Time of Completion/ Contract Period

Contract shall be valid for a period of one year from the date of LOA.

However completion period is 15 (fifteen) weeks from date of LOA which includes mobilization to site and executionof job at all locations as per schedule of rates, other terms & conditions of contract.

MATERIAL REQUISITION1.0 SCOPE OF SUPPLY

This Specification covers the scope of both supply and installation of 16" and 18" full encircled split sleeve atfollowing defect locations in NCR on M/s Gail's existing Pipeline.

The scope of supply covers the design, manufacture, inspection, testing, and preparation for shipment anddocumentation requirements of these items in accordance with the requirements of this Requisition.

1.2 Material Delivery Requirements

The finished materials are to be delivered by the Supplier at the nominated delivery point, fixed by the Purchaser/Purchaser Representative.

The Supplier shall be responsible for all handling and transportation between his production plant and the nominateddelivery point in accordance with this specification.

2.1 All full encircled Split Sleeve shall be used for Natural Gas/ R-LNG/LPG service. Accordingly, Impact test andhardness tests as per clause 5.5 and 4.5 of technical specification shall be applicable.

2.2 Bidder must submit duly filled up and signed data sheets, compliance statement, Check List and along with hisoffer. In the absence of this information, Purchaser reserves the right to reject bidder's offer without any reference toBidder in this regard.

3.0 REMARKS

3.1 Supplier's Compliance

Supplier shall submit his bid in full compliance with the requirements of this MR and attachments. Bidder shall includethe following statement in his bid:

Compliance with this material Requisition in any instance shall not relieve the Vendor of his responsibility to meet thespecified performance.

3.2 Compliance with Specification

The supplier shall be completely responsible for the design, materials, fabrication, testing, and inspection, preparationfor shipment & transfer of above material to nominated delivery point strictly in accordance with the MR & allattachments thereto.

3.3 Supplier's Scope

Supplier's scope of work includes design, manufacture & Testing and Supply of Full encircled Split Sleeve as perattached specification.

3.4 Inspection

Supplier shall submit with his bid a list of 3 well known international Third Party inspection Agencies as per enclosedvendor list, which he intends to use for inspection. This agency will issue all relevant certificates as per specification &codes.

Inspection shall also be performed by a designated Third Party Inspection agency and/or purchaser a set out & specifiedin the codes & particular documents forming this MR.

4.0 SPECIAL INSTRUCTIONS TO BIDDERS

4.1 Bidder to note that no correspondence shall be entered into or entertained after the bid submission.

4.2 Bidder shall furnish quotation only in case he can supply material strictly as per this Material Requisition andspecification/data sheets forming part of Material Requisition.

4.3 If the offer contains any technical deviations or clarifications or stipulates any technical specifications (even if inline with MR requirements) and does not include complete scope & technical/ performance data required to besubmitted with the offer, the offer shall be liable for rejection.

4.4 The submission of prices by the Bidder shall be construed to mean that he has confirmed compliance with alltechnical specifications of the corresponding item(s).

4.5 Bidder must submit all documents as listed in checklist along with his offer.

4.6 Supplier must note that stage wise inspection for complete fabrication, testing including the raw materialinspection to be carried out.

5.0 INFORMATION/ DOCUMENTS/ DRAWINGS TO BE SUBMITTED BY SUCCESSFUL BIDDER

Successful Bidder shall submit 3 copies unless noted otherwise, each of the following:

5.1 Inspection & test reports for all mandatory tests as per the applicable code as well as test reports for anysupplementary tests, in nicely bound volumes.

5.2 Material test certificates (physical property, chemical composition, make, heat treatment report, etc.) asapplicable for items in nicely bound volumes.

5.3 Statutory test certificates, as applicable.

5.4 Filled in Quality Assurance Plan (QAP) for Purchaser's/ Consultant's approval. These QAPs shall be submittedin four copies with in 15 days from LOI/ FOI.

5.5 WPS & PQR, as required for online welding shall be submitted for approval..

5.6 Within two (2) weeks of placement of order, the detailed fabrication drawings for Purchaser's/Consultant'sapproval.

5.7 Detailed completion schedule activity wise (Bar Chart), within one week of placement of order.

5.8 Weekly & fortnightly progress reports for all activities including procurement.

5.9 Purchase orders of bought out items soon after placement of order.

5.10 All approved drawings as well as inspection and test reports for Owner's/ Consultants reference/ record in nicelycategory-wise bound volumes separately.

5.11 A list of documents to be furnished along with supply.

Note: All drawings, instructions, catalogues, etc., shall be in English language and all dimensions shall be metric units.

SCOPE OF WORK

1. BRIEF DISCRIPTION OF WORK

M/s GAIL intends to carry out the full encircled split sleeve welding job on existing 16" CGPL & 18"DDPLunderground pipeline in NCR for repair of the defective portion.

FULL ENCIRCLED SPLIT SLEEVE WELDING WORK

a) Carry out repair job on existing 16" CGPL & 18"DDPL underground pipeline in NCR by welding full encircledsplit sleeve online.

b) Supply of full encircled split sleeve.

c) Providing necessary tools, tackles, machineries etc.

d) Carrying out fabrication, welding, erection, installation of full encircled split sleeve as specified in tender.

e) Repair job by welding full encircled split sleeve shall confirm to ASME B 31.8 and API Recommended Practice2201.

Contractor's scope of work shall include but not limited to the followings Supply, Installation and commissioning:

a) Supply of full encircled split sleeve as mentioned in Material Requisition (MR) .b) Identification of job locations as given above where split sleeve(s) are to be installed with help of intelligentpigging report, reference points given and pipeline locator. Pipeline locator shall be provided by M/s GAIL.c) Survey to ascertain the thickness of the parent pipe.d) Obtaining all permission/ clearance/ permits from owner/ concerned authorities.e) Supply of all machines, fittings, manpower to complete the Sleeve welding Works including, NDT equipmentetc.f) Supply of necessary consumables and non-consumables to complete the job in all respect.

g) Excavation at identified locations for full exposure of pipeline. Necessary safety measures while excavatingover pipeline & side protection shall be taken to avoid falling of sand inside the trench.h) After excavation if unsupported length of pipeline is more than 8.0 meter than support at bottom shall beprovided with sand bags & wooden sleepers.i) Removal of 3LPE coating from pipeline surface completely at all job locations.j) Pipeline thickness measurement & pitting depth measurement with pit depth gauge.k) Calibrated Ultrasonic thickness gauge & pit depth gauge shall be arranged by party.l) Prepare pipe surface for repair by removing pipe coating, corrosion residue, primer or adhesive, the pipe surfacepreparation should be done by suitable method like power brush to conform required specification for split sleeveinstallation.m) 3 layers Poly- Ethylene coating from Pipe Surface shall be removed across the affected location with externaldamage/corrosion to the extent required for repairing the pipeline.n) Removal of all high spots and any sharp edges on the pipe surface by scrapping, power brush & emery papers.The Corroded area, any rust, loose layers shall be removed from pipe surface to make even surface and to ensure properfitting of split sleeve on pipe.o) Type of welding electrode shall be low hydrogen type with proper batch certificate and shall be purchased aftertaking approval for make & type. Welding Procedure specification shall be submitted for approval. Welding job shallbe carried as per API1104/ ASME Sec. IX. Welding electrodes manufactures shall be from any one of L&T, Philips,ESAB, D&H, Lincoln, and Orliekon.p) Welding work shall be carried out by qualified welder(s) only who must be competent enough to performwelding on an in-service pressurized natural gas pipeline. The welder's experience certificate for the proficiency inwelding on an in-service pressurized hydrocarbon pipeline of dia. 8 inch and above shall be within six month from biddue date.q) Sleeves shall not be fitted on pipe forcefully in case there is misalignment. Alignment of sleeve with pipe outersurface shall be checked to avoid any undue stresses on welding joint.r) Thickness checking of pipe at corroded locations and portion of pipe where sleeve is to be welded with pipe.Marking of defect area shall be done accordingly.s) Pipe and sleeve surface shall be free from any grease, moisture, dust particles, rust etc.t) Welding of sleeve on pipe shall be carried out on four sides (two circumferential direction and two axialdirections).u) Welding shall be carried as per welding technique for in service pressurized gas pipeline given in prevailingtechnical standards for pipeline welding. Weld shall fuse with pipe suitably without penetrating excessive in pipe boreduring circumferential direction welding.v) Material and equipment's to be used for welding like Welding electrodes type & its batch certificate, weldingmachine and accessories, oven, shall be get checked for proper functioning.w) Welding electrode shall be used after proper pre heating in oven to avoid any moisture entrant.x) Dye Penetration testing of welding root run (100% length) by spray method shall be carried out and defectobserved if any shall be removed.y) Non-destructive testing of all welded joint shall be carried out. Welding shall be free from any welding defect.Quality of job shall be witnessed by GAIL deputed third party inspector.z) During bad weather, the CONTRACTOR shall make suitable and adequate arrangement by way of providingprotection against rain and wind for carrying out welding, other fabrication and erection jobs smoothly at site.aa) Recoating on pipeline at all job locations. Coating shall be applied as per standard coating procedure forpipeline repair & rehabilitation. Holiday checking of repaired portion for checking holidays after recoating to be carriedout, coating defect if any shall be rectified.bb) Coating material to be arranged by contractor.cc) Backfilling of excavated portion and restore its previous normal surface level and site clearance in all respect.Backfilling sand on pipeline surface shall be soft free from stone/pebbles etc.dd) All required equipment's like necessary PPEs, DEG, buffing tool, grinder, Tools like Chiesel, Knife, Brass

Hammer, wedges, Power Brush, welding machines & associated equipments for welding, welding electrodes, gascutting set, tool kit, tools for recoating, tools for coating removal, Ultrasonic thickness gauge, DP testing kits,non-destructive testing equipments like UT scanning, pit depth measurement gauge, Safety Glasses, Thermometer ,Tarp or Covering (as necessary), for excavation & backfilling, Measuring Tape , Rubber & wooden Mallet, woodensleepers, ladder for working in dig site.ee) Above list is indicative party shall arrange all necessary tools and tackles, resources whatsoever required forsuccessful implementation of the job in all respect as per best engineering practices.ff) Party will also have to make arrangement for power & water supply if any required for deployed manpower,machineries and equipment.gg) In order to execute the job activities mentioned in the tender, the contractor has to deploy qualified welderalong with experienced mechanical technicians and helpers with supervisors.hh) Job locations are situated in sand dunes at distance areas, so party shall engage/deploy a suitable vehicle fortransportation their own deployed manpower, carrying tools and tackles, materials for execution of work.ii) GAIL'S SCOPE: To extend coordination in Identification of the affected locations recommended in reports ofintelligent pigging 16" CGPL & 18" DDPL natural gas pipeline where jobs are be carried out.jj) Pipeline locator and coating holiday detector.kk) Providing necessary Work Permit.

3. PREPARATION OF WRITTEN PLANS:

Prior to conducting welding on piping, a written plan shall be submitted by Contractor for approval which includes atleast the following:

a) location and carrier thickness

b) Design calculation of the pipeline portion at which full encircled split sleeve to be welded.

c) Detailed welding procedure (qualified in accordance with the applicable code) documenting heat input, asappropriate.

d) Health, safety, fire protection, emergency response, and other appropriate procedures and instructions, includingowner and user requirements.

Additional information when developing a written plan shall be obtained based on relevant codes and standards. APIRP 1104 and fundamental ASME code shall address the qualification of welders and the welding procedures to beemployed when welding on new and in-service pipelines containing flammable and combustible liquids.

4. PERSONNEL COMPETENCY AND QUALIFICATIONS

Welders must be qualified in accordance with applicable codes and specifications. They should be thoroughly familiarwith the welding procedures to be used. As noted in previous sections, certain aspects of the job analysis and planninginvolve participation and approval by both competent and qualified persons.

1.0 SCOPE

4.0 MATERIALS

4.1 The basic materials required for manufacturing of reinforced full encircled split sleeve have been indicated inthe data sheet. Other additional materials required for manufacturing split sleeve shall be as per manufacturer's standardsuitable for the service conditions indicated in data sheet and shall be subjected to approval by Purchaser.

4.2 Fully killed Carbon steel shall be used in the manufacture of full encircled split sleeve.

4.3 Each heat of steel used for the manufacture of pressure containing parts of the full encircled split sleeve shallhave carbon equivalent (CE) not greater than 0.45 calculated from the check analysis in accordance with the followingformula.

CE = C + Mn/6 + (Cr+Mo+V)/5 + (Ni +Cu)/15

Carbon content on check analysis shall not exceed 0.22%.

4.4 When specified in Data sheet, Charpy V-notch test shall be conducted for each heat of steel used in manufactureof full encircled split sleeve. Test shall conform to the provisions of ASTM A-370 and at a temperature of 0°C. TheCharpy impact test specimen shall be taken in the direction of principal grain flow and notched perpendicular to theoriginal surface of the plate or forging. The average impact energy values of three full sized specimens shall be 27joules, unless indicated otherwise in the data sheets:

Minimum impact energy value of any one specimen of the three specimens analysed shall not be less than 80% of theaverage impact energy specified. No specimen shall exhibit less than 80% shear.

When Low Temperature Carbon Steel (LCTS) materials are specified in Datasheet or offered by Manufacturer, theCharpy V-notch test requirements of applicable material standard shall be complied with.

4.5 When specified in the data sheet, hardness test shall be carried out as per ASTM A 370 for each heat of steelused. A full thickness cross section shall be taken for this purpose and the maximum hardness of base metal, weldmetal and HAZ of all pressure containing parts shall not exceed 248 HV10, unless otherwise specified.

5.0 DESIGN AND CONSTRUCTION REQUIREMENTS

5.1 Full encircled split sleeve shall be designed and manufactured in accordance with the provisions of codes andstandards referred in Section 2.0 of this specification. Design factor and corrosion allowance indicated in data sheetshall be taken into account for design of full encircled split sleeve.

5.2 Full encircled split sleeve shall meet following requirements as minimum:

a) Sleeves shall be designed to meet pressure & reinforce requirements of ASME Codes.

5.3 Butt weld ends shall be beveled as per MSS-SP-75/ B16.25.

5.4 Full encircled split sleeve shall be manufactured by hot drawn or by plate of same Grade,5.5 Repair by welding on parent metal is not allowed.

6.0 INSPECTION AND TESTS

6.1 The manufacturer shall perform all inspections and tests as per the requirements of this specification and therelevant codes, prior to shipment, at his works. Such inspection and tests shall be, but not limited to the following:

6.1.1 All split Sleeve shall be visually inspected.

6.1.2 Dimensional checks shall be carried out as per the approved drawing.

6.1.3 Chemical composition and Mechanical properties shall be checked as per MSSSP-75 and this specification foreach heat of steel used.

6.1.4 Nondestructive examination of individual split Sleeve shall be performed as given below:

a) All finished weld ends shall be 100% ultrasonically tested for lamination type defects for a distance of 50mm fromthe end. Any lamination larger than 6.35mm shall not be acceptable.

b) All forgings shall be wet magnetic particle examined on 100% of the forged surfaces.

Method and acceptance shall comply with MSS-SP-53.

6.2 Third party shall also perform stage wise inspection and witness tests as indicated in clause 6.1 at manufacturer'sworks prior to shipment.

7.1 Manufacturer shall submit following certificates to Purchaser's Representative:

a) Test certificates relevant to the chemical analysis and mechanical properties of the materials used forconstruction as per this specification and relevant standards.

b) Test reports on ultrasonic inspection and wet magnetic particle examination.c) Test reports on heat treatment carried out.

8.0 MARKING AND SHIPMENT

8.1 Full encircled split sleeve entire surface shall be thoroughly cleaned, freed from rust and grease and applied withsufficient coats of corrosion resistant paint, after all the required tests have been performed and accepted by Third partyreprestative.8.1 Split sleeve entire surface shall be thoroughly cleaned, freed from rust and greaseand applied with sufficientcoats of corrosion resistant paint, after all the required tests have been performed and accepted by Purchaser'sRepresentative. The surface preparation shall be carried out by shot blasting to SP 6 in accordance with "SteelStructures Painting Council - Visual Standard -SSPC-VIS-1"

8.2 Manufacturer shall indicate the type & recommended coats of corrosion resistant paint used, in the drawingsubmitted for approval.

8.3 Full encircled split sleeve shall be marked with indelible paint with the following data:

a) Manufacturer's Name

b) Nominal diameter in

c) End thickness in mme) Material

8.4 Full encircled split sleeve shall be suitably protected to avoid any damage during transit. Metallic or high impactplastic bevel protectors shall be provided for weld ends.

9.0 DOCUMENTATION

At the time of bidding, bidder shall submit the following documents: -

a) General arrangement drawing of Full encircled split sleeve with overall dimensions and cross sectionaldrawings.

b) Reference list of previous supplies of Full encircled split sleeve of similar specification

With relevant details viz Project, Year of supply, Client, size, Rating and service for the last five years.

c) Clause wise list of deviation from this specification, if any.

d) Records of successful proof test for tees qualifying the range of sizes quoted.

e) Brief description of the manufacturing, heat treatment and quality control facilities of the manufacturer's work.

f) Quality Assurance Plan (QAP) enclosed with this tender duly signed, stamped and accepted.

Within two weeks of placement of order, the manufacturer shall submit four copies, of but not limited to, the followingdrawings, documents and specifications for approval.

a) Fabrication drawings and relevant calculations for pressure containing parts.

b) Calculation for fittings thickness.c) Method of manufacture, welding procedure and heat treatment details.

d) Quality control Manual.

Once the approval has been given by Purchaser, any change in design, material method of manufacture shall be notifiedto Purchaser whose approval in writing of all changes shall be obtained before the Split Sleeve are manufactured.

Within four weeks from the approval date Manufacturer shall submit one reproducible and six copies of the approveddrawings, documents and specification.

Prior to shipment, Manufacturer shall submit one reproducible and six copies of

test certificates as listed in clause 7.0 of this specification.

All documents shall be in English Language.

4.0 PIPELINE CONDITION

4.1 Initial inspection of the pipeline before welding

Job Description

Verify the atmosphere in the immediate area of the work is free of any and all flammable, explosive and toxic vapors.Flammable gases to be detected through calibrated hand held gas detectors.

The area shall be continually monitored for vapours

If required, demagnetization shall be carried out and arrangements will be made in advance

Communication facility needs to be available at site

Personnel at site should not wear 100% nylon, polyester clothing. It is preferable to use cotton clothes

Appropriate personnel protective equipment-safety hats, safety shoes, gloves, goggles, welding hood etc. should beused

Identify the desired location of repair. Clean the pipe in the area to be inspected to bare metal by mechanical and/orchemical means contaminates (using GQ-4 grinding machine with stringer brush) to remove all coating, dirt, andcontaminates. Necessary precautions needs to take not to remove the parent metal during cleaning

Mark the area to be inspected. This area shall extend beyond the projected ends of the split sleeve by at least 4" in bothdirections

Ultrasonically examine this area to determine the actual wall thickness and the soundness of the pipe. Ultrasonicexamination to be witnessed by TPIA & owner

Confirm the operating flow which is meeting the requirement or not

No one should wear oil soaked clothes.

Appropriate personnel protective equipment-safety hats, safety shoes, gloves, goggles, welding hood, safetybelts etc. should be used depending on the nature of job carried out.

Proper means of exit should be readily available for personnel at site.

The welder should be properly protected against welding fumes.

Customer to assist in providing a fire watch squad using personnel trained in the use of the appropriate firefighting equipment and procedure.

Customer representative shall verify / certify the flow & pressure of the product. Velocity required for weldingand hot tapping shall be checked before start of welding.

No work should be carried out unless authorised by the company supervisor.

Make sure that all the points in the check list furnished below are strictly met.

5.1 Fit-up and welding of the Tapping fitting

Hot permit shall be obtained before start-up of the activity

Adequate lifting equipment to be used for fit up of the split sleeve on the pipeline ( If required)

9. WELDING RECOMMENDATIONS FOR FULL ENCIRCLEMENT FITTINGS

9.1 Recommended installation of full encirclement fittings

Weld procedures and welders should be qualified to the relevant code, applicable to the client whereas in thiscase as per API 1104.

The installation location should be checked for roundness after it has been cleaned thoroughly. The externalcondition of the pipe should be examined for corrosion.

Throughout the area of the installation location an ultrasonic examination should be performed to establish.

a) Actual wall thickness

b) Actual condition of the pipe wall

Thoroughly clean both the pipe and the weld areas of the fitting, removing ail wrapping, paint, corrosion andscale.

In high moisture areas (If moisture content is more than 80%) the line should be preheated to a predeterminedamount to reduce the moisture on the line before the installation is commenced.

Rest the Top (branch) of the fitting on the pipe, with the backing strips (if required) inserted in place. Ensurethat the fitting, in total, is a snug fit around the pipe. The circumferential (fillet weld) gap is recommended to bebetween 1/16" 1/8" ( 1.5 - 3mm ).On occasions field modification of the fitting may be required due to variations inpipe O.D. tolerance .In addition it is recommended that spiral or seam welds on the pipe O.D. are ground flush tofacilitate a correct fit.

Welding electrodes recommended for this operation are 4.00 mm diameter of E8010 is normally used for allpasses to complete entire welding as per approved WPS / PQR.

With consideration to ambient and line temperature, and flow, hence cooling rate of the pipeline product,consideration should be given to establishing the welding cycle available. This may be done by preheating the fitting /line to the upper welding limit (250 degree C) and then timing the temperature decay to the lower welding limit ( 100deg C ) this would define the welding cycle.

After preheating, if required, tacks weld the four comers of the longitudinal seams, each tack being no longerthan 12.5 mm ( ½" ).On no account should the tack, or any portion of the longitudinal weld come into contact with thepipe.

After positioning of the fitting by tack welding, prepare both ends of the tack welds by grinding .Pre heat thefitting, if required, to the requisite figure, then commence welding for branch joint and as well as for reinforcing pad asdescribed above, i.e. 4 mm (5/32") electrodes for all passes until completion, ensure that welding is carried outdiagonally in opposition.

complete the fillet welds. The normal sequence to be followed is that a number of buttering layers are welded to thepipe wall, but not in contact with the fitting. The remaining weld sequence is then to fill the rest of the fillet. Thenormal fillet size (leg length) deposited is between 1 and 2 times the wall thickness.

BID EVALUATION CRITERIA (BEC) SPLIT SLEEVES SUPPLY/INSTALLATIONCAN BE SEEN IN INFORMATION FOR BIDDERS ALSO

1.0 TECHNICAL CRITERIA:

1. Bidders should have completed at least one online repair work/hot tapping work by installation of splitsleeve/split tee/patch repair on an in- service hydrocarbon pipeline of diameter of 12 Inch NB or above for "any PublicSector Company/Government Organization/ Registered, limited and listed Private sector Company", in the precedingany of seven [7] years [from Bid Due Date].In support of above, documentary proof(s), in the form of "Purchaseorder/Work Order" and "Delivery proof [of same purchase order]/Completion Certificate [of the same Work Order]",duly notarized by 'Notary Public', must be submitted along with the Offer...DOCUMENTS REQUIRED / GENERAL NOTES TO BEC3.1 All bidders are required to qualify the above BEC. Bidders should ensure submission of complete information /documents in the 1st instance itself. Evaluation may be completed based on the details so furnished without seekingany subsequent additional information / document. Subsequent to submission of bids and after expiry of 'Bid Due Dateand/or Time', bidders will not be allowed to change the Prices or substance of bid, i.e. Scope of Work, Contract Period,etc., including modification of bid, to meet the above BEC.

3.2 To establish compliance of "BEC-Technical", bidder must submit copies of relevant "WorkOrder/Contract/LOA (with Scope of Work and SOR)" and "Work-Completion/ Execution Certificate (bearing Ref. No.of relevant Work Order/Contract/LOA)". In case of Sub-Contract, bidder must submit copies of relevant "WorkOrder/Contract/LOA (with Scope of Work and SOR)" issued by Main Contractor and "Work-Completion/ExecutionCertificate (bearing Ref. No. of relevant Work Order/Contract/LOA)" from both End-User/ Owner and MainContractor. The "Work-Completion/Execution Certificates" shall have details like Work Order/Contract/LOA No.(with Date), Ordered & Executed Value of Work, Date of Work-Completion, Certification of SatisfactoryWork-Execution/ Completion, etc. All the above documents submitted by the bidder to substantiate compliance ofabove BEC shall be duly certified/attested by a Chartered Engineer and Notary Public (with legible stamp).

3.3 Experience of only the Bidding Entity shall be considered. A job executed by a bidder for its own Plant/Projectscannot be considered as experience for the purpose of meeting BEC of Tender. However, jobs executed for itsSubsidiary / Fellow Subsidiary / Holding Company will be considered as experience for the purpose of meeting BEC,subject to submission of Tax-PaidInvoice(s) duly certified by the Statutory Auditor of the bidder or by a practicing Chartered Accountant towardspayment of Statutory Tax in support of the job executed for its Subsidiary / Fellow Subsidiary / Holding Company.Such bidders to submit these documents in addition to the documents specified in Tender Document to qualify aboveBEC.

3.4 Bidders who are on the Holiday/Negative-list of GAIL or any of its PMC's, or have been Blacklisted by anyGovernment Department / Public Sector as on 'Bid Due Date' or during the process of evaluation of bids, the offers ofsuch bidders shall not be considered for opening/evaluation/award. If the Tender Document was downloaded fromwebsite by such bidders, offers submitted by all such bidders shall not be considered for opening/ evaluation/award.

In absence of above bids are liable for rejection.

Evaluation of Bids :"Price Bids" of only Techno-Commercially-Acceptable bidders shall be opened and considered for evaluation andaward.

4.1 Evaluation and comparison of bids shall be done on the basis of Prices quoted by the bidders, including all taxes& duties, bidders' quoted rate/amount of Service Tax (and Cess thereon), and considering Cenvat-credit offered by thebidder w.r.t. Service Tax.
