Resource management is often not seen as an integral part of project management o Resources are assigned

o PMs only handle task management

Resource management is frequently only addressed when projects start o No proactive planning

If resources are not well managed they won’t be engaged or productive

Alignment – ensuring that resource commitments align with organizational needs

Agility – the ability to adjust and respond to shifting priorities and new challenges

Visibility – accurate and timely views of current and projected needs for all business areas

Collaboration – project and organizational management working together for effective resource management

Resource assignments must be based on organizational needs o Resources allocated where they can deliver the best return

o Skills availability based on projections of requirements (training and recruitment)

o All resource needs considered – operations, projects, service requests, etc.

Resource assignments must be capable of effective and timely updating o Resource allocations will need to change with changing circumstances

o Organizations have to be able to understand options for changes considering ability and impact

o Resource allocations must be capable of rapid but clear adjustments

Visibility

Resource allocations and needs can’t be unclear or imprecise o All stakeholders need to see assignments, availability, needs, etc

o Organizations have to be able to quickly see current and future needs and identify variances

o Information has to be timely, accurate and complete

Resource management is a shared responsibility between resource owners, project managers and HR o People must be managed as complete individuals – work execution, skills

development and career advancement
