REQUEST FOR PROPOSAL
JANITORIAL SERVICES
The Lehigh and Northampton Transportation Authority (LANTA) is seeking proposals from
qualified parties for the janitorial services of its facility as part of the Allentown Transportation
center in Allentown, Pa. It is the Authorities intent to award a three-year agreement.
Proposals shall be submitted electronically via the PennBid Program, and are due by 2:00pm.,
prevailing time, on Wednesday, July 26, 2017. All Details and documents are available at no cost
on PennBid (www.pennbid.net). All inquiries shall be submitted via the “Questions” feature
within PennBid.
LANTA reserves the right to reject any or all proposals or parts thereof.

INTENT OF PROCUREMENT
The purpose of this solicitation is to sign an agreement for the janitorial services for LANTA’s
facility which is part of the Allentown Transportation Center located at 6th and Linden Streets,
Allentown, Pa. 18103 on a six day a week basis with the proposer who provides the best Value to
the Authority. The Effective cost of each firm’s proposal, based upon the Authority’s actual
experience will be considered.
GENERAL CONDITIONS
I. Financial Assistance Grant
A. The services described in these specifications are to be purchased with the
Assistance of monies from the U.S. Department of Transportation and the Federal
Transit Administration (FTA). The successful proposer and all subcontractors will
be required to comply with all terms and conditions prescribed for third party
contracts in a grant contract between the United States and the purchaser.
B. This proposal is subject to “Buy America” requirements in 49 CRF 661. A
“Buy America” certificate must be submitted with proposal.
II. Federal Regulations
The contract between the purchaser and the successful proposer shall contain the
following provision:
A. Equal Employment Opportunity: In connection with carrying out this project, the
contractor shall not discriminate against any employee or applicant for employment
because of race, religion, color, sex, handicap, and national origin. The contract will
take affirmative action to insure that applicants are employed, and that employees
are treated during employment, without regard to religion, color, sex, age, handicap,
or national origin. Such action shall include, but not limited to, the following:
employment upgrading, demotion or transfer, recruitment advertising, layoff or
termination, rate of pay or other compensation, and selection for training, including
sponsorship.
III Prohibited Interest
No member, officer, or employee of the Authority, during his tenure or for one
Year thereafter, shall have an interest, direct or indirect, in this contract or the
Proceeds thereof.
IV. Interest of Members or Delegates to Congress
No member of or delegate to the Congress of the United States shall be admitted to
share or part of this contract or receive any benefit arising there from.
V. Terms of Payment
The contractor shall submit billing by the 10th of each month for services
Rendered during the previous month. Payment by LANTA will be made within
30 days.
VI. Taxes
The purchaser is exempt from payment of all federal, state, and local taxes in
connection with this purchase and said taxes shall not be included in the proposal
submitted. The purchaser will provide necessary tax exempt certificates to the proposer.
VII. Contractual Obligation
Each proposal shall be submitted with the understanding that the acceptance in writing
by the purchaser of the offer for the janitorial service described therein shall constitute
a contract between the proposer and the purchaser, which shall bind the proposer on his
part to furnish and deliver at his proposed price in accordance with the conditions of
said accepted proposal and specifications.
VIII. General
A. It is required that the attached non-collusion affidavit be executed and delivered
with the proposal.
B. The supplier shall comply with all federal, state, and local laws.
C. Sealed proposals shall be submitted in envelopes clearly marked “Sealed Proposal –
Janitorial Services” and must be received at the office of the Authority prior to the
scheduled due date and time. Proposals received after the scheduled date and time
will not be considered.
IX. Proposal Forms
Price proposals must be submitted on the forms provided. Proposals submitted in any
form will be considered non-responsive and will be rejected.
X. Changes
LANTA reserves the right to postpone the proposal due date for its own
convenience and to reject any or all proposals. A contract may be awarded
without further discussion or notification of proposers.
XI. Disadvantage Business Enterprise
This Authority solicits and encourages disadvantage business enterprise participation.
Proposers will be responsible to comply with the LANTA DBE program goal
requirements where applicable. This contract is not subject to the Disadvantage
Business program and applicable goal requirements. However, maximum DBE
utilization is encouraged.
XII. Termination of Contract
This contract may be terminated upon the occurrence of any of the following:
A. If. Though any cause, the suppler shall fail to fulfill in a timely and proper manner
its obligation under this agreement, or if the supplier shall violate any of the
covenants, agreements, or stipulations of the agreement. LANTA may terminate
this agreement by giving written notice to the supplier of such termination
specifying the effective date thereof, at least fifteen (15) days before the effective
date of such termination. The supplier may take action to cure any default before
the contract is terminated for cause. The supplier will only be paid for services
rendered and accepted.
B. The Authority may terminate this Agreement at any time without cause, provided
that it gives written notice to the supplier of such termination. LANTA will provide
at least thirty (30) days notice of such termination. In the event of such termination,
the supplier will only be paid for services rendered in accordance with the manner
of performance set forth in the contract.
XIII. Length of Contract
LANTA expects to sign a three-year contract as a result of this solicitation. The contract
initiation is September 1, 2017 and shall continue through August 31, 2020.
XIV. Location Information
It is the intent of this proposal to secure one contractor to provide janitorial services for
the following LANTA facility. The location and contact person is as follows:

XV. Site Visitation
A facility design layout is accompanying this proposal. Specific questions are to be
addressed to, Randy Flyte at 610-435-5739, during normal business hours.
Specifications
A. Time
Cleaning personnel assigned to the facility are to be on site beginning at 7:00 pm. until
11:00 pm. daily, unless otherwise noted, except Sundays and major holidays.
B. Services to be performed DAILY:
1. Empty and screen sand urns outside of the building, taking adequate precautions
against fire with extinguished butts, matches, etc. sweep/vacuum sidewalks, and
passenger platform areas.
2. Remove all trash and recycling to designated area, replace soiled liners as needed,
Trash receptacles must be cleaned as needed.
3. Dust all desks, chairs, equipment, window ledges, partition tops, counter tops, etc.
using a TREATED DUST CLOTH.
4. Remove finger marks, smudges for doors, door jambs and light switches.
5. Clean glass panes on entrance doors.
6. Clean all interior metal surface including push-plate and kick-plates.
7. Clean and disinfect drinking fountains.
8. Clean all kitchenette countertops, sinks.
9. Floors:
a.) Corridors, stairs and offices which are not carpeted must be swept with a
treated mop or a machine and damp-mopped in such a way as to leave
the floor with a well cleaned appearance. Care it to be taken not to mark
walls and furniture.
b.) Lift and clean all door mats at entrances and elsewhere.
c.) Vacuum clean all carpeted areas, including the elevator car, using a
beater-type, suction vacuum cleaner. Remove spots where possible.
10. Restrooms
a.) Sweep, wet mop, and sanitize hard surface floor.
b.) Wash and polish mirrors, shelves, bright work, metal partitions
and fixtures. Particular attention is to be paid to build up of dirt
around cubicle partitions at floor level.
c.) Wash and disinfect interior and exterior basins, bowls, urinals, and
toilet seats using only the highest grade disinfectant solution.
d.) Empty paper towel and toilet paper receptacles and deposit refuse in
appropriate containers.
e.) Refill the paper towel, toilet paper, and soap dispensers when necessary.
These items, as well as trash can liners, are to be supplied by LANTA.
f.) Dust all ledges and other surfaces using a treated cloth or mop.
C. Services to be performed WEEKLY:
1. All tiled or similar surfaces must be swept, damp mopped, and buffed,
reconditioning as necessary to maintain good appearance.
2. Whisk or vacuum all fabric upholstered furniture, as may be necessary.
3. Clean desk, table tops including tops, sides and fronts.
4. Soak and scrub all restroom, shower and locker room floors and walls.
D. Services to be performed MONTHLY:
1. Dust all high partitions, legs, pictures, frames, charts, maps, etc. and any other
exposed surfaces.
2. Clean and polish all glass partitions and/or doors.
3. Remove scale from toilet bowls and urinals using an approved de-liming solution.
a. All areas must be maintained to be a thoroughly high standard at all times.
Wax or dust around baseboards or edges of furniture shall not be allowed to
accumulate. Care must be taken to prevent water seepage under stationary items
of furniture: such as filing cabinets, etc.
E. Services to be performed AS NOTED:
1. Strip, machine scrub and buff all tile floors, applying a high gloss, non-slip
finish every April and October. Adequate precautions must be taken to
prevent and remove build up and splashing of furniture, equipment and
baseboards.
CRITERIA FOR SELECTION
All proposals received will be reviewed and evaluated. It may be necessary to call in two or more
firms for an interview to further discuss the submitted proposal. The following areas of
consideration will be used by LANTA in making the selection. Each area is to be addressed
through submissions included in this written proposal.
a. Understanding the Project.
The firm’s understanding of the objectives in asking for the services or
undertaking of the project, and of the nature and scope of the work involved will
be reviewed.
b. Qualifications of the Firm.
The ability of the firm to meet the terms of the RFP will be considered,
especially the quality, relevancy of similar projects completed by the
submitter. The financial capacity of the firm and the adequacy of
insurance coverage is part of this criteria.
c. Personnel.
The competence of personnel who are assigned to the job by
the firm is an essential element. Qualifications of personnel
will be measured by the experience on projects similar to that described
in the RFP.
d. Availability.
The bidders ability to respond to LANTA’s time constraints. This will
include proximity to the Lehigh Valley.
e. Disadvantaged Business Enterprise.
The proposer’s efforts to include the DBE participation in the project
will be considered.
f. Cost.
While proposal costs will be weighted heavily, it will not be the deciding
factor in the selection process.
Proposal Submission Material
All submitted proposals shall include the following forms;
a. Signed and completed cost proposal
b. Signed Affidavit of Non-Collusion
c. Signed Certification of Restrictions on Lobbying
d. Certification of Primary Participation Regarding
Debarment,Suspension, and Other Responsibility Matters
e. Certification of Lower-Tier Participants Regarding Debarment,
Suspension, and Other Ineligibility and Voluntary Exclusion.
OTHER ITEMS
KEY CHARGE
Contractors will be required to sign for and be responsible for a “master key” and
Proximity card for access to and throughout the building. If a key or card is lost, the contractor
shall be required to pay $25.00 each for replacement unit.
At no time is a cleaning company employee to permit anyone from gaining access to any area
while he/she is cleaning the Administrative office area.
REFERENCES
The proposer must submit with his/her proposal a reference list containing a minimum
Of three (3) current customers which may be contacted. The reference listing shall include
business name, address, contact name, phone number, and length of doing business.
INSURANCE
The Contractor shall submit with their proposal, a certificate of insurance setting further
coverage amounts for property and liability, workers comp. etc.. Each certificate shall require
that notice be given thirty (30) days prior to cancellation or material change in the policy to
LANTA.
The proposer agrees to defend any and all suits brought against LANTA by any employee of
them or other person (whether employed by LANTA or otherwise) for damage alleged or
claimed to have been caused by, through, or in connection with the installation, existence, use, or
exercise of the rights and privileges herein granted to the proposer including, but without
limiting the generality of the foregoing to, maintenance, presence, operation, and all related and
incidental equipment. The proposer agrees to indemnify and save harmless LANTA from and
against all claim or claims arising out of the installation, existence, use, or exercise of the rights
and privileges herein granted to the proposer, including but without limiting the generality of the
foregoing to the maintenance, presence, operation and all related and incidental equipment, and
to pay, liquidate, and discharge any and all claims or demands (including all costs or suit and
reasonable attorney’s fees) for injury, loss, or damage to any and all persons or property caused
by growing out of, or incidental, to the installation existence, use or exercise of the rights and
privileges herein granted to the proposer, including but without limiting the generality of the
foregoing to the maintenance, presence, operation, and use of any or all
Equipment. Nothing herein shall be construed to require the proposer to pay or settle any such
claim prior to judgment, unless it chooses to do so. In the event of any incident, the proposer
shall give immediate notice thereof to LANTA. In the event of any claim against LANTA
ensuing here from, LANTA shall notify promptly the proposer.
Contractor Obligations
The contractor must:
- Provide all working tools, cleaning materials and products, equipment janitorial carts, and labor
necessary to properly carry out the work detailed below. Appropriate signs must be provided and
placed by the contractor to mark areas which are slippery or unsafe due to cleaning and waxing
operations. Janitor closets will be provided by LANTA and must be maintained in a clean and
orderly condition. Waxes, polishes, cleaning materials shall be stored in these areas.
-Provide sufficient staff, including supervisory staff, to insure proper service is carried out to the
satisfaction of LANTA.
-Provide local phone numbers where a supervisor or representative can be contacted during the
day in case of emergencies.
-When requested to do so and upon reasonable demand, provide an official to accompany a
LANTA contract administrator for an inspection tour of the facility.
-Transportation – Contractor will be responsible for employee’s transportation to the job site
under this work scope so that all requirements can be accomplished on a timely basis. Lack of
transportation means not be an excuse for nonperformance of this contract.
-Ensure all employees arrive and depart on time of work.
-Be responsible for loss or damage to and property caused by Contractor employee to through
any condition during the performance of work under the contract. LANTA, for its option, may,
in lieu of payment therefore, require the Contractor to replace all lost/damaged property at his
expense.
CONTRACTORS STAFF SHALL
-Not use any telephones or equipment without prior permission.
-Care for LANTA property at all times to avoid breakage or damage.
The contractor shall report all leaking faucets, stopped toilets, drains that are clogged, broken
fixtures, light bulb replacement, and any fixtures that need to be replaced to the contract
administrator.
UNSATIFACTORY CLEANING PERFORMANCE
Upon notice of unsatisfactory cleaning performance, the LANTA contract administrator will
contact the contractor to notify him/her of the defect. The contractor will be responsible for the
immediate completion of the work for LANTA’s satisfaction.

1. Contractor shall not discriminate against any
employee, applicant for employment, independent
