About Summit Park Summit Park is a new amenity in Maple Valley and consists of: Three sports fields, A skate park, Inclusive playground, Walking trails, Green to Cedar River trailhead parking, Restrooms, and A shelter pavilion. Phase 2, expected to open by the end of this summer, will include a sports court and off-leash dog park.

Summit Park

Transformer Utility Box Artwork Project

Application Deadline: August 30, 2019

Call & Artwork Project Summary The City of Maple Valley, Washington invites local professional artists/artist teams to submit their qualifications for consideration to design site-specific artwork that will enhance a large transformer utility box located at Summit Park. The artwork will be an innovative way to convert a very large green metal utility box into a beautiful piece of public art! The selected artist will design original artwork that the City will have professionally printed onto vinyl and installed as a wrap on the transformer utility box. The compensation for the artwork design will be $2,000, inclusive of all artist fees, design, labor and travel. Artists are encouraged to visit Summit Park to view the transformer utility box as well as experience the activities, ambiance and setting of the park.

About Summit Park Summit Park is a new amenity in Maple Valley and consists of:

Three sports fields,

A skate park,

Inclusive playground,

Walking trails,

Green to Cedar River trailhead parking,

Restrooms, and

A shelter pavilion. Phase 2, expected to open by the end of this summer, will include a sports court and off-leash dog park.

The City of Maple Valley purchased the Summit Park site in 2006 from the Tahoma School District for development as a community park, with an emphasis on athletic fields. On July 9, 2018, Maple Valley City Council voted to accept a construction bid and the groundbreaking of the 14.57-acre site took place on August 2, 2018. The ribbon cutting for the park was held on July 18, 2019. Summit Park is located at the Northwest corner of SR-169 and SE 276th Street off the roundabout on Tahoma Way.

Artwork Specifications & Criteria The theme of the artwork should depict the essence of Maple Valley such as local play and

culture, activities and amenities of Summit Park, history of the site, local history, etc. The

artwork design should also take into consideration its location and audience.

Artwork will cover the front, back and sides of the utility box. The utility box measures:

o 202 inches/16.83 feet wide on front and back

o 36 inches/3 feet wide on sides

o 90 inches/7.50 feet high

Artist may sign artwork within the design and/or include a small logo.

Selected artist/artist team will be provided with a digital template by the vinyl wrap company

and will be required to work with City staff and vinyl wrap company representative to fine

tune artwork for the final product. Artwork will be created using Photoshop or Illustrator and

also submitted to the selection panel in one of the following file types; .pdf, .jpeg or .png.

The City of Maple Valley must have 24-hour access to the transformer utility box and there

should be no intrusion on the function, doors, locks, gauges, etc. Artwork shall not affix to

hardware or block ventilation. When designing artwork, the artist must take into

consideration the location of vents, gauge windows and hardware such as door handles.

The artwork is intended to remain on the utility box for a period of 5 to 10 years. However,

the City reserves the right to remove the artwork at any time and for any reason without

notice.

Selection Process & Criteria A selection panel consisting of Public Arts Commissioners and representatives from both City staff and the Parks & Recreation Commission will review all responses to this RFQ and determine the applicant(s) to continue as a finalist. Finalist(s) will be invited to interview with the panel.

The selection panel reserves the right to make no selection from the submitted responses or finalist interviews.

Artist selection will be based on the following criteria:

Samples of past work illustrate that the artist is qualified for this project;

Artistic style; graphic strength, originality, technical competency, and visual appeal;

Completeness of application as noted in submission requirements; and

Submitted materials demonstrate excellent communication skills.

Artwork Design & Review Process The selected artist will enter into an agreement with the City of Maple Valley. The selection panel will meet with the artist for the opportunity to share knowledge and ideas related to the Maple Valley community and Summit Park as well as to answer questions from the artist regarding artwork design. The artist will meet with and present design(s) for the selection panel’s review, suggestions and approval. The artist will provide monthly updates to the selection panel or as requested by the panel. The artist will attend a City Council meeting with the selection panel to present the final design for Council consideration and authorization.

Response Guidelines and Required Materials Responses to this RFQ must include the following four items to be considered by the selection panel: 1. Profile – Including applicant contact information; 2. Resume – Two page (maximum) current professional resume; 3. Artist’s Statement of Interest – 500 words (or less) that explain why the artist is interested in

this project and how the artist’s practice and work, community, and life experience relate to this project and the posted selection criteria; and

4. Work Samples – Applicants may submit up to five (5) total samples of past work that best illustrate their qualifications for this project.
