A RESOLUTION related to the purchase of materials, supplies or equipment, and the furnishing of services; authorizing the appropriate City officials to enter into contracts and, where specified, waiving competitive bidding requirements, authorizing sales of surplus property, or increasing or extending existing agreements.
WHEREAS the City has complied with all applicable laws governing the
acquisition of those supplies, and/or the procurement of those services,
inclusive of public works, set forth in the attached Exhibit "A," which Exhibit is
incorporated herein as though fully set forth, and
WHEREAS the Board of Contracts and Awards has reviewed the
proposals and bids received by the City, and the Board has made its
recommendation as set forth in Exhibit "A," and
WHEREAS the Board of Contracts and Awards has also made its
recommendations as to entering into purchasing agreements with those
governmental entities identified in Exhibit "A"; Now, Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
That the Council of the City of Tacoma does hereby concur in the

RECOMMENDATION: The Public Works, Facilities Management Division recommends a contract be awarded to McKinstry Essention, LLC, Seattle, W A, for procurement and installation of energy efficiency measures for the Tacoma Municipal Complex. The contract period will be through June 30, 2014 in the amount of $1 ,092,707, including sales tax.
EXPLANATION: As part of the Tacoma Climate Action plan, a strategy to reduce greenhouse gas emissions is to reduce electricity use by implementing energy conservation measures in City owned and operated facilities. The City is utilizing the Energy Savings Performance Contracting (ESPC) process to meet this strategy. ESPC is a process defined under RCW 39.35A, which is a method for identifying, constructing, and financing energy and conservation projects for public facilities.
The ESPC process utilizes an Energy Services Company (ESCO) to develop and install measures that reduce energy and water consumption in a technically and financially viable manner. ESCOs provide a guaranteed maximum project cost, guaranteed minimum quantity energy savings and guaranteed equipment performance for the projects they design and install. Through a competitive selection process the City has selected McKinstry Essention, LLC as the City's ESCO.
At the April 25, 2012, Environment and Public Works Committee meeting staff provided an informational update on the status of the ESCO Project. At the conclusion of the meeting the Committee encouraged staff to pursue grant opportunities. The City was successful in receiving an Energy Efficiency Grant through the Washington State Department of Commerce and has finalized rebate incentives with Tacoma Public Utilities, which has provided the funding to move forward with the project.
COMPETITIVE SOLICITATION: Request for Proposals Specification No. PW10-0224F was opened September 28, 2010. In addition to normal advertiSing of the project 10 companies were invited to bid and six submittals were received. The Evaluation Committee thoroughly reviewed the proposals and invited the four highest ranked firms to interview. Based on the review the Evaluation Committee ranked McKinstry Essention, LLC highest and recommended that they be awarded the contract.

Memorandum
The City Council will be asked to consider awarding a contract to McKinstry Essention, LLC, Seattle, WA, for procurement and installation of energy efficiency measures for the Tacoma Municipal Complex. The contract period will be through June 30, 2014 for a contract amount of $1,092,707, including sales tax.
McKinstry Essention, LLC was recommended as the Energy Services Company (ESCO) for the project by the Evaluation Committee in November 2010. An update on the project was provided to the Environment and Public Works Committee on April 25; 2012, where the Committee recommended pursuing grant opportunities for the project. The City was successful in receiving an Energy Efficiency Grant through the Washington State Department of Commerce and has finalized rebate incentives with Tacoma Public Utilities, which has provided the funding to move forward with the project.
Background The City of Tacoma's Climate Action Plan established goals to reduce greenhouse gas emissions and electricity use by implementing energy conservation measures in City owned and operated facilities. In June 2012, McKinstry completed an Investment Grade Audit (IGA) of the Tacoma Municipal Complex, Fleet Maintenance Facility, North Park Garage, Tacoma Dome, and Convention Center facilities. The City submitted a grant application for these facilities, but due to budget limitations was unable to secure the required grant match. The City revised the grant request to focus energy efficiency measures on the Tacoma Municipal Complex and was successful in receiving $273,000 in grants for the project. Acceptance of this funding will provide for energy efficiency measures to the Tacoma Municipal Complex that will reduce energy consumption by 29%.

Energy efficiency measures that will be installed in the Tacoma Municipal Complex as part of this contract include:
• Heat Pump Direct Digital Controls (DOC): The existing DOC control system is limited and does not control most of the heat pumps in the building. The proposed work includes expanding the DOC controls to all heat pumps with stand-alone control. This will allow the heat pumps to be controlled to implement nighttime temperature and ventilation setback control and staged morning warm up/cool down for all heat pump systems (approximately 140).
• Upgrade Garage Lighting:. Upgrade inefficient lighting to new T-8 fluorescent fixtures with integral occupancy sensors for improved energy efficiency, equipment longevity, and, light quality.
• TMBN Retro Commissioning: The TMBN HVAC systems are in need of retrocommissioning. The current condition of the systems require 24 hours a day operation. With upgrade and repair there is an opportunity for systems to be turned off and zones setback that are unoccupied at night, among other improvement opportunities.
• Rooftop Unit Replacement: Replace the existing air handling units on the TMB roof with new 100% outside air packaged rooftop heat recovery air handling unit with supply fan, exhaust fan, heat wheels, filters, and electric heating coils.
