The mission of CERT is to meet the expectations of its public and private customers in providing them with effective support in specific studies, assistance in project management, expertise and technical monitoring, research and development and specialized training. Since its creation in 1989, CERT played a leading role in the establishment, management, and monitoring of ICT projects. The experience and the competencies of its experts have enabled the centre to become the privileged partner of large companies in Tunisia: mobile and fixed operators, regulator and government departments. In the light of modern global economy, CERT has recently established a market-driven strategy and extended its field of action to Africa and the Middle East. Coupled with its strong expertise and notoriety, CERT has established partnerships with major players in African countries such as Kingdom of Saudi Arabia, Burkina Faso, Congo Brazzaville, Mauritania and Benin. Also, the centre has established a global network of strategic partners, leaders in their areas.This network includes among others companies from: United Kingdom, Spain, France, Switzerland, Finland and South Korea. For the provision of its services, CERT has developed several specialized laboratories with excellent facilities including, information system centre specialized in software design and development, network security, systems administration, etc.; electromagnetic compatibility laboratory; and terminal type approval and homologation laboratory. CERT is a member of ITU-D and ITU-T, and also part of Centre of Excellence for the Arab region. In 2010, a partnership agreement with the ITU was established for the implementation of regional initiatives and competencies development.

CERT operates in the assistance to project owners (i .e. , telecom operators, regulators

and private customers)

CERT provides consultancy, proposes optimal solutions and turnkey support (starting from feasibility study to project follow up). The centre intervenes in facilitating the coordination between all parties involved in the project. The successful achievement of its activities and missions relies on its capital experience and its expertise and resources (laboratories, equipments, rolling stock, etc.)

CERT provides the following services:

Define the objectives and functional requirements according to the needs of the customer;

Identify constraints and quality requirements based on user expectations;

Define organizational impacts within the project;

Ensure the feasibility of projects implementation focusing on all aspects (organizational, legal, technical, budgetary, planning and resource management);

Recommend the appropriate solution among alternatives;

Ensure the coordination and monitoring throughout the project life cycle;

Monitor the services provides by the contractor, its subcontractors if necessary, from the stages of preliminary design specifications to the finalization of work;

Lead and conduct specific training.

Technical Assistance services

CERT offers a range of engineer ing serv ices and studies for telecom operators ,

regulators and pr ivate customers:

Optimization of the quality of network services;

Survey of the quality of network services and Benchmarking analysis (Accessibility, subjective and objective investigations);

Planning and optimization of transmission and switching networks;

Planning, design and dimensioning of new access networks:• Optical networks (FTTH, PON, GPON, etc.)• Hybrid fiber - copper (HFC, FTTC, etc.)• Wireline Networks.

Expertise in the rehabilitation of existing networks;

Study of preliminary plan, project development and preparation of call for proposals and specifications;

Interconnection study of LAN/WAN sites;

Preparation of strategic studies.

CERT carries out strategic studies and consultancy services for regulators and public

bodies, such us:

Assistance to the authority for restructuring telecommunications sector.

Proposal of roadmaps for the implementation of new entities (spectrum management entity, approval authorities, Excellence Centres, etc.);

Accompaniment in the reforms of regulatory and legal documents;

Techno-economic analysis and business case studies;

Development of strategies to modernize the structures and networks;

Driving changes in ICT sector;

Comparative analysis and benchmarking.

CERT proposes a set of services for its costumers:

Audit of QoS perceived by end-users (voice, data, Internet, etc.);

Physical audit of telecommunication sites (Quality Feeders, safety equipment, quality installation, etc.);

Expertise in deficiencies;

Expertise in quality of lines;

Development of test and measures of acceptance and conformity prior to the deployment of networks and telecommunications systems;

Interoperability tests;

Assessment of the compliance with current standards, specifications, and acceptance documents in the installation or deployment projects or upgrade or expansion of telecommunications infrastructure (public and private):

Public networks :• Digital transmission systems, access networks and high-speed transmission over IP platforms and services (IN, VMS, SMS, MMS, prepaid platforms, VoIP, SS7 switches, etc.), multiservice switches (voice, data, video, IP ...)

• Under NSS and BSS systems, radio systems, core networks and UMTS platform.

• Telecommunication Environments : air conditioning and detection systems and extinguishing fires.

Private Networks :

• LAN, interconnection of sites (WAN), WIFI.

• Private telephone switches.
