Submittal Procedures

Provide one (1) original proposal signed in BLUE ink and marked “original” along with ten (10) copies of the proposal in hard copy andon thumb drives.

Provide two (2) hard copies (1-original and 1-copy) of Firms’ Financial Statements in a separate, sealed envelope bearing the assigned Solicitation Name and Number.

Responses will be evaluated by an Evaluation Committeeconsisting of City of Houston personnel.

The award of a contract will be made to the Firm offering theresponse which best meets the needs of the COH and HAS.The COH reserves the right to reject any offer if the Responsesubmitted fails to satisfy the COH that the Proposer isproperly qualified to provide the services contemplated asspecified.

EVALUATION CRITERIA

The Respondents Must Meet The Following Minimum qualifications:

5.1 The firm must demonstrate that it has been engaged in a contract to provideprofessional staff augmentation services for a contract of industryequivalency for a minimum of three (3) years in the last five (5) years.Industry equivalents include, but are not limited to, municipal, governmental,and regulatory agency staffing contracts for capital programs more than$500 million.

5.2 The firm must demonstrate that it placed a minimum of five (5) staff in theaforementioned contract.

5.3 The above Experience must be validated in letter(s) by the referencedcontract(s) Owner.

5.4 Respondent must pass the above criteria to be evaluated by EvaluationCommittee. Respondents that fail to meet the criteria will be removed fromfurther consideration and no further scoring of their submittal will take place.



EVALUATION CRITERIAFinancial Capabilities (Pass/Fail)

Provide audited financial statements or Federal Tax Forms Filed to the InternalRevenue Service (IRS) for the past two fiscal years. At a minimum, include theletter of opinion, balance sheet, schedules, and related auditor’s notes.

Firms that do not have audited financial statements shall submit unauditedfinancial statements from the previous two years along with federal income taxreturns from the previous two years.

Please note that this is a requirement and a firm’s failure to submit thisinformation will result in that firm not being considered for this contract. A firmshould not refer HAS to its website or any other database to retrieve thisinformation.

Project Scope and Overview The Building Standards Group (BSG) in the Infrastructure

Division of the Houston Airport System (HAS) is responsible foreffective and efficient building plan review, issuance and close-out of building code permitting actions, and issuance ofcertificates of occupancy throughout the Houston Airport System

The overarching purpose of the extension of staff services is toprovide BSG with the resources to perform functions related toconstruction permitting and code enforcement.

BSG operates under Memorandums of Understanding betweenHAS, HPW and HFD.

• The BSG EOS firm will report to and take direction from the HASInfrastructure Staff. It is anticipated that one BSG EOS firm/team will beselected and utilized to provide the extension of staff services toexecute the permitting and code enforcement responsibilities asdefined in the MOU.
