A.1. Introduction On behalf of the Chief Electoral Officer, GAD (E) Department, A.P., Hyderabad, APTS invites Expression of Interest from the interested agencies for “supply & printing of PVC Electoral Photo Identity Cards (EPIC) with data provided by the CEO” for a period of one year on rate contract basis from the date of signing of contract. During the contract period, the selected bidder is responsible for:

• Supply of EPIC Cards as per specifications of ECI guidelines making use of the personalized data in the form of PDF given by the office of the CEO, AP to be delivered to various EROs concerned as indicated by the CEO.

• The supply & printing of EPICs is on rate contract basis. The EPICs are to be printed and supplied as and when indent is placed by the Department within the stipulated time during the contract period as per rates finalized.

• This work includes

o In the first stage, the vendor has to manufacture PVC EPIC Cards with static data in sufficient numbers and keep them ready so as to execute the work of printing personalized data as given by the O/o of CEO.

o In the second stage such printed PVC Cards in full shape are to be supplied to the concerned ERO as indicated by the O/o CEO throughout

the state. In case, localized printing at District Level is selected, the bidder should supply and keep sufficient stock of pre-printed PVC Cards at district location, print cards with personalized data as per requirement and handover the same to the EROs.

The bidder should have printing facility to print the PVC EPIC Cards as per the norms prescribed by the ECI and should deliver the cards at the offices of EROs as per the requirement.

Alternatively, the bidder can come with another proposal in line with the ECI guidelines (i.e. localized printing of personal data on the pre-printed PVC Cards by placing adequate printers and technically qualified personnel in the respective district locations and should deliver the personalized cards at the offices of EROs) along with the details such as cost impact and their advantages/disadvantages. There are approximately 290 EROs in the State.

• The bidder shall be responsible for accuracy of the data on the PVC EPIC Cards as given in the PDF document and he shall invariably ensure the correctness of the data on the PVC EPIC Card before delivery of the Cards to the EROs.

• The detailed requirements & specifications of the EPIC and the data to be printed are given in Section – D. The bidder should note the details given in Section D and should suggest a technical solution based on the latest technologies available in the market. The points to be covered in the technical solution are provided in Section C.

• The requirement for EPIC cards is approximately 40 Lakhs in a year. The exact quantity depends on the actual requirement. The quantity provided is only indicative quantity for enabling to bidder for submitting the most competitive bid.

This Expression of Interest intends to evaluate both the proposals (options) i.e. centralized printing at one location and decentralized printing at district level in terms of efficiency, economy and speed of delivery. The bidders are advised to study the tender document carefully. Submission of Response to RFEoI shall be deemed to have been done after careful study and examination of the tender document with full understanding of its implications. This section provides general information about the Issuer (i.e. Andhra Pradesh Technology Services Limited), important dates and addresses and the overall eligibility criteria for the bidders. A.2. A.5. Procurement of RFEoI Document A complete set of RFEoI Document may be purchased by interested bidders on submission of a written application addressed to “The Managing Director, AP Technology Services Ltd, BRKR Bhavan, Hyderabad” by paying a non-refundable amount indicated above in section A.4. The payment can be made in the form of Demand Draft / Cashier’s Cheque / Certified Cheque of any nationalized / scheduled / commercial bank located in India, payable at Hyderabad, drawn in favor of “The Managing Director, Andhra Pradesh Technology Services Ltd., payable at Hyderabad, India”. Bidders who downloaded RFEoI Document from website can submit the bid document fee along with bid. Failure to pay Bid Document cost will make bidder ineligible for participating in Bid process. A.6. Pre Bid Conference: APTS shall organize a Pre Bid Conference on the scheduled date and time in the AP Technology Services Ltd, BRKR Bhavan, B-block, 4th floor, Tank bund Road, Hyderabad, AP. APTS may incorporate any changes in the RFEoI based on acceptable suggestions received during the interactive Pre Bid Conference. The decision of APTS regarding acceptability of any suggestion shall be final in this regard and shall not be called upon to question under any circumstances. The prospective bidders shall submit their questions in writing not later than Date and Time indicated above. It may not be possible at the Pre Bid Conference to answer questions which are received late. However, prospective bidders are free to raise their queries during the meeting and responses will be conveyed to all the prospective bidders (by way of hosting amendments/ clarifications on the website i.e. at www.apts.gov.in in accordance with the respective clauses of the RFEoI on completion of the Pre Bid Conference and all participants (purchased bid) would be communicated the pre-bid Minutes. Only those prospective Bidders who have purchased the bid document or submitted D.D. for the cost of bid document shall be permitted to take part in the Pre Bid Conference.

A.7. Amendment of RFEoI Document At any time till 7 days before the deadline for submission of bids, APTS may, for any reason, whether at own initiative or in response to a clarification requested by a prospective Bidder, modify the bidding document by amendment. All the amendments made in the document would be published in the website of www.apts.gov.in. All prospective participants who have paid the tender document fee shall be intimated of the amendment in writing by e-mail or fax as per the address provided at the time of purchase of Tender document at APTS. All such amendments shall be binding on all the bidders. The bidders are also advised to visit website www.apts.gov.in on regular basis for checking necessary updates. APTS also reserves the right to amend the dates mentioned in section A.4. of this document for bid process. A.8. Late bids Any proposal received by the APTS after the deadline for submission of proposals mentioned in Section A.4. will be summarily rejected and returned unopened to the bidder. APTS shall not be responsible for any postal delay or non-receipt/ non delivery of the documents / non-availability of internet at bidder end. No further correspondence on the subject will be entertained. A.9. Presentation of Technology / solution Bidders qualified at Pre-qualification stage shall make presentation to the Technical Evaluation Committee on solution, methodology of work and technology. The date and time will be intimated separately. Further details on the specifications of EPIC Cards can be obtained from the Office of The Chief Electoral Officer, GAD(E) Department/APTS. APTS reserves the right to cancel/postpone/modify this notice without assigning any reasons. A.10. Evaluation of received proposals The pre-qualification evaluation of the bids received will be done based on the pre-qualification criteria mentioned in Section B of this document. The bidders who are complied with the pre-qualification criteria mentioned in Section B are eligible for the next stage tendering process. The bidders who are disqualified at this stage are not eligible for the next stage tendering process. The bidders will not be disqualified based on the technical solutions offered by them. The technical solutions proposed by the bidders will be examined and evaluated for its operational and technical feasibility. The Models which are feasible in operation will be treated as responsive technically and considered to be built into the specifications. The finalized process model and terms of reference for undertaking the assignment will be

provided along with terms of reference to the pre-qualified bidders in the form of RFP. After examination of proposals and presentation given by the bidders, APTS will issue the two stage (technical & financial) RFP with required technical details and financial format to the Pre-qualified bidders only. The bidders need to submit their bids as per the finalized process model and terms of reference defined in the RFP. There is no need to propose the price of the solution in the RFEoI but indicate the methodology / solution adopted by the bidder.

Section B

B.1 Pre-Qualification criteria: 1. The bidder should be in the business of supply & printing of Smart Cards/Secured ID

Cards for a minimum period of 3 years in India. 2. The bidder should have his own manufacturing and printing facilities as per the

norms prescribed by the ECI and should be certified by a global certifying authority/VISA/MasterCard for manufacturing of secured PVC cards. Or In case, the bidder is coming up with the proposal for decentralized card printing, the bidder should indicate the required paraphernalia for taking up the printing activity at District level and his preparedness to print and deliver the PVC EPIC Cards at the offices of EROs as per the requirement. If the bidder is not having the required infrastructure at present, he should give an undertaking to setup the same within a month from the date of signing of contract.

3. The bidder should have net worth and the revenues from manufacture and supply of

secured cards made up of PVC (other than GSM), including security printing should be cumulative turnover of minimum Rs. 10 crores during last three financial years.

4. The Bidder should have experience in manufacturing and supplying pre-printed

security plastic cards using PVC / PetG with security features (Guilloche, Microtext & UV Printing) printed to any of the citizen centric ID project to government organizations or Banks or Financial Institutions or Central/State PSUs in India.

5. The bidder’s (incase of centralized printing system) manufacturing/printing facility should be certified for minimum ISO 27001:2005 specification for Information security management system. Along with copy of certification bidder should mention the security measures implemented in manufacturing and personalisation facility to ensure 100% data security and no misuse of base cards printed.

7. The bidder should furnish the information on major past supplies under the relevant

product/services and satisfactory performance for the last three financial years. ie., 2010-11, 2011-12 & 2012-13.

8. Bidder should collect the sample ID card from the department provided by the Election of Commission of India, should redesign the same identical to the sample provided and should submit the 25 samples along with the bid. The samples which are not identical to the given department sample will be rejected and the bidder will be disqualified during the pre-qualification evaluation.

Note : Relevant documents in support of above should be furnished.

9. The bidder should submit/give declaration stating that they are not debarred/blacklisted by any State Government, Central Government, Central & State Govt. Undertakings/enterprises/Organizations and by any other Quasi Government bodies/Organizations, World Bank or any major Enterprise /Organization in India for non-satisfactory performance, corrupt & Fraudulent or any other unethical business practices. Further stating/declaring that no cases pending against the firm/organization either in Government(State or Union) for involvement in cases for supply of sub-standard goods/material/ or track record of supply of inferior quality or enquiries on past supplies are being conducted or underway in the Format P7.

If the bidder is debarred/ blacklisted as mentioned above, such bidder becomes ineligible to participate in the bidding process. In case of any concealing of information relating to blacklisting or pending of cases as mentioned above, APTS reserves the right to cancel the work order/contract allotted, apart from forfeiting EMD/PBG. APTS reserves the right further to take penal action on the bidder.

10. APTS/The Department (the CEO, GAD (E) Dept.) reserves their right in not considering a bid of the bidder, if such bidder/consortium member was a previous supplier and had a past bad track record or their earlier performance was unsatisfactory on any count.

The bidder should go through the technical specifications and requirements mentioned in section D and should propose a suitable solution based on the latest technologies available in the Market covering the following points:

1. For EPIC Cards: a. Type of card material recommended b. Durability of the card (should be more than 5 years) c. Advantages & Disadvantages of the Card type proposed compared to other

available options. d. Cost impact (bidder need not give exact cost details. Approx. cost details may be

provided.)

2. For printing: a. Proposed printing technology and capacity to print in terms of number of cards

per day. b. Durability of the print (should be more than 5 years) c. Advantages & Disadvantages of the proposed printing technology compared to

other available options. d. Cost impact (bidder need not give exact cost details. Approx. cost details may be

provided.)

3. For Lamination: a. Proposed lamination type b. Durability of the lamination (should be more than 5 years) c. Advantages & Disadvantages of the proposed lamination type compared to other

available options. d. Cost impact (bidder need not give exact cost details. Approx. cost details may be

provided.)

4. For Security features on the Card: a. Inscription of the security features mentioned in section D and bidder can suggest

any other security features on his own along with the details & merits of the security features proposed and their cost impact.

5. Security for avoiding printing of fake cards at bidder’s site: a. Bidder should indicate the security features/measures that can be adopted/

available for avoiding the printing of cards with fake data (misuse of base cards) at bidder’s site.

Section E

D.1. Compliance with Bidding Documents The bidder is expected to examine carefully all instructions, information, and conditions of the Bid Document. Failure to comply with the requirements of Bid Document shall be at bidder’s own risk. Bids which are not substantially responsive to the requirements of the Bid Documents shall be rejected. D.2. Clarifications of Bidding Documents A Prospective bidder requiring any clarification of the bidding document may notify APTS in writing or by cable (hereinafter, the term “cable” is deemed to include e-mail and facsimile) at the APTS address indicated in the Invitation for Bids. APTS will respond to any request for clarification which received before the pre-bid conference only. D.3. Amendment to Bidding Documents

i) Before the deadline for submission of bids, APTS may modify the bidding documents by issuing addenda, if felt necessary. Any addendum thus issued shall be part of the bidding document and shall be communicated in writing or by cable to all purchasers of the bidding documents. Prospective bidders shall acknowledge receipt of each addendum and submit along with bid documents duly signed, before the last date of tender.

ii) To give prospective bidders reasonable time to take addendum into account

in preparing their bids, APTS may at his discretion extend the deadline for submission of bids.

D.4.5 Bid Submission, Format and Signing The bidder has to submit 2 copies/documents (sealed separately) subscribing on the right hand side top corner as “Original” and “Duplicate”. Each copy of the bidding document will consists of pre-qualification and technical proposal that is sealed individually. Both Original and Duplicate bid documents must be identical in all respects. The original and all copies of the bid, each consisting of the documents listed in instructions, shall be typed or written in indelible ink and shall be signed by the bidder or a person or persons duly authorized to bind the Bidder to the contract. The letter of authorization shall be indicated by written power of attorney, shall accompany the bid. All pages of the bid, except for an amended printed literature, and shall be initialed by a person or persons signing the bid.

D.4.6 Selection criteria for short listing the Agency:

The Bidders proposed solution will be examined and evaluated for its operational and technical feasibility. The Models which are feasible in operation will be treated as responsive technically and considered to be built into the specifications. The finalized process model and terms of reference for undertaking the assignment will be provided along with terms of reference to the pre-qualified bidders in the form of RFP. This process is only to shortlist / empanelment of Bidders / Agencies willing to take-up the work. After examination of proposals and presentation given by the bidders, APTS will issue technical & financial stage RFP with all the required technical specifications and financial format to the Pre-qualified bidders. The bidders need to submit their bids in compliance with the finalized process model and terms of reference defined in the RFP. There is no need to propose the price of the solution in the RFEI but indicate the methodology / solution adopted by the bidder.

D.5.2 Submission of bid Bids must be submitted at the specified address not later than the bid submission date and time specified in the Document. D.5.3 Deadline for submission of bids

1. The bidder shall submit the response to EoI and bid for Pre-qualification at the address specified in Section D.5.1.

2. The APTS may at its discretion, extend this deadline for the submission of bids by amending the RFEoI, in which case all rights and obligations of the APTS and bidders previously subject to the deadline will thereafter be subject to the deadline as extended,

D.6 Bid Opening and Evaluation D.6.1 Bid Opening

Tank Bund Road, Hyderabad “In the event of the specified date of bid opening being declared a holiday for the Client or Consultant, the bids shall be opened at the appointed time and location on the next working day.”

D.6.2 Opening of bids Bids will be opened in the presence of bidder’s representatives, who choose to attend. The bidder representatives who are present shall sign a register evidencing their attendance. The bidders names, bid modifications or withdrawals, discounts, and the presence or absence of requisite bid security and such other details as the APTS officer at his/her discretion, may consider appropriate, will be announced at the opening. No bid shall be rejected at bid opening, except for late bids, which shall be returned unopened.

Bids that are not opened and read out at bid opening shall not be considered further for evaluation, irrespective of the circumstances. Withdrawn bids will be returned unopened to the bidders.

D.6.3 Clarification of bids During evaluation of the bids, APTS may, at its discretion, ask the bidder for clarification of its bid.

D.6.4 Preliminary examination of the bids Preliminary scrutiny will be made to determine whether they are complete, whether any computational errors have been made, whether required sureties have been furnished, whether the documents have been properly signed, and whether the bids are generally in order. Arithmetical errors will be rectified on the following basis. If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the vendor does not accept the correction of the errors, its bid will be rejected and its bid security may be forfeited. If there is a discrepancy between words and figures, the amount in words will prevail.

APTS may waive any minor informality; nonconformity or irregularity in a bid that does not constitute a material deviation, provided such waiver does not prejudice or affect the relative ranking of any bidder.

Prior to the detailed evaluation, APTS will determine the substantial responsiveness of each bid to the bidding documents. For purposes of these clauses, a substantially responsive bid is one, which conforms to all the terms and conditions of the bidding documents without material deviations.

If a bid is not substantially responsive, it will be rejected by the APTS and may not subsequently be made responsive by the bidder by correction of the nonconformity.

D.7. Evaluation of Pre-Qualification bids

Pre - qualification bid documentation shall be evaluated in two sub-steps.

Firstly, the documentation furnished by the bidder will be examined prima facie to see if the technical skill base and financial capacity and other vendor attributes claimed therein are consistent with the needs of this project. In the second step, APTS may ask bidder(s) for additional information, visit to bidder’s site and/or arrange discussions with their professional, technical faculties to verify claims made in bid documentation.

D.8 Conditional bids All bidders are cautioned that no alternative or conditional offers variations or derivation by the bidders in respect of any item shall be entertained and rejected.

D.9 APTS’s right to accept any bid and to reject any or all Bids APTS reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids, at any time prior to award of Contract, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds for the APTS action. D.10 Corrupt or Fraudulent Practices APTS requires that all the bidders should observe the highest standard of ethics during the procurement and execution of this Contract. In pursuant to this policy, APTS defines for the purposes of this provision, the terms set forth as follows

a) “corrupt practice” means behaviors on the part of officials in the public sectors by which they improperly and unlawfully enrich themselves and / or those close to them, or induce others to do so, by misusing the position in which they are placed, and it includes the offering / giving receiving, or soliciting of anything of value to influence the action of any such official in the procurement process or in contract execution; and

b) “fraudulent practice” means a misrepresentation of facts in order to influence

a procurement process or the execution of a contract to the determent of the Purchaser, and includes collusive practice among bidders (prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the Purchaser of the benefits of free and open competition.

APTS will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question. APTS will declare a firm ineligible, either indefinitely or for a stated period of time, to be awarded any Contract, if it at any time it is determined that the firm has engaged in corrupt or fraudulent practices in competing for, or in executing, this Contract.
