Finance and Accounting Department William A. Brown Director of Finance Professional

• CPA • I have been with NSPE for 25 years • Worked for a large national/international accounting firm for 10 years before that • Specialized in not-for-profits while in public accounting • NSPE was one of my clients—located on K street in DC at the time.

Responsibilities

• 2 primary responsibilities are financial reporting & safeguarding of assets • Responsible for 3 separate corporations, each with its own set of books, but which we

consolidate at the end of the year in our audited financial report o NSPE & NICET with a budget of $10.5 million o E-Week, with a budget of 2 million o Educational Foundation, with a budget of slightly more than $100K

Size & Scope

• As controller, then, I oversee consolidated corporate revenues & expenses of approximately $12.6 million

• In addition, we collect and transmit out about $3.5 million in state and chapter dues each year

• So, grand total, the operations I oversee total about $16.1 million • In one year, we make about 8,000 individual disbursements

o 5500 in the form of checks o 2500 in the form of electronic ACH transfers

Controller Duties o Oversee accounting personnel (4), assign responsibilities, make sure that we maintain a

segregation of duties to ensure good internal controls o Review every employee’s expense report, with exception of Art and Larry o Hand sign every check over $5,000 (we use dual approval system for any disbursement

over $25,000) o Other duties

o Ensure that receipts are directed to our bank lockbox, rather than to 1420 King Street

o Review bank reconciliations o Review all general journal entries made by the accounting manager or the general

ledger accountant o Review employee timesheets o Review the general ledger monthly for any signs of posting errors (unusual

balances, large change in an account balance, negative balances, etc.)

Banking Relations

o Maintain relations with 3 different banks where we have accounts o Primary bank is Bank of America o I meet periodically with our account reps, as well as our loan reps o More and more banking is being done electronically o We use BankofAmerica Direct to

o Monitor balances o Monitor daily activity o Download daily reports on disbursements & receipts o Initiate ach transfers

o New feature is POSITIVE PAY o Transmit a file after every check run o Receive an email every day from bank (exception or no exception)

Investments

o Maintain relations with 3 different brokerage houses o NSPE invests only in Treasuries or FDIC insured CDs

o I use RBC Wealth Management in NJ for this o Royal Bank of Canada is one of the strongest banks in the world. Did not invest

in mortgage backed securities; excellent liquidity; strong reserves o I buy brokered CDs, almost all below the $100K FDIC limit. Brokered CDs can

be bought and sold at market value, just like a bond…so no penalty for early liquidation

o Amount invested in CDs ranges from $3 million to $4.5 million, depending on the time of year.

o CDs are laddered so that I have several maturing each month o National Engineers Week

o Half million Reserve Fund managed by Beacon Trust o I work with the account manager and reconcile the accounts to the monthly

statement o In the course of the monthly reconciliation, I review every single transaction for

the month o Educational Foundation

o About $800,000 is invested in CDs at RBC Wealth Management o Another $250,000 is invested in five different equity mutual funds at Fidelity

Investments o I provide a report on investment activity to the Foundation’s Board of Trustees

on a monthly basis. Annual Audit

o All three corporations undergo an annual audit by an outside CPA o To save money, my staff and I prepare literally dozens of schedules and account

reconciliations for the auditors, so that there job is limited to what is know as “tic and tie” o I personally prepare the audit report, both the financial schedules and all the footnotes, so

that the auditor simply has to attach his opinion to the report

Budget

o My single biggest project in any year o Process takes 2 to 3 months o I prepare input forms for all project managers and oversee the entry of budget items into

our accounting database o I work closely with the Treasurer, members of the ExCom, the Executive Director and

other senior staff to arrive at a balanced budget that can be submitted to the Budget Committee for review and approval

Financial Reporting

o Monthly financial reports for all 3 corporations o Periodic revision of formats o Ensure that financial reports are transmitted to third parties, such as banks, insurance

companies, and rating agencies o Work with the Treasurer to prepare reports & slides for 4 Board meetings

Headquarters Building o I have primary responsibility for tenant relations

o Currently 7 tenants under lease on 4th, 5th, and 6th floors o Recently negotiated new leases with 3 tenants (2 for 10 year terms, one for a five

year term) without having to pay brokerage fees o I do work with Jones, Lang LaSalle, our rental agent when we have a vacancy

o I also work with our building management agent, a Virginia firm known as Gates Hudson & Associates

o Their job is to collect rents, maintain the building, and ensure that all building equipment is working correctly.

LICENSURE ISSUES • Resource to states on licensure laws nationally and internationally – close liaison with

Other Licensure Initiatives:

1. Licensure Mobility – Identify which jurisdictions do not currently provide expedited comity for Model Law Engineers, and prepare information on the benefits of expedited comity for NSPE to disseminate to state societies of NSPE in those states.

2. Master’s or Equivalent – Prepare educational materials for distribution to NSPE state societies, and provide updates of the status of this initiative through PE Magazine articles and a plenary session at the NSPE Annual Meeting if and as appropriate.

3. Engineering Education Outcomes Required for Professional Practice – Review the outcomes presented in the civil engineering and environmental engineering Body of Knowledge reports, determine which of these outcomes are not currently addressed in ABET general baccalaureate level accreditation criteria, determine which of these outcomes appropriately apply across all engineering disciplines, obtain input from the various NSPE practice divisions on the applicability of these outcomes across all engineering disciplines, and report to the NSPE Board of Directors on recommended actions which NSPE might consider. This is a significant and timely initiative in which NSPE can and should take a leadership role on behalf of the engineering profession.

4. Early Taking of the PE Examination – Continue to monitor data from jurisdictions which allow taking of the PE examination prior to obtaining the requisite years of experience required for licensure and conduct a plenary session at the NSPE Annual Meeting on this topic.

5. Faculty Licensure – Continue to evaluate means to encourage and/or require licensure of faculty teaching courses in engineering design topics. Monitor the activities of the NCEES Faculty Licensure Task Force. Make recommendations to the leadership of NSPE on actions NSPE may consider.

6. LQPC Blog On-Line at NSPE Website – We have a blog on-line at nspe.org to discuss licensure issues. We can post a new item of up to 300 words every ten days or so. Items are planned to be posted on various aspects of the engineering education initiative, and on other L&QP topics as appropriate, to get national discussions going on engineering licensure topics.

Continuing Professional Development NICET requires certificants to update their skills and knowledge through a recertification process that encourages continuing professional development. For more information, please visit NICET Policy 30 and our recertification webpage. Program Development NICET certification programs are developed at the request of Industry – based on demonstrated interest by representative stakeholders, and the potential market for such a NICET certification program among employers and specifiers. The development process begins with a general description on the actual certificate holder(s), and a definition of their career path and desired certification progression. NICET then convenes a panel of subject matter experts (SMEs) to conduct a complete Practice Analysis for each certification level; which is ultimately validated through an Industry-wide survey. The next step is to create a Test Specification/Blueprint that defines relevant knowledge and skill of minimally competent practitioners at each level. Additional SMEs are then tasked with writing, editing and assembling hundreds of test questions for into the various examinations – which are then beta tested by working engineering technicians. The final step in the development process is to analyze the results of beta testing, create the final examination forms, establish passing scores, and publish the examinations. Program Administration NICET administers all of its programs through in-house staff as much as possible. Everything from application processing for candidates, examination printing, shipping and scoring, and candidate eligibility evaluation to certification issuance, database maintenance, certificants recertification and general customer service is handled by in-house NICET staff. The only operational activity that is out-sourced is the actual candidate testing process. In order to provide testing opportunities for candidates throughout the United States (and now Canada and beyond), NICET has made arrangements with various community colleges and technical universities to have some campus staff member proctor NICET examinations. These examination sessions are generally conducted on a given Saturday each month. Other testing arrangements can be made, however, to accommodate candidates with special needs – generally on a case-by-case basis. Other special services (i.e., psychometric analysis, IT systems administration, web site management, etc.) are contracted with local vendors as needed. Technical Support NICET is lead by a dedicated and talented Board of Governors made up of NICET-certified engineering technicians and technologists, licensed Professional Engineers and an independent member representing the Public. The Board of Governors meets twice each year to set strategic goals and establish operating policies for NICET.

Under the direction of a Chief Operating Executive (who reports directly to the NSPE Executive Director), NICET is divided into two main divisions with two departments each, plus Marketing and Public Relations. The Technical Services Division consists of Certification Services and Program Development. Administrative Services consists of Customer Services and Testing Services.

• Overview of current legislation:

o Transportation legislation: Before adjourning for the August recess, Congress passed a bill (H.R. 3357) that would

add $7 billion to the Highway Trust Fund to keep it solvent through the end of FY09, until Congress can act on longer-term funding this autumn. The fund was expected to run short in August and faces an additional $8 billion to $10 billion shortfall in FY10.

The current highway law, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) is set to expire on September 30. The White House has asked Congress to extend the law for 18 months – until after the 2010 elections – and add $20 billion to the Highway Trust Fund to keep it solvent until March 2011.

The Senate is on board with the White House’s proposal; but the House plans to introduce a six-year, $500 billion transportation authorization bill this autumn. The House’s Surface Transportation Authorization Act of 2009 would require a significant source of revenue that could generate an additional $144 billion beyond the current gas tax.

Part of the resistance to the House’s comprehensive authorization bill is that the U.S. has already invested nearly $81 billion in infrastructure this year as part of the $787 billion American Recovery and Reinvestment Act (ARRA).

o SPEAK Act (H.R. 2790) The Standards to Provide Educations Achievement for All Kids (SPEAK) Act would

create American education content standards in math and science in grades K-12 and incentivize states to voluntarily adopt them. The goal of the bill is to ensure that all students are given the same opportunity to learn to a high standard no matter where they live. A single standard would also allow for benchmarking of student achievement across states. The bill would establish a fund to incentivize states to adopt the standards.

o STEM Education Coordination Act (H.R. 1709 and S. 1210)

The STEM Education Coordination Act has already passed in the House. Senator Kaufman introduced the Senate version in June. The bill would ensure existing STEM education resources are employed efficiently and effectively through greater coordination at the federal level. It would establish a committee that would be responsible for coordinating federal STEM education programs by developing a five-year STEM education achievement plan, maintaining an inventory of federally sponsored STEM education programs, and delivering an annual report to Congress.

o Research and Development (R&D) credit bills (H.R. 422 and S. 1203)

The R&D credit bills would improve and simplify the R&D tax credit, which is designed to encourage innovation that would spur economic growth and competitiveness.

Currently, the R&D provision comprises two credits: a traditional credit and the alternative simplified credit, both of which provide American firms a tax credit for qualifying research expenses. These bills would allow the traditional credit to expire in 2010 and increase the alternative simplified credit, which is currently 14% of qualifying expenses, to 20%.

Firms could claim the credit under current law in 2009 and 2010 so that they would have time to adjust their accounting and shift to the new, simplified credit.

3. Represent NSPE before federal agencies and Congress. Develop and maintain relationships with

elected and appointed officials, including Members of Congress, key federal agency personnel, and their staff. Congress • A highlight of NSPE’s relationships on the Hill is Senator Ted Kaufman (D-DE), a mechanical

engineer with a B.S. from Duke and an M.B.A. from Wharton. He was appointed to fill Vice President Biden’s empty seat. NSPE has had a working relationship with Senator Kaufman since March 2009, when Kaufman’s office called to ask for input on a bill. Kaufman is not running for election in 2010 (as an appointee, he faces a special election rather than serving the usual six-year term), but because he is exceptionally sharp and has worked for Vice President Biden since 1975, it is likely that he will hold a Cabinet post at some point in the future.

o NSPE worked with Kaufman on the STEM education portion of the Edward M. Kennedy

Serve America Act, which encourages retired engineers to volunteer in communities, classrooms, and after-school programs to share their knowledge and experience with students; and integrates hands-on, service-learning programs into STEM curricula at the elementary, secondary, and post-secondary levels and draws on practicing or retired STEM professionals to work in these programs. President Obama signed the bill into law at the end of April.

o Sarah Ogden, Senior Manager of Government Relations, met with Kaufman’s chief of staff

in May to brief him on NSPE’s main issues: QBS; science, technology, engineering, and mathematics (STEM) education; Good Samaritan protection for engineers volunteering in an emergency; infrastructure; and energy. The issues in which Kaufman’s office were most interested were STEM education and Good Samaritan protection for engineers. The chief of staff said he thought Kaufman, who sits on the Senate Judiciary Committee, could pass Good Samaritan legislation as part of a larger bill.

o Executive Director Larry Jacobson’s July meeting with Senator Kaufman focused on STEM

education. Kaufman advocates students taking calculus in high school, but Jacobson pointed out that in order to do that, someone needs to intervene by seventh grade to ensure that students have the proper prerequisites. They also discussed the fact that there is a shortage of engineers even though first- and second-tier engineering schools are full, and the implications that 1) there are not enough engineering schools, 2) engineering students do not become engineers, and 3) foreign students are taking up seats at the best engineering schools.

Agencies • NSPE is working to build and maintain relationships with the federal agencies. For instance,

NSPE met with the White House Office of Science and Technology Policy and the Department of Education on September 10 to discuss improving K-12 STEM education. NSPE joined approximately 20 engineering and scientific organizations in providing input on ideas for public-private initiatives to advance STEM education. NSPE will continue to participate in this working group as it moves forward with its planning.

• NSPE also submitted a letter as part of the design and construction association community to

Secretary of Education Arne Duncan earlier this year, offering to help as the Department of Education determined how to spend ARRA funds set aside for school modernization. Within 15 minutes of receiving the letter, the Secretary’s office responded. The group is continuing to provide recommendations to the Department of Education and is working to set up a meeting with Secretary Duncan.

• This summer, Energy Secretary Steven Chu asked NSPE to recommend candidates to perform

peer reviews of ARRA-funded project proposals. NSPE culled through 30 qualified applicants and forwarded an elite eight names to the Secretary. At least two of those candidates were chosen to perform peer reviews.

• NSPE also submits comments to agencies. For example, earlier this year, at the behest of the

Association of Communications Engineers, NSPE submitted comments to the National Telecommunications and Information Agency and the USDA Rural Utilities Service stipulating that professional engineers should perform ARRA-funded broadband work.

4. Assist states with legislative and regulatory advocacy upon request. 5. Establish and maintain partnerships with like-minded organizations that seek to advance NSPE’s

legislative and regulatory interests. NSPE leverages coalition memberships by attending coalition-led congressional and agency meetings and by signing on to coalition-sponsored letters, raising NSPE’s profile before Congress and the Obama Administration and offering NSPE opportunities it may not have had as a single organization. • The 2030 Coalition is composed of a group of industry leaders who are committed to delivering

high-performance sustainable solutions for the built environment. Members include AIA, ASLA, ASHRAE, DBIA, International Codes Council (ICC), and U.S. Green Building Council (USGBC).

• The Clean and Safe Energy (CASEnergy) Coalition unites members from across the business,

environmental, academic, consumer, and labor community to support nuclear energy in the belief that nuclear energy can improve energy security, ensure clean air quality, and enhance the quality of life and economic well-being of our nation. The coalition has a diverse membership of 1,248 individuals and 830 organizations that includes state and local elected officials, small businesses, large corporations, labor organizations, nonprofits, and professional associations.

• The Coalition for National Science Funding (CNSF) is an alliance of more than 100

organizations united by a concern for the future vitality of the national science, mathematics, and engineering enterprise. CNSF supports the goal of increasing the national investment in the National Science Foundation's research and education programs in response to the unprecedented scientific, technological, and economic opportunities facing the U.S. Other members include ASCE, ASME, ASEE, IEEE, Alliance for Science and Technology Research in America (ASTRA), American Mathematical Society, National Science Teachers Association, and American Chemical Society; plus institutions like MIT, Yale, Cornell, Princeton, UCLA, USC (Southern California), Vanderbilt, Purdue, Penn State, Northwestern, and Ohio State.

• The Council on Federal Procurement of Architectural and Engineering Services

(COFPAES) is a coalition of A&E organizations that seeks to protect the Brooks Act and promote the use of QBS in federal contracts. NSPE was a founding member of this organization. The other members are ASCE, AIA, American Congress on Surveying and Mapping (ACSM), and Management Association for Private Photogrammetric Surveyors (MAPPS).

• The Energy Engineering Policy Alliance was created when NSPE joined IEEE and ASME in

adopting a common set of energy policy goals: to maximize the use of economically and environmentally sustainable electric power, to modernize the nation’s electric transmission grid, to maximize electrification of the transportation sector (reducing dependence on oil), to establish substantial national energy efficiency and conservation goals, to employ indigenous raw materials to manufacture liquid and gaseous fuels, to build and deploy generating capacity to supply reliable electric service, and to provide a long-term commitment to energy R&D.

• NSPE was invited to join the FEMA National Incident Management System (NIMS) Public

Works Working Group early in 2008. NIMS developed a national credentialing system to provide the Incident Command System (ICS) with the means to verify quickly the qualifications of emergency responders who have been called to support state and local resources at a disaster site. ICS is continuing to develop criteria for various positions, teams, and equipment within public works that could be asked to respond to emergencies. As these and other documents are updated and new information is developed, the working group provides comments before the official public review period begins.

• The High Performance Building Council Energy Efficiency Roundtable is a group of industry associations that meet monthly to discuss current events and best practices in “green” building. The Roundtable is led by ASHRAE. Among the numerous members are ACEC, AIA, and AGC.

• The Research and Development Credit Coalition, led by NAM, is a group of more than 100

trade and professional associations and companies of all sizes that collectively represent millions of American workers engaged in U.S.-based research throughout major sectors of the U.S. economy, including aerospace, agriculture, biotechnology, chemicals, electronics, energy, information technology, manufacturing, medical technology, pharmaceuticals, software and telecommunications.

The objectives of the R&D Credit Coalition are a strong, permanent R&D credit of commensurate rate for all companies; a 20% simplified credit; and an extension of the traditional credit. The R&D tax credit is available for certain qualified research performed in the United States. The credit has been hailed as a “jobs” provision because approximately 80% of the benefits of the credit are attributable to salaries of workers performing U.S.-based research. The credit is limited to U.S.-based research, which ostensibly will stimulate short-term business investment decisions with long-term benefits to the U.S. economy. The credit also improves the ability of U.S. businesses to compete overseas. Congress is currently considering legislation (H.R. 422 and S. 1203) that would strengthen and make permanent the R&D tax credit. Other coalition members include ACEC, IEEE, American Chemistry Council, Business Roundtable, and U.S. Chamber of Commerce.

• The Infrastructure Security Partnership (TISP), a public-private partnership, is the recognized

leader in promoting collaboration to improve the resilience of the nation's critical infrastructure against the adverse impacts of natural and man-made disasters. TISP members, representing the design, construction, operation, and maintenance communities; local, state, and federal agencies; academe; and other related organizations, work together to develop and implement cost-effective solutions to enhance the resilience of the nation's critical infrastructure by leveraging their collective resources and expertise regarding natural and man-made disasters. Members include ACEC, AIA, ASCE, ASLA, AGC, ASHRAE, SAME, National Fire Protection Association, National Institute of Building Sciences (NIBS), National Institute of Standards and Technology (NIST), USACE, NAVFAC (Naval Facilities Engineering Command), and the Department of Homeland Security’s Office of Infrastructure Protection, National Academic Consortium for Homeland Security.

6. Communicate information about legislative and regulatory issues to NSPE members in publications such

as the Policy Perspectives column in PE magazine, Washington Watch, issue briefs, and the Government Relations website.

7. Serve as staff liaison to the L&GA Committee and its subcommittees. 8. File quarterly (LDA) and semiannual (LD-203) Lobbying Disclosure Act reports on federal lobbying

expenditures and activities. Maintain knowledge of frequently changing lobbying laws and ensure NSPE is in compliance.

PAC 9. Develop an annual marketing plan for the PAC. Craft a clear and compelling message to inspire

members to contribute to the PAC. Implement a schedule of communications with NSPE members, including solicitations, the NSPE-PAC newsletter, thank-you letters to PAC contributors, and renewal letters to those who have contributed to the PAC in the past.

10. Plan fundraising campaigns for the PAC to increase member participation and receipts.

• This year, NSPE-PAC held two events at the Annual Meeting in St. Louis. The Wine and Cheese Reception raised $1,700 for NSPE-PAC, and the 3k/5k Walk/Run raised $650 for the PAC and LEF.

• NSPE-PAC also conducted solicitations of the NSPE Past Presidents and the 08-09 House of

Delegates, state presidents, and state president-elect to increase leadership participation in the PAC.

• Send email “renewal” reminders to past PAC contributors on a quarterly basis.

• In the near future, NSPE-PAC is planning a solicitation of Enterprise members; and a membership-wide email campaign is planned for this fall.

• The PAC balance as of July 31, 2009 was $7,703.19. 11. Develop criteria for candidate contributions. Research and recommend candidates to receive PAC

contributions. Attend candidate fundraisers and encourage state society executives to distribute PAC checks to candidates locally.

12. Communicate regularly with NSPE-PAC members by sending thank-you letters to contributors and

publishing a PAC newsletter.

13. Act as staff liaison to the NSPE-PAC Board of Trustees.

14. Prepare monthly financial accounts of PAC activity and file with the Federal Election Commission (FEC).

15. Maintain knowledge of frequently changing FEC regulations and campaign finance laws and ensure

NSPE is in compliance. Grassroots 16. Manage Engineer Advocates program. Coordinate with the L&GA Committee and states to recruit

NSPE members to attend meetings with their members of Congress in their home districts. Arrange meetings and provide talking points and “leave-behind” materials to participants. • This year, NSPE restructured the Engineer Ambassadors program as a select group of NSPE

members who would be charged with meeting with their Members of Congress two to three times a year. The program has been renamed “Engineer Advocates” to more accurately reflect the grassroots volunteers’ charge. With L&GA Chairman Bill Fendley’s leadership, NSPE launched an Engineer Advocates pilot program in Texas during the April district work period.

The goal is to have these Engineer Advocates build relationships with their Members of Congress so that when a legislative issue arises, NSPE can more easily access that Member of Congress by leveraging the NSPE member’s personal relationship. Ultimately, the L&GA Committee would like to have at least one NSPE member assigned to each of the 435 congressional districts across the U.S.

17. Manage the online Legislative Action Center by using Capwiz online software to publish legislative

information and send Action Alerts to NSPE members. Publish action alerts, track bills, provide issue summaries, and generate legislator scorecards. Assist state societies in setting up state Capwiz sites upon request. (NSPE provides Capwiz to the states as a free service.) • NSPE members can use the Legislative Action Center to register to vote; find their federal, state,

and (in some places) even local legislators; and find out how their federal legislators voted on issues of importance to NSPE. The Legislative Action Center can be found at www.capwiz.com/nspe.

• If you want to get a good overview of what’s going on in the profession and within NSPE and the state societies, read PE.

• October PE article topics: the growing importance of service learning in engineering education; software engineering licensure; ISPE: allows licensure candidates to take the PE exam early; Minnesota SPE leadership development program; FES involvement in court case on professional liability; Paul Brady on licensure board issue in CT.

• Encourage NSPE leaders to send news from their own states or news they learn about on their visits with other state societies or organizations.

2. Web Site

Web Master: Barbara Parker • Barbara Parker is the only NSPE staff person dedicated to the Web site full-time, but

because the site is integrated with NetForum, there’s a lot of teamwork between Communications Dept. staff and IT staff. Barbara’s time is spent adding content, such as PE magazine articles and ethics cases, and working on longer-term projects such as the recent launch of the NSPE blogs. She works a lot with other departments, and monitors [email protected] and [email protected].

• The Web site is one of NSPE’s faces to the outside world, and a lot of the traffic is from nonmembers. Over the past month, the site has had 130,000 page views, but according to a recent survey of members, 62% said they visit the site less than monthly.

• Among the most visited pages (not including the homepage): ethics, Job Board, licensure, and education.

• Social Networking: Stacey Ober, Chris Tilley, and Eva Kaplan-Leiserson helped plan strategy. Exciting new options for getting the word out about NSPE activities and for letting the world know that NSPE is an information resource for the profession.

Twitter: Big-name followers include NAVFAC, Project Lead the Way, ASCE Gov Relations, NSBE, PBS&J, McGraw-Hill Engineering (ENR), Clark School of Engineering at U. of MD, U. of Illinois Foundry for Innovation in Engineering Education. Twitter is an experiment, not a game changer, but NSPE is now part of the conversation and that’s very important. Exciting to see new followers every day.

• Salary Survey: NSPE has been in the salary survey business since 1952. Recently ended a joint salary survey that NSPE conducted with other engineering

organizations. NSPE’s salary survey is now fully owned and operated by NSPE. We have 2,735 participants. Need to boost this number. Salary Survey is now a free member benefit for any member who completes the survey.

• Marketing team also works on maintaining our relationships with our affinity partners: Bank of America, Pearl Insurance, Fed Ex, Geico, Schinnerer, and others.

• Also promoting NSPE’s “Four Free PDHs”: Four Web seminars on ethics topics. 174-253 members have taken the seminars.

• PE Reader Survey: handled by Becky McCarthy. It had been a few years since our last survey. Quickly received 3,000 responses: 73% looked through or read at least three of the last four issues. Top departments included On Ethics, You Be the Judge, Communities 25% visit the NSPE Web site at least monthly 89% male, mean age of 50

• NSPE’s advertising efforts extend to the Web site, e-newsletters, conference sponsorships • Other “Small Steps”....

New-Member E-mail: worked with Membership Department to launch an e-mail that will be sent every four months to all new members who have joined during the previous quarter. This will serve as reminder of what NSPE has to offer, and we will ask for feedback.

To improve our market research without spending a lot of money, we will be conducting short online member surveys on various topics throughout the year.

Job Board promotional effort by Chris Tilley. Working on plans to create a jobs newsletter. Discipline Data: To improve the quality of our membership data, we recently e-mailed

thousands of members who did not have an engineering discipline listed in their NetForum record. We are now close to completing all the data entry.

“Press Release” Recruitment Pilot Project: Every week, the Communications Dept receives press releases about nonmember PEs who have been hired, promoted, or earned an award or other distinction. Now these nonmembers are receiving personalized letters (along with a copy of PE and a membership application) inviting them to join NSPE.

• Paperless processing – currently, work comes from the bank in the form of paper. This paperwork contains sensitive information (checks and CC details, for example) and can’t leave the building. We’re building a secure infrastructure to allow this to be handled digitally. This will allow staff to work from other locations during our busy renewal season, free up office space as we reduce the need for filing cabinets, and improve the speed of information retrieval.

• Preparing for the busy renewal season. Most of our members expire on 12/31. Invoices for the members are prepared in late October, and between then and the middle of February our staff time is dedicated to processing the renewals. Prior to this, we spend time fixing anomalous or mistaken information in the database and sharpening our procedures to allow the renewal to proceed as smoothly as possible.

Information Technology This department is responsible for the smooth running of the IT infrastructure at National headquarters.

• Upgrading software • Replacing machines • Making backups • Resolving user problems • User training • Data Security • Maintaining and improving network infrastructure • Maintaining NSPE’s mailing lists • Managing governance’s electronic votes

This year we have scheduled

• major upgrades to our email system, our network operating systems, and our desktop management software.

• Adding circuits in our computer room to our emergency generator, to maintain system availability during lengthy power outages

• Virtualizing some servers There is a degree of intersection between the two departments, centering on the member database, NetForum.

• providing reports to other departments • providing research facilities to other departments • researching improvements to how the database is designed and used, and communicating

these to staff members throughout the organization The largest current project here is moving the Netforum into the headquarters computer room. It’s currently hosted by Avectra, at considerable expense.
