Dates/Deadlines:• 15MAR2019 processing begins at USACC HQ• 30SEP2019 deadline for Fall 2019 benefits • 01DEC2019 deadline for Spring 2020 benefitsScholarship Packets can take weeks to process. We ask

that Packets are submitted NLT 2 weeks prior to each deadline.Spring starts can be submitted at anytime from 15 March

2019 to the spring start deadline of 01 December 2019.

New this year:• 3 YR Advance Designee (3AD) allocations• 3ADs are a scholarship that pays 3 years of benefits over four

year period provided the applicant successfully passes the first year which is a probationary year in which the Cadet receives no benefits. No financial scholarship benefits will be paid during freshman year.

• 3AD allocations can be substituted for 3YR allocations• Minimum SAT/ACT requirement lowered to SAT 1000 or ACT

New this year continued:• Nursing Major applicants who are seeking GRFDs are only

authorized for USAR minuteman recipients that are going to be an SMP Cadet in a Medical Service Unit and can be any length of scholarship.

• No Nursing Majors are authorized for ARNG applicants.Open Season: USACC will not conduct an open season for the

2019-2020 Minuteman Scholarship Program. However, there are campus based GRFD scholarships.

Allocation Sources:ARNG - The Adjutant Generals (TAG)ARNG or USAR - Civilian Aid to the Secretary of the Army

(CASA)USAR - Major Subordinate Commander (MSC)USAR - Army Reserve Ambassadors (ARA)

Allocations: • TAG: 8 per State (432) 2 nominations for 4YR, 2 nominations

for 3AD and 4 nominations for 3YR or less• CASA: 4 per CASA; 1 nomination for 4YR and 3 nominations

for 3YR or less• MSC: 6 per MSC (180); 2 nominations for 4YR, 2 nominations

for 3AD and 2 nominations for 3YR or less• ARA: 4 per ARA; 1 nomination for 4YR and 3 nominations for

3YR or less3.5YR scholarship request are counted against 4YR allocations3AD allocations can be substituted as 3YR allocationsAll scholarship offers are based on available funding

Transferring Allocations

State TAGs may transfer to other State TAGs and MSCs may transfer to other MSCs with prior approval from the USACC RMID

A memo must be written to clarify. Example if a State TAG is transferring to another State TAG. That memo should state how many allocations the State TAG is willing to transfer and state the lengths of the scholarships as well.

State TAGs and MSCs that transfer their allocations to another command will not receive replacement allocations.

CASAs and ARAs may not transfer allocations.

Pre-Qualifications Processing Contracting & Scholarship• Identify potential Nominations

•Pre-qual all applicants:- Enlistment packet- Physical- ASVAB Scores- Valid Nomination- ARNG - NGB 594-1- USAR - DA Form 4824- USAR – Commander memo- ACT/SAT Scores- College Letter

•Setup PMS Interview

•PMS validates Nomination and College Letter

•HRA loads Cadet into CCIMM

•MEPS Physical is Fast-tracked through DoDMERB

•Scholarship Packet is sent to BDE for QC

•BDE sends packet to USACC Program Manager

•USACC PM offers Scholarship and updates CCIMM

•Nomination is verified

•NGD 594-1 or DA Form 4824

•GRFD Control Number is issued

•Scholarship offer letter is sent to ROTC program

•Benefits are paid out 45 days into each term

**Note: Once the Cadet accepts the scholarship and contracts, they must go into their Cadet Portal and apply for the PaYS program Per MM OPORD**

Never promise a scholarshipDelegation of Authority for TAGs/MSCs

• We will accept delegation of authority signatures, if a memo been written from the TAG or MSC giving the authority to whom ever.

Utilize your BDE LNOSchools should counsel the cadet in writing on benefits &

optionsAdditional counseling from RC recruiter & RC UnitMake sure scholarships are accepted w/in 21 days after

making the offerKeep updated RC Unit information (CDR, 1SG, UA)
