The Ambassador of France to the United States, H.E. Francois Bujon de I'Estanghas informed acting Secretary of Veterans Affairs, The Honorable Hershel W.Gober, that the French authorities are issuing a certificate to recognize theparticipation of all American and allied soldiers who took part in the Normandylanding and contributed to the liberation of France,

The certificate is meant to express the gratitude of the French people to the soldiers who participated in theNormandy landing and liberation of France, on French territory and in French territorial waters and airspace,between June 6, 1944 and May 8, 1945. The certificate will not be issued posthumously.
The ten Consuls General of France in the United States will issue the documents on behalf of the Frenchauthorities. They will do so in coordination with State Veterans Affairs offices, Veterans Service Organizations'national and states representatives and Veterans associations.
An applicationjorrn to be filled by veterans is available on this site. It can also be obtained through VeteransAssociations.
In agreement with the Acting Secretary of Veterans Affairs, The Honorable Hershel W. Gober, in each of the fiftystates, the French Consulates General and State Veterans Affairs Offices, Veterans Service Organizations'national and states representatives and Veterans Associations will identify the elegible veterans, review andcertify the applications, prepare the certificates and organize the ceremonies to present the certificate./.
