Avoiding 'MalPISAnce': Caveats on International Test RankingsByLiana Heitinon December 3, 2013 4:10 PM
I'm sure I'm not the first to wish you this but ... Happy PISA Day, everyone!
As you partake in this triannual international celebration of 15-year-olds' problem-solving skills (which I assume you
kicked off this morning by reading theEd Weekarticleon the assessment results), here are some things to keep inmind:
Be wary of the "rankings."It's tempting, in looking at the raw data, to say that the U.S. ranks 24th in reading. But
in truth, the United States ranks somewhere between 19th and 31st in reading, because there is a range in which
scores do not differ to a statistically significant degree. Countries that fall within that range should be described as on
par with each other or within the same performance category. The charts in the NCES report (and those in our story)
do a good job of noting these distinctions.
Be careful saying X country did better than Y country. This is related to the point above. You'll need to know
what constitutes a statistically significant difference before saying for certain if one education system outperformed
another. The NCES report only offers this information from the U.S. perspective.
Do not confuse correlation with causation. This is a point we've made repeatedly with national and international
test results, but it's worth reiterating here. Since PISA was released this morning, I've gotten dozens of emails from
advocacy groups saying the results bolster or repudiate whatever policies they support or eschew (the Common Core
State Standards, early childhood ed, high-stakes testing, poverty-reduction efforts, teacher preparation, etc.). But, asseveral sources point out in my story, the results do not explain whyparticular countries performed a certain way, only
that they did. Even the experts most skilled at talking about PISA test scores can quickly fall into the causation trap, so
please take this caveat to heart. (Mycolleague Stephen Sawchukrecently wrote about the misuse of NAEP test
scores, quoting a researcher who calls it "misnaepery." Any ideas for PISA? MisPISAzation? MalPISAnce?)
Don't forget TIMSS.PISA, as you know, is just one of several prominent international assessments (though it does
tend to get the most attention). AndTIMSS, which came out last year, told a fairly different storyit showed the
U.S. scoring better than the global average in math and science, and it had 4th graders improving in math. So maybe
U.S. students are improving more in the early grades and hitting a wall in high school ... or maybe all of these results
should be taken with a grain of salt.

Highlight options states may want to consider as they begin to design systems of science
assessments that incorporate the types of complex skills and applications called for in the NGSS; and
describe initial steps states are taking toward implementation of the NGSS.
Presenters included Stephen Pruitt of Achieve, Karen Kidwell of the Kentucky Department of Education
and Kathleen Scalise of the University of Oregon. The Alliance for Excellence in Education and The K12
Center at ETS co-hosted the webinar. The video and presentation materials are now availableonline.
EQuIP NGSS Rubric in DevelopmentIn October 2013,Achieveconvened educators, administrators and science education experts from six states to help
continue the development of the EQuIP Next Generation Science Standards (NGSS) Rubric.
This initiative expands the work ofEQuIP for Common Core State Standards (CCSS) .The EQuIP NGSS Rubric is a
tool for educators and education leaders to use in identifying high quality, NGSS-aligned instructional materials
through a criterion-based, peer-review process. Specifically the Rubric will allow users to evaluate materials based on
their alignment to the dimensions of the NGSS,the strength of instructional supports and the use of regular
assessments of both teaching and learning.
"The blending of practice, content and crosscutting concepts in NGSS performance expectations needs to be reflected
in instruction," said Dr. Jim Short, Director of the Gottesman Center for Science Teaching and Learning at the
American Museum of Natural History, who is assisting in the development of the EQuIP NGSS Rubric. "Not only
should these three dimensions be explicitly addressed in teaching materials, but instructional supports and
assessments should also make clear to both teachers and students how interweaving the three dimensions
contributes to student learning."
The National Science Teachers Association (NSTA) has led efforts to recruit and train educators to be peer reviewers
using the EQuIP NGSS Rubric as part of the organization's process to identify high quality materials.
"Learning how to apply this tool is a great opportunity for teachers to immerse themselves in the NGSS," said Emily
Miller, an ESL and bilingual resource teacher in Wisconsin who serves on her district's science leadership team and
recently helped lead an NSTA meeting that introduced the EQuIP NGSS Rubric to teachers.
"Educators will build their capacity to understand the standards, what it means for instruction to truly align to them,
and they can share this information with lesson and unit developers."
This feedback is critical to creating high quality instructional materials, according to Dr. Kaye Forgione, who worked
on the development of the EQuIP CCSS Rubric for mathematics and is providing guidance on the EQuIP NGSS Rubric.
"Perhaps the most powerful use of the criteria in the mathematics rubric has been the guidance curriculum specialists,
including teachers, provide to reviewers in crafting constructive, evidence-based feedback," said Forgione. "This
feedback will lead to the development of exemplary lessons and units that will support teaching and learning."
The EQuIP NGSS Rubric is one of several projects that Achieve is facilitating to support states in their implementation
of the NGSS. Teams of math, engineering and science teachers are continuing to develop K-12 model studentassessment tasks that integrate the NGSS and CCSS.
After receiving feedback from districts, states and third party organizations, the task writers are now revising these
models, which will be released online in January 2014.
NGSS One PagersNSTA offers a tremendous collection of resources designed to help provide more information for the NGSS.

2014 AAAS Science Education Workshops on NGSS Various Dates
Two different professional development experiences and several dates to choose from make
2014 the year to attend an AAAS Science Education workshop!
NEW for 2014!Understanding and Using Next Generation Science Learning Goals
February 1011, July 1011, and October 2021, 2014
Are you responsible for implementing Next Generation Science Standardsin your classroom,
school, or district? Then join us for a professional development workshop that will give you
the tools, strategies, and support you need to put NGSSinto action. Drawing on Project
2061s expertise in standards-based teaching and learning, youll gain new insights into the
science practices, disciplinary core ideas, and crosscutting concepts that make up the NGSS
performance expectations and how they can be used to improve curriculum, instruction, and
assessment.
Developing and Using Assessments Aligned to Science Learning GoalsMay 2830 and October 810, 2014
This popular three-day workshop gives you access to Project 2061s science assessment
experience and expertise based on more than a decade of research and development.
Designed for teachers, researchers, and assessment specialists, youll take a hands-on
approach to using Project 2061s criteria and procedures for developing effective assessment
items that are carefully aligned to science learning goals, including those in the Next
Generation Science Standards. Youll also explore theAAAS Science Assessment websiteand
its online testing feature; data on students misconceptions; and AAASs bank of some 700
high-quality test items for middle and high school physical, life, and earth sciences. Here are
just a few of the many positive comments weve received from past workshop participants:
I liked the critiquing process. While I realize there are no perfect items, I hope that we canimprove the items we have, and that we will write better items. The workshop helped me gain
understanding and skills that will help me in my work. I would definitely recommend this
workshop to my colleagues.
The people were the best part of the workshop, and focusing on learning goals,
misconceptions, analyzing good items and answers!
The workshop leader did an excellent job. The experience of trying to work through the process
of learning goals, misconceptions, boundaries, necessity, comprehensibility was invaluable.
I think the free question repository is awesome!

Nanotechnology deals with materials on the scale of nanometers. A nanometer is one-millionth of a millimeter, or
about 10 atomic diameters. Such materials can have surprising and useful behaviors and properties. Applications of
this rapidly growing field include regenerative medicine, fabrics and construction materials of unprecedented
strength, ultra-high performance computers and data storage, more efficient solar photovoltaic cells, and much more.
Activity in this field cuts across the traditional disciplinary boundaries, and involves chemistry, physics, biology, and
engineering.
The UMass Nanotechnology Summer Institute will explore the basic science and engineering concepts of this exciting
new field, and will illustrate how they may be integrated into the usual math, science and technology courses in
middle schools and high schools. The content and pedagogy will be aligned with the Massachusetts Science and
Technology/Engineering Framework.
During the institute, participants will begin to develop curriculum units for their own classes. They will implement
these in the fall and report on their progress and results online. Three graduate credits will be available for the
institute and curriculum unit; the cost will be $300 plus a $45 registration fee. PDP's will be available at no cost.
Application process: An application form and additional information are available atwww.umassk12.net/nano.
Teachers should also prepare a narrative statement of how they intend to use the institute materials in their
classroom, and include in their application package a recent resume and a letter of support from their school
principal or superintendent. The application package can be submitted by email, fax, or US mail. Applications are due
April 1, 2014. Late applications will be accepted on a space available basis.
