National Framework for Climate Services (NFCS) is part of the Global Framework for Climate Services (GFCS) led by the

World Meteorological Organization (WMO)

NFCS is a coordinating mechanism that enables the development and delivery of climate services at national

level. Established NFCS is key to improved risk management, through development and incorporation of

science-based climate information and prediction into decision- and policy-making.

Review of the implementation of the recommendations from PAC-8 in Oslo,

Norway

PAC-9 Rome, Italy, 22 October 2018

3.1 Status of implementation of NFCS • Economic Commission of West Africa (ECOWAS) is partnering

with GFCS to support its member states in establishing NFCS

• GFCS is partnering with the Gulf Cooperation Council (GCC) to support NFCS in Bahrain, United Arab Emirates, Kuwait, Oman, Qatar, and Saudi Arabia (regional workshop at the end of the year)

• NFCS will be promoted through the GFCS Intra African Caribbean and Pacific (ACP) EC funded programme (85M euros)

• Key actors such as the World Bank are integrating NFCS into their hydromet investment activities

3.2 Institutional Resources available from PAC members

• Enhance coordination, identify synergies, expertise, etc.

• Methodology for the mapping:

– Across GFCS pillars (UIP, CSIS, Obs&M, Research, Capacity development)

– Include links to global agendas (SDGs, Paris Agreement, Sendai)

– Provided context of priority climate-sensitive areas

3.3 White Paper clarifying the concept of the User Interface Platform (recall recommendations midterm review )

• reconsider the name for the UIP – Keep the name – Develop awareness and understanding of the roles and

definitions in the GFCS context – Clarify the contributions of the UIP to the entire climate

services information system value chain – Provide guidance on the skills and measures that lead to

effective UIP activities

3.3 White Paper clarifying the concept of the User Interface Platform (recall recommendations midterm review )

• reconsider the definitions of UIPs – Climate Services: providing climate information in a way

that assists decision-making by individuals and organizations;

– User: person or subject that uses or benefits from climate services, either as consumer, a client;

– Interface: interconnection or contact between entities (users, producers, sectors) / tool enabling user interaction with data, products and services; and

3.3 White Paper clarifying the concept of the User Interface Platform (recall

recommendations midterm review )

• reconsider the definitions of UIPs (cont.) – Platform: environment for running software or systems /

large forum of services’ users and producers (such as the Global Platform for Disaster Risk Reduction).

• propose a classification for the different types of UIPs

– Geographic: global, regional/transboundary, national, subnational

– Timescale and lead time: yearly, seasonal, S2S, medium-term, weather, and rapid

3.3 White Paper clarifying the concept of the User Interface Platform (recall

recommendations midterm review ) • propose a classification for the different types of UIPs

(cont.) – Service provided – Format/technology/media – Sector: ag, water, health, DRR, energy, transport and

infrastructure, ecosystems, etc.

• document UIP practices within different categories, • provide guidance on the skills and measures that

lead to effective UIP activities and coordinating with non-GFCS UIP-related activities (CCl, GEO, etc.)

3.3 White Paper clarifying the concept of the User Interface Platform

• Next steps – document UIP practices within different

categories – Based on systematic documentation – agree on

specific skills and activities that lead to effective UIP activities

– provide guidance on the skills and measures that lead to effective UIP activities and coordinating with non-GFCS UIP-related activities (CCl, GEO, etc.)
