DELEGATED AUTHORITY REPORT 7526 TRAFFIC ORDERS – LODGE ROAD / OAK TREE ROAD / ST JOHN’S WOOD ROAD REVISIONS TO PARKING FACILITIES AND WAITING RESTRICTIONS (Drawing Nos. 70061855-02-TMO-01, 02 & 03) (Regent’s Park Ward)
BACKGROUND INFORMATION
On 4th November 2019 planning permission was granted for the redevelopment of Dora House, No. 60 St John’s Wood Road, NW8 (reference 19/01284/FULL). The development consists of purpose-built sheltered accommodation for approximately 180 residents in the building fronting Lodge Road (Building 1), and 112 residential apartments in the building fronting St John’s Wood Road (Building 2). As part of the development, it is proposed to revise the layout of the vehicle entrances in Lodge Road and St. John’s Wood Road and it will be necessary to: (a) relocate the pay-by-phone parking bay on the south-east side of St John’s Wood
Road, approximately 5 metres south-westward (to the other side of the existing electric vehicle recharging bay);
(b) introduce an additional length of double yellow line "at any time" waiting restrictions
across the new vehicular entrance in Lodge Road (while retaining 11.5 metres of single yellow lines).
During construction works, the electric vehicle recharging bay and pay-by-phone parking bay referred to in paragraph (a) will not be operational, but will be reinstated in 2022. However, the following additional parking proposals have been identified as part of this project: (a) replace the redundant "White Badge" disabled person's personal parking bay outside
Nos. 50 to 84 St John’s Wood Court with an electric vehicle recharging bay; (b) introduce a pay-by-phone parking bay outside the Liberal Jewish Synagogue at
No. 28 St John’s Wood Road; (c) introduce two pay-by-phone parking bays on the north-east side of Oak Tree Road,
on either side of the vehicular entrance to the parking garages; and (d) replace the London Cycle Hire docking station on the north side of Lodge Road (by
Oak Tree Road) with a residents’ parking place (14.5 metres). Overall, there will be a gain of one electric vehicle bay, two residents’ spaces and three pay-by-phone bays as a result of the proposals.

The costs of making the necessary Traffic Orders and any associated works will be met by the developer. Finally, St John’s Wood Road forms part of the Transport for London Road Network (TLRN) and Transport for London (TfL) are revising the layout of the bus stop facilities in the vicinity of the development. TfL will carry out separate consultation and the Traffic Order making process in relation to the bus stops and minor changes to the “Red Route” controls. RECOMMENDATION It is recommended that Traffic Orders are made to facilitate the implementation of the measures outlined above and shown on Drawing Nos. 70061855-02-TMO-01, 02 & 03.
STATEMENT OF REASONS The introduction of double yellow line "at any time" waiting restrictions in Lodge Road, to the rear of the Dora House redevelopment, is necessary to prevent obstructive parking at the revised vehicular entrance. The introduction of a pay-by-phone parking bay on the south-east side of St John’s Wood Road, outside the Liberal Jewish Synagogue, and two pay-by-phone parking bays on the north-east side of Oak Tree Road, is necessary to offset the temporary loss of the parking bay outside Dora House redevelopment (which will be reinstated / relocated by 5 metres in 2022) and will provide additional parking facilities in the area. The replacement of the redundant "White Badge" disabled person's personal parking bay, outside Nos. 50 to 84 St John’s Wood Court, with an electric vehicle recharging bay is intended to offset the temporary loss of the existing electric vehicle bay outside Dora House. It will also serve to encourage the adoption of electric vehicles as a more sustainable form of transport. The additional residents’ parking spaces in Lodge Road, will replace the underused London Cycle Hire station at this location.
I agree / do not agree to the above recommendation and statement of reasons and give the following authorisations:
(a) that procedural steps be taken with a view to Traffic Orders being made under
sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984;
(b) that subject to no objections being received as a result of public notices and consultation, such Traffic Orders be made as proposed; and
(c) that in the event of objections being received, they be referred to me for consideration and reported to the Cabinet Member(s) if I consider it to be necessary in accordance with City Council procedure, following which I will decide whether or not the Traffic Orders should be made, with or without modification.
