Closer at hand is the Annual NWEA Golf Tournament taking place on August 12 at the Eagle Valley East Golf Course in Carson City. The day before the tournament (August 11) we have scheduled a strategic planning session for NWEA. This is an opportunity to plan the course NWEA will follow in the next years. The session will be held at the Truckee Meadows Water Reclamation Facility and Phyllis Ross (WEF) will be helping lead the process. I encourage everyone that can attend and is interested in the future of NWEA to attend.

WEF and the Clean Water Act

The Water Environment Federation (WEF) is the leading organization dedicated to the quality of our nation’s waters. WEF is a not-for-profit technical, educational, and professional organization providing leadership and guidance in the preservation and enhancement of the global water environment. Founded in 1928, our 40,000 members include engineers, scientists, wastewater treatment plant operators and managers, and others working in state and local government, federal agencies, academia, industry, and private practice. WEF members are practitioners involved directly in protecting and restoring water quality throughout the United States and abroad. As leaders in the effort to protect public health and to improve our nation’s water environment for more than 60 years, we possess a unique insight into national water quality needs.

Through the work of WEF members and others, the Clean Water Act has been highly successful in helping achieve national clean water goals. Federal, state, and local governments, as well as the private sector, have contributed enormous financial and technical resources toward solving water quality problems. We have witnessed a rebirth of countless lakes, streams, rivers, and coastal areas. High levels of wastewater treatment are the norm throughout the United States. Public awareness of, and support for,

the value of clean water is extremely high. The United States enjoys one of the highest levels of water quality in the world.

Reauthorization of the Clean Water Act offers an unprecedented opportunity to evaluate our progress to date, and to apply those lessons to meet current and future clean water needs. The following statements outline primary issues - priority setting, funding, sound science, wet weather, and watershed management - that must be addressed by the U.S. federal government. A unifying theme among these statements is the need for a fresh approach to regulation that includes innovation and flexibility for water quality professionals. Future water quality problems will be more complicated than those already addressed. New levels of scientific understanding and technological development will be needed to preserve and enhance the quality of our water. New management tools and approaches to water quality protection also will be needed. New partnerships across many disciplines are crucial to the development of holistic solutions to environmental challenges. U.S. water policy and laws should incorporate the following concepts to continue our nation’s remarkable success in cleaning our waters:

The dynamics of wet weather situations are now challenging the profession to develop affordable programs, and current permits restrict discharges considered unachievable 25 years ago.

Innovative programs such as effluent trading need to be expanded by removing legal obstacles that limit their use.

Clearer requirements for critical issues of the day, including total maximum daily loads, nonpoint source pollution, and storm water runoff.

Support for operator certification to ensure the availability of adequately trained and certified personnel to operate and maintain wastewater systems. National guidelines for training and certification are required for consistency.

Strong enforcement is needed to protect the public health and environment. Enforcement should first seek to achieve compliance through technical support and voluntary compliance. Enforcement programs should be evaluated on measures of compliance, not of enforcement actions. Enforcement programs must recognize that environmental professionals achieve extraordinarily stringent levels of treatment on a consistent basis while dealing with dynamic conditions associated with wastewater treatment.

Addressing these will position us to meet our water quality goals in the 21st century. The Water Environment Federation looks forward to taking a leadership role in working with Congress and other parties to develop a consensus America’s water quality policies in the new millennium. This will be my last report to the membership in the Silver State Newsletter as WEF Director. My term ends in October at the beginning of WEFTEC and

Rick Warner, with Washoe County Department of Water Resources, will be taking over and serving a three year term.

It has been an honor to serve as Director for the last three years. I have been either on the Board in some capacity or served as a Committee Chair since I joined the organization 1990. Many things have happened since I joined the organization. A few highlights include:

Implementing mandatory Wastewater Operator Certification in the Nevada

Increasing the size of the Executive Board to seven members

The growth of Tri-State as the best Conference deal on the West Coast.

Implementation of the NDEP/NWEA Annual Mixer

Having the indefatigable Lynn Orphan serve as the President of the Water Environment Federation

What does the future hold for NWEA? An organization is only as good as it members, and more importantly, its active members. Activity can include anything from attending the annual conference, to being a committee chair, to being a Board Member. The growth and success of my career, has been enhanced by the time spent working on NWEA projects and the people that I have met along the way

One great way for you to get involved is to participate in the Strategic Planning session that is going to be held at the Truckee Meadows Water Reclamation Facility on August 11, 2006. All NWEA members are welcome to attend. If you want to help direct the future of your organization, this is the forum to accomplish that goal.

There are three other great opportunities for involvement in the upcoming months. The first is the Tri-State conference to be held in Primm, NV at the

end of September. This three day conference includes many training sessions and a very large Exhibition area. The second chance is in Dallas, TX where WEF is holding the annual WEFTEC event from October 21 through October 25th. And last, but not least, is the annual NWEA Conference that will be held at the Tuscany Hotel and Casino from March 21, 2007 through March 23, 2007. Get involved and stay involved!

The term for two of the positions on the NWEA Certification Board are up for reappointment on December 31, 2006. The NWEA Board will be considering nominations for these positions at their December 2006 Board Meeting. One of the candidates must reside and work in Clark County and the other can reside and work anywhere else in the State.

Other criteria that will be used to evaluate the candidates and ensure that the Certification Board remains diverse are: 1) Level of Certification, 2) Place of Employment, 3) Experience in the Wastewater Field.

ollowing positive feedback from the 2005 Washington, DC WEFMAX, hosted by the Federal Water Quality

Association, the Water Environment Federation Students and Young Professionals Committee held another Summit to draw competent young workers from across the country. At the April 27 WEFMAX in Charleston, SC, committee members had access to WEF’s leaders and were able to focus on the chosen theme of leadership. The goal of the Summit was to promote the sharing of ideas, increase leadership, and raise awareness of the work of the Students and Young Professionals Committee. This year’s event was sponsored by WEF, AWWA, Georgia Association of Water Professionals, WEA of South Carolina, and North Carolina AWWA/WEA. Fifty-four young professionals from twenty different Member Associations attended the event, making it a huge success. The Summit provided a forum for young professionals to learn from leaders in the industry and work together to develop and promote a better understanding of the needs of young professionals in our field. “How to Move up the Corporate Ladder” was presented by Don Hamburger, Chief Operating Officer, B. P. Barber and Associates Inc., Columbia, SC, and Tyler Richards, Director of Water Reclama-tion for Gwinnett County, GA. Mr. Hamburger spoke about the importance of personal accountabil-ity throughout an individual’s career. He outlined the four components of personal accountability:

Maintaining a positive attitude; Understanding personal goals and values; Living with integrity; Asking the right questions, particularly

“What else can I do?”

Ms. Richards gave many tips on how to lead, as well as resources that would inspire us. She stated that in order to lead others, you must have a vision and understand the things that need to change. Once you have a clear vision, you must plan on how to implement the vision. Finally, you must have the ability to implement the plan and communicate it to others. The next topic was leadership qualities, which included “Achieving Results through Others: Delegation Strategies” by Bill Zieburtz, Director of Financial Services with Jordan, Jones, & Goulding, Norcross, GA, and “Qualities of a Leader” by WEF’s Vice President Adam Zabinski, First Deputy Commissioner of the Westchester County Department of Environmental Facilities in New York. Mr. Zieburtz spoke on the importance of being able to delegate certain tasks and how to know when it was appropriate. We also learned from him that it is okay to delegate up the ladder! Mr. Zabinski encouraged us to get involved and spoke on the importance of water and wastewater professionals.

��nd ANNuAl Tri-STATE SEmiNAr ON-ThE-rivEr, Primm, NvSeptember �8-�0, �00�

The Tri-State Seminar On-The-River committee invites you to join us for our third year in Primm, Nevada. The Primm Resort has continued to provide us with great service and they continue to improve and assist us in every way possible.
