OCTOBER has certainly been aneventful month for the real estateindustry.

First, there was a big fall in interestrates, which helped lift consumerconfidence in the rather sluggishproperty market.

This was followed by the FederalGovernment’s boost in the FirstHome Owners Grant, which provideda much-needed catalyst to kick-startboth new and existing home sales.

In addition, last week, WATreasurer Troy Buswell cut land taxby an average of 7 per cent.

Mr Buswell said the tax cuts wouldbenefit people in the rental market, aswell as landowners.

These conditions will undoubtedlyhelp to breathe new life into Perth’sproperty market. It will be interestingto see where we are at by the end ofthe year.

One has to wonder whether lowerinterest rates and land tax cuts willentice more buyers to jump at anopportunity to secure a piece of thismulti-million dollar venture.

However, something tells me peopleare not going to need much convincing,given the first stage sold out in just 48hours last December.

When complete in 2011, BeachsideLeighton will feature 150 residentialapartments, a world-class 96-roomboutique hotel and a vibrant villagecomprising 2000sqm of restaurants,cafes and retailers.

LAST December, the first stage inMirvac’s multi-million dollar BeachsideLeighton development on one of Perth’siconic beaches sold like hot cakes.

Will history repeat itself when thesecond stage is released next month?

Construction is under way on thelandmark $500 million Beachside Leightonmixed-use development, following theunprecedented success of the first release,which sold out in just 48 hours.

Buyers bought up to $190 million worthof property when the first release of 48premium residential apartments and 12luxury penthouses was launched.

With construction on stage one nowunder way, Mirvac WA chief executive

officer Evan Campbell said this was anexciting time in the evolution of BeachsideLeighton.

“The response to this project has beenphenomenal and we are expecting interestwill only heighten, in line with the increasedlevel of activity on-site,’’ he said.”

Mr Campbell said the majority of buyerswere baby boomers and retirees looking todownsize to an apartment. Many were fromsurrounding exclusive suburbs likePeppermint Grove, Swanbourne andMosman Park.

“They are looking for the convenience ofapartment living, but don’t want tocompromise on quality or spaciousness,and they want the lifestyle benefits offered

by a beachside apartment in closeproximity to a range of amenities,’’ he said.

“We have already received expressionsof interest for the second stage, and areexpecting it to follow on from the successof stage one.”

Seven terrace homes and a 270sqmcommercial premise will also be developedas part of the first stage, which is due forcompletion in the second half of 2010.

The second, and final, release ofresidential apartments is expected to comeon to the market in late November.

Grant increases prompt return to market for first home buyersRECENT initiatives from theFederal and State Governmentshave given Perth’s propertymarket new hope.

While Prime Minister KevinRudd’s First Home OwnersGrant boost will give homebuyers the kick-start they need,WA Treasurer Troy Buswell’smove to cut land tax is goodnews for landowners andrenters.

Mr Rudd has promised totriple the $7000 first homebuyers grant for new homesand double it for existing housepurchases until June 30 nextyear.

REIWA president Rob Druittsaid it might still be early days,

but there has already been anincrease in the number of firsthome buyers looking at displayhomes on weekends.

“Many have probably beenholding off buying, hoping priceswill come down further,” hesaid.

“The huge cash incentivefrom the Government and thereduction and further fallspredicted in interest rates areclear signals that the bottomend of the market is now likelyto level out or have someupside from first home buyerdemand.

“Signals for first home buyerssuggest now is the right time tobuy.”

Scott Banister-Jones, fromPerth Property People said hehad noticed more first homebuyers looking for inner-cityapartments.

“These are more affordableand can be used as a stepping-stone to their future home,’’ hesaid.

“I am confident that themarket will improve gradually,but I don’t see a huge spike insales any time soon.

“I believe the First HomeOwners Grant will tempt morebuyers into the market,especially those waiting to seehow the market reacts to thefinancial crisis. This may lead toan increase in sales in

properties in the under-$500,000 mark.”

While the increased grantmoney will have a positiveimpact on first home buyeractivity, Mr Druitt said it wasunlikely to have a significantimpact on the middle and topend of the market.

“This will need furthersubstantial interest rate fallsand a return in confidence fromimprovements in the worldfinancial markets,” he said.

Last week, Mr Buswell cutthe State’s annual land tax by anaverage of seven per cent andsaid similar cuts would be madeto the metropolitan regionimprovement tax.

Confusing codes under review

GOOD news for those wanting to build, extendor renovate in the western suburbs.

The State Government has announced WA’sResidential Design Codes are again under review,meaning building restrictions on garages could belifted.

Since the new version of WA’s R-Codes wasintroduced in April, designers, builders, architectsand homeowners have been confused overchanges to the acceptable developmentprovisions relating to garage doors.

In the previous version of the R-Codes it stateda garage door facing the street must not occupymore than 50 per cent of the frontage at thesetback line.

However the new version, gazetted on April29, also included supporting structures in theprovision, making building a double garage on anarrow block almost impossible.

WA Housing Industry Association executivedirector John Dastlik said the inclusion ofsupporting structures caught out anumber of clients and meant the home they hadenvisaged for their block of land could no longerbe built.

“On many narrow-lot developments, or wherebig blocks are subdivided down the middle, this

provision was limiting, but builders and designerswere still about to construct double lock-upgarages on most blocks,” he said.

Steven Gill, from the Housing IndustryAssociation, said it was made aware of thefrustration from its members, many of who wereattempting to build on narrow blocks.

“The R-Codes need to be reviewed becausepeople are finding it extremely difficult to buildwith these restrictions,” he said.

“Many people in the western suburbs, forinstance, can’t build their dream home becausethey can’t fit a double lock-up garage on the site.”

Mr Dastlik said for affordability reasons, thetrend in Perth had been towards smaller,narrower lot developments in new estates, and in

established suburbs like Claremont, Fremantleand Mosman Park, the trend had been to dividebig lots down the middle to create two narrowblocks.

He said the changes to the R-Codes in Aprilmade this type of development more difficult andin many cases impossible if the house was to befunctional and fit current lifestyles.

“I hope this was an unintentional mistake by thegovernment and that it will be rectified quickly,keeping in mind the last review took five years,”Mr Dastlik said.

Planning Minister John Day told Residential theR-Codes were under review and he wouldexamine this issue with a view to finding asolution. ■

UNMATCHED in style and sophistication, a one-yearrenovation process has paid off for the owners of this circa1930s Art Deco home.

With a mind to recreate rather then renovate, the originalresidence was guttedand redesigned toaccommodate ownersAndrew and RachaelHopkins’ growingfamily, withoutdetracting from itsperiod splendour.

“We employed alocal builder who wasvery familiar withworking on periodproperties and we totally gutted and upgraded the wholeproperty, renewing windows, doors, the kitchen, bathroom,wiring and plumbing.”

IT took several years for the owners tocome up with the design for thisRiverstone-built house, to ensureeverything they wanted in a home wascatered for.

The street front is a pretty mix oflimestone-finish facade, manicured,colourful gardens and interesting design.

Owners Marianne and Tony Robinsand their two daughters have lived in thehouse for nearly six years, and Mariannesaid it was a good family home.

“I really like the fact that thebedrooms are all on one level,” she said.
