    Recommendation s): dopt the attached Resolution {Attachment I amending the City sPosition Classification and Salary plan by adopting job descriptionsAttachment II) and salary ranges for the Public Services Maintenance

    Worker I and II.Executive Summary: The position of Maintenance Worker was approved by the City Council as

    part of the Fiscal Year {FY 2013-2014 operating budget. This position iscurrently vacant. The current Maintenance Worker job classification is amore narrowly defined job that does not allow for coverage of all thePublic Services Departments functions. The proposed new job descriptioncreates a flexible classification covering entry and journey level workacross all disciplines.Staff developed the job descriptions and salary ranges for the PublicServices Maintenance Worker I and II and is proposing the City Counciladopt the job descriptions and set the salary ranges. The recommendedaction will enable the City Administrator to bring onboard staff toperform the various duties and responsibi lities required by the PublicServices operation. The creation of this flexible classification will help thePublic Services Department meet its operational goals.

    Analysis/Discussion: The adopted FY 2013-2014 budget provides for the Maintenance Workerposition in the Publ ic Services Department. The position is currentlyvacant. Staff is proposing a Public Services Maintenance Worker r and IIwhich is a flexible staffing classification that will allow appropriate workcoverage throughout the department.

    expertise in functions related to maintenance, repairs and construction ofCity Streets and sidewalks, benches and parks and City facilities.The City's process for creating positions includes, adopting the jobdescription and setting the salary range is established in the CarmelMunicipal Code CMC) and is set forth below:

    The City Council adopts a Position Classification Plan CMC2.52.020) . The Plan includes the duties and responsibilities ofauthorized positions; a base for establishing an equitable payplan; and needed information in recruiting, selecting, promoting,transferring, and training employees or making organizationalchanges. (Ord. 87-1 2, 1987}.

    The City Administrator has responsibility for administrating theplan (CMC 2.52.040(A)).

    CMC 2.52.520 B) calls for a salary resolution. A salary resolutionadopted by the City Council establishing the legal current salaryrange from the salary schedule for each class of position. Thesalary resolution is adopted annually or periodically by the CityCouncil upon review and recommendation of the CityAdministrator in accordance with the provisions outlined in CMC2.52 .510. Other amendments may be made from time to time, asrequired, by the City Council. (Ord . 87-1 2, 1987).

    The City Council approves jobs, positions, and funding (CMC2.52.040(0)). The City Administrator proposes new positions andrevised class specifications to the City Council and takesappropriate action in related salary matters on direction from theCity Council.

    CMC 2.52.030(E) defines ob description as a writtendescription of a class, identifying factors and conditions which areessential characteristics of the class, including the title, examplesof duties and responsibilities which are typical of positions in theclass, any factors or conditions which distinguish it from otherclasses, and necessary or desirable qualifications to perform theduties of positions in the class. (Ord. 87-1 2, 1987).

    The Code establishes the City Administrator as the appointingauthority (2.52.090(A)). The appointing authority is the CityAdministrator for all positions except elective positions, CityAttorney, City Engineer, and City Treasurer. The CityAdministrator has responsibility for employment, promotion,

    Job Descriptions are intended to present a descriptive list o the range o dutiesperformed by employees in the class Job Descriptions are not intended to reflectall duties performed within the jobDefinition:Under itmnediate supervisiOn Public Services Maintenance Worker I), or generalsupervision Public Services Maintenance Worker II), to perform a variety of semi-skilled and skilled duties in the maintenance, rep ir, and construction of City streets andsidewalks, beaches and parks, and City facilities; to use and operate manual tools andlight and moderately heavy power driven equipment; and to perform a variety of tasksrelative to assigned areas of responsibility.

    Distinguishing Characteristics:Public Services Maintenance Worker 1: This is the entry level in the classseries. Positions at this level usually perform most of the duties required of thepositions at the II level, but are not expected to function at the same skill level andusually exercise less independent discretion and judgment in matters related towork procedures and methods. Work is usually supervised while in progress andfits an established structure or pattern. Exceptions or changes in procedures areexplained in detail as they arise. Since this class is often used as a training class,employees may have only limited or no directly related work experience.Public Services Maintenance Worker II: This is the full journey level in theclass series. Positions at this level are distinguished from the I level y theperfonnance of the full range of duties as assigned, working independently, andexercising judgment and initiative. Positions at this level receive only occasionalinstruction or assistance as new or unusual situations arise, and are fully aware ofthe operating procedures and policies of the work unit. Positions in this classseries are flexibly staffed and positions at the II level are nonnally filled yadvancement from the I level requiring three years of experience and successfulperfonnance. When filled from the outside, the employee is required to have priorrelated experience which allows the employee to meet the qualification standardsfor the II level.

    Examples o Important and Essential Duties Operate the ull range of grounds maintenance vehicles and equipment, includingdump trucks, mowers, edgers, blowers, tractors, loaders, and hand and powertools; maintain tools and equipment and perfonn preventive maintenance onequipment. Maintain benches, trash cans, and other related City equipment and facilities;install and repair fences and make minor repairs to City buildings.     When assigned t the Public Works Maintenance Section: Perform semi-skil1ed and skilled manual work in the maintenance, repair, andconstruction o City streets; grade, scrape, and level surfaces n preparation forroad paving; assist in the repair o curbs, gutters, and manholes and the paving ostreets and alleys using pneumatic tools , asphalt rakes, and other hand tools. Remove and replace road surface material and debris; load, transport, and unloadstones, gravel, dirt, supplies, and equipment as required. Install, repair, and clean stonn drains, catch basins, and culverts. Prepare asphalt and other repair materials; break up concrete or asphalt, build andset fonns; mix and pour cement and other materials for curbs, gutters , drains,culverts, sidewalks, walkways, driveways, and potholes; remove damaged pavingand compact, fill, repave and repair pave surface with asphalt, concrete,

    decompressed granite, brick and interlocking pavers. Fill, patch, and resurface holes, cracks, and service laterals. Prepare and clean surfaces for painting; paint center lines, cross walks, parkingdesignations and curb zone markings; install and maintain building street signsand posts and trash cans. Place traffic control and warning signs; serve as a flagman; set up lanterns andbarricades. Assist public safety in containing and cleaning hazardous materials

    spills in the public right o way. Operate tools, equipment, and vehicles; operate heavy equipment including loader,backhoe, skip loader, and street sweeper. Perform preventative maintenance procedures and mmor maintenance andadjustments on equipment used. Fill, deliver, and place sand bags for residents . Fill pet waste cleaning dispenserswith bags.     weeds. Trim and prune bushes, trees, and shrubs to provide clearance of sidewalks andsigns, as well s to ensure the continued health of the bush, tree, or shrub. Perform a variety of duties in the maintenance of the irrigation system; change andadjust heads; maintain controllers; assist in irrigation system installation and

    maintenance projects. Monitor and maintain median lights and loosen lights s needed to maintain

    continued health of bush, tree, or shrub.

    When assigned to the Facilities Maintenance Section Mov and arrange furniture and equipment; set-up rooms for conferences andmeetings; provide support and assistance to facility users.
