DESIGN SUPPORT SERVICES FOR THE CITY OF TRACY RECYCLED WATER PROJECT

individuals whose time contribution amounts to less than 10% to the overall project cost. Proposal evaluation shall be as follows:

1. Scope of Work and Approach - Defined primary tasks associated with the project to

demonstrate a firm understanding of the work. Discuss any challenges that may be

encountered during the performance of the work and proposed solutions. Provide a list

of tasks with completion dates. A preliminary scopes of work for all support related to

the pipeline pump station design are attached. Proposer shall review the preliminary

scopes of work and include any clarifications or changes in the proposal.

2. Project Team - Provide background of key team members (billings or hours must be at

least 10% to the total job), their experience, location(s), and any sub-consultants

proposed. Identify the project manager and how much time they will dedicate to the

project.

3. List of Similar Projects – Provide a list of similar projects the project team has

completed. Included project description, location, references, and cost. Do not include

projects that were not completed by the same team.

4. Estimate of labor and cost (to be submitted separately from the proposal

package). – Provide an estimate of the hours for each team member for the services

described. Provide hourly rate for each team member. Please Note: all work shall

comply with the State of California approved prevailing wages and the Labor

Compliance Program already approved by the Department of Industrial Relations

Background

Pipelines

Three pipelines from the Grant application will be designed with this effort—Pipeline branches A, C and D. These three branches account for approximately 50,000 feet of pipe. Pipeline Branch B (included in the Grant application) will be constructed at a later date and is not part of this current effort associated with the Grant Award amount. The three pipelines are shown on the attached map. Pipelines A and D are anticipated to be 24 inches in diameter and pipeline Branch C is anticipated to be 20 inches in diameter. The pipeline designer will also complete a pipeline routing study. The Grant funds are limited and the City wants to determine the most economical route for the pipeline. This study will need to be completed prior to setting the conditions on the basis of design for the two pump stations. The study may be influenced by the land acquisition process (occurring under a separate contract) needed for the Pump Station B location as well as the future site for the Tracy Hills Pump Station (terminus for the Pipeline D segment). The route currently shown in the Grant documents is based on the route as shown in the City’s water master plan (available on the City’s website) and is subject to change following completion of the routing study. The pipelines will primarily be in public rights-of-way. The City wants to minimize right-of-way acquisition for the pipeline projects but there are potentially two segments that may involve the acquisition of right of way from private entities.

Pump Stations Two pump stations are associated with the Grant award. Pump Station A Pump Station A is located at the WWTP. A 24” turn-out from the City’s wastewater treatment plant outfall has been installed to feed pump station A. The location of the connection is shown in the map.

Pump Station B

Pump Station B may be located near the location of Old Schulte Road and Lammers Road. The exact location will be determined by the land acquisition process. The intersection of Old Schulte and Lammers is currently under design by Kier & Wright for the Cordes Ranch Specific Plan area. The designer of pump station B will need to coordinate with both Kier & Wright and the pipeline designer. Preliminary Scope of Work Coordination with design firms. Consultant will coordinate work with CH2M, West Yost and Associates and the geotechnical consultant to assure needs are met to complete designs. This will include confirming and clarifying the attached preliminary scopes of work. The Consultant will take technical direction from the design firms. Any contract issues shall be brought to the City’s attention before work is performed. No work outside the scope of the contract shall be performed without written approval of the City. Conformance to Grant Funding Agreement Requirements. As noted above this project is funded in part with a Proposition 84 grant administered by the Department of Water Resources. Consultant shall conform to all provisions of the Agreement including but not limited to Labor Code provisions and nondiscrimination clauses in the Agreement. Consultant will be required to submit certified payrolls as required in the City’s approved Labor Compliance Program. A copy of the Grant Funding Agreement and the Labor Compliance Program are available upon request. Attachments:

City of Tracy Recycled Water Project Surveying and Mapping

Preliminary Scope of Services

Description Consultant shall provide topographic surveying and mapping, to support the City of Tracy Recycled Water Project’s pipeline and pump station design. The project includes two pump stations and approximately 50,000 linear feet of pipelines. Consultant shall work under the direction of West Yost Associates and CH2M to accomplish survey necessary to complete design.

Consultant’s services will consist of establishing survey control, preparing aerial based topographic mapping and orthophotography; providing ground surveys to supplement the aerial mapping; and pre-construction monument preservation.

Consultant shall perform all work in accordance with all provisions of the Proposition 84 Grant Agreement including, but not limited to, Labor Code provisions and nondiscrimination clauses. Consultant shall submit certified payrolls as required in the City’s approved Labor Compliance Program.

Task No. 1 – Survey Control Network Consultant will establish a horizontal and vertical survey control network for the project based on the City of Tracy control system as shown on Record of Survey 36-118 in San Joaquin County Records. Horizontal control will be provided based on the California Coordinate System of 1983, Zone 3, U.S. Foot units (CA83IIIF). Vertical control will be referenced to the North American Vertical Datum of 1988 (NAVD88).

Task No. 2 - Topographic Surveying and Mapping Consultant will set aerial control panels at locations and frequency adequate to meet national mapping accuracy standards of 1” = 40’ scale mapping, with 1’ contour intervals. Consultant will coordinate with and obtain permission from property owners prior to setting control panels. Consultant will prepare aerial based topography mapping at the stated mapping scale and contour interval showing all visible surface features, contours and spot elevations within the mapping limits. The mapping limits are shown on Exhibit A. The limits may change following completion of the pipeline routing study, but will be determined before the flight. It is expected that the pipeline alignment will be approximately 100’ wide centered on the road right of way or on city property as shown on Exhibit A. Mapping for the pump station areas will be determined before the flight. Each site is approximately one half acre in size.

Consultant will provide 500’ wide color photo background imagery centered along the project alignment utilizing the aerial photography. The imagery will be adjusted using orthocorrection within the mapping limits, and simple rectification within the ground control limits.

Task No. 3 – Supplemental Ground Surveys Consultant will perform ground surveys as directed by the design team to collect critical design elements necessary for the design of the Recycled Water Project. For this task, field surveys are anticipated to include conform areas, locating and recording ground surface pothole markers, dipping of gravity structures, cross sections at all canal crossings, bore sites (up to 30), and plus an allowance for 4 field survey days to cover areas that require more detail within the mapping limits shown on Exhibit A.

Consultant shall assume that the final location of Pump Station B may not be known until after aerial topography has been completed and therefore may require supplemental ground survey work to support the design. Consultant shall provide an allowance of 1 field survey day for supplemental survey at both pump station sites.

Task No. 4 – Pre-Construction Monument Preservation Support Consultant will perform research and ground surveys to collect survey information on monuments located within the design construction limits that are in danger of being disturbed or destroyed during construction. Consultant will utilize this information to prepare corner records for the monuments found in compliance with section 8771(b) of the California Professional Land Surveyors Act. A preconstruction record of survey may be required if more than 5 corner records are necessary. The monuments located as part of the corner record/record of survey preparation will be tied into the project’s horizontal control system. A description of each monument and its condition will be prepared by Consultant survey field crews. Consultant will submit and process the corner record/record of survey through The San Joaquin County Surveyors Office. The corner record(s) will serve as the reference document for the preparation of post-construction corner records subsequent to completion of the project construction. Consultant shall assume 5 monuments will require preservation. Payment shall be based on the actual number of monuments that require preservation based on the unit cost per monument.

Task No. 5- Parcel Description/Land Acquisition Support It is anticipated that a maximum of five parcels and a minimum of one parcel will be acquired for this project. Consultant shall prepare right of way acquisition documents including but not limited to appraisal maps, legal descriptions (metes and bounds), and plat maps, as required to acquire up to three parcels for this project. Payment shall be based on a unit cost per parcel. Deliverables

• Digital files of the topographic mapping in an AutoCAD Civil3D format. • Comma delimited text file of all surveyed points. • Electronic files of aerial photos in tiff format. • PDF files of the final topographic survey. • PDF files of Submitted Corner Records/Record of Survey • PDFs of appraisal maps, plat maps and legal descriptions.

Scope of Services Understandings • Consultant will obtain entry permits for survey access to the private parcels adjacent to

the project corridor. • No entry to Railroad/Caltrans access controlled right of way is necessary, or anticipated.

Supplemental survey under the Caltrans bridge on Byron Road will be required. • The City will pay for all application, review, and recording fees for the San Joaquin

County corner record/record of survey process and any other permits required by San Joaquin.

• City will obtain Preliminary Title Reports to support development of appraisal maps, plat maps and legal descriptions.

Geotechnical Drilling Services Preliminary Scope of Work

Description

Geotechnical Drilling Consultant (Consultant) services will consist of performing geotechnical borings for the City of Tracy’s Recycled Water Project pipelines and pump station design. The project includes two pump stations and approximately 50,000 linear feet of pipelines. Driller shall work under the direction of Crawford & Associates for the pipelines and CH2M for the pump stations to accomplish the geotechnical borings.

Consultant shall perform all work in accordance with all provisions of the Proposition 84 Grant Agreement including, but not limited to, Labor Code provisions and nondiscrimination clauses. Consultant shall submit certified payrolls as required in the City’s approved Labor Compliance Program.

Scope of Work

Pipelines

- Work will be completed under the direction of Crawford and Associates.

- Obtain the required encroachment permit(s) for the field work in the public rights of way, including the City of Tracy.

- Develop traffic control plans and provide traffic control for the fieldwork operations in conformance with the encroachment permit requirements. Traffic control will also need to account for the Geotechnical logging consultant hired separately by the City. The Geotechnical logging consultant is expected to require room for a logger and ½ ton pickup truck. The City expects that the majority of the proposed boring locations will require temporary lane closures with flagging however some locations will only require shoulder or temporary lane closures without flaggers.

- Mark and call in underground service alert (USA) at the proposed boring locations.

- Determine the exact boring locations based on location of underground utilities, right of way, proposed pipe alignment, overhead utilities, and traffic control requirements. The City’s Geotechnical consultant shall approve the final boring locations prior to drilling. Exhibit A shows the approximate boring locations based on the current pipeline alignment.

- Complete 30 solid and/or hollow stem auger borings using a trunk mounted drill rig equipped with a calibrated automatic hammer. The Driller should assume blow count information and samples will be collected at 5-foot intervals using both Standard Penetration Testing (SPT) and California Modified samples.

- The borings will extend to 10 ft deep along the open cut sections of the pipe and to 30 ft deep at the jack and bore crossing locations. The deeper (30’ borings) are identified on Exhibit A, all other pipeline borings will be 10 ft deep.

- The borings shall be backfilled with cement grout per the County’s or City’s boring permit requirements.

- Consultant shall drum, remove, and dispose of the auger cuttings off site at City’s WWTP site.

Pump Stations

- Perform the drilling under the observation and direction of a CH2M geotechnical staff professional.

- The pump stations are on City property or property to be acquired by the City. Encroachment permits will not be required.

- Traffic control is not needed. However, any vehicles working at the proposed pump station site shall be clean and free of mud and debris before they are allowed to depart the drilling site.

- Pump Station B location may not be finalized when other work is performed. Include a separate cost of an additional mobilization in the proposal.

- The scope of the proposed drilling includes a single boring at each pump station site to a depth of 40 ft below ground surface. Collect soil samples at average depth intervals of 5 ft during the drilling using Shelby tube or standard penetration testing (SPT) methods, to be determined based on the conditions encountered during drilling. SPTS shall be performed with an automatic hammer, in general accordance with ASTM D1586.

General - It is assumed that the borings will be performed in areas that are accessible to truck-

mounted drilling equipment. The driller shall arrange for a site visit to confirm accessibility by their equipment prior to mobilizing to the site.

- Drilling spoils and excess drill fluids shall be drummed and disposed of on the City of Tracy Wastewater Treatment Plant site, in coordination with City of Tracy staff.

- Operators shall take reasonable care to limit disturbance to existing vegetation and prevent damage to existing pathways, etc. Clean site to remove trash and excess grouting materials at the ground surface.

Potholing Services Preliminary Scope of Work

Description

Potholing services will consist of performing potholing for the City of Tracy’s Recycled Water Project pipelines and pump station design. The project includes two pump stations and approximately 50,000 linear feet of pipelines. Consultant shall work under the direction of West Yost Associates for the pipelines and CH2M for the pump stations to accomplish the potholing needed to support the design of the project.

Consultant shall perform all work in accordance with all provisions of the Proposition 84 Grant Agreement including, but not limited to, Labor Code provisions and nondiscrimination clauses. Consultant shall submit certified payrolls as required in the City’s approved Labor Compliance Program.

Scope of Work

Pipelines

- Work will be completed under the direction of West Yost and Associates.

- Obtain the required encroachment permit(s) for the field work in public rights of way, including the City of Tracy and San Joaquin County.

- Develop traffic control plans and provide traffic control for the fieldwork operations in conformance with the encroachment permit requirements.

- Place no-parking signs as required

- Mark and call in underground service alert (USA) at the proposed pothole locations.

- Perform 35 potholes to locate utilities as requested utilizing vacuum excavation methods.

- Document utility owner based on USA marks, depth to top of pipe, location with at least 2 swing ties to permanent objects, pavement depth and notable soil characteristics.

- Fill, compact and repair potholes as required by encroachment permit.

Pump Stations

- Work to be completed under the direction of CH2M staff.

- The pump stations are on City property or property to be acquired by the City. Encroachment permits will not be required.
