1 Preamble
Lausitz Energie Bergbau AG intends to set up a Special Purpose Vehicle (“SPV”) with a
project partner for the development, construction and commercial operation of an Energy
and Recovery Plant (in the following named “EVA Jae” or the “Project”) in the Jä-
nschwalde Industrial Area in Brandenburg, Eastern Germany. In 2020 a special purpose
vehicle (SPV) will be founded. The SPV will sign the contracts for the scope of supply to
be commissioned.
For this purpose, we are seeking for experienced companies applying in undertaking the
design, engineering, procurement, construction, commissioning and testing of the project
on a fully turnkey Engineer, Procure, Construct (“EPC”) basis.
This Request for Qualification (RFQ) is intended to check the financial and technical
qualification of applicants for the realization of the project as an EPC contractor.
The RFQ and the subsequent Request for Proposal (RFP) which is currently under
preparation, shall be made without the contracting authority being a sectoral contract-
ing authority within the meaning of the Act against Restraints of Competition (GWG). In
particular, the award procedure is not subject to VGV, SektVO, VOF, VOL-A or VOB-A.
The information provided by LEAG in the RFQ is for information only based on the cur-
rent state of planning and may change as the project progresses.
It is attended to apply for state incentives for this enterprise. For this reason, the tender
is subject to the explicit reservation of cancellation and retendering, in the case that this
will be necessary due to requirements for getting the aspired public funding. In making
an application, the applicant gives it explicit consent, that there is no right to claim reim-
bursements of costs or any other disadvantage compensation in the case of such a re-
tendering.
The award of the contract is in particular subject to the following reservations:
- Subject to the approval of the committees on the part of the client, or
- Subject to the award of needed public law approvals.

4 Description of the Project
The following technical description is provisional only and solely for the purpose of the
RFQ. LEAG is currently preparing for the construction permit, the environmental permit
and the tender specifications. The latter will be included in the RFP which will be re-
leased to qualified bidders. Therefore, LEAG reserves the right to amend this descrip-
tion in the tender specification later on.
4.1 General Description
The purpose of the planned EVA Jae is the thermal utilisation of refuse-derived fuel
(RDF), which mainly consists of domestic and industrial municipal waste. The offtake of
sewage sludge should be optional possible with separate technical equipment.
The EVA Jae shall be designed for a maximum total quantity of 480,000 t/a of fuel with
a thermal value of 9,000 kJ/kg to 18,000 kJ/kg. The sewage sludge share may amount
to up to approximately 40,000 t/a. The thermal utilisation shall be carried out in two
identically constructed thermal treatment lines with a thermal output of 100 MW th each
(in total 200 MWth).
The planned technologies, in particular the combustion grate, the steam generator, and
the multi-stage flue gas cleaning components, must reflect the current efficiency and
latest environmental standards including state of the art design. The thermal energy
thus released is to serve the self-provision of the EVA Jae. In addition, the EVA Jae
shall feed electricity into the public grid with a capacity of approx. 50 MWe, provide up
to 100 MWth of district heat and / or be used to extract up to 150 t/hr of process steam.
The supply of RDF and sewage sludge shall be primarily by road transport. The addi-
tional rail delivery of partial quantities of bailed RDF is also planned. For this purpose, a
handling area is planned close to the rail way for approx. 2,000 – 3,000 tons of bailed
RDF. The RDF is to be tipped straight into the fuel bunker. The sewage sludge shall be
tipped directly into a separate receiving tank, from where it is pumped into silos. From
there it shall be fed from the silos to the two thermal treatment lines.
The thermal treatment lines shall be designed for a thermal value of 13,500 kJ/kg,
while a thermal value range of 9,000 – 18,000 kJ/kg is assumed. The EVA Jae is pro-
vided with two (2) identical thermal treatment lines with proven and state of the art
grate firing and boiler technology. The EVA Jae should enable the widest possible
working area without the use of sustained combustion. Light heating oil is to be used as
fuel for the ignition and sustained combustion.
For the design of the flue gas cleaning system, the requirements of the 17th Ordinance
on the Implementation of the Federal Immission Control Act (BImSchV) and the BREF
Waste Incineration, currently being implemented at the European level, are to be taken
into account.
Accordingly, the flue gases generated are to be cleaned through a multistage dry pro-
cess. The process must be future proof and listed according chapter 5 of WI-BREF as

best available technology (BAT). It shall consist of separation of acidic components,
low dust SCR catalyst, the separation of heavy metals as well as dust removal. In addi-
tion, further attendant facilities are required, for example, for the storage and convey-
ance of operating and residual materials.
The steam generated in both lines will be fed to a common main steam header and
then to a condensing steam turbine, which will drive a generator. The waste steam is
condensed in an air-cooled condenser and the condensate returned to the process.
The electrical energy will be fed to a 380 kV or 110 kV network. The EVA Jae is also
intended to extract district heat, which is to be fed into the existing hot water network of
the Jänschwalde power plant. For generation of the district heat, preheaters are to be
provided which shall be fed by steam extractions from the turbine. At the request of the
Jänschwalde power plant, a temporary supply of up to 150 t/h should be possible for
starting operations of the utility boilers.
Accordingly, at least the following components, systems and plant sections are to be
considered as part of the EPC scope of supply:
All civil works incl. foundations and auxiliary buildings (vehicle scales, gate-
house, workshop, material warehouse, control room, administration building,
security system) and building facilities
Fuel delivery and storage (separate for RDF and sewage sludge)
Furnace with grate firing
Boiler for steam generation
Turbine with generator and cooling system
Complete water-steam cycle
Flue gas cleaning including chimney and CEMS
storage, control and transport of all chemicals and consumables
Chemical offloading and storage facilities and storage of the bottom ash and fly
ash residues
Distributed control system including HMI for operations & monitoring
All electrical equipment
Communication and security technology
Other auxiliary facilities required for operation of the EVA Jae
The EVA Jae is to be run in base-load operation with approx. 8,000 full-load operating
hours per year and cover a load range of approx. 60 to 100% for continuous operation
under RdF fire.
The technical concept shall be based on the state of the art of technologies at the time
of planning and construction. The supplier shall design the EVA Jae based on proven
components and parameter in order to mitigate technical risks, e.g. corrosivity in the
flue gas path, and to achieve a high efficiency and availability.
4.2 Scope of supply and services
The request for Qualification only provides an overview of the deliveries and services to
be provided in the context of the project. Details of the scope of supply and services
shall be provided within a technical specification which will be released to prequalified
bidders at a later stage.

The planning and construction of the EVA Jae shall be carried out in accordance with
German laws and the requirements of the approving authority. The aim is to have the
project built by a general contractor. The general contractor should provide the entire
scope of services on a fully turnkey basis from planning, to procurement, construction,
commissioning and trial operation for the thermal waste utilisation. The scope of supply
and services includes all structures, systems and components such as storage and
conveyor technology, grate, steam generators, flue gas cleaning and removal, building,
water-steam cycle, electrical and control technology necessary for fully automatic oper-
ation of the EVA Jae.
The EPC supplier shall be required to provide the following scope of supply:
Execution planning of the EVA Jae including all interfaces to external partners
(electricity, water, steam, data / communication), taking the results of the pre-
liminary planning into account
Procurement of all components and systems required for the EVA Jae, includ-
ing all necessary ancillary services
Preliminary work for obtaining the permit according to the Ordinance on Indus-
trial Safety and Health (Betriebssicherheitsverordnung)
Planning, construction, coordination and maintenance of the site equipment,
including securing of the building site
Construction of the EVA Jae, including all building work and transport, storage,
installation of all plant components
Commissioning and trial operation, including provisional proof of compliance
with the approval requirements and guaranteed quality parameters
Monitoring of the measurements to prove the guaranteed quality parameters
within the first year after acceptance
Complete documentation according to the client’s specifications
4.3 Approval
The Jänschwalde Energy and Recovery Plant requires approval according to the Fed-
eral Immission Control Act (Bundes-Immissionsschutzgesetz), which is to be classified
under Section 8.1.1.3, G, E of Appendix 1 of the 4th Federal Immission Control Ordi-
nance (Bundesimmissionsschutzverordnung). Furthermore, it is to be designated under
No. 8.1.1.2 of Appendix 1 of the Environmental Impact Assessment Act (UVPG), and is
thus subject to classification as an environmental impact assessment project. Accord-
ingly, an approval procedure is required in accordance with § 10 of the Federal Immis-
sion Control Act with public participation. Furthermore, it is a plant in accordance with §
3 of the 4th Ordinance on the Implementation of the Federal Immission Control Act
(BImSchV) (Appendix according to the Industrial Emissions Directive).
The Jänschwalde Energy and Recovery Plant is to be approved as an independent
new plant, independently of the existing “Jänschwalde Power Station”. A “supplier-neu-
tral” approval application is to be made, and the approval process is to be divided into
two partial permits. The first partial permit is, as far as possible, to cover all environ-
mental protection law matters (environmental effects, nature conservation, etc.) and the
building permit, so that (final) public participation can be carried out and the environ-
mental impact assessment thus concluded. On this basis, building can start on issuing
the first partial permit. The second partial permit should only include the final approval
according to the Ordinance on Industrial Safety and Health and, if applicable, minor

structural changes which do not require renewed public participation. Amendments af-
ter the issuing of the first partial permit which could affect the protected goods should
be avoided, as this would require renewed public participation with considerable addi-
tional time needed.
A scoping study has already been carried out, and the approval application is currently
being prepared. The approval application is to be submitted to the competent authority,
the State Office for the Environment of the State of Brandenburg, in February 2020.
The approval notice is a prerequisite for the award of the services requested with this
prequalification. For the approval in accordance with the Ordinance on Industrial Safety
and Health, the preliminary work of the then successful bidder is required and consti-
tutes part of the order.
5 General commercial description
The commercial and technical tender documents will be handed over in German and
English language. Offers should be handed over in German and English language. The
contract will be handed over in German and English language, however the German
version is prevailing and German law applies. The EVA Jae respecting. equipment doc-
umentation, to be prepared by the supplier as well as the complete contract execution
(verbal and written), are in German language. Official language at construction site is
German language too.

7 Selection requirements
Each applicant shall fully comply with the requirements. For each requirement it is
stated what information shall be handed over as part of your Request to Qualify and
what information shall be handed over at conditional contract award. It is noted that
contract award shall, amongst others, be provisional to the handover of all such proof
and documentation.
If the applicant is a branch, subsidiary or operating company of a holding company or a
group of companies and such holding company or group of companies expresses the
intent to guarantee the performance of the applicant under the contract then this guar-
anteeing entity is to complete the ‘economic and financial requirements’ as listed below
in the sections 7.1.
If an applicant is a consortium or a Joint Venture, the ‘economic and financial
requirements’ shall be handed over for each member individually. The ‘technical
requirements’, however, are applicable to the consortium as a whole.
