    A. Purpose

    M ission: The AAA Housing Netw ork s mission is to pro m ote t he d evelopment of safe, decent , sani tary and

    af fordable hous ing for a l l o f the cur rent and future low- income res idents of Communi ty X, to promote

    neighborhoo d rev i ta l izat ion, and t o re l ieve pover ty .

    Since our incorporat ion in 1988 w e have developed over 200 u ni ts of af fordable hou sing. W e are able to

    achieve our m ission t hrou gh steadfast Board leadership, the d edicated Staf f and f rom form ing ef fec t ive and

    long- las t ing par tnerships. Our ef for ts have been suppor ted through Low Income Housing Tax Credi t

    f inancing, Histor ic Tax Credi t f inancing, HDAP and CDGB funds, Stat e Hou sing Trust Funds and fou nd ations.

    Upcom ing M erger w ith CCC Housing Organizat io n: Wh i le we are p rou d o f our h i sto r y , the ne ighborhood i schanging and w e recognize that w e m ust change in response. Addi t ional ly th e ho us ing and soc ia l dem ands

    of t he com m uni ty are mu ch greater t han our capac ity to m eet th em. In response to t hese issues, th is past

    spr ing the AAA Netw ork Board made a signif i cant dec ision. W e dec ided to comb ine our ef for t s w i th

    anoth er comm uni ty developm ent corpo rat ion called CCC Housing. CCC Housing w as created to pro v ide

    permanent suppor t i ve hous ing to homeless men and women and o ther persons w i th l ow- incomesa

    m ission i t shares w i th th e Housing Netw ork. Since i ts foun ding in 1978 the Netw ork has been a sister

    organizat ion o f t he Drop Inn Center . Over t h is t ime, i t has been successfu l in bu i ld ing a comm uni ty w i th in

    the 120 un i ts of ho us ing i t cur rent ly prov ides in t he W ashington Park area of Over - the-Rhine.

    W e bel ieve th e merger is a sound dec ision. W e wi l l bui ld on b oth organizat ions longstanding com m i tm ent

    to the development of qual i ty -af fordable hous ing. We wi l l increase our capac i t ies and organizat ional

    oppor tun i t i es fo r a renewed v isi on o f a hea lthy ne ighborhood. Com bin ing ef fo r t s w i th CCC Housing w i l l

    a l low us to put m ore resources into h ous ing developm ent and f ocus on t he Over - the-Rhine neighborhood

    Resident Development Fund: In a soc iety dr iven by technology, knowledge and equipment are v i ta l so

    peop le can ad just t o t he demands of t oday s marke tp lace . In 2005, the AAA Housing Netw ork rece i ved

    fund s for res ident d evelopmen t f rom the Ohio Capi ta l Corpor at ion. Dec isions on ho w to spend th e mon ey

    cam e f rom resident inp ut . The grant gave the Netw ork the capac ity t o ho ld quar ter ly resident m eet ings, to

    br ing the neighborhood together for an End-of -Summer Block Par ty and to implement a Computer

    Matching Fund. This fund prov ided an incent ive for low- income res idents to purchase home computers

    w i th a 2 -to -1 mo netary match , w i th a max imum o f $500.

    Resident s Hold Prop erty Ow ners Accountable: In late 200 4 and ear ly 2005 resident s l iv ing on East Cl i f to n

    Avenue organized to address a problem bui ld ing on the s t reet . Res idents organized a let ter -wr i t ing

    campaign to c i ty of f i c ia ls and c i ty counc i l members which resul ted in a meet ing between res idents and

    local c i ty of f i c ia ls . The goal was to get the owners to f i x up the bui ld ing and address heal th and safety

    issues. The bui ld ing w as sold and res idents are now m oni to r ing the n ew ow ner .

    Communi ty X, located in the hear t of downtown, s i ts nor th of the centra l bus iness d is t r ic t and is

    1) . Over the last f i f ty years Com m uni ty X has faced ext rem e deter iorat ion o f th e neighborhoo ds soc ial ,

    cul tura l , physical and econom ic fabr ic and landscape. Com m uni ty X cont inues to f ight i ssues of c r ime and

    extrem e pover t y . Since 1990, Com m uni ty X has exper ienced a sharp d ec line in res idency. In 1950, pr ior tothe bu i l d i ng o f t he l oca l h ighway system and urban spraw l , there were 31 ,219 residentsnow there a re

    less than 7 ,500. These pers isten t p rob lems have caused d i si n te rest and d i si nvestm ent o f t ime and

    resources in rev i ta l i zing the n eighbo rhoo d. M any res ident s have lef t t o p ursue oth er safe and decent

    comm uni t iesst i l l many have been here for generat ions.

    Com m unit y X is a local and nat ional h isto r ic distr ict and h as a histor ic landscape wh ich is losing i ts aesthet ic

    charm every year . Whi l e there is investm ent , the i nvestm ents, fo r the m ost p ar t , do no t benef i t cur ren t

    low- incom e residents . There is an at t i tu de of w hy both er keeping the neighborh ood c lean? So, they

    (outs iders) can econom ical ly force us out of s ight and m ind . Cur rent and futu re low - income res idents need

    to feel a sense of ow nership as the n eighbor hood inev i tably changes and grow st o have a stake in i ts

    developm ent . Through programs l i ke Renter Equi ty the Hous ing Netw ork is tes t ing the possib i l it ies for

    m ixed- income hou sing developm ents and Indiv idual Development Account s (IDA) for low - incom e fami l ies.

    Com m uni ty X bat t les w i th vacant bui ld ings and lots , which add to the deter iorat ion and dis investm ent . In

    2001 the Ci ty Planning Depar tment conducted an inventory and found that there were 703 scat tered

    vacant parcels and 500 emp ty bui ld ings in the com m uni ty . The loss of peo ple and bus iness has created

    issues of b l ight and generat ional ly increasing despair . Com m uni ty X is considered the poo rest com m uni ty in

    Cinc innat i , w i th 5 6 percent l i ving below the pover ty l ine, 59 p ercent jobless, 45 percent have high school

    d ip lom as and in 2004 the med ian incom e was st i l l on $9,042barely 15 percent of th e nat ional average.Whi le there has been marked improvement s ince 1990 when near ly 80 percent l i ved below the pover ty

    l ine, there is st i l l a ways to go. The neighborh ood is a lso at - r isk of gent r i f i cat ion du e to i ts prox imi ty to

    dow ntow n and the a r ts i ndust r ypot en t i a ll y p r i ci ng cur ren t r esidents ou t o f the new t rend ie r marke t . A

    $9,042 income is c lear ly inadequate to the areas rent , where an income of over $28,000 is needed to

    af ford (at 30% of income) a tw o-bedroom at fa i r -m arket rate.

    The Hous ing Network s tenant prof i le ref lec ts these demographics . Eighty- two percent are women, 96

    percent of Af r ican descent and 89 percent earn less than 50 p ercent of th e average median income (AM I).

    The Net w ork has a h istor y of serv ing the u nderserved and vulnerable. Several of our uni ts are set aside for

    suppor t ive t rans i t ional hous ing for the prev ious ly homeless and those work ing to f ind and mainta in a

    heal th ier l i festy le and sobr iety . As m any are recover ing f rom substance abuse, case m anagers m oni to r

    these tenant s to m ake th is t ransi t ion as sm oot h and successfu l as possib le. Anot her ben ef i t o f the m erger

    des ign/bui ld s tudio located in the hear t of Communi ty X, th i rd and four th-year archi tec ture and inter iordes ign stud ents engage in design and constru ct ion projects of the Netw ork 's hous ing stock. In the p ast

    s tudents have des igned and renovated our laundromat , communi ty gather ing spaces, and the f i rs t f loor

    apar tm ent at 530 E. 13 t h Street.

    four -uni t East 13 t h Street proper t y has been reno vated in s tages, beginning in Septem ber of 2000 . One un i t

    our ob ject ive is to see the next un i t ready for occupancy by the end of 2006. This three bed room spl i t - level

    t ow n house w i th te r race w i l l be renovated w i th the vo lun teer l abor o f a r ch i tect s tudents and i n t u rn they

    get th e opp or tu ni ty t o engage in a st ruggl ing com m uni ty , apply th ei r know ledge in a pract ical and soc ia l ly

    respons ib le ways, and to st rengthen the i r comm i tment to im prov ing how p eop le l ive th rough the use o f

    th eir talen ts and ski lls.

    M ajor renovat ions include m odi f icat ion o f in ter ior w al ls to a l low penet rat ion of sout h l ight for p assive solar

    heat ing and l ight ing and bet t er energy ef f i c iency. W e have establ ished a budget of $82 ,852 for the project ,

    w hich inc ludes $15,000 in archi tec tura l serv ices and $9000 in labor to be do nated by the Universi ty . The

    balance of the bud get is in hard costs lum ber , landscaping m ater ia ls, dryw all , f i xtur es, cabinetry , f in ish

    and paint . Past grants have suppor ted the d evelopment of t he f i rst s tage of the renovat ion and w e need
