Section 1. ....................................................... Introduction

The State Secretariat plays a crucial role in the governance

of the State. It is a repository of a wealth of information and

knowledge. Decision-making and policy formulation processes

within the Secretariat involve receipt and dispatch of a large

number of communications apart from holding, maintaining and

processing large volumes of data.

The Government of Andhra Pradesh has taken several steps

to promote effective use of Information Technology to bring

about a significant improvement in these processes(Pl see

Annexure I). A P Secretariat currently has over 600 computer

systems connected through an ATM network, with a 622 Mbps

backbone and 155 Mbps pipes within the blocks and floors. The

Secretariat Campus Area Network is designed to connect upto

about 5000 systems.

A comprehensive study was taken up on the functioning of

the Secretariat and it is proposed to take up the development of

a "Secretariat Knowledge & Information Management System"

(SKIMS). This project would be undertaken to develop a

generic product that takes care of Knowledge and Information

Management in large organisations.

A document titled "Towards a Knowledge-led Governance"

(hereinafter referred to as the "SKIMS Report") that gives an

introduction about the Secretariat, describes the problems of

the present system, objectives of the SKIMS project and gives

an outline of a proposed architecture for the project is enclosed

with this document. It may be noted that the solution proposed

in this document represents one possible solution and the

Consultant cum Solution Provider’s (CSP’s) submitting their

"Expression of Interest" are encouraged to suggest any

alternate architecture and solution for this project. During

evaluation, due weightage will be given to the suitability and

elegance of the architecture and solution proposed by the

CSPs.

Section 2............................................................. Invitation

It has been decided to avail the services of a major IT

Consultant cum Solution Provider (hereinafter referred to as

CSP) for carrying out Systems Study, Design, Development,

Testing, Training and Implementation of Software System for

SKIMS Project. The selection of the CSP that would be

entrusted with this project would take place in a two-stage

process. In the first stage, companies meeting the pre-

qualification criteria are invited to express their interest in

undertaking this project. Three of these companies would be

short-listed on the basis of evaluation of competency and

capacity to undertake this project. In the second stage, the

short-listed companies would be invited to submit their technical

and commercial bids for the project.

This document provides information to enable companies

interested in undertaking the project to understand the broad

requirements and to submit their "Expression of Interest".

Section 2.1 ............................................................ Pre-qualification of CSPs

Keeping in view the sensitiveness, complexity and volume of

the work involved, the following are prescribed as pre-

qualification criteria for CSPs interested in undertaking the

project.

� A cumulative turnover exceeding Rs 20 crores over the

preceding 3 years in IT consultancy & software development.

� A cumulative turnover exceeding Rs 2 crores over the

preceding 3 years in IT consultancy and software

development for public systems1

� In house software work force of at least 200.

� Significant presence in Andhra Pradesh over the last 2 years,

with at least 50 software professionals employed in Andhra

Pradesh (as on 31-3-2000).

Section 3. ....................................................Features of the Proposed System

The salient features of SKIMS are:

3.1 SKIMS seeks to achieve a set of 10 clear objectives like

increasing employee productivity, efficient management of data,

information and knowledge within the secretariat, exploitation of

the power of the network and advancement towards a paperless

and knowledge-led governance. Chapter 3 of the SKIMS Report

gives the objectives of the project.

3.2 It is based on a two-tier architecture. The Central Information

System (CIS) and the Departmental Information Systems (DIS)

constitute the two tiers. (Suggested architecture only; not

mandatory for CSP’s to adopt this.)

3.3 The creation, numbering and closure of files is proposed to be

handled centrally for the entire secretariat. Certain aspects of

security, access permissions etc. are also proposed to be

managed centrally.

3.4 Common applications useful to all the departments are proposed

to be developed and implemented as part of the CIS. Examples

are pay rolls, leave, audit, monitoring of plan schemes etc.

3.5 It is proposed to classify the business in the secretariat into various

subjects and assign each with a code and weightage in terms of its

importance. The file movement will be regulated in such a manner

that work is attended to on a priority basis so that the routine

does not completely drown the important work.

3.6 Concepts like knowledge bank, workflow automation and electronic

files are incorporated.

3.7 The flow of information between field departments and the

secretariat is proposed to be handled electronically.

3.8 The project design and implementation will incorporate suitable

security features.

3.9 This project is expected to make a significant contribution to the

evolution of various technical standards governing implementation

of IT projects within the Government.

Please refer to Chapter 3 of the SKIMS report on the Objectives of

the project for more details.

Section 4 ................................................ Scope of the Work

An in-depth study of the system, its processes and the system

requirements will contribute to the success of the project. The CSP has

to understand the administrative setup of the secretariat, organize the

‘when, what, and how' of the flow of information flows within the

secretariat, analyze the existing functions (obligatory, discretionary and

voluntary) performed by the departments, and understand the decision-

making processes in order to identify the strengths and weaknesses of

the existing system. The CSP will be responsible for assessing the

current information systems, analyzing the information flows and needs,

studying and recommending the solution and its architecture and

preparing an overall plan and schedule for implementation. The CSP

shall also be responsible for the development and implementation of the

solution and the maintenance of the application software for a period of

three years from the date of acceptance.

The broad framework presented in the SKIMS report represents

one possible solution and the CSPs submitting their "Expression of

Interest" ( Stage I bid) are encouraged to suggest any alternate

architecture and solution for this project. The following description of the

scope of the project is based upon the existing solution framework

outlined in the SKIMS report and is subject to modifications based upon

suggestions from CSPs during this process.

SKIMS is a large system consisting of 4 major sub-systems in the

Central Information System (CIS) and 4 sub-systems in each of the 40

departments. It also involves development of application software for

common functions in the CIS and department-specific functions in the

Departmental Information System (DIS). As per the initial studies, there

may be 20 common applications in the CIS and about 200 applications

in all the departments put together. Design and implementation of this

project will call for extensive interaction of the CSP with all the

departments in the secretariat at various stages of the project.

The variety and quantum of development and system integration

work involved in SKIMS project requires a large number of programmers

and system analysts. They will work in one central team that handles the

CIS and integration, and at least five other teams, each of which may

focus on development of DIS for a group of departments. These teams

would have to work in close coordination.

Central Information System covers the following modules:

• Central File System (CFS)

• Knowledge Management System(KMS)

• Network Management System(NMS)

• Common Applications System (CAS)

Departmental Information Systems cover the following

modules:

• Departmental File System (DFS)

• Departmental Database (DDB)

• Shared Database (SDB), and

• Departmental Applications System (DAS) (see Annexure II

for a list of the departments, classified into 5 groups)

For more details of these modules, please refer to the SKIMS

report.

Implementation of the project will be divided broadly into the following phases:

The scope of the work to be entrusted to the selected CSP

includes:

i. System study, analysis, drawing up of functional

requirements & preparation of draft SRS for the total system

ii. Defining phases of development and implementation

iii. Suggesting necessary re-engineering of the processes

iv. Design of the system and subsystems following open

standards

v. Rapid prototyping

vi. Finalization of SRS and Detailed Design of the system and

its sub-systems

vii. Phased development, testing and implementation

viii. Development of suitable and required user interfaces, and

databases in Telugu ;

ix. Conduct of a security audit and preparation and

implementation of a Security Administration Plan for the

entire SKIMS system

x. Training - Defining overall training requirements and

preparation of the training plan; conducting project specific

training for users

xi. Preparation of documentation including SRS, Detailed

Design, User Manuals, Operational Manual, Maintenance

Manuals, etc. as per international standards like IEEE

xii. Warranty support and ongoing technical support for

modifications, improvements and enhancements of the

systems for a period of three years after acceptance

xiii. Ongoing operational support for system and database

administration, including upgradation and version control2, for

a period of three years after acceptance.

The CSP will be expected to ensure that the system is designed

and developed as a generic system that can be deployed in other

large Government organizations. The Government of AP shall be the

absolute owner of the product and shall have the IPR with it. The CSP

may undertake implementation of the SKIMS system anywhere else,

with the prior written permission of the Government of AP (represented

by APTS) under mutually agreed terms and conditions.

It is also reiterated that the design and implementation of this

project will call for extensive interaction of the CSP with each of the

departments in the secretariat at various stages of the project.

2 For this purpose, the CSP will be required to position a team with a project manager, a project leader and three

software engineers with specified levels of experience and skill-sets, drawn from among those who are actively

associated with implementation of the project. The financial bids submitted by CSPs in the second stage, will

include the man-month rates for deployment of this team. In case a larger team is required to carry out major

unanticipated upgrades, the CSP will be required to augment the team with more team members at the man-

month rates indicated in the financial bid.

Section 5 .....................Schedule for Completion of Tasks

The project is expected to be completed up to phase II, in 9

calendar months from the date of signing of contract. The CSP should

define the milestones and indicate the precise time schedule for

reaching each milestone, using project management techniques.

Time is the essence of the contract. It is proposed to introduce stiff

penalty clauses for slippages from the agreed milestones. The relevant

terms will be communicated to the 3 CSP’s shortlisted at the end of the

evaluation of Stage I bidding.

The responsibility of the finally selected CSP will also include

maintenance and handholding for a period of 3 years from the date of

acceptance, which will be done within 3 months from the date of

installation of the entire solution by the CSP . The total period of

engagement of the CSP will thus be for a period of 4 years

Section 6 ….Project Implementation Committee &

Project Team

The implementation of the project will be taken up under the

guidance of Project Implementation Committee (PIC) with the following

composition:

The PIC is responsible for the overall supervision of the project

and approval of its strategy, components and timeframe. The committee

will also guide the departments during the process of software

development and implementation.

A dedicated project team comprised of officers with a good

knowledge of the functions and processes of the secretariat is being

constituted in the IT & C department. This team will function under the

guidance of the PIC and will coordinate with the technical teams to be

positioned by the CSP on one hand and the departments on the other. It

will be responsible for management of the SKIMS project and according

various approvals required by the CSPs at various stages, including

signing off of the functional specifications, the design documents, the

system requirement specifications and acceptance of the software

modules for testing and implementation.

Section 7 ..............................Two-stage Selection Process:

7.1 Stage I bidding

In the 1st stage, the CSP will not be required to interact directly

with the secretariat departments. After going through the SKIMS report,

that is given along with this RFP, the CSP is expected to file their

"Expression of Interest" along with an outline of the proposed solution.

Any clarifications required by the CSP will be provided by the SKIMS

project team. The CSP may also be called upon to make a presentation

to the technical committee, highlighting various aspects pertaining to the

evaluation parameters. Firms satisfying the pre-qualification criteria will

be evaluated based on the following parameters:

At this stage the CSP is expected to give a brief approach paper and an outline of the solution proposed. They are expected to provide information for evaluation that would be based on the following criteria:

improvements to the functional requirements, architecture, methodology

and other aspects covered in the SKIMS report.

The CSPs are expected to propose the outline of their solution in

respect of each of the above areas, with illustrations to explain the

features of each of the above models and also indicate the names of the

application software package options and preferences.

• Software development model considered appropriate for SKIMS

project

• Manpower deployment plan

• Time frame, elaborating how the CSP plans to execute the project within the time frame of 9 months indicated in this document

On the basis of evaluation of the bids at the first stage, three

CSPs will be short-listed. They would then be given 8 weeks to study

the secretariat systems and prepare a detailed document outlining the

solution. In this process, the CSP will be expected to interact with the

SKIMS project team as well as with officers of the department(s)

involved. At the end of this period, the CSP would be expected to submit

its technical and financial bids covering the following aspects:

coding of subjects, issue of GO (Govt Order) digitally, its

incorporation in the Knowledge Bank and its communication to all

concerned etc,

All other terms and conditions including the penalties, terms of payment etc will be specified at the time of commencement of Stage II bidding.

Section 8 ............................................ Information to CSPs

8.1 ……………………..General

Companies that satisfy the pre-requisite criteria listed in Section 2.1 and have the capacity and skill-sets of handling such complex and comprehensive projects are invited to 'Express their Interest' in undertaking this project, in the Format at Annexure III along with all the enclosures duly filled in.

In the first stage, three companies will be shortlisted from among those that respond to the advertisement and satisfy the pre-requisite criteria, through a process of evaluation of the information in the 'Expression of Interest' and accompanying documents submitted by them. The general terms and conditions of the assignment will be specified to the 3 short listed bidders at the commencement of Stage II bidding.

In the second stage, the shortlisted CSPs will be given the Terms of Reference (TOR) for the project and requested to give their Technical and Financial bids, which will be evaluated applying a weightage of 1:1 to the technical and commercial bids. The CSP that is eventually selected will have to enter into an agreement with APTS.

The CSPs must familiarize themselves with local conditions and take them into account in preparing their Expression of Interest.

The project team will provide the inputs specified in the Data Sheet, assist the firm in obtaining licenses and permits needed to carry out the services, and make available relevant project data and reports.

Please note that (i) the costs of preparing the proposal at Stage I or Stage II, including visits , proof of concept, prototypes or presentations , are not reimbursable; and (ii) the APTS is not bound to accept any of the bids submitted at stage I or Stage II.

The Government requires that CSPs provide professional, objective, and impartial advice and at all times hold the Government's interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. CSPs shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of the Government.

The CSPs may ensure that information is submitted as required and that material deficiencies in providing the information requested may result in rejection of their proposal.

The Expression of Interest (Stage I bid) shall not include any financial bid. Information relating to evaluation of proposals and recommendations for shortlists shall not be disclosed until the completion of the first stage, when the short-listed firms will be notified about their having been short-listed. CSPs may request for clarification(s) at any time not less than 10 days before the proposed submission date. Any request for clarification must be sent in writing by paper mail, facsimile, or electronic mail to MD, APTS. MD, APTS will respond by cable, telex, facsimile, or electronic mail to such requests and will send copies of the response to all invited CSPs that intend to submit proposals. Section 8.2. ........ Documents Comprising 'Expression of Interest'

The Expression of Interest (Stage I) should comprise of the following documents

• A brief description of the CSP and an outline of recent experience on assignments of a similar nature. For each such assignment undertaken by the CSP, the outline should indicate, interalia, the profiles and names of the staff deployed or proposed to be deployed, duration of the assignment, contract amount, and description of the CSP company’s involvement.

8.2.3 The following documents should also accompany 'Expression of Interest':

8.2.3.1 Extract of Audited Balance Sheet showing the Software Consultancy & Application Development turnover along with supporting documentary evidence.

8.2.3.2 Copies of purchase orders or contracts for the following categories of projects, along with the project status as on the date of submission, should be enclosed :

• Software consultancy and Application Development projects successfully completed in Government in the last five years and the project status as on the date of submission.

• Software Consultancy or Application Development successfully completed in Workflow based Projects.

• Software Consultancy or Application Development successfully completed in system integration projects.

• Networking & Network Management projects successfully completed.

• Consultancy or application development projects currently being executed by the CSP, duly indicating the status on the date of submission (the expected date of completion and the team composition for the projects).

8.2.3.3 Existing human resources as per the payroll of the organization, and a list of existing IT professionals on the CSP company's payroll at Hyderabad, as on 31-3-2000.

Section 8.3 . ........... Submission, Receipt and Opening of Proposals 8.3.1 The original proposal (Expression of Interest) shall contain no inter-lineation or overwriting, except as necessary to correct errors made by the firm itself. Any such corrections must be initialed by the person or persons who sign(s) the proposal. 8.3.2 An authorized representative of the firm initials all pages of the proposal. The representative’s authorization is confirmed by a written power of attorney accompanying the proposal. 8.3.3 The CSP should submit two copies of the proposal. The proposal should be marked “Original” or “Copy” as appropriate. If there are any discrepancies between the original and the copies of the proposal, the original prevails. 8.3.4 The original and all copies of the Expression of Interest shall be placed in a sealed envelope clearly marked “Expression of Interest for SKIMS Project”. 8.3.5 The completed proposal must be delivered at the submission address on or before the time and date stated above. Any proposal received after the closing time for submission of proposals shall be returned unopened.

Annexure I

The e-Governance initiative of Government of Andhra Pradesh The Government of Andhra Pradesh has made pioneering efforts in the area of e-Governance with the objective of providing efficient and SMART (Simple, Moral, Accountable, Responsive and Transparent) Governance and to provide speedy and convenient services to the citizens. The e-Governance initiatives can be classified along the following objectives
