Our organization, a non-profit organization, provides humanitarian assistance to “people in need”, is seeking quotations from eligible contractors to provide and transport flour inside Syria. Our organization anticipates awarding Multiple or Single contract(s) as a result of this Solicitation. Our organization reserves the right to award more or none under this RFQ.

All bids shall be submitted via Syr-tendering@irdglobal.org as PDF format Or via Sealed envelopes to our office in English village No. 288 in Erbil. This RFQ is in no way obligates our organization Our organization to award a contract nor does it commit our organization to pay any cost incurred in the preparation and submission of a proposal.

Technical Specification

Inspection of supplies by Our organization before delivery:

The selected vendor must notify Our organization that the quantity is stored at its warehouse and ready to be shipped to Derik in Syria. According to the implementation plan, the vendor shall supply the quantity to Our organization warehouses in Ain Isa, Malikiyah or Mabada , as determined by our organization, then after Our organization performs QAQC the vendor must transport them to the specified bakeries. The flour will be examined, and images will be taken for random samples of the shipment by a third party inspection company.

The QA/QC and Test Analysis that undertake by Our organization:

* Flour visual checks, QA/QC at Our organizations’ warehouses, In Syria and Iraq.

* Laboratory test for flour specification will be conducted by specialized lab.

Packaging specifications:

The flour must be packed in rigid bags made of polypropylene fabric. The bag must be sewn on two sides with a solid thread. The bag and the sewing should be of commercially reliable types and weigh at least 50 kg per bag. The packing should be suitable for carrying and transport and should provide protection during transportation such as rain, dust and other weather conditions. The word "humanitarian aid" should be written on the bag and a serial number, as requested by Our organization and the designated logo, so that the bag can be traced at the distribution points and according to the form attached to this tender. The measurement of the bag should be 101 cm X60.5 cm.

Each bag shall hold a serial number that can be easily noted/read. The validity date shall be printed and according to the table in preliminary BOQ. Flour

expiry date shall be valid for at least 6 months and shall correspond to validity from origin.

Our organization will reject any bag that has no production and/or expiry dates and non-readable/erasable automated serial numbers.

The weight of each wheat flour bag should not be below 50kg/bag.

Evaluation and Award Process

Our organizations’ selection criteria is Lowest Price/Technical Acceptable (LPTA) و العقد التقييم منح قرار

Our organization shall have the right to refuse any shipment of supplied flour if the inspection results are not matching the contract specifications, as below:

Non Fortified Flour:1. If the percentage of mismatch of supplied flour specifications is around 25% compared to the contract specifications, the shipment may be accepted. However, the vendor shall be fined at 1% of the total contract value, for each shipment.

2. If the percentage of mismatch of supplied flour specifications, compared to the contract specifications, is more than 35% the shipment will be rejected and the contract will be terminated.

Payment Method and terms:

Payment for supplies quantities: Payment will be made after receiving, inspecting and accepting quantities ordered.

Payment method: payments will be made as bank transfer or if the company doesn’t have a bank account the payment will be made as Hawala (hawala is for Syrian vendors only), in both cases all banking/hawala fees will be paid by Our organization

Payments duration: Payment will be made within 30 days after the receival of goods and the original invoice(s) from the vendor.

Instructions to the Offerors

Certificate of Origin: The supplier shall submit the certificate of origin for the contracted quantity and the name of the supplied company. The certificate shall be certified & stamped by local government. If the certificate of origin is not submitted, the quantity will be rejected.

The certificate of origin (for flour) shall be submitted with every 1000 tons of flour to be processed.

Our organization may request a sample of flour from the shortlisted bidders. The payment will be in the form of the Hawala and all the expenses of transferring

commissions will be paid by Our organization. In case the vendor has a bank account in the name of the company, payments will be transferred to the account.

The Our organization is not responsible for fluctuations in the prices of wheat or wheat in the local and international markets during the contract period and the company is obliged to the proposed price according to the contract and until the end of the contract period between the parties.

The quantity is not fixed. Our organization can order less or more quantities. The quantities are not fixed for each month it can be less or more based on the need. All pages of the bids must be signed and stamped.

This tender is not a commitment for purchasing. All prices must be in USD. Our organization is not bound to contract with one company and can split the award

between one or more companies. A certificate of registration and CV should be sent with all contracts for similar and

previous business The trucks must be well covered and be rain proof. The company shall be responsible for all the expenses of the loading and offloading at the

bakeries’ warehouses and at Our organizations’ warehouses. The Company shall bear all risks and costs for any damage, loss or theft to the ordered

goods. The Company shall bear full legal responsibility for any disease, injury, disability or death of any of its employees, drivers, porters.

Note: The company shall have the appropriate warehouses to store the flour and, in all conditions, (in summer or winter) and shall always have continuous stock of flour when ordered by Our organization.

Our organization can cancel any part of the BOQ The flour shall have at least 6 months validity at the time of delivery. The date of production and completion must be clearly and legibly printed on the bags

and must be acceptable to local authorities in Syria. Our organization will terminate the contract in the event of negligence and delays of

delivery. The supply sample will be tested for flour. (For Flour Specifications: Please see the

attached BoQ).The List of Checks and Certificates that should be provided by the awarded contractor:

Certification of Origin. Border checks for Human consumption. Mill Factory Laboratory Test (if available). The vendor shall notify the Organization if any of the requested material & services will

be provided by another subcontractor. If Our organization learned about other subcontractors performing under this contract, without prior approval, the contract will be terminated immeditately.

The Company shall be excluded from opening the tender in the following cases:

If two or more bids are submitted for one tender. If it is proved that the authorized director has two registered companies in his name,

both of whom participated in the same tender. If only a lump sum has been provided and all prices of the scale have not been filled. If the bid is submitted in the absence of the required currency in the tender. If bids are submitted after the deadline for closing the tender. If the bill of quantities is not stamped. If the questions are not fully answered. If after bids opening calculation error in the offered price has occurred, the offer will be

rejected.
