that should still be the main objective, since the railroad vendor is not using it and their lack of corridor maintenance (the railroad vendor is who is being paid by NYS to maintain it) on that whole segment North of Big Moose Station over the past 2+ years caused the State a lot of emergency repair money along with the snowmobile clubs a lot of additional work the past 2 years. It’s bad again this year, with reports coming in that the Corridor is in the worst shape it has been in since that section of rail line was rehabilitated in the late 1990’s. NYSSA has been in contact with the State agencies involved and requests that the rail-trail conversion take place between Big Moose Station and Lake Placid right away. When the UMP is released, we will alert every member of the oppor-tunity to submit comments to the State.

PROTECT!’s NEXT Lawsuit Appeal and

ATTACK on Snowmobiling in the Adirondacks!

Recently, the announcement about the Appeal of the previous lawsuit defeat to PROTECT! regarding tree cutting to build snowmobile community connector trails was announced, which was a blow to the DEC and APA’s position on cutting trees to build new snowmobile community connector trails (4-season, multi-use trails, BTW). The State IS appealing that decision, and with the NYSSA Board authorizing use of funds to become “a Friend to The Court” we will be involved in this lawsuit as it negatively affects other planned snowmobile trail projects that the DEC has planned.

BUT, to not much surprise from those following these legal issues…PROTECT! also announced that they are appealing a part of that same court decision which stated that the Judges did not find that building the community connector trails violated the State’s Master Plan and/or State Constitution. Their intent seems pretty clear now…fight snowmobiling in the Adirondacks over and over until they somehow will at-tempt to get their way and have our sport removed as users on State-owned Adirondack Forest Preserve Lands.

WE, every NYS snowmobile rider, needs to stay engaged and write as many letters/emails as possible to our elected officials and agencies when the time is right to do so. Stay tuned! You will ALL hear much more about these legal wrangling’s in the coming months!

On July 3, 2019, the NY State Supreme Court Appellate Division Third Judicial Department decided that construction of 27 miles of proposed Class II Community Connector trails in Newcomb, Minerva and North Hudson was an uncon-stitutional destruction of timber despite the fact the judges agreed the trails didn’t violate the “forever wild” clause of the state constitution. In spite of 21 miles of trail having already been cut, Protect the Adirondacks continues to fight tooth and nail against completion.

NYSSA promptly responded by sending a letter to Governor Cuomo, urging him to direct NYS Department of Environ-mental (DEC) to appeal this decision. Thankfully, NYS DEC decided to appeal. NYSSA will submit an amicus brief to become “a Friend to The Court” and become involved in this lawsuit. NYSSA also plans on filing an amicus brief in regards to the closely-related Cedar River Bridge litigation in the Essex Chain Lakes region.

I believe that we can agree the recent court rulings cannot stand as we would lose a golden opportunity to connect the Eastern Adirondacks to Hamilton County and beyond. Lost snowmobiling opportunity equals lost tourism and economic opportunity.

I notice that fellow snowmobilers are starting to renew their club memberships for 2019-20. The best way to help NYSSA fight for snowmobile issues in Court is to add Trail Defender Membership to your Club Membership. You can easily do this when you rejoin your snowmobile clubs online:

Funds from Trail Defender Membership are used by NYSSA to become “a Friend to the Court” and get involved with lawsuits that threaten snowmobiling in New York State. While you are at it, also check the box for NYS Snowmobile PAC, which enables them to lobby our lawmakers in Albany.

Once again this year, The SLEDNY and NYSSA Board of Directors approved the “take a friend snowmobiling” sled to be used as part of the NYS I Love Winter display in the Expo Center at the Fair. Attendees could sit on the snowmobile and have 3 “selfies” taken, which were then emailed to the address they entered.

From all reports, the display was a success again this year. There was always a consistent line of people waiting for their opportunity to have their photo taken.

This year, Jennifer Simmons, Director at Large, and President of the Toad Hollow Trail Riders, vol-unteered to oversee the display for the 10 days of the Fair A big thank you to Jennifer!!!
