10 CVI 50, Appendix B, Criterion!V, as J)impleme by Watts Bar MSR Section IT, paragraph I7.IA.5 requires that activities affecting quality be prescribed by domminted procedures and drawings and be accomplished in mcordame with them procedures and drawings.

Watts Bar QCP 4.23-4, QCP 4.23-5 amd QCP 4.23-8 provide the procedures and acceptance criteria tinr Inspetion of the saftty-related pipe supports and restraints.

Contrary to the above,, between Jazwusa 3-6, 196k!, activities affecting quality were not being accomplished in accordnc with documen ted procedures and drawings in that a reinspection of six hangers revealed two hangers with deviations fro, the doct..,,ted requiriements.

Adaisin or Denial of the Alleged Violation

TVA admts the violation occurred as stated.

Reason for the Violation

The inspe.tors tailed to properly verit snubber cold setting on hanger 2072-72-2CS-R9, and snubber transition tube and weld configuration on hanger 2072-T2-2CS-R369 apparently fte to a lack ot attention to drawring requirements.

Corrective Stes Taken and Results Achieved

The inspection activities cited in this violation were performed on Mlarcht 30 and May 5, 1963. These deficiencies have been doctemmted in SCR 5307, whaich required rework in accordance with design drawings and/or vendor catalogs, and redoommetation In accordance with procedures UUP-QC-A.23ý-5, 0Support Shock Sppressors,' and UP-WC4.234, 'Support Visual Rzamintion of Vold Joints.0 Thaw hanges. have been rewsorked and this ICR was closed.
