PERSONAL PROFILE
Richard Opoku is a seasoned Procurement Expert with over 50-million-dollar procurement experience. I have
experience in both Public and Donor Procurement from my last two job positions. I am dynamic and highly
competent with procurement and budgetary procedures. I am reliable, hardworking and an excellent team player.
I take initiative, able to work under pressure and with a strong sense of regard to detail.
I also have outstanding organizational, evaluation, negotiations and good communication skills with excellent

JOB SUMMARY:
Provide overall technical guidance in procurement logistics; develop and sensitize staff to procurement

standard operating procedures (SOPs); participate in resource development for proposals that include
procurement logistic components. Perform purchasing functions and provide management assistance
and technical expertise with an emphasis on support of international procurement, small business plans
and general compliance with funder requirements. Provide overall oversight for office management
functions including ensuring administration functions are executed according to SOPs and devise
procedures where they are lacking.
The Procurement Manager reports to the Operation Director and works very closely with the senior
management team, in particular the Director for Finance and the Lead Project Director.
KEY RESPONSIBILITIES:
1) Set up the procurement office and established a recommended vendor list for 2015 and beyond.
2) Assist Management in the development, management, implementation and evaluation of
appropriate systems, programs and services related to the procurement function;
3) Assist Management in the development and evaluation of departmental and over all
domestic and international organizational goals and objectives, specifically as they relate to
purchasing and vendor management systems;
4) In liaison with the CoPs, establish and secure project purchase needs. This includes ensuring best
price quotations are obtained and relevant documentation is provided to support payment requests;
5) Ensure accurate inventory of all items, both in storage and office, is kept;
6) Support projects in developing procurement plans and liaise with the head office as appropriate;
7) Plan and implement the procurement for each project, including preparation of terms of references,
publication of tender documents, bidding invitations, receipt of offers, review of quotations and
their corresponding analysis in compliance with the rules and regulation of FHI 360 and USAID;
8) Ensure purchases are done on time for projects use;
9) Advise procurement committee on procurement process and supply chain management;
10) Conduct market surveys in local markets and ensure that local market surveys are regularly carried
out to ensure a full knowledge of the availability and prices of the local items;
11) Ensure proper procurement documentation and filing system is in place;
12) Participate in the development and implementation of training activities in the areas
of purchasing control, ethics, small business utilization and donor agency regulations / restrictions;
13) Provide technical leadership and guidance to implementing partners in areas related to procurement;
14) Supervise procurement staff and monitor their work in line with the FHI360 regulations.

Preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP to
