Sec. 2-451. - Definition of boards, commissions and committees. Committees shall be defined as those short-term advisory agencies appointed by city council for specific studies with regular reporting periods to the governing body and which shall be automatically abolished when their mission is accomplished and the final report filed with the city clerk for distribution to city council. Resort Area Parking Committee Charter Mission: This Committee is established by an action of City Council on July 10th 2012 to advise the City Manager in developing a comprehensive, integrated parking strategy for the Oceanfront Resort Area of the City of Virginia Beach. Roles:
Chair: City Council appointed committees are required to have a chairperson or persons. It is the chairperson’s role to convene the meeting, determine a quorum and enforce rules of meeting etiquette. Chairpersons are typically selected from among the membership of the committee. Recorder: All Council appointed committees are required to maintain minutes of meetings which are made available to the public. The City of Virginia Beach will provide a recorder knowledgeable of protocol and procedures of committees to record and transcribe all meetings. Facilitator: The facilitator’s role is to monitor the process of the meetings; keeping the committee on its agenda, making sure that group norms are maintained, providing guidance and structure for dialogue to occur and assuring that member’s time is well spent. The facilitator works closely with the Chair(s) to establish agendas and ensure the accomplishment of the committee’s tasks. Committee Member: Members of committees have two main roles: task-oriented roles and maintenance-oriented roles. Task-oriented roles help move the group towards the accomplishment of its task. This involves suggesting ideas, sharing information, asking questions for clarity or summarizing for everyone’s benefit. Maintenance-oriented roles assist the group to run smoothly. They develop morale, maintain involvement and motivate everyone to contribute fully. This involves encouraging one another, compromising for the sake of the goals of the group and working to keep communication channels open. A third role of group members frequently emerges: that of a “self-oriented” role. Self-oriented roles are typically detrimental to group functioning. They include task or maintenance roles taken to extremes. They run the gamut from extremely domineering and attention seeking to changing the subject and getting the group off the agenda to totally withdrawn and unwilling to share. A simple criterion for group member effectiveness is to ask: “What does the group need right now (task or maintenance) and how can I deliver it?”
Performance Challenge: What is at stake with the chartering of this committee is the future of the Oceanfront Resort Area. The issue of fair and equitable parking in the Oceanfront Resort

Area has grown with the development of the beach as a resort over the last half century. The City Manager has been tasked with developing a comprehensive, integrated parking strategy for the Oceanfront Resort Area. This committee, as representatives of the stakeholders in the Oceanfront Resort Area, is charged with:
• Making an assessment of the available data, • Exploring available options and solutions and, • In conjunction with the work of hired consultants, making reasoned recommendations for
presentation to City Council. Guidelines and Boundaries: (TBD)
• This work is to be accomplished by the end of January 2013. • The work of this Committee will be characterized by civil discourse. Issues brought
before the committee will be thoroughly considered; all voices will be heard. The preference is for consensus after conversation. The fall back will be processes in accord with Robert’s Rule of Order.
• Specific goals for the development of a comprehensive, integrated parking strategy have been established in the City Council Resolution. Those establish the limits of the task of this committee. Issues not related to these goals will be tabled and may be considered after the primary task is accomplished.

• When do we meet? • How often? • City staff will provide material and presentations to fully educate the Committee on the
known factors surrounding the parking issues. Committee members are encouraged to bring pertinent material to the Committee and ask for information where gaps in knowledge may appear.
• What constitutes a reasonable request? Resources and Support: The City of Virginia Beach will provide:
• Meeting space • Content experts • Data and plans pertaining to the area under study
Committee members will provide: • Personal experience • Inquiring minds • Personal and professional data • A willingness to engage
Accountability:
• Members of this Committee are accountable to the City Council to accomplish its task within the timeframe in the resolution.

• Members of this Committee are accountable to the citizens of Virginia Beach to give thoughtful consideration to the issues before it.
• Members of this Committee are accountable to the residents and businesses of the Oceanfront Resort Area to make fair and equitable recommendations to the City Manager.
• Members of this Committee are accountable to each other to treat each other with respect; honoring the passion that each member brings to do what is best for the Oceanfront Community and the City of Virginia Beach.
