1.0 General Background
Space Applications Centre (SAC/ISRO) is currently engaged in the development of various
projects for communication, navigation and remote sensing applications. For
development of these projects, various components are required to undergo machining
with Wire-Cut EDM machine.
SAC intends to procure CNC Wire-Cut EDM submersed type machine to use for complex
profile and thin wall cutting on various aerospace materials like Aluminium Alloys, Invar,
Kovar, Stainless Steels and Titanium Alloys etc. It should also to cut Graphite, HSS and
Carbide materials.
2.0 Scope of Supply
Bidder shall submit the proposal for the supply of a Brand New and Non-refurbished
suitable CNC Wire-Cut EDM Submersed Type Machine to SAC to meet the requirements
/ specifications given in this document. The proposal should include all components
mentioned in the list of deliverables. (Refer Para 6.0)
The successful bidder has to supply all components of the CNC Wire-Cut EDM Submersed
Type Machine mentioned in this RFP, install and commission the machine at SAC,
demonstrate the performance and accuracy as per Acceptance Test Plan, provide
training, with warranty as per the P.O. terms and conditions.
Bidder has also to supply necessary operating manual, training manual (if any),
maintenance manual etc. as mentioned in this RFP document.
Bidder should fill up details against each of the requirements of the compliance statement
(Annexure-I) sent along with this tender document.
Bids should be sent against this RFP in two parts. Part-I should consist of “Technical +
unpriced commercial bid” and Part-II should consist of “Commercial bid. (Refer Para 11.0)
3.0 Overall Unit Requirement

4.0 Technical Specifications
4.1 Type of Machine: CNC Wire-Cut EDM Submersed Type Machine intended to use for
complex profile and thin wall cutting on various aerospace materials like Aluminium Alloys, Invar, Kovar, Stainless Steels and Titanium Alloys etc. It should also cut Graphite, HSS and Carbide materials.
4.2 Technical Feature
4.2.1 Base and column should be made of CI / Polymer Concrete. 4.2.2 Linear motion in all axes should be with ball screws. 4.2.3 Direct feedback system with linear glass scale for all the axes. 4.2.4 Centralize automatic lubrication system should be there for in all the axes.
4.3 Traverse
4.4 Working Area
4.4.1 Load Carrying Capacity of machine should not be less than 500 Kg. 4.4.2 There should be universal clamping frame for holding the components. 4.4.3 There should be provision of automatic drop down (rise and fall) machining
tank/front door. 4.4.4 There should be sufficient illumination at work area.
4.5 Accuracies 4.5.1 Positional Uncertainty in X, Y, U and V axes: 0.005mm or better as per VDI DGQ
3441. Note: As per VDI DGQ 3441 standard, 0.005 mm is total spread and it should not be treated as +/- 0.005 mm.
4.5.2 Squareness of movement, X-axis to Y-axis, X-axis to Z axis and Y-axis to Z-axis should be 0.007 mm or better for 300 mm traverse.
4.5.3 Lateral straightness of movement of X, Y and Z-axis should be 0.007 mm or better for 300 mm traverse.
4.6 Generator
4.6.1 The generator should have the capacity to cut materials like Aluminium Alloys, Invar, Kovar, Stainless Steels, Titanium Alloys, Graphite, HSS and Carbide efficiently with wire dia. from 0.07 mm to wire dia. 0.30 mm.
4.6.2 It should have anti-electrolysis feature which minimize recast layer on the component.
4.6.3 Maximum cutting speed should not be less than 200 mm2/min with dia. 0.25 mm Brass Wire for Mild Steel work material of 60 mm height.
4.6.4 Finishing (Ra) on component should be achievable up to 0.2 micron or better with Brass Wire for Mild Steel work material.
4.3.1 Traverse in X axis 500 mm or more
4.3.2 Traverse in Y axis 400 mm or more
4.3.3 Traverse in Z axis 300 mm or more
4.3.4 Traverse in U axis +/- 60 (120 mm) mm or more
4.3.5 Traverse in V axis +/- 60 (120 mm) mm or more

4.6.5 There should be provision to control the influence of wire wear and flushing pressure.
4.6.6 There should be provision of dynamic corner control. 4.7 Wire Threading System
4.7.1 There should be closed diamond type wire guide without clearance. 4.7.2 There should be automatic and programmable wire threading system. 4.7.3 Maximum threadable height should not be less than 100 mm. 4.7.4 Minimum wire diameter 0.07 mm should be threadable. 4.7.5 There should be wire chopping provision for wire disposal.
4.8 Dielectric Conditioning Unit
4.8.1 There should be integrated dielectric unit. 4.8.2 Dielectric filter quality should be 0.005 mm or better. 4.8.3 There should be programmable flushing pressure. 4.8.4 There should be chiller unit for dielectric.
4.9 CNC System and Programming
4.9.1 Control screen should be LCD/LED and size not less than 15”. 4.9.2 Control system should be multitasking. 4.9.3 USB slots should be there for program and data transfer. 4.9.4 Ethernet card should be there to put it on LAN for program and data transfer. 4.9.5 Axes X, Y, U and V should be simultaneously controllable. 4.9.6 Program display resolution should be 0.001 mm or better. 4.9.7 There should be 2D and 3D off-time/dry-run and on-time/real-time simulation
facilities. 4.9.8 Incremental and absolute programming facilities as per ISO should be there. 4.9.9 There should be electronic hand-wheel /remote control for all setup functions. 4.9.10 Suitable CAM Software should be supplied along with.
4.10 Machine Guarding
4.10.1 All moving parts/guide ways/ball screws should be protected against dust incursion by providing suitable covers/bellows.
4.10.2 Machine should be provided with adequate guarding & doors. 4.10.3 Control system elements should be enclosed in a dust-proof cabin with air conditioning.
4.11 Safety
4.11.1 Machine should have emergency stop circuit with emergency Stop button. 4.11.2 Provision for safety against over runs.
4.11.3 There should be integrated collision protection provision. 4.12 Electrical Compatibility
Machine should work on 415V ± 10% (phase to phase), 50 hertz, 3 phase power supply. If machine does not work on 415V, necessary step up or step down transformer shall be provided by manufacturer as a part of machine.
4.13 Working environment
Normal lab temperature is 24 ± 3 degree centigrade. However, in case of more stringent control is required, supplier should suggest it for satisfactory performance of the machine.

4.14 Language All the documents and control panel displays should be in English language only. 4.15 Essential Accessories/Spares 4.15.1 Set of closed diamond wire guides (upper and lower) for wire dia. 0.25 mm.

Apart from standard items other optional requirements may be quoted separately: 4.16.1 Suitable job clamping system: System-3R/Erova/Hirschmann make. 4.16.2 Voltage Stabilizer with Isolation Transformer suitable to the machine offered. 4.16.3 Wire diameter 0.25 mm, around 100 kg. 4.16.4 Wire diameter 0.10 mm around 20 kg. 4.16.5 Wire diameter 0.07 mm around 10 kg. 4.16.6 Wire tension meter. 4.16.7 Other essential items and consumable like Nozzles, Filters, Resin etc.(with cost break-up) for 2 years of normal machine running.
5.0 Machine Acceptance Test
5.1 Bidder has to demonstrate all the specifications of the machine and perform the accuracy test mentioned in Para 4.5, carry out machining the components shown in Fig. 01 and Fig. 02 and its’ dimensional inspection at their manufacturing plant during pre-dispatch inspection in present of our representative. In case, our representative could not visit the manufacturing plant, bidder shall conduct all the test as per para 4.5 and dimensional inspection after machining the components shown in Fig. 01 and Fig. 02 and provide detailed test results/charts for the model offered prior to dispatch of the machine for SAC’s clearance.
5.2 Bidder has to once again demonstrate all the specifications of the machine and
perform the accuracy test mentioned in Para 4.5, carry out machining the
components shown in Fig. 01 and Fig. 02 and its’ dimensional inspection after
installation and commissioning at SAC, Ahmedabad. Necessary equipment required
for measurement of geometrical tests and positioning accuracy has to arrange by
Bidder.

6.0 List of Deliverables
6.1 CNC Wire-Cut EDM Submersed Type Machine incorporating the basic components as mentioned in technical specifications (As per Para 4.0).
6.2 Necessary Cables for Main Power Supply. 6.3 All necessary Electrical and Control Cable between relevant machine
components required for complete function of the machine. 6.4 Any other component which is required for installation and commissioning of
the machine. 6.5 A set of applicable machine maintenance tools. 6.6 Hard copy and soft copies of installation, maintenance and operation manual. 6.7 All optional items could be asked to supply if quoted.
7.0 General Instructions
7.1 The offer should be valid for at least 150 days from the date of opening / due
date of the tender.
7.2 Only those Bidders, who are confident of getting export permission to supply the
machine to us, should quote.
7.3 UN-priced commercial bid should be attached with the technical bid.
7.4 All the literature is required be in English Language.
7.5 The Bidder must provide list of customers to whom they have supplied the
“Machine model offered in this tender” in last five years to renowned
organizations in the world.
7.6 Bidder should offer detailed technical catalogue of the machine and write up for
highlighting special features, specific applications, attachments etc.
8.0 Terms and Conditions
8.1 In view of high accuracy requirement, it is mandatory that machine should be
assembled in original machine manufacturer’s own plant.
8.2 The Bidder should recommend and offer all the accessories and attachments
which are essential for smooth functioning and accurate and reliable
performance of the machine. Make, model and detailed technical specifications
along with photocopy of catalogue for each and every accessory should be
attached in the offer. Offer for each and every item should be given separately.
8.3 Bidder should offer essential spare parts (Mechanical / Electrical / Electronics)
for trouble free operations and maintenance for at least 2 years and quote for
each item separately. Name of all the spares must be in the English language
only. Little description about location and use of the spare should also be given.

8.4 In addition, the Bidder should also offer specifically the essential control cards,
electronic components, solenoid valves, filters, switches, etc., in view of long
term requirements.
8.5 Bidder should fill up details against each of the requirements of the compliance
statement (Annexure-I) sent along with this tender document. Silence on any
point shall be treated as non-compliance. Simple compliance without details,
lack of information or information without proper explanation shall also be
treated as non-compliance. Hence, in order to strengthen the merit of offer,
please provide detailed explanation about how bidder intends to comply with
each and every specification of this tender. This is an essential part of the offer.
Offer without detailed compliance report shall be treated as incomplete and
liable for rejection without assigning any reason thereof.
8.6 Bidder should furnish their offer with the minimum delivery period from the date
of letter of intent or placement of purchase order (PO) by SAC, whichever is
earlier and should be adhered to. All the items of the PO need be supplied as
single consignment avoiding part supply / shipment.
8.7 Machine should work on 415V ± 10% (phase to phase), 50 hertz, 3 phase power
supply. If machine does not work on 415V, necessary step up or step down
transformer shall be provided by manufacturer as part of machine.
8.8 The Bidder, if necessary, should recommend and detail out in their offer, any
specific requirement like compressed air requirement, foundation of machine,
controlled environmental conditions etc. for the specific performance of the
machine.
8.9 It will be the sole responsibility of Bidder to carry out electrical connections from
main switch to stabilizer and stabilizer to machine. Necessary cables and tools
should be brought by Bidder.
8.10 Bidder will also confirm / commit in their offer for the following:
8.10.1 Two sets of manual for operation, control, maintenance and troubleshooting
should be provided by the Bidder in English language, out of which one set of
the manual for operation, control and maintenance with details and
requirements of space, power, foundation details etc. for the installation and
commissioning of the machine need be sent by Airmail / speed mail, quite in
advance for our study and readiness for installation and commissioning.
Minimum one set of manual should be given in hard copy.
8.10.2 The Bidder should provide service for installation, commissioning and
detailed training for operation, maintenance, trouble-shooting etc. free of

cost at our premises. Operation training should be given in two phases. First
phase should consist of machine operating training and second phase consist
of maintenance and application(advance) training. There should not be any
restriction on period of training and number of persons to be trained.
However, training will be restricted to one batch of few persons.
8.10.3 The Bidder provide foundation details, required room size and dimensions of
entry / opening for taking machine into the room / building.
8.10.4 Electric circuit diagram of the machine should be supplied with the machine
in English language.
8.10.5 Drawings of the important mechanical assemblies should be supplied for the
maintenance purpose.
9.0 Bidder Qualification Criteria
9.1 Bidder should have office in India for after sales support and service and at-least
two factory trained service engineer based in India to carry out maintenance of
the machine offered. Bidder should furnish the address and telephone numbers
of the office and name, address and telephone numbers of the service engineers.
Bidder shall also provide full details of their service stations in India including
man-power, infrastructure, equipments available at each station along with their
offer.
9.2 Manufacturer should have supplied at least 05 “Machine model offered in this
tender” to renowned organizations in the world. Bidder should attach list of the
customer with complete postal address and telephone numbers, to whom they
have supplied the machine. Bidder shall also indicate machines, which have been
installed and made operational in last five years.
9.3 Manufacturer should give undertaking / commitment in writing for efficient after
sales service and supply of spare parts for 10 years from the date of Installation
of machine.
9.4 If bidder is not a manufacturer, bidder should attach the authorization certificate
from manufacturer stating that bidder is authorized to sell and service the
product offered, in India. Validity period should also be clearly mentioned in the
certificate.

10.0 Warranty
10.1 One-year on-site warranty for trouble free operation of the machine from the
date of final commissioning and acceptance of machine by SAC, Ahmedabad
and free services shall be provided for any trouble during this period. During
the period of warranty, if any part is to be replaced, Bidder will have to replace
it free of cost. Warranty should include all the items supplied against purchase
order. Cost of one-year warranty should be included in the basic cost.
10.2 Bidder should also give offer for extended warranty for further 1 years / 2 years
/ 3 years on chargeable basis. – Optional
11.0 Technical and Commercial Bid:
Bids should be sent against this RFP in two parts.
Part I should consist of “Technical + Unpriced Commercial Bid”.

5.0 Machine Acceptance Test
5.1 Bidder has to demonstrate all the specifications of the machine and perform the accuracy test mentioned in Para 4.5, carry out machining the components shown in Fig. 01 and Fig. 02 and its’ dimensional inspection at their manufacturing plant during pre-dispatch inspection in present of our representative. In case, our representative could not visit the manufacturing plant, bidder shall conduct all the test as per para 4.5 and dimensional inspection after machining the components shown in Fig. 01 and Fig. 02 and provide detailed test results/charts for the model offered prior to dispatch of the machine for SAC’s clearance.

10. Warranty
10.1 One-year on-site warranty for trouble
free operation of the machine from
the date of final commissioning and

have to replace it free of cost.
