PROFILE

Ángel A. Crespo-Ortiz is the standard for a new generation of fire chiefs and emergency managers. Crespo has over 19 years of experience in public service sand has passed through every step within the Puerto Rico Fire Department (PRFD) rank system, becoming state fire chief in 2013. Under Crespo’s command, the PRFD is the first in public opinion among local state agencies in the island. Crespo’s main concern has been a complete transformation of the PRFD, implementing a reform package that entirely improved the agency’s performance. Crespo’s innovative reform includes empowering firefighters to take charge of theirs stations; therefore, 96 fire stations have been remodeled and a new training facility meeting NFPA standards has been built by the firefighter’s own initiative, encouraged by Crespo, creating a closer bond among them and establishing a sense of pride among the firefighter corps.

Since innovation is his main concern, Crespo has implemented a digital platform, facilitating fire-prevention inspections, an initiative which has given new life to the Emergency CAD communications infrastructure. He has also coordinated a massive fire prevention campaign with Puerto Rico’s Department of Education, creating educational material for children. This effort was translated into English and implement by the FDNY. The other main focus of Crespo’s administration is fire prevention and efficient governance. Deaths by fire have decreased by more than 60% and incidence of fire has declined by 70% under Crespo’s command. The PRFD is the Commonwealth agency with the lowest assigned budget, $68 million, yet Crespo has managed to create important allegiances and associations with federal security agencies a USAR TF with 75 experts in structural collapse, Hazmat, rescue, and EMS. Such allegiances have allowed for the PRFD to operate efficiently under a tight budget. For this effort DOD recognized his professional skills in a full-scale exercise named Borinqueneer Response 2014.

In February 2016, Crespo became the first Puerto Rico's Fire Chief in the history of Puerto Rico to manage two state agencies at a time. Still serving as the current head of the Fire Department, Crespo was designated by the Governor of Puerto Rico as the Executive Director of the Puerto Rico Emergency Management Agency (AEMEAD), as the Governor’s Authorized Representative to FEMA (GAR), the State Administrative Agent (SAA) and the Homeland Security Advisor (HSA). In addition, he was designated as State Coordinator for the 1033 Program, lead the Drought Committee, belong to the Earthquake and Tsunami Committees, be part of the 9-1-1 Emergency Management Board, among others. Profile Ángel A. Crespo-Ortiz is the standard for a new generation of fire chiefs and emergency managers. Passing through every step within the Puerto Rico Fire Department ranking system, Crespo-Ortiz has 19 years of experience in public service, becoming state fire chief in 2013. His career at the Puerto Rico Fire Department (PRFD) began on August 1, 1997, and ever since Crespo-Ortiz has demonstrated a high sense of commitment since the very beginning. Since then, he has nine years of experience as fire prevention inspector, and in 2007 was named commanding officer in that division. He has also been assistant chief to four PRFD fire chiefs, and became the Departments’ Public Information Officer in 2008. He was nominated for the Fire-Chief position on January 5, 2013 by the Governor of Puerto Rico, and assumed this post in March, 2013, after being confirmed by the Commonwealth’s Legislature. The main result as Crespo-Ortiz’s run as fire chief of the PRFD is a complete transformation of the agency, which now has the best public opinion within the government, and is widely respected in Latin America. Under his command, the firefighters themselves have remodeled most of the 96 fire stations throughout the island and also have built a new training site, meeting NFPA standards. Deaths by fire have decreased by more than 60% and incidence of fire has declined by 70%. All of these improvements are due to Crespo-Ortiz’s creative, ground-breaking, aggressive initiatives. Crespo-Ortiz’s ability to combine music and multimedia with education tools has led him to create an educational program for fire prevention and protection, making him the first Hispanic in USDA Forest Service history to receive the Silver Smokey Bear Award. As a result, he has travelled to places like Panama, Venezuela, the US Virgin Islands, and other US cities to work as a fire-safety educator, a position he held, for example, at the FDNY from 2010 to 2012. In 2010, Crespo-Ortiz was named to the CDC Fire Safety Expert Panel in Atlanta, where he has proven to be an expert in all matters regarding public safety. Since innovation in his main concern, Crespo-Ortiz has implemented a digital platform, facilitating fire-prevention inspections, an initiative which has given new life to the Emergency CAD communications infrastructure.

Having a MBA from the Pontifical Catholic University of Puerto Rico, he has used his business skills to develop a project aiming to trigger the PRFD brand name into the top of the Fortune 500. Crespo has managed to maintain an effective operation with a limited budget of $68 million, including federal funding, the lowest Commonwealth security agencies. He has developed a USAR TF with 75 experts in structural collapse, Hazmat, rescue, and EMS. The DOD recognized his professional skills in a full-scale exercise named Borinqueneer Response 2014. Crespo-Ortiz has faced major emergencies under his command, such as the CAPECO fire in 2009 and the Gurabo wild land fire in 2015. He has participated in joint missions with other state and federal agencies, like EPA and the Puerto Rico Environmental Quality Board. Right now, Ángel A. Crespo-Ortiz has 1175 brave men and women under his command at the Puerto Rico Fire Department, who respect and cherish him as their chief, even comparing him to Raul Gándara, the founder of PRFD. In February 2016, Crespo-Ortiz became the first Puerto Rico's Fire Chief in the history of Puerto Rico to manage two state agencies at a time. Still serving as the current head of the Fire Department, he was designated by the Governor of Puerto Rico as the Executive Director of the Puerto Rico Emergency Management Agency (PREMA). In addition to lead PREMA, this new added role included, serving as the Governor’s Authorized Representative to FEMA (GAR), as the State Administrative Agent (SAA) and the Homeland Security Advisor (HSA) and serving as the State Coordinator for the FEMA’s 1033 Program. The Executive Director of PREMA also serves in fifteen Boards across the government of which he leads five of them. Under his leadership as PREMA’s Executive Director he participated in the UNESCO/IOC 11th Session of the Working Group for the establishment of a Caribbean Tsunami Warning Program. At the same time, he concluded previous work in the Tsunami Ready Community Program where all Puerto Rico’s coastal municipalities where recognized as Tsunami Ready by the U.S. Department of Commerce/National Oceanic and Atmospheric Administration. He also led the 2014-2016 Drought Emergency. As he took command of PREMA, another Crisis unfolded with the vector transmitted Zika Virus. When the UN/World Health Organization declared a Public Health Emergency worldwide and in Puerto Rico, Crespo led the Task Force that developed the Vector Control Plan, educational campaign, Media and community outreach and coordination with local, Municipal and State Officials as well as with Federal government officials culminating with

the establishment of the Zika Unified Coordination Group ordered by the White House. On August 17, the passenger ferry Caribbean Fantasy caught fire near San Juan, Puerto Rico. It was in route to San Juan from the Dominican Republic with 522 passengers and tons of cargo when a fire broke out in the vessel’s engine room and spread into other sections of the vessel. This emergency was the trigger to start the greatest Fire Extinguishment and Rescue Operation in American waters since 1954, according to the US Coast Guard. Crespo was the State Incident Commander directing the operation of the extinguishment of the fire and coordinating the medical emergency. Since it involved international passengers, he also coordinated the primary medical assistance, transportation, visas and immigration processes and documents in less than four hours. There were no reported fatalities, oil spills or water pollution. On September 21, an explosion in the switch room of the Aguirre Thermoelectric Power Plant in Guayama caused the collapse of a 460,000 volt switch which triggered the major power blackout since 1980 (36 years ago). Crespo personally commanded the extinction of the fire, which lasted no more than 2 hours. He also was in charge of the action plan, recovery operations and he maintained the continuity of operations in all hospitals and critical infrastructure for fifty-nine consecutive hours.
