Band Councils

Each First Nations community has its own Band Council as its main administrative structure. The Band Council is usually made up of a Chief and several advisors. The Chief and the advisors are elected members of the community or are occasionally chosen according to the Band customs. Members of a community normally share values, traditions and practices coming down from a common ancestral heritage. The Band Council of each community is charge of municipal questions and issues pertaining to health, education, employment and culture.

Assembly of First Nations of Quebec and Labrador AFNQL

The Assembly of First Nations of Quebec and Labrador (AFNQL) is a regional organization gathering together the Chiefs of the First Nations of Quebec and Labrador. The AFNQL holds Assemblies for the Chiefs around four times a year in order to obtain various political mandates. The Chiefs in Assembly elect an AFNQL Chief for a three‐year mandate.

The AFNQL supports the communities and represents ten Nations:

Abenaki, Algonquin, Atikamekw, Cree, Huron‐Wendat, Malecite, Mi’gmaq, Mohawk, Innu (Montagnais) and Naskapi.

Five regional commissions exist under the authority of the AFNQL and operate in key domains for community development.

Furthermore, the AFNQL is affiliated to the Assembly of First Nations (AFN) with its head office in Ottawa:

The AFNQL Chief is an executive member of the AFN which meets around ten times per year. The AFNQL Chief can be nominated as Chief portfolio holder for national issues (e.g.: education, health, finances, international, etc.).

The FNQLEDC is known to be a service‐oriented organization, controlled at the local level and based on concerted efforts and decision‐making by consensus. The FNQLEDC works with all its members which are the Community Economic Development Officers (CEDOs) and their economic development organizations and is respectful of the local autonomy and political allegiance and has the support of different partners of the First Nations.

The FNQLEDC is an organization which shares knowledge and recognizes the access to “quality information” as an essential condition to make a decision in the best interest of the community. The Commission devotes its efforts to the support, training and promotion of its members, and to the socio‐economic development of the First Nations of Quebec and Labrador insofar as the actions meet the needs of the members.

The Commission is responsible to the AFNQL at the regional level for the administration of the employment and training development measures covered by the agreements placed under its jurisdiction by the AFNQL. It is also responsible for the job market and for competency development among the people of the First Nations. Each member of the Commission is responsible to the First Nations government of the same administration.

The First Nations of Quebec and Labrador Sustainable Development Institut is a non‐profit organization whose mission is to support each First Nation in applying the Strategy. This support specifically takes the form of training and of facilitating exchanges between the First Nations so as to ensure that everyone can benefit from the various steps in the implementation of the Strategy.

The Institute consists of a technical committee made up of a representative from each Nation, a representative of Quebec Native Women, a representative of the First Nations Youth Council and a representative of the AFNQL. The technical committee’s role is to guide the Institute’s activities.

The FNEC is an association of First Nations and communities, whose common purpose is to achieve full jurisdiction over education. The Commission’s vision and mission is to promote and monitor the physical, mental, emotional and spiritual well‐being of First Nations and Inuit people, families and communities while improving access to comprehensive and culturally‐sensitive health and social services programs designed by First Nations organizations that are recognized and sanctioned by local authorities, all the while respecting their respective cultures and local autonomy. The Commission also assists communities that so desire, to set up, develop and promote global health and social services and programs that are adapted and conceived by First Nations organizations.

The First Nations Youth Network is an information Website on the numerous opportunities which are available to the young people of the First Nations of Quebec and Labrador as well as to their communities. At the time of publication of this document, the First Nations Youth Network already counted over 1,500 members.

Native Friendship Centres

Native Friendship Centres have been created to promote and improve the quality of life of First Nations members living in an urban environment. These are non-profit Native organizations provide services to the populations of eleven First Nations in Quebec. One of their roles is to bridge gaps between Native and non-Native cultures.

Native Friendship Centres welcome and help First Nations who are continuing their studies, who are patients requiring care services which are not offered in their community, in need of a moment of respite or in need of career and training guidance.

The mission of the Tshakapesh Institute is to safeguard the Innu language and encourage its development, to preserve and promote the Innu handicraft and cultural heritage. The Native Benefits Plan is the largest Aboriginal Defined Benefit Pension Fund in Canada. The NBP is an organization that belongs to its members. The Plan is administered by a qualified Retirement Committee, which numbers several members from First Nations.

The STAQ regroups the interests of Native entrepreneurs involved in the Quebecer tourism industry through an administrative structure which is oriented towards the development and promotion of their products. The STAQ has, to this day, over a hundred members.

We are positioning ourselves as a partner of choice for the First Nations of Quebec's economic development and expending all our energy in projects likely to contribute to the Aboriginal people's social and economic development. To do so, we are providing daily support to our clients in terms of entrepreneurship funding and development.

Our mission is to offer advice and financial services adapted to the needs and expectations of first nations of Quebec in partnership with other aboriginal and non‐aboriginal financial institutions.

Native Para‐Judicial Services of Quebec is a non‐political, not‐for profit organization. It was created following negotiations between Quebec First Nations and the Quebec Department of Justice in 1981. Ten nations and provincial associations make up our organizations and site on its Boards of Directors. Native Para-Judicial Services of Quebec assists native people in matters relating to the criminal justice system. It is wholly committed to developing alternatives to the euro-canadian justice system in order to better meet the needs of native communities in the province of Quebec

First Nations Media

The mission of the SOCAM is to develop media communication in Native communities via a network of diversified services to promote the economic growth, language and culture of the communities. The SOCAM digitally transmits via satellite to fourteen affiliated radio stations. The radio airs its shows in Innu and Atikamekw, thus capturing 85% of the potential audience in the communities. The SOCAM also provides simultaneous translation services throughout the province of Quebec.
