Proposals for Hyperconverge Implementation and Server Migration will be received

by the Western Lake Superior Sanitary District (WLSSD) until the CLOSING time of

November 6, 2017 2PM. Proposals received after the closing time will be returned

unopened. There will be no formal opening. This project involves setting up new HPE

SimpliVity servers along with migrating specific systems from Hyper-V to the HPE

1.0 Important Project Dates

2.0 Background Information

The Western Lake Superior Sanitary District provides solid waste management and wastewater treatment

services for approximately 530 square mile region within St. Louis and Carlton Counties. It is governed by

a nine-member citizen Board of Directors. The WLSSD is looking for professional services to replace

their existing Hyper-V DL380 Gen6 Servers using HP4300 LeftHand Storage with a Hyperconverged

SimpliVity system using VMWare on HP DL380 Gen9 hardware that has already been purchased. The

following scopes of service are laid out in order of priority. It is the intent of WLSSD to complete all of the

scopes of services. WLSSD will proceed with Scopes of Services that fall within project budget.

3.0 Scope of Services

3.1 Professional Services for Hyperconverge Implementation

WLSSD currently has a 3 node VMWare architecture running on HP DL380 Gen7 nodes using

LeftHand and StoreVirtual SAN nodes for storage. VMWare currently is running all of the SCADA

software used by Process Control for monitoring plant operations, the Phone System, Backups, HP's

Fail Over Manager for SAN nodes, and Cisco Firepower Management and ISE. WLSSD also has a 3

node Hyper-V architecture running on HP DL380 nodes of varying generations that use the same

LeftHand and StoreVirtual SAN nodes used by VMWare. Hyper-V currently is running all other

systems required by the District. WLSSD has purchased two Hyperconverged HPE Nodes running

SimpliVity (see 7.0 Bill of Material – Server Hardware) to replace the current Hyper-V and VMWare

nodes. All systems rely on a Cisco 9k backbone within the datacenters and Cisco 2960-x to each edge

closet. The internal core is running at 40Gb/s and edge closets are running at either 1Gb/s or 10Gb/s.

Scope of Work

WLSSD is requesting proposals to setup the new HPE SimpliVity servers along with migration of the

Primary Domain Controller. The proposal should include scope of work and corresponding cost per

hour and hours for each task. WLSSD would also like to see the steps involved in each task in order to

evaluate system and network impacts. It is important to take note that any downtime to the SCADA

system needs to be minimized and any potential impacts to SCADA should be outlined in the Scope of

Work. WLSSD would like to ensure the highest available uptime of the HPE SimpliVity architecture.

WLSSD requires the Approved Project Lead Worker to be onsite for all cutovers and planned system

outages. All components should adhere to Veeam and SimpliVity Backup Standards.

At the end of this scope WLSSD will have:

A fully functioning HPE SimpliVity 2 node cluster that adheres to VMWare, SimpliVity, and

HPE standard practices for Hyperconverge.

A Hyperconverged system that ensures minimal impact to users during operation

A Hyperconverged system that ensures 99.999% uptime of the SimpliVity architechture

A secure Hyperconverged system that adheres to standard best practice for vlan segmentation

A Hyperconverged system that ensures any SCADA processes receive 99.999% uptime

A Hyperconverged system that adheres to Veeam and SimpliVity Backup Standards

The Scope of work should include all of the following tasks. This is not an all-inclusive list:

Setup of existing vlans on the HPE SimpliVity nodes

Setup of any new vlans that are required for operation on the HPE SimpliVity nodes along with

any required setup on the network switches.

Update of all firmware on the nodes.

Ensure that iLO is at the latest version.

Ensure that all VMWare components are at the latest version

Upgrades of any existing VMWare components as required to migrate servers from the existing

VMWare to HPE SimpliVity.

Ensure all failovers are working within HPE SimpliVity

Ensure that snapshotting is setup and available

Bringing the devices online within the existing network

Knowledge transfer to ensure WLSSD staff feel confident to adequately operate the SimpliVity

System without contractor involvement.

Proper domain controller placement on nodes so that Hyper-V contains a single locally installed

Domain Controller, there is a domain controller for the 10.8 network along with a locally

installed Domain Controller on the HPE SimpliVity Hosts.

Items that are out of scope for project:

Any rack and stack of the HPE SimpliVity nodes

Any cabling or cable management

Server migrations not outlined in the scope of work

3.2 Professional Services for Exchange WLSSD is requesting proposals on both of the following options. However, dependent on cost and

what is in the best interest of the District only one will be chosen, if budget allows.

3.2.1 Option 1: Exchange for Office 365

WLSSD currently has an Exchange 2010 server setup in a 2 node cluster. These clusters contain public

folders, user mailboxes, resources, and contacts. WLSSD would like to migrate their Exchange into

Microsoft's 365 environment utilizing the G3 Tenant.

WLSSD has approximately 110 user mailboxes that will need to be transitioned to the O365. Currently

the Exchange server contains 2 primary databases for user mailboxes (each at about 110 GB), 2

archive databases for user mailboxes (each at about 20 GB), public folders (about 20 GB),

incoming/outgoing relay to Microsoft's Forefront protection services, local relay to SharePoint, and

Azure AD Synch Service.

The system currently shows 175 objects in the Mailbox Configuration, 84 objects in the Distribution

Group Configuration, and 57 mail contacts.

Scope of Work

WLSSD is requesting proposals to take the existing Exchange 2010 and migrate it to O365. The

proposals should include scope of work and corresponding cost per hour and hours for each task.

WLSSD would also like to see the steps involved in each task in order to evaluate system and network

impacts. It is important to take note that any downtime to the SCADA system needs to be minimized

and any potential impacts to SCADA should be outlined in the Scope of Work. WLSSD requires the

Approved Project Lead Worker to be onsite for all cutovers and planned system outages.

At the end of this scope WLSSD will have:

A fully functioning O365 Exchange, onsite Exchange Server, Azure Active Directory Synching,

and relays to SharePoint.

An Email system that ensures users are receiving their emails promptly on their PCs and mobile

devices.

An Email system that ensures 99.999% access to user emails.

A secure Email system that adheres to standard best practice for Hybrid O365 and Onsite

Exchange and vlan segmentation.

An Email system that adheres to Veeam and SimpliVity Backup Standards and allows for restore

of any email that was deleted within the previous 5 years.

The Scope of work should include all of the following tasks. This is not an all-inclusive list:

Patching of any systems required to meet O365 requirements

Create any required virtual servers

Setup vlans according to best practice with O365

Build onsite Exchange 2016 server

Move Active Directory Synching from existing Exchange to new Exchange server

Configure O365 for Mailbox migration

Configure onsite Exchange 2016 with relays to O365 and to SharePoint

Migrate test mailboxes to O365 and verify successful mail flow

Adjust Group Policies required for Office products

Knowledge transfer to ensure WLSSD staff feel confident to adequately operate the Onsite

Exchange Server and O365 Exchange components without contractor involvement.

3.2.2 Option 2: Exchange 2016 Upgrade

WLSSD currently has an Exchange 2010 server setup in a 2 node cluster. These clusters contain public

folders, user mailboxes, resources, and contacts. WLSSD would like to upgrade their Exchange server

to the latest version of Exchange 2016.

folders (about 20 GB), incoming/outgoing relay to Microsoft's Forefront protection services, local

relay to SharePoint, and Azure AD Synch Service.

At the end of this scope WLSSD will have:

A fully functioning Exchange Server with full failover, Azure Active Directory Synching, and

relays to SharePoint.

An Email system that ensures users are receiving their emails promptly on their PCs and mobile

devices.

An Email system that ensures 99.999% access to user emails.

A secure Email system that adheres to standard best practice for Onsite Exchange and vlan

segmentation.

An Email system that adheres to Veeam and SimpliVity Backup Standards and allows for restore

of any email that was deleted within the previous 5 years.

The Scope of work should include all of the following tasks. This is not an all-inclusive list:

Patching of any systems required to meet Exchange 2016

Create any required virtual servers

Setup vlans according to best practice with Exchange 2016

Move Active Directory Synching from existing Exchange to new Exchange server

3.3 Professional Services for SharePoint

WLSSD currently has SharePoint 2010 installed on Windows Server 2008R2. It has a SQL 2005

backend running on Windows Server 2008 R2. There is currently just under 100GB of data being used

for SharePoint. WLSSD has three Site Collections: WLSSD, OMWeb, and Board. We would like to

migrate to a new SharePoint 2016 server.

WLSSD has 3 top level sites

WLSSD - Used regularly by most users. This it the primary Administrative site. It is

approximately 30GB worth of data.

OMWeb - Primarily static data for Operations. It is approximately 50GB worth of data.

Board - This is used by the WLSSD Board. It is approximately 10GB worth of data.

Each Site Collection has multiple sub-sites, lists, and libraries. We are not aware of any customized

sites using third party tools or customized workflows. WLSSD uses many of the native SharePoint

Services.

Scope of Work

WLSSD is requesting proposals to take the existing SharePoint 2010 server and upgrade and migrate it

to a new SharePoint 2016 server running on Windows 2016 and SQL 2016. WLSSD would like to

host both SharePoint and SQL on the same server. The proposals should include scope of work and

corresponding cost per hour and hours for each task. WLSSD would also like to see the steps involved

in each task in order to evaluate system and network impacts. WLSSD requires the Approved Project

Lead Worker to be onsite for all cutovers and planned system outages.

At the end of this scope WLSSD will have:

A fully functioning SharePoint server, Central Administration, and Sites.

A SharePoint system that fully utilizes caching and blob management to ensure the fastest page

response

A SharePoint system that ensures 99.999% access to all sites and documents.

A SharePoint system that utilizes effective search standards to ensure all standard document

types are retrieved effectively and efficiently

A secure SharePoint system that adheres to standard best practice for SharePoint and vlan

segmentation.

A SharePoint system that adheres to Veeam and SimpliVity Backup Standards.

The Scope of work should include all of the following tasks. This is not an all-inclusive list:

Patching of any systems required to upgrade to SharePoint 2016

Create SharePoint virtual server

Setup vlans according to best practice with SharePoint 2016

Install onsite SharePoint and SQL software

Ensure all systems are patched to the latest version

Run migrations from existing SharePoint server 2010 to new SharePoint 2016

Knowledge transfer to ensure WLSSD staff feel confident to adequately operate the SharePoint

Server and Central Administration without contractor involvement.

Ensure Search features are working

Ensure Blob storage is setup

Active Directory integration

3.4 Professional Services for System Center

WLSSD currently is using System Center to manage its application deployments. WLSSD is currently

running System Center Configuration Manager 5.0.8540.1000 Version 1706 on a 2012 R2 Server and

has a folder size of approximately 150GB. The database for SCCM is currently on a SQL 2012 Cluster

and is approximately 12GB in size. WLSSD would like to upgrade to the latest System Center using

the latest SQL and Server Backbone.

Currently the existing System Center manages Windows Defender deployment, iOS integration with

Apple Device and Application Deployment using Microsoft Intune, and approximately 30

applications. WLSSD would like to integrate WSUS into System Center for deployment to user

computers and servers. WLSSD currently manages WSUS on a separate server for monthly updates.

Scope of Work

WLSSD is requesting proposals to take the existing SCCM and upgrade it along with SQL and

Windows Server to the latest supported versions. WLSSD would also like to incorporate Windows 10

Surface deployment from SCCM along with WSUS integration for Windows Updates. The proposals

should include scope of work and corresponding cost per hour and hours for each task. WLSSD would

also like to see the steps involved in each task in order to evaluate system and network impacts.

WLSSD requires the Approved Project Lead Worker to be onsite for all cutovers and planned system

outages.

At the end of this scope WLSSD will have:

A fully functioning SCCM system.

A SCCM system that effectively utilizes Windows Deployment standards for Windows 7 and

newer, utilizes WSUS update practices for manually declining and pushing out updates, fully

utilizes failover in the Reporting Services, and ensures that all machines are effectively protected

with the latest Windows Defender updates.

A SCCM system that ensures 95% uptime

A SCCM system that utilizes standard file and folder best practices for managing all images and

updates

A secure SCCM system that adheres to standard best practice for SCCM and vlan segmentation.

A SCCM system that adheres to Veeam and SimpliVity Backup Standards.

The Scope of work should include all of the following tasks. This is not an all-inclusive list:

Patching of any systems required to upgrade SCCM

Create SCCM Virtual Server

Setup vlans according to best practice with SCCM

Install SCCM and SQL software

Ensure all systems are patched to the latest version

3.5 Professional Services for File Server Migration

WLSSD currently has a file server that is running on Windows Server 2008 R2. WLSSD would like to

migrate these files to a new 2016 File Server.

The existing server contains file share is also Printer Management. Currently there are 8 drives on the

File Server.

Drive E is used for Archive data and is currently 350 GB

Drive K is a general use drive and is currently 25 GB

Drive L is used for GIS Software and non-static GIS data and is currently 40 GB

Drive M is used for Software Storage and is currently 130 GB. This share will be migrating to

separate server and is out of scope.

Drive J is District Shared Drive and is currently 275 GB

Drive G is a Static Drive and is currently 2.5 TB. This drive will not be migrating, but needs to

be included as part of the new file server.

Drive I is a Department specific storage drive and is currently 275 GB

Drive H contains all Users redirect My Document folders and is currently 300 GB

The server also contains approximately 25 server/fax devices that will need to get migrated to the new

File Server.

Scope of Work

WLSSD is requesting proposals to migrate all file shares except Drive M to a new File server along

with all Printers and Faxes. The proposals should include scope of work and corresponding cost per

hour and hours for each task. WLSSD would also like to see the steps involved in each task in order to

evaluate system and network impacts. It is important to take note that any downtime to the SCADA

system needs to be minimized and any potential impacts to SCADA should be outlined in the Scope of

Work. WLSSD requires the Approved Project Lead Worker to be onsite for all cutovers and planned

system outages.

At the end of this scope WLSSD will have:

A fully functioning File system with local drives and remote archive drives.

A File system that ensures 99.999% access to all files and folders

A secure File system that adheres to standard best practice for File systems and vlan

segmentation.

A File system that adheres to Veeam and SimpliVity Backup Standards for all locally attached

drives.

The Scope of work should include all of the following tasks. This is not an all-inclusive list:

Setup of new File Server

Migration of all printers and faxes

Migration of all drive data with exception of o Drive M (Kits) is out of scope o Drive G (Static) will remain on old storage but needs to be accessible from the new File

Server

Proof that all files exist on new server.

Parallel running of both servers to ensure all data is transferred

4.0 Proposal Form WLSSD is seeking proposals for this project and may be subject to further negotiation once all

proposals are submitted and reviewed. WLSSD reserves the right to negotiate the proposals, and to

accept the proposal deemed to be in the best interest of the organization.

4.1 Minimal Down Time Due to changing plant conditions it may be necessary for certain tasks to be rescheduled. Proposals

should include which task would be difficult to reschedule; include number of days project could be

delayed. Approved Project Lead Worker must be performing delayed task within 2 weeks of original

schedule date. Proposals will need to include contingency plans for tasks that could have large system

impacts for a long period of time; include plans to elevate any extended system impacts. If task could take

system down Approved Project Lead Worker must be onsite during work.

4.2 Change Orders

It is the goal of WLSSD to keep change orders to a minimum. It is the responsibility of the proposer

to evaluate all scope of work and consider any circumstance that could impact the price, and take that

into consideration when submitting the time and material not to exceed price. WLSSD does

understand that some circumstances are unavoidable and will address them as they arise. It is

imperative that no work commences outside of the scope of work without signed approval.

4.4 Proposals Due Proposals for Hyperconverge Implementation and Server Migration will be received until closing time of 2

PM, November 6, 2017. Proposals received after this time will be returned unopened. Each proposal

4.5 Proposal Form Part “A” The submitted proposals must be time and material not to exceed. Along with filling out the below,

WLSSD will require a separate document with the steps involved in each task, hours per task and cost per

hour. WLSSD will use this information to evaluate system and network impacts. Proposers must assume

no WLSSD staff involvement in any task. As project continues, change orders may be negotiated if staff is

available and able to perform certain tasks.

5.0 Evaluation of Proposals

The WLSSD information services staff will read, evaluate, interview and recommend which Contractor be

approved to the WLSSD Finance Committee. The WLSSD Finance Committee will then recommend the

Contractor to be approved by the WLSSD Board of Directors. In evaluating the proposals, the following

criteria will be used:

1. Certifications

2. Prior similar work experience and references

3. Cost

4. Contingency plans to elevate extended system impacts

5. Proposers steps listed for each task and hours per task

6.0 General Terms and Conditions

6.1 Performance and Payment Bonds

Performance and payment bonds are required if the time and material not to exceed price for the

entire project is over $50,000. Upon award, the chosen Contractor will furnish a performance and

payment bond in an amount at least equal to the agreed upon estimated Contract Price for the duration

of the Agreement Terms as security for the faithful performance and payment of all of the Contractors

obligations under the contracted agreement.

6.2 Certificate of Insurance

The selected Contractor shall not commence any work until a Certificate of Insurance is provided to

the WLSSD showing evidence of coverage and payment of current premium. The WLSSD must be

notified sixty (60) days prior to any change in coverage or cancellation of policy.

6.3 Safe Work Practices

Safety is of paramount importance. The Contractor shall be responsible for the safety of its employees

and safe conduct of all work performed and shall take all necessary precautions for that purpose. The

contractor shall be solely responsible for any violation of safety or health standards committed by its

employees and shall immediately remedy any condition giving rise to such violations and shall defend

and hold the Western Lake Superior Sanitary District harmless from any penalty, fine or liability in

connection thereof.

The Contractor and its employees shall comply with the WLSSD personal protective equipment (PPE)

policy while operating on District facilities. Basic PPE consists of hardhat, steel toed shoes, safety

glasses and reflective, Class 2 ANSI vest.

6.4 Billing

All billing statements should be emailed to [email protected] in pdf format and should reference

purchase order number provided upon award.

6.5 Indemnification

Contractor shall indemnify and hold harmless the Board and its agents and employees from and

against any and all claims, damages, losses, and expense, including attorneys’ fees, resulting from

Contractor’s performance of the work described herein, including, without limitation, all claims for

damage, loss, or expense which are attributable to bodily injury, sickness, disease or death, or injury or

destruction of personal or real property, including the loss of use resulting therefrom, and failure of

Contractor to comply with any governmental rules and regulations or permits issued by the Minnesota

Pollution Control Agency and/or other appropriate governmental regulatory authorities.

6.6 Non-assignability

Contractor shall not assign its rights nor delegate performance of its duties under signed Agreement

without the prior written consent of the Board.

6.7 Non-waiver

No waiver of a breach of any provision under signed Agreement shall be construed to be a waiver of

any succeeding breach of the same provision or any other provision of signed Agreement. No delay or

failure by either party to exercise any right under signed Agreement, and no partial or single exercise

of that right, shall constitute a waiver of that or any other right, unless otherwise expressly provided

herein.
