A S 21 Co and registered Non-Profit Organisation formed in 2001 to promote the International Responsible Packaging and Container Management Principles & Codes to protect people & the environment
It promotes Partnerships along the Value Chain for ALL involved in the Life Cycle of industrial reusable containers up to 1000 litres & encompasses manufacturers, fillers, users, emptiers, reprocessors, service providers & final waste disposal sites
It encourages sustainable practices appropriate to Developing Countries, where the challenges &dynamics are different to the developed world.

Chapter VIII embodies several Standards for Transport of Dangerous Goods:

SANS 10406 – Purpose:
To set globally accepted practices for Reprocessing of previously certified packaging to ensure:
• reprocessed packaging meets agreed quality standards
• safe transport of dangerous goods in such reprocessed packaging is not compromised
• prevention of incidents, accidents or harm to people or the environment
Upliftment & Improvement of Reprocessors Practices
SANS 10406: Reprocessing of Previously Certified PackagingApplicable to Steel & plastic drums and IBC’s
(SANS 10233) Reprocessing includes:• Washing / cleaning for re-use• Reconditioning• Refurbishment• Routine maintenance• RepairWhether carried out by original manufacturers, product fillers, recyclers or reconditioners who offer for re-use
SANS 10406:2004 Requires:
• Compliance with ISO 9001 QMS i.e. a documented management system
• Compliance with requirements of ISO14001• Compliance with legislation – see annex A• A nominally empty certificate – legal record• Inspection of use packaging for safe
reprocess or scrap• Performance testing for safe reuse• Minimum equipment to reprocess & test• Records of incoming & dispatch

Registration of Reprocessors with the SABS
ALL Reprocessors of Previously Certified Packaging will be required to register with the appointed competent body as required in terms of SANS 10229 and Chapter VIII of the Road Traffic Act 93 of 1996The Process will be similar to that for new packaging except an audit report on capability & compliance of the reprocessor will replace testing of packaging

Registration - ApplicationReprocessors will apply to the competent authority on the prescribed form together with:Application fee (to be determined)
Copy of RCMASA Audit report to verify % operational and % total compliance with SANS 10406 + auditee improvement plan to address non compliances

It could be used by any organization to assess compliance.Questions are rated as either Quality - Q, Health - H, Safety - S or Environmental - E ,
Also either Statutory - S or ISO requirements, best practice / desirable – D
ALL questions must be answered Y = 1, N = 0,N/A questions will be omitted from the final scoreNB if any question is not completely addressed it will score 0

Three complete audits for a total of at least 10 days of audit experience acting in the role of an audit team leader under the direction & guidance of a lead auditor in the last two years.
