During the RFQ period, respondents must not contact any CIIC staff member in relation to this RFQ, or any other

person associated with the RFQ, other than the person listed above. Unauthorised contact may invalidate you

from the RFQ process.

3. Registrations of Interest

Respondents must register their interest before submitting a Quotation. Registrations are to be completed

online. Follow the link provided on http://www.ciiconline.com/201920vrp/

Quotes received from respondents who fail to register may be considered at CIICs discretion.

RFQ Registrations are due on the day/time specified on the front page of this RFQ.

4. Quotation contents

Quotes must comprise of the following documents:

1. CV for the consultant, including relevant experience to the assignment, and the names and contact

information of two (2) referees, preferably email.

2. A proposed methodology summarising how the consultant will deliver against the Outputs listed in

Attachment 1: Terms of Reference

3. A completed Pricing Template, and

4. A completed Conflict of Interest Declaration

All quotes must be firm offers and may not be withdrawn for 30 calendar days following the deadline for

submission of quotes.

CIIC requires that all quotes conform to these Conditions of Quotation, and reserves the right to reject any non-

conforming quote.

5. Submission of Quotes

Quotes must be received by the deadline specified on the front page of this RFQ, or it may not be considered.

Quotations must be submitted in electronic format only as a single file in pdf format (or otherwise in a format

compatible with Microsoft Office.

Quotations must be submitted by email to [email protected]

Please ensure that the total size of the required documents and your email is under 8 megabytes. Any email

exceeding the 8MB limit will not be accepted by our mail server and will be rejected.

6. Confidentiality

Respondents are advised that CIIC is subject to the Official Information Act 2008. Respondents should mark their

quotes “Commercial - In Confidence” if they wish to protect specific information. CIIC will treat all quotes in

confidence. CIIC cannot, however, guarantee that information marked as Commercial – In Confidence can be

protected if CIIC receives a request for information under the OIA.

7. The RFQ Process

Each respondent shall examine, or be deemed to have examined, the Conditions of Quotation, Terms of

Reference and Assessment Criteria and any other information supplied by CIIC in writing.

In submitting a quote in response to this RFQ, the respondent accepts and agrees to be bound by these

Conditions of Quotation.

All costs of preparing and submitting the quote shall be borne by the respondent.

CIIC reserves the right to change, suspend, cancel or reissue this RFQ, or the contents of the RFQ documentation

at any time.

CIIC shall have no liability for any information it provides, or for any cost or loss to any respondent, if this RFQ is

cancelled, suspended, changed or reissued.

CIIC reserves the right to negotiate without restriction with respondents after the close of the RFQ on any matter

contained in the quote, without disclosing this to any other person.

CIIC reserves the right to accept or reject any, or all quotes, and to cancel the RFQ process, at any time, thereby

rejecting all quotes, prior to any contract being awarded.

8. Evaluation of Quotes

Quotes will be assessed against the criteria outlined in Attachment 2: Assessment Criteria.

CIIC reserves the right to clarify or request additional information from any respondent before accepting any

quote and to implement additional processes to evaluate the quote.

The lowest-priced quote, or any quote, will not necessarily be accepted.

Each respondent shall be notified in writing as to whether or not it has been selected as the preferred quote as

soon as possible. No quote shall be deemed to be shortlisted unless the respondent has been notified by CIIC in

writing.

CIIC reserves its absolute discretion in the evaluation and selection process.

9. Subject to Contract

Quotes are submitted on the basis that no binding legal relations with CIIC are created unless and until a formal

written contract is signed by both CIIC and the successful respondent.

The acceptance by CIIC of any quote, whether with or without negotiation or the negotiation with an

unsuccessful respondent, shall not create binding legal relations between CIIC and the party whose quote has

been accepted or which is negotiating with CIIC.

If in the opinion of CIIC, and at CIIC’s sole discretion, none of the quotes submitted are acceptable, CIIC reserves

the right to enter into negotiations with one or more of the respondents for a satisfactory offer.

10. Governing law

This RFQ is governed by Cook Islands law, and the Cook Islands courts have exclusive jurisdiction to all matters

relating to this RFQ.

11. Contract Negotiations

Both parties agree to negotiate in good faith, and on the successful conclusion of

negotiations the preferred Respondent will sign a formal contract with CIIC.

A contract may be extended if additional work is required, at CIICs sole discretion.

Attachment 1: Terms of Reference

About this document

This document specifies the terms of reference for the preparation and submission of Geotechnical Engineering

Report covering ground investigations, laboratory testing of material excavated from the proposed new

Government office complex site, design recommendations for building foundations to architectural ad structural

designers.

Purpose

The CIIC is commissioning a project concept for a modern, fit-for-purpose, and flexible government office

complex that will accommodate about 20 small, medium, large Government Ministries/Agencies and

approximately 500 public sector employees in a central location with capacity also to accommodate visitors and

customers seeking the services of the facility over the normal working hours and days of the week. From the

initial preliminary design, three (3), 3-level buildings were proposed, to be situated on Crown Land in central

Avarua, and initially to be constructed over three (3) stages. Redevelopment is believed to be the solution to the

climate adaptation needs, inefficiencies and ineffectiveness of current office arrangements.

The existing preliminary design being 3 levels, and concrete column and slab design consideration with

lightweight curtain wall exterior wall glazing will require design advice from Consultants in the final

determination of structural supporting foundation components in consideration of the nature of the facility, use

and material longevity selection.

A Geotechnical Report is required assessing the results from the recently bore drilling investigation to provide

the relevant ground bearing data upon which to form the foundation design. The project concept submission

will draw on these report findings to present an original concept submission which meets the metric

requirements and reflects design aesthetics for the architectural design.

The Consultant shall review the draft report included as part of this RFQ, and compile for submission to the test

laboratory the material test requirements for the purpose of compiling a final Geotechnical Report.

Output description

The following outputs are aligned with the delivery timelines for the overall project concept submission.

2 Material Test requirements: Output 2

1) Submit Material Test requirements with specifications for test laboratory to complete testing on Core Sampled currently stored on site.

2) Site Office shall export required test samples as indicated in Test Requirement from Consultant directly to test lab.

3 Final Summary Report: Output 3

Review proposed the new concept and make recommendations to facilitate the new concept in Summary Report Submit. Specifically; The final summary report must;

1) Describe accurately the existing sub-ground conditions based on sample profiles obtained on location, and reference to the supporting foundation structure of new concept.

2) Map the new concept footprint to the site and Identify;

a. Bearing capacity of sub-ground. b. Geotechnical bearing support design for

the main structural components of new concept.

c. areas of risks and how to mitigate those risk with considered engineering geotechnical solution

d. Options for the foundation structure design for consideration

Other Works; 1) There is an existing natural waterway stream

running parallel to the site, recommendations are required for addressing the methodology of constructing/ refurbishing the causeway in manner that is cost-effective, robust and environmentally appropriate in mitigating issues with flow and high ‘king’ tide inundation.

2) Present bearing substrata makeup design for access roads and pathways within site,

The draft is to be distributed in electronic format to CIIC for comment. CIIC may refer the report to other stakeholders for further comment.

4 Consent Process Attendance: Output 4

1) Review the Consent documentation to ensure the consistent design of geotechnical bearing is correct as specified & provide timely advice for the environmental consent considerations.

General Requirements of the Consultant

The consultant shall be a Registered Geotechnical engineer, Geotechnical Consultancy company or Joint-Venture

enterprise with relevant tertiary qualifications and experience for the scale and scope of the project.

The Consultant is expected to have a broad understanding of the Cook Islands soil and ground condition makeup

context in the first instance, and local network resourcing and subcontractor availability in the second.

The Consultant shall use expert judgement in formulating the approach to undertaking and completing the

geotechnical report and providing timely advice as required.

The Consultant shall work closely with the CIIC’s Special Projects Unit (SPU) to understand the project

background and country context.

Throughout the assignment, the Consultant is expected to maintain communications, i.e. over email, with the

SPU.

Specific Requirements of the Consultant

The Consultant shall submit and confirm a methodology process chart/ table illustrating how each output may

be completed with time frames,

In Output 1;

1. Peer review the included draft report, and preliminary design documentation with site data presented

therein.

In Output 2;

1. Submit Laboratory analysis testing requirements to aid the test laboratory in carrying specified tests in

support of final recommendations.

2. Assist the site office with documenting the export of soil core samples from the site office to test lab.

In Output 3;

1. Complete new report with recommendations for architectural and structural consultants. The new

report is required to include geotechnical design, specification and recommendations covering the

proposed new concept.

2. The new report may be a compilation of;

a. Overseeing an edited version of the existing report and adding new commentary addressing

any deficiencies or elaborating on key points

b. A supplemental document to the included draft report quoting or making references to

included draft report, adding the laboratory testing outcome and final recommendations.

3. The new report takes precedence and responsibility for geotechnical advice.

Output 4-Consent Process Attendance:

1) Review the Consent documentation to ensure the consistent design of geotechnical bearing is correct as specified & provide timely advice for the environmental consent considerations.

The Consultant will, at a minimum:

1. Draw on-site data presented and preliminary design included;

2. Review the empirical data from borehole investigation & draft report submitted,

3. Review the laboratory test results

4. Compare the results to similar projects recently completed in other projects on Rarotonga or pacific

location countries.

5. Compile new report.

It is the Client’s Intent in this RFQ to receive Quotations to complete Output 1-4. However, it reserves its right

to proceed to Output 3 on the basis the new concept in Output 3 is approved without reservations.

Performance Standards

The Consultants engaged to undertake this assignment shall provide the services per the Cook Islands

Government Conditions for a Consultancy Agreement, refer to http://procurement.gov.ck/templates

The performance shall be judged by the CIIC/Steering Committee when reviewing outputs 1-4. Feedback shall

be provided on necessary improvements. If necessary, internal or external specialist assistance shall be sought

for this purpose.

Completed Due Diligence Reports

The objective of this brief is to present to the Consultant the key elements underpinned by attached recent due diligence reports and findings for the proposed Vaikapuangi Redevelopment Project (VRP) for the new proposed Government Centre. The due diligence information together with the preliminary design is presented as base information for

Identifying what the likely key information deliverables necessary to complete the geotechnical report at each

Output phase

Specifically, 1. Rainfall statistics for Rarotonga 2. Valley collection area for downstream flow risk assessments. 3. Site Survey and topography mapping 4. Site Core samples 5. Draft Report

Appendices

The due diligence reports and preliminary design sketches are included as Appendices to this Terms of Reference.

Introduction

This Terms and Reference (TOR) serves as a snapshot summary of the due diligence information included within

the Appendices. The due diligence reports form the full summary of the information currently available for the

project.

Consultants are therefore invited to review the relevant reports therein to consolidate their understanding of

the Terms of Reference.

Background

Natural Environment During June, July, August and September you are most likely to experience good weather with pleasant average temperatures that fall between 20 degrees Celsius (68°F) and 25 degrees Celsius (77°F).

On average, the temperatures are always high.

A lot of rain (rainy season) falls in the month: January, February, March, April, May, August, November and December.

On average, the warmest month is February.

The Site The site is presented as a clear and unencumbered site without the existing buildings and structures.

Site-Specific: Stormwater Flooding of low-lying areas and High ‘King Tide’ Considerations Besides Tropical Cyclones, consideration for local ‘King Tide’ sea surges during must be accounted for within the design of the main platform and access ways in the Town Planning.

Because of the nearby stream, inundation of its banks from time to time is anticipated during high rainfall events coinciding with high-tides.

Tropical Cyclonesi

The Cook Islands have high exposure to severe tropical cyclones, and the Cook Islands is among the 30 countries that experience the highest average annual disaster-related losses in terms of gross domestic product (GDP). The Average annual disaster-related losses in the Cook Islands are estimated at 2% of GDP (World Bank 2011). Based on the Cook Islands’ National Accounts, for the past five years, the (potential) value is between $8.0m and $10.4m, with an average of $9.1m. This shows the potential size ($-value) of a Tropical Cyclone’s (TCs) destruction. The spatial distribution of buildings along the coast, concentrated around Avarua, increases the risk profile and the probability of high levels of damage due to storm surges and TCs. Combined with sea-level rise, the impacts of TCs will increase.

More detail about TC as summarised by de Scally (2010)1; Work by De Scally (2010) revealed that in the Cook Islands the average frequency of TCs per season is 1.8 cyclones per season based on satellite data (since 1970). Of these, 31% of cyclones have reached hurricane intensity. The southern group of the Cook Islands (which includes Rarotonga) have been more than twice as frequently affected by cyclones as the northern group. The official cyclone season runs from November to April, and almost a third (29%) of cyclones occur during February. Since 1891, cyclones with moderate and major human impacts have occurred on average at least every 3.8 and 8.8 years, respectively.

Proposed Project Staged Completion Delivery

Within the initial preliminary design, the consolidation of the Ministries includes the potential for the project to be delivered (complete) in three stages, with each stage delivering a self-sustaining building, practically complete and functional for operations. The preliminary design outlines the rationale for the three stages as; Stage 1:

Preconstruction Phase 1: A prioritised list of Ministries requiring urgent premises is identified within the overall development program.

The preparation of and construction of accommodation Offices and ancillary services to the NE side of the building platform site as temporary offices is one such solution for that urgency. This phase is anticipated to be completed in Dec 2019. This scope of work does not form part of the design concept brief. However, consideration for the removal of the same premises to facilitate the transition from temporary office to the new premises ( Building 1), needs to be factored in, for the planning sequence.

Planning & Construction of Building 1 to follow.

Stage 2: Building of Building 2

Stage 3: Building 3 Is the last and final phase of the development. In due course within the project schedule, the temporary accommodation is dismantled and removed to allow the planning and building of Stage 3-Building 3 to commence.

[Land Confirmation at 8 Nov 19] Refer Land Topography Survey: At submission date of this design brief, the land portion shaded impacting Building 1, was unconfirmed as being available for the project development. Therefore, designers are requested to make allowance for the unavailability of this land until a confirmation is received and advised. Services

Service connection points for each specific building will be then be addressed as part of that stage.

Duplication is to be avoided, unless, there are technical or cost/ financial overriding requirement considerations.

New Concept Considerations

The architectural designers have the flexibility to review the preliminary design and evolve a new concept that

addresses the client’s requirements more efficiently. In such a case, the Consultant is required to review if the

subsequent staging consideration may have any impact upon the geotechnical preparations and construction,

and report accordingly on those considerations.

Governance and management

A Steering Committee comprising of CIIC’s Executive Management Team and the MFEM Financial Secretary (or

designate) will provide policy guidance and advice, and approve the outputs produced under this assignment.

The Consultancy contracts will be managed by the Special Projects Unit, who will also provide practical guidance

and day-to-day support. The Consultant will be engaged directly by CIIC. The governance arrangement is

depicted below.
