Biographical Note
Richard Louis “Dixie” Walker (1922-2003) was an international scholar, diplomat, and
author. He served as the United States Ambassador to the Republic of Korea from 1981-
1986. Walker gained his first experiences in Asia while serving in World War II, from
1943-1946. He served as a Mandarin Chinese translator under General Douglas
MacArthur in the Pacific Theater of Operations. During and after his military service,
Walker earned his B.A. from Drew University (1944) and M.A. and Ph.D. from Yale
University (1947 and 1950, respectively).
He taught at Yale until 1957, when he helped begin a new program in international
studies at the University of South Carolina, which he led until 1972. In 1961, Walked
founded the Institute of International Studies, which he headed until 1981. In 1996, the
institute was renamed in his honor as the Richard L. Walker Institute.
In 1981, Walker left the University of South Carolina when he was chosen by President
Ronald Reagan to serve as Ambassador to the Republic of Korea. Walker was
unanimously confirmed by the U.S. Senate and went on to serve as ambassador until
1986—the longest tenure of any American ambassador to South Korea. During his time
as ambassador, Walker was instrumental in freeing political prisoner Kim Dae-Jung, who
would later serve as the president of South Korea (1998-2003).

Upon leaving his ambassadorship, Walker returned to the University of South Carolina
and worked within the field of international studies. He retired in the mid-1990s as the
James F. Byrnes Professor Emeritus of International Studies and Ambassador-in-
Residence at USC. During his tenure, Walker served as a visiting scholar or lecturer in
Korea, Japan, Taiwan, and China—as well as throughout Europe and the United States.
Walker was academically active throughout his lifetime, publishing 17 books,
contributing to more than 70 other books, and writing numerous articles and reviews. His
first major work was China Under Communism: The First Five Years (1956), a study of
public life and culture under the communist regime of the People’s Republic of China.
His memoirs, recounting life in Korea, were published in 1998.
Walker was married to Celeno Kenly “Ceny” Walker for 45 years. A portion of the
collection contains materials from Ceny Walker’s personal files (see Series VIII). The
couple had three children, Anne, Geoffrey, and Bradley. Richard “Dixie” Walker died on
July 22, 2003.
Scope and Content Note
The Richard L. Walker Papers contain correspondence, research materials, manuscripts,
typescripts, publication materials, conference/event materials, government documents,
memorabilia, visual and audio media, and posthumous papers. This collection portrays
the professional, political, and personal life of Richard Walker and his wife, Ceny (whose
collected papers can be found in Series VIII of the collection). The collection materials
range from Walker’s high school days in the 1940s until his death in 2003.

Series VII. Awards and Gifts
Series Description and Arrangement: Series VII Awards and Gifts contains more than
70 plaques, certificates, diplomas, awards, and other honors presented to Richard L.
Walker during his lifetime. These awards date back to Walker’s days as an undergraduate
at Drew University and include a variety of honors presented to Walker during his time
as Ambassador to South Korea. The awards span the years 1942-2003 and are arranged
by size and shape of award. Please note that some of the items in this series are very
fragile.

Series VIII. Ceny Walker Papers
Series Description and Arrangement: Series VIII Ceny Walker Papers contains a
variety of materials created and compiled by Celeno “Ceny” Walker, wife of Richard L.
Walker. The material in this series includes letters, scrapbooks, diaries, photographs, and
ephemera. The series is divided into three subseries. Subseries A Correspondence is
arranged by last name of correspondent and includes letters written by and about the
Walker family. Subseries B Scrapbooks and Diaries includes volumes put together by
Ceny Walker arranged in chronological order. This subseries concludes with tributes to
Ceny Walker that were collected after her death in 1990. Subseries C Ephemera includes
assorted memorabilia as well as material related to Richard Walker’s role as Ambassador
to South Korea. This subseries is arranged chronologically.

Series IX. Posthumous Papers
Series Description and Arrangement: Series IX Posthumous Papers consists of
correspondence, including condolence letters, memorial papers, legal documents, and
other files collected after the death of Richard L. Walker in 2003. These materials were
gathered by the Walker family and include dozens of letters from friends, colleagues, and
political figures around the world. The letters are arranged alphabetically by last name of
the sender. Letters of particular interest include those from George W. Bush, President of
the United States, and Chun Doo Hwan, President of Korea. The remaining posthumous
files are arranged alphabetically by subject.
