The team of C.D. Smith Construction, Inc. and HKS Holdings, LLC is thrilled to present our proposal that will transcend the entire Madison Square with an unparalleled, world-class, mixed use project. The combination of our first-to-market Four Star Hotel with a destination restaurant, design driven residential apartments, and class A office space and retail space provides a mixed use development never before seen in the area.
Our response includes two proposals, each uniquely crafted to fit into the urban fabric of Madison. Option A, the Adaptive Reuse Scheme, incorporates the 1920’s portion of the school building in the development. Option B, the New Construction Scheme, allows the project to maximize the site’s potential and provides for more density, pedestrian activation, and a larger ground lease payment.

The high-rise building includes 255 market-rate apartments, 50,000 square feet of office space, 10,000 square feet of sidewalk-level retail space and underground parking for 375 cars.
2550 University Avenue – Madison, WIAs the Client Executive and Project Manager, Steve led the team in designing this market rate apartment building. With a four-lane highway adjacent to the triangular-shaped site, Steve worked with the neighborhood through six months of intense meetings to keep communications open on the development that helped to shape its final design.

Grand Geneva Resort & Spa – Lake Geneva, WIEUA studied the land plan of this 1,300-acre resort and made recommendations for upgrading and improving functional and aesthetic qualities of the facility. Jeff designed the entrance gate tower, main lodge entrance colonnade with fountain courtyard, the pool terrace and the Embers Terrace.
Ovation 309 – Madison, WIEUA designed interiors for this remarkable mixed-use high-rise building in downtown Madison, just off of State Street. This project has a unique public and private collaboration, housing Madison’s Fire Department Headquarters and emergency operations center. Ovation 309 has set the bar for quality living in Madison’s business district, achieving 99% occupancy within 3 months of opening. Jeff developed the interior architecture designs for the common areas, including the lobby and terraces.
Ironworks at Keystone – Indianapolis, INJeff developed the space plans and interior architectural detailing for the common area amenities including the main lobby, offices, community room, fitness room, corridors, and elevator lobbies. He selected all interior architectural finishes and developed common area furniture and lighting concepts for interior renderings to assist the client’s marketing.

Milwaukee Bucks Arena GPD– Milwaukee, WIAs Senior Project Manager, Mike worked with the City of Milwaukee to develop an approval process for the General Planned Development (GDP) for eight city blocks. Mike facilitated the meetings required for the Plan Commission, Zoning and Neighborhood Development and the Common Council and negotiated a successful design solution between the City and the Owner.
Freshwater Plaza - Milwaukee, WIAs Senior Project Manager, Mike led the EUA team through design and construction as well as communication efforts between EUA and Wangard Partners. The completed 9-acre redevelopment site features spaces for office, grocery and retail use.
Rosemont Hotel – Rosemont, ILWith Mike as Senior Project Manager, the team designed an 11-story Hampton inn & Suites, a 12-story four-star luxury hotel, two restaurants with outdoor dining court, and a six-story parking structure onto a triangular site.

DESIGN CONCEPTS
GENERAL DESIGN CONCEPTS
These General design concepts will pertain to the Adaptive Reuse and New Construction concepts that follow.
» The urban mixed-use development will include these components: hotel, multifamily housing, office, retail and associated parking.
» The project will be designed to fit within the existing zoning code. The UMX Zoning standards have been incorporated for potential uses and development setbacks. The proposed uses are in alignment with the Downtown Plan, Generalized Future Land Use map. The development is located in the Downtown Core Mixed-Use area.
» The buildings have been designed to be at or below the allowed the maximum eight story building height. Building stepbacks are being utilized to provide visual interest even though the buildings are not in a Downtown stepback area.
» The design will be modern and sensitive to the scale of the existing neighborhood and district context and will promote year-round activation.
» The building facades will be energized by modulation such as projecting entry areas and inset balconies. Different materials will be used to provide a variety of colors and textures. High quality materials such as masonry, architectural precast, glass and metal panels will be utilized.
» Shared parking concepts between the hotel and the office component will be utilized to maximize the parking component. Bike parking will be provided in the parking podium and at the street level on all four streets.
» The building proportions will consist of a base, middle and top that is defined in a variety of ways. The bases of the buildings will be taller in height to accommodate commercial space and common function spaces such as lobbies, retail, restaurants, common amenities, etc. and to hide parking. The storefronts will be divided into multiple components with individual entries for each function that engages the street.
» The lower levels adjacent to the sidewalks and other streetscape elements will have a high level of detail that is broken down to a human scale through the use of masonry, architectural concrete or other high quality smaller scale materials. There will be other elements for pedestrians to engage with such as benches, tress, plantings, building and site lighting, changes in pavement color, texture and joint patterns.
» The middle portions of the building facades will incorporate larger scale materials such as glass curtain wall systems, metal panels, composite panels, etc. Design concepts such as emphasized horizontal floor plates and planes of materials that incorporate several floor levels will be utilized.
» The tops of the buildings will have very unique engaging spaces that will provide visual interest that will add to the diverse urban fabric of the area. The spaces on the tops of the buildings will be dynamic interactive spaces for the building occupants. These spaces will include internal and external rooftop terraces and garden spaces. Exposed structure, glass railings and stepped back building forms are a few of the elements that will be utilized to define the tops of the buildings.
» The hotel and multi-family buildings have been designed with rooftop amenities that take advantage of the stunning panoramic views of Madison.

OPTION A: ADAPTIVE REUSE SCHEME
OPTION A: ADAPTIVE REUSE DESIGN CONCEPTThis concept will integrate the existing 1920’s school building into the overall design concept for the block. This concept will include a hotel, apartments, Class “A” office space, restaurant/retail space and parking to accommodate the proposed uses.
A new “L” shaped full-service hotel component will be located along Wisconsin Avenue to provide visual interest, views to the Capitol and lively interaction on the street level as suggested in the downtown plan. The existing Wisconsin Avenue terrace will be enhanced by the location of the main entry and hotel drop-off and landscaped plaza area with outdoor seating. The hotel will incorporate multiple glass treatments to add visual interest. This along with the unique inset pattern of façade modulation and changing sun angles will create a building that has a changing character depending on the time of day and the location of the observer. Interactive functions such as a restaurant and fitness center may be included at the street level to create a vibrant atmosphere. The building will be eight stories in height with 206 hotel rooms and associated hotel amenity spaces including a rooftop ballroom that opens onto a roof top terrace.
The existing 1920’s school building will be used as a multi-family residential building. The reuse of this building will include the addition of a setback level on top of the existing building along with a rooftop terrace. There will also be a new residential building addition located at the corner of Carroll Street and Dayton Street. This new building will be connected to the existing school building to create a connection between the two. The existing building façade will be renovated and restored. Balconies will be sensitively added to the façade to add interest and provide an amenity for the occupants. The building will be five stories in height and will include 76 residential units along with related common spaces including a roof top common space that opens onto a rooftop terrace. The Development Team plans to incorporate a component of affordable housing, which they have successfully done in several other first class mixed use projects.
A class “A” office component will also be included along Dayton Street. This building will have a two-story entry lobby at the ground level that will be an interactive space that will add life to Dayton Street. The façade will be energized by modulation of building masses and a mix of building materials such as metal shingles and glass curtain wall systems. There will be a variety of solid masses with punched window opening and lighter glass box elements that are wrapped in glass curtain wall systems. The building will be seven stories in height and will include approximately 61,000 sf of space.
The parking for the development will be in a podium located under the new building construction and internal to the buildings that will wrap the block. This will create an architectural urban wrap that will conceal the parking from public view and create a raised plaza in the middle of the block that will be an amenity to the development. The parking podium will be approximately 127,000 sf and will contain 352 parking stalls. The parking will be entered at two mid-block points along Dayton Street. The terrace level on top of the podium will be green roof and include a mix of landscaped and hard scape areas. This level will be a public amenity accessible from all the various components of the project. The existing “historic” arch that is located on the site will be relocated to the plaza and will become a focal point for the development.

A new “U” shaped full-service hotel component will be located along Wisconsin Avenue to provide visual interest, views to the Capitol and lively interaction on the street level as suggested in the downtown plan. The existing Wisconsin Avenue terrace will be enhanced by the location of the main entry and hotel drop-off and landscaped plaza area with outdoor seating. The hotel will incorporate multiple glass treatments to add visual interest. This along with the unique inset pattern of façade modulation and changing sun angles will create a building that has a changing character depending on the time of day and the location of the observer. The street level of the building will have a higher floor height and full storefront window system to encourage interaction at the street level. Common function and entry lobby space will be located here to strengthen this interaction. The façade is designed with alternating inset balconies to create a playful interaction across the façade. A mixture of high quality materials such as masonry, metal panel and composite panels will be integrated into the building design. The building height varies on each street to create a rooftop terrace on the lower roof. The building will be eight stories in height and will include 100 apartment units along with related common spaces including a roof top common space that opens onto a rooftop terrace. The Development Team plans to incorporate a component of affordable housing, which they have successfully done in several other first class mixed use projects.
A class “A” office component will also be included at the corner of Dayton Street and Carroll Street. SUMMARY DESCRIPTION, INCLUDING PROJECT SIZE, USES AND DENSITIES.The first part of the Hill Farms Redevelopment project involves the construction of a 608,000 square foot office building and a 1,700 car parking structure, and the demolition of the existing DOT building. The new office building will house several State of Wisconsin agencies, including the DOT. The office building and parking structure are being constructed on approximately 7 of the total 21 available acres on the site. Upon completion, the second part of the project, the development of the remaining 14 acres of the site, will begin. This new development will be mixed-use, master planned to include retail, office, residential and hospitality.
C. PRECISE ROLE OF THE DEVELOPMENT ENTITY, ITS PRINCIPALS, PARTNERS AND TEAM MEMBERS.C.D. Smith is the developer in a joint venture with Gilbane Development. C.D. Smith is the construction manager on the office building in a joint venture with the Gilbane Building Company.
D. OWNERSHIP STRUCTURE, FINANCIAL STRUCTURE, PUBLIC/PRIVATE STRUCTURE.An LLC was formed and funded by the senior management of C.D. Smith and Gilbane Development for the purpose of developing, designing, constructing and funding an office building and parking structure for the State of Wisconsin on approximately 7 of the total 21 available acres on the site and to create a mixed-use development on the adjacent 14 acres under the terms of a development agreement, ground lease and purchase and sale agreements with the State. The developer is leasing 7 acres of land for the office building and parking structure from the State of Wisconsin during construction and will sell the office building and parking structure to the State upon construction completion. Concurrent with the sale of the completed office building to the state the ground lease will be terminated on the 7 acres required for the State projects and the developer will purchase the remaining 14 acres of land from the State and quickly demolish the existing Department of Transportation building on the site and proceed with construction of the mixed-use development.
E. PROJECT COST. The office building has a total project cost of approximately $155 million. The parking structure and infrastructure total project cost is approximately $36.2 million. The future mixed-use development has an estimated cost of $200 to $250 million.
F. CAPITAL AND FINANCING SOURCES.The office building and parking structure are funded by a combination of equity from the developer and a construction loan from the Bank of Oklahoma. The purchase of the remaining 14 acres of land by the developer will be funded with equity. The developer will develop and own the mixed-use development components of the total public/private development.
G. DEVELOPMENT TIMING/PHASING/DATE OPENED.The parking structure was developed, designed and constructed from April 2015 through February 2017. Construction of the parking structure was completed in February 2017 and the State purchased the parking structure from the developer on February 27, 2017. The office building was developed, designed and constructed from April 2015 - present; construction will be completed in May 2018. Upon completion, the building will be purchase from the developer by the State. Construction of the mixed-use development will begin in June 2018.

SUMMARY DESCRIPTION, INCLUDING PROJECT SIZE, USES AND DENSITIES.The Trios Health Southridge Campus project involved a replacement hospital and medical office building, structured as a public/private partnership as part of an overall replacement hospital campus master plan. The 165,000 square foot hospital is connected to the 158,000 square foot medical office building on three levels by an all-weather connector.
C. PRECISE ROLE OF THE DEVELOPMENT ENTITY, ITS PRINCIPALS, PARTNERS AND TEAM MEMBERS.C.D. Smith was the developer. C.D. Smith was the general contractor.
D. OWNERSHIP STRUCTURE, FINANCIAL STRUCTURE, PUBLIC/PRIVATE STRUCTURE.LLC’s were formed and funded by the senior management of C.D. Smith for both projects and provided all of the equity required for both projects.
E. PROJECT COST: The replacement hospital had a total project cost of approximately $100 million, and the medical office building had a total project cost of approximately $45 million.
F. CAPITAL AND FINANCING SOURCES.C.D. Smith provided the construction financing and Lexington Realty Trust provided the required permanent debt financing. The LLC’s that owned the facilities executed a ground lease with the hospital district that operates the healthcare system. The hospital executed a master lease with the developer for both the hospital and the medical office building. Only the leasehold interest in the ground lease was subordinated to the permanent lender under the terms of the loan agreement
G. DEVELOPMENT TIMING/PHASING/DATE OPENED.The hospital was developed, designed and constructed from March 2012 to July 2014. The hospital took occupancy on May 15, 2014. The medical office building was developed, designed and constructed from to June 2013 to July 2015. The hospital took occupancy of the MOB on July 15, 2015.

Physical features include exposed timber ceilings and expansive views of Downtown Milwaukee and the Reed Street yards.

Smith served as a development partner for the construction of the Journeyman hotel in Milwaukee and provided the construction management and general contracting services for this project, which was completed in June of 2016. The Journeyman, operated by San Francisco-based Kimpton Hotels & Restaurants, is the only upscale boutique hotel in Milwaukee’s Third Ward district. The hotel includes the following features: 158 pet-friendly guest rooms, chef-driven destination restaurant, 8,000 square foot rooftop bar and lounge, 2,800 square foot ballroom, fitness center and expansive meeting rooms.

To make the project financially feasible, HKS obtained financing through WHEDA, a city of Milwaukee TIF, a WEDC grant, and historic tax credits. EUA designed this remarkable mixed-use high-rise building in downtown Madison,
just off of State Street. This project has a unique public and private collaboration,
housing Madison’s Fire Department Headquarters and emergency operations
center. Ovation 309 has set the bar for quality living in Madison’s business district,
achieving 99% occupancy within 3 months of opening.
Working closely with the City, the neighborhood and a team of experts from
Hovde Properties and J.H. Findorff, the new building is a major catalyst to the
downtown business and arts district. Taking into account future resident interests,
a pre-design focus group identified that residents were willing to sacrifice personal
space for increased common space. Responding to that feedback, Ovation
309 features multiple indoor and outdoor common space options for residents
including two interior common area spaces, a rooftop dog walk and two outdoor
terraces. Located in the heart of the city, the design and extensive glass emphasize
the beauty of Madison and incorporate views of Wisconsin’s Capitol from many

EUA supported Marcus Hotels & Resorts in their proposal to the City of Milwaukee
for development of a 2-acre downtown site.
The proposal includes the expansion of the existing Hilton Milwaukee City Center
Hotel to include an additional 276 rooms as well as an apartment tower on the site
to accommodate up to 200 rooms. This hotel expansion increases the total number
of rooms at the Hilton to 1,005 to offer an appealing space for conferences and
events in downtown Milwaukee.
The proposed outdoor plaza will become a destination spot offering retail
opportunities and restaurants while functioning as a street car hub.

EUA was hired by the Milwaukee Bucks to assist in the design of their new arena
and downtown district, along with HNTB and lead-designer Populous. The trio of
design teams are working to create a world-class sports and entertainment
destination that embraces Milwaukee’s architecture and incorporates innovative
elements from across the globe.
As part of this transformation, the ultimate fan-centric arena will become
a year-round public space, critical to the success of Milwaukee.
The arena design features a swooping roof and extensive glass to evoke
Wisconsin’s natural beauty and Milwaukee’s rich heritage of industry and
craftsmen. The expressive structure, transparency and fluid form of the
design are inspired by the bountiful rivers, lakes and forests of the region.
The interior of the space consists of a lower bowl, an upper deck and a ring of

Erected in 2012 on a triangular-shaped, one-acre site, this mixed-use, urban
development is comprised of market rate apartments, underground parking and
commercial space. Intense neighborhood meetings over the course of nearly six
months helped shape a better building. Its design is sensitive to the single-family
neighborhood to the south, growing to six stories adjacent to a four-lane divided
highway and hospital campus to the north. An intimate landscaped courtyard
affords natural light to all units and provides a green respite with turf, lighted
planters and gas grills for residents to share.
Extra attention was applied to soundproofing the apartments and providing
great natural light and an outdoor patio for each tenant. The top floor features a
community room and roof deck overlooking the city.

EUA was selected to design the world headquarters for ManpowerGroup,
a Fortune 500 company and global leader in the employment services industry.
Located in downtown Milwaukee, the 280,000-square-foot, four-story facility is an
impressive addition to the city’s riverfront.
The project includes the new world headquarters, a Riverwalk, and an adjacent
1,260-car parking structure connected to the building via a skywalk. The building
opens gracefully onto the Milwaukee River, enlivening the riverfront experience
for both Manpower employees and the community as a whole. The office building
faces the Milwaukee River and feature a public plaza. The entire project was
designed, engineered, and built with environmentally responsible methods,
showcasing a commitment to sustainable design.

URBAN ROOF DECK
HOTEL METRO ROOF SPA & FITNESS CENTER
The 2,500 square-foot spa facility at Hotel Metro was designed with pampering and
relaxation in mind. The project included the conversion of one guest room into a
spa entry with massage room, along with a 1,500 sq ft rooftop addition to the top
of the six-story building.
The rooftop addition is a zen-like experience with salt water whirlpool, sauna,
exercise room, and multi-purpose room with refreshment bar. The bar provides
a refreshing location for yoga classes, social gatherings and business meetings.
Guests can enjoy sweeping views of the Downtown Milwaukee skyline and linger in
the garden air among plantings and the soothing sounds of the water feature. The
outdoor decor showcases a waterfall and petite pond, surrounded by teak wood
furniture and greenery filled with bright, colorful flowers. Originally built in the
1930s, the rooftop renovations reflect the modern space that has been seamlessly
integrated with the overarching vintage feel that the hotel possesses.

EUA teamed with Hendricks Commercial Properties (HCP) on this developer RFP
issued by IPS (Indiana Public Schools). The team was successful and HCP was
awarded the commission. This new urban neighborhood will be located on the
former Coca-Cola bottling site. The Bottleworks District will be a mixed-use
development including new construction, adaptive reuse and historic preservation
consisting of over three city blocks and will feature street-level retail, upper-level
offices and residential spaces as well as a hotel, cinema and multiple parking
structures.
Focused on the theme of authenticity, streets will be rescaled accordingly and
feature landscaping buffering between walkways and the streets. The site’s
aesthetics will feature the reuse and restoration of the terra cotta elements on
existing building facades combined with new structures that complement the
historic structures and are sensitive to the scale of the surrounding area.
