Attachment A Commodity Specifications or Statement of Work

Statement of Work

Description of Activity/Service:

RTI seeks a firm to conduct research and data collection support services for the Remote Learning Study, which aims to understand how schools in the Philippines are implementing and/or supporting continuity of learning, particularly early literacy development, during the 2020-2021 school year.

Technical Assistance to Philippines Department of Education (ACR-Philippines) is a 4-year US Agency for International Development (USAID) Mission buy-in under All Children Reading–Asia (ACR-Asia). The activities will support USAID/Philippines and DepEd to improve reading outcomes for primary learners, with a focus on increasing impact, scale, and sustainability. The activities will directly contribute to USAID’s education goal to improve early grade reading skills for 100 million children by providing technical and logistical services to USAID/Philippines. Additionally, we will build the capacity and leadership of DepEd to support high impact early grade reading programs through evidence-based, actionable research.

In June of 2020, DepEd issued DepEd Order N.012, s.2020—Adoption of the Basic Education Learning Continuity Plan for School Year 2020-2021 in Light of the COVID-19 Public Health Emergency to ensure learning continuity of K-12 learners through curriculum adjustments, alignment of learning materials, deployment of multiple learning deliver modalities, provision of training for teachers and school leaders, and orientation of parents/guardians of learners. The DepEd order gives way to Regional Directors to consult with schools within their jurisdiction and subsequently determine the learning delivery modalities appropriate within the context of local conditions [and consistent with COVID-19 guidelines and regulations]. As such, each region will develop contextualized Learning Continuity Plans (CLCP). It is currently anticipated that all schools will implement only remote (home-based) learning, though a Presidential Spokesperson has mentioned that limited face-to-face classes may be allowed in “low risk areas” by January 2021.

RTI, in collaboration with DepEd and with support from USAID, will conduct a mixed methods case study to explore the ways in which schools with differing characteristics are implementing and/or supporting continuity of learning, particularly early literacy development, during the 2020-2021 school year. To successfully conduct the study, RTI is seeking a research partner—research institutions, data collection firms, and other qualified entities—to support the design of the research methodology, recruit and train qualified field researchers, carry out fieldwork, and support elements of data analysis and interpretation.

Research Design and Study Details:

The purpose of this mixed methods case study is to explore the ways in which schools with differing characteristics are implementing and/or supporting continuity of learning, particularly early grade reading skills, for the 2020-2021 school year in lieu of face to face teaching during the Covid-19 pandemic. Researchers will look at aspects of teaching and learning; the home environment; and school leadership characteristics.

Schools have been selected based on change in performance of average early grade reading assessment scores, as measured by USAID studies in 2013 and 2019 in order to have a range of school management and teaching models as well as geographic representation. The variation may increase our understanding of the drivers and barriers to supporting and/or implementing continuity of learning.

The research will take into consideration, and to some degree be guided by, the framework developed and used by the University of the Philippines, Assessment Curriculum and Technology Research Centre (ACTRC, 2017) in their multi-year review of MTB-MLE implementation.4 The framework, which comprises the dimensions of language, instruction, materials and program will allow for a grounded and holistic, yet goal-free approach to studying the schools and school communities (in other words, remaining open to finding unexpected influences but drawing reasonable bounds based on a theoretical framework). We will also draw on the EdTech Ecosystem framework (Omidyar Network, 2019) to explore interrelated factors that enable or prevent effective use of technology for remote learning and other relevant frameworks related to home learning/parent engagement. RTI welcomes suggestions from the respondent on appropriate frameworks for analysis in this context. The study will aim to answer the following research questions:

What school/program-level factors, teacher-level factors, family/home-level factors, and student-level factors are drivers of and barriers to implementing reading and other early grade instruction during the 2020-2021 school year (SY)?

• What is the experience of children learning to read through the alternative delivery modalities (ADM) of the DepEd Basic Education Learning Continuity Plan (BE-LCP) and relevant Contextualized Learning Continuity Plan(s)?

• What is the experience of teachers responsible for teaching reading through the ADM?

• What resources, materials and types of support are being used by schools/school leadership, teachers, families, and students and which are perceived as most useful?

Sample:

A total of 20 schools from across all regions will be selected from the 240 schools sampled in the 2019 EGRA. Table 1 provides a list of regions and divisions where sampled schools are located. School principals have already been contacted by RTI to gather preliminary information and to request their approval to participate in the study. If they agree to participate, we will randomly select one grade 1 and one 3 teacher (2 teachers per school), two families whose children are taught by these teachers (4 children and their families per school) and request their approval to participate in the study for the duration of the 2020-2021 school year. Table 2 further explains the sample design and provides the total sample size for the study.

Instruments:

The contractor will work with the RTI research team to conduct in-depth interviews (by phone), administer electronic or paper survey questionnaires, and rapid reading student assessments1. In addition, schools, teachers, and student/families will be requested to provide documentation/examples of student work. Depending on the ADM configuration that the school has chosen, we will participate to the extent possible in observing live remote classes. Individual interviews tend to yield deeper understanding of an issue. For this reason, the research team will conduct structured individual interviews with school principals, teachers, families, and students. The interview protocol will use open-ended questioning to allow for detailed responses and examples. The questions will seek to collect description of the strategies used in teaching reading and other early grade instruction through remote learning, the perceived effectiveness of learning delivery modalities, and support offered to and by the school and school community. The proposed format will be untimed and is expected to take a maximum of 40 minutes per individual. Interviews with students will be no more than 15 minutes.

Survey questionnaires will include a series of questions, each with relevant response options. Surveys will be sent to respondents (either in paper or electronic version) to read and fill out independently at their own time. If a respondent is unable to read and/or fill out a survey, an interviewer can read the questions and response options and record selected response (by phone).

Product or Service Expectations (both if applicable):

The offerer will be responsible for finalizing necessary preliminary information to track and communicate with participants throughout the entirety of the study.

Research Data Collection Team Training (2 weeks after award; anticipated Nov 13, 2020)

Prior to data collection, the research data collection team will participate in remote training sessions facilitated by RTI technical team. The training sessions will cover topics such as introduction to survey instruments and questions, overview of interview protocols, and discussion of relevant data collection methods, procedures, software. The training sessions will be conducted over 5 days, consisting of 2-hour sessions each day (10 hours in total).

Data Collection, Data Entry, Coding, and Analysis (ongoing Nov-May)

The offeror will support planning and execution of data collection at 3 time points. The offer will be responsible for scheduling interviews with school directors, teachers, families.

The research data collection team will conduct remote data collection over approximately 10 days at each time point. Data collection will include phone interviews, collection of printed or electronic survey questionnaires, student assessments, and collection of relevant documents.

Interviews must be recorded and transcribed (in original language) and then translated to English. The offer will be responsible for scanning all paper documents and paper questionnaires into electronic versions.

For all paper questionnaires received, the offer will enter responses into an electronic form.

The offer will support transcription and translation of interview responses. In collaboration with RTI technical staff, the offeror will support in coding and analyzing qualitative data gathered from the interviews. RTI expects to complete approximately 1/3 of the qualitative data analysis and coding. The offer should propose the exact tasks and level of effort that for 2/3 of coding and analysis efforts and ensure that tasks are aligned with the skills and experience of the proposed team members. RTI analysts will also support qualitative data analysis using NVivo. The offeror will preferably also use NVivo, but we are open to other proposals.

Report Writing (anticipated May-July)

In collaboration with RTI technical staff, the offeror will contribute to identifying key findings,

• Previous experience with qualitative and quantitative surveys, including survey planning and management, data collection and logistics,

• Translators and interview transcribers, as needed, in proportion to the overall team structure to ensure the most efficient and cost-effective configuration of tasks.

It is expected that the offeror will provide all necessary communications and computing equipment, and associated costs, needed for making telephone calls, transcribing interviews, coding and analyzing (RTI has mini recording devices for recording the interviews, but the quality of recording using these devices during a phone interview needs to be tested.) RTI uses NVivo for qualitative data analysis. The offeror should budget all costs assuming that work-from-home orders will be in effect for the duration of the program. If at a later time it becomes possible to travel to study sites, we will discuss a modification.

Attachment “B” Instructions to Bidders/Sellers

1. Procurement Narrative Description: The Buyer (RTI) intends to purchase commodities and/or services identified in Attachment A. The Buyer intends to purchase the quantities (for commodities) and/or services (based on deliverables identified in a Statement of Work). The term of the Ordering Agreement shall be from Award Date to the Delivery date of the Offeror unless extended by mutual agreement of the parties. The Buyer intends to award to a single “approved’ supplier based on conformance to the listed specifications, the ability to service this contract, and selling price. We reserve the right to award to more than one bidder. If an Ordering Agreement is established as a result of this RFQ/RFP, supplier understands that quantities indicated in the specifications (Attachment A) are an estimate only and RTI does not guarantee the purchase quantity of any item listed.

3. Proposal Requirements. All Sellers will submit a quote/proposal which contains offers for all items and options included in this RFQ/RFP. All information presented in the Sellers quote/proposal will be considered during RTI’s evaluation. Failure to submit the information required in this RFQ/RFP may result in Seller’s offer being deemed non-responsive. Sellers are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach RTI’s office designated in the RFQ/RFP by the time and date specified in the RFQ/RFP. the items or services no later than the dates set forth in the contract that will be agreed by both parties as a result of this RFQ/RFP. The Seller shall immediately contact the Buyer’s Procurement Officer if the specifications, availability, or the delivery schedule(s) changes. Exceptional delays will result in financial penalties being imposed of Seller.

7. Documentation: The following documents will be required for payment for each item:

(a) A detailed invoice listing Purchase Order Number, Bank information with wiring instructions (when applicable)

(b) Packing List

(c) All relevant product/service documentation (manuals, warranty doc, certificate of analysis, etc.)

8. Payment Terms: Refer to RTI purchase order terms and conditions found in https://www.rti.org/sites/default/files/rti-purchase-order-terms-and-conditions-v1.16.pdf , http://www.rti.org/files/PO_FAR_Clauses.pdf, or http://www.rti.org/files/PO_FAR_Clauses_Commercial_Items.pdf. Payment can be made via wire transfer or other acceptable form. Sellers may propose alternative payment terms and they will be considered in the evaluation process.

9. Alternative Proposals: Sellers are permitted to offer “alternatives” should they not be able to meet the listed requirements. Any alternative proposals shall still satisfy the minimum requirements set forth in Attachment A Specifications.

10. Inspection Process: Each item shall be inspected prior to final acceptance of the item. All significant discrepancies, shortages, and/or faults must be satisfactorily corrected and satisfactorily documented prior to delivery and release of payment.

11. Evaluation and Award Process: The RTI Procurement Officer will award an agreement contract resulting from this solicitation to the responsible Seller (bidder) whose offer conforms to the RFQ/RFP will be most advantageous to RTI, price and other factors considered. The award will be made to the Seller representing the best value to the project and to RTI. For the purpose of this RFQ/RFP, price, delivery, technical and past performance are of equal importance for the purposes of evaluating, and selecting the “best value” awardee. RTI intends to evaluate offers and award an Agreement without discussions with Sellers. Therefore, the Seller’s initial offer should contain the Seller’s best terms from a price and technical standpoint. However, RTI reserves the right to conduct discussions if later determined by the RTI Procurement Officer to be necessary.

The evaluation factors will be comprised of the following criteria:

(a) PRICE. Lowest evaluated ceiling price (inclusive of option quantities) .

(b) DELIVERY. Seller provides the most advantageous delivery schedule.

(c) TECHNICAL. Items/Services shall satisfy or exceed the specifications described in RFQ/RFP Attachment A.

(d) PAST PERFORMANCE - Seller can demonstrate his/her capability and resources to provide the items/services requested in this solicitation in a timely and responsive manner.

(e) OTHER EVALUATION CRITERIA.

• Previous experience working in the Philippines carrying out research, assessments, evaluations; education sector and/or local language-related research

and evaluation experience

• Logistics and management capacity with evidence of mobilizing local resources and/or procuring local goods (for example— language-specific data collectors, hiring local transportation, purchasing data and SIM cards) is required

• Ability to carry out work remotely, including telephone interviews, at times that are convenient for Filipino participants and, if travel restrictions within the Philippines are lifted, ability and willingness to travel is also required

• Familiarity with methods of monitoring early learning outcomes

12. Award Notice. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful supplier within the time acceptance specified in the offer, shall result in a binding contract without further action by either party.

13. Validity of Offer. This RFP in no way obligates RTI to make an award, nor does it commit RTI to pay any costs incurred by the Seller in the preparation and submission of a proposal or amendments to a proposal. Your proposal shall be considered valid for 90 days after submission.

14. Representations and Certifications. Winning suppliers under a US Federal Contract are required to complete and sign as part of your offer RTI Representations and Certifications for values over $10,000.

15. Anti- Kick Back Act of 1986. Anti-Kickback Act of 1986 as referenced in FAR 52.203-7 is hereby incorporated into this Request for Proposal as a condition of acceptance. If you have reasonable grounds to believe that a violation, as described in Paragraph (b) of FAR 52.203-7 may have occurred, you should report this suspected violation to the RTI’s Ethics Hotline at 1-877-212-7220 or by sending an e-mail to [email protected]. You may report a suspected violation anonymously.

16. The John S. McCain National Defense Authorization Act for fiscal year 2019 - section 889. RTI cannot use any equipment or services from specific companies, or their subsidiaries and affiliates, including Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, and Dahua Technology Company (“Covered Technology”). In response to this request for proposal, please do not provide a quote which includes any Covered Technology. Any quote which includes Covered Technology will be deemed non-responsive. Additionally, if the United States Government is the source of funds for this RFP, the resulting Supplier shall not provide any equipment, system, or service that uses Covered Technology as a substantial or essential component

Acceptance:

Seller agrees, as evidenced by signature below, that the seller’s completed and signed solicitation, seller’s proposal including all required submissions and the negotiated terms contained herein, constitute the entire agreement for the services described herein.
