Hardware and Network Security has been made has one single package and the bidder has to comply with the entire bill of material of the Hardware and Network Security. General practice in Bhutan for such large project is to keep one RFP., and break the Hardware and Network Security into two packages of the bid eg. PACKAGE I: SERVERS, STORAGE and Associate Software. PACKAGE II: NETWORK SECURITY COMPOMENTS. This is to ensure that many competitive vendors qualify for the bid and the client get best offer. In the market there are vendors who are primarily hardware and there are others who only do networks at higher level. This outcome has been mainly controlled by OEMs through their selective appointments of local dealers. If this RFP is kept as single bid package both for Hardware and Network Security, only one OEM CISCO and its one local partner is likely to qualify and control the entire bid price. CISCO is the only company in the world who is carrying both Blade Servers and Network Security Components specially the firewall and routers given in the RFP. Again, if we dive through the technical specifications of the network security given in the RFP., they are CISCO specific. Unless it is amended, the RFP., technical specification is giving advantage to CISCO., and no other local vendors with other

i. For the DC-DR size and number of blade servers NPPF has proposed, Rack Severs is best choice economically to lower upfront cost. Even for many times larger size of DC-DR of other financial institutions in Bhutan as banks who are hosting DR at Bhutan Telecom DC are not using Blade Servers. And those that bought for the first time in the past are moving to Rack Servers for the following reasons and benefits Rack Servers provide: ii. For TCO needs, which has been emphasized in the RFP also, Rack Servers are easier to manage, provide more processing power and specifications in less cost. Therefore, if in the future NPPF needs larger capacity of memory database servers because of newer applications demand than envisaged now, the blade servers will also be powerless compared to the newer generation Rack Servers. This is because, rack servers are available with 16 memory slots but most blade servers support only 4-8 memory slots. iii. Blade severs are more expensive than its corresponding rack servers. First there is cost of chassis where the blade server will go in. And each blade server is more expensive than 1U Rack Server. iv. In terms of flexibility, blade servers are less flexible than rack servers. Unless the Blade Server Chassis are fully loaded with blade servers even when not necessary with all the upfront cost, the cost of adding a blade server in the same chassis in future is either not possible or very expensive. This is because, the blade server has to match the chassis and if the chassis is end of life that particular blade server that go into that chassis also go automatically end of life. Therefore, when choosing a specific model of blade servers, customers need to prepare for vendor lock-in, so switching between products is
