RFQ FOR WATERROOFING AND STRUCTURAL REPAIR WORKS FOR A CONTRACT TERM OF TWO (2) YEARS 27/11/2013

1.0 INTRODUCTION

This document sets out the requirements of Bursa Malaysia Berhad (“Bursa”) to look for a

waterproofing specialist contractor to resolve and rectify all related water leaking problems in the

building structure at Exchange Square and Annexe Building, Bukit Kewangan, 50200 Kuala Lumpur.

The main objective of the contractor is to prevent the intrusion of leaking water from damaging the

building’s reinforced concrete (RC) structure in order to ensure the building is safe and intact. The

tenderer is required to address all the requirements stated in this Request For Quotation (“RFQ”)

document and its appendices.

The RFQ belongs to Bursa and the tenderer is required to hold such proprietary and confidential

information in the strictest form. It is not to be duplicated, distributed or disclosed to any third parties

without written consent from Bursa.

1.1 Background

Bursa would like to engage a permanent waterproofing contractor for a tenure of two (2) years to

attend to the following ad-hoc request works:

• Pressure grouting – to use polyurethane resin to inject cracks and joints to stop water leaking

from the walls or soffit of concrete slabs.

• Structural repair – to repair the spalled concrete surface of retaining walls.

• Replacement of the non-functional polysulphide sealants at GRC panels of external building.

1.2 Costing

The quoted rates of the abovementioned works should take into consideration the following:

• Materials, tools, labour and transportation costs.

• Mobilisation cost for attending to any of the above requests.

• Overtime labour charges if Bursa requests the repair work to be done during night time or

holiday.

1.3 Responsibility

Under Bursa’s Service Level Agreement, the successful tenderer shall fulfill the following requirements:

• The contractor must ensure that all repair works will not disturb the office operations of Bursa

as well as the tenants.

• The contractor must attend to Bursa’s request within four (4) hours for any water leaking and

structural problems when there is an urgent requirement.

• The contractor must ensure that all methodologies in relation to the application of

waterproofing materials must follow in accordance to the manufacturer’s instructions.

• The contractor must ensure that all waterproofing and structural repair work shall provide

three (3) years warranty.

2.0 STANDARDS AND INSTRUCTIONS

This section covers the standards and instructions that should be followed by the tenderers in

response to this RFQ. Please read this RFQ specification carefully. Tenderers are advised to read the

whole of this document.

2.1 Instructions to Prospective Vendors

2.1.1 The RFQ must be enclosed in a SEALED envelope and must be addressed to:-

2.1.2 The proposal must reach Bursa not later than 5.00 pm, Wednesday, December 11, 2013.

Late responses will not be entertained.

2.1.3 The top left-hand corner of the envelope must be marked “RFQ For Waterproofing and

Structural Repair Works For A Contract of Two Years ”. This is also required for any

subsequent written correspondence.

2.1.4 English and/or Bahasa Malaysia is to be employed in any correspondence and technical

literature. The tenderer must explain how the proposed solution meets every technical

requirement specified and how the proposed components fit into the entire solution.

2.1.5 The tenderer assumes the risk of the method of dispatch chosen. Bursa assumes no

responsibility for delays caused by any delivery services. Postmarking by the due date will not

substitute for actual proposal receipt. Do not deliver proposals by facsimile transmission or

other telecommunication or electronic means.

2.1.6 Proposals must be signed by an official who is authorised to act on behalf of the organisation

submitting this proposal.

2.1.7 Any suggestions for additional features or alternatives, within the general framework of this

specification, are welcome.

2.1.8 Prices must be quoted in Ringgit Malaysia (RM) on a per item basis as per Specifications /

Schedule of Prices (Appendix 1).

2.1.9 Bursa reserves the right to accept or reject any proposal submitted.

4. POLYSULPHIDE SEALANT

4.1 Replacement of Existing Damaged/Non-functional Sealant Joints of GRC Panels at the Exterior Building To supply labour, materials and tools to replace existing non-functional sealant which is located at the joints (joint width : 1.5 inches) of the Glassfiber Reinforced Cement (GRC) panels with the approved type weather proof Polysulphide sealant to prevent water leaking into GRC’s metal support brackets .
