The Laser Guard System (LGS™)has an imbedded PC 104 for com-munication and control. A dedicated computer with LGS software is usedfor remote control of the system. Themonitoring screen resembles a radarscreen and displays themapped/detection area. The screenis scaled according to the existingdistances. Targets appear on thescreen as they are detected andtracked. Existing objects can benoted/drawn on the screen for orien-tation and control purposes. Areasthat are not “of interest” can be“masked out” in the software, allowingthe LGS to be customized to the site.

Detection BandThe LGS provides a high probability of detection while operating at a low false alarm/nuisance rate. The high probability of detection is achieved by using two LRF's, offset from each other by 180° and each with a different inclination angle towards the ground, providing a “detection band” to detect crawling intruders. Sophisticated algorithms filter out nuisance alarms by analyzing the data received (range and contrast measurements) from the laser pulses as the LGS LRF’s rotate.

IntegrationThe LGS can provide the distance and azimuth of the intruder. With thisdata, CCTV cameras, flood lights, etc. can be “slaved” to the LGS andfollow/track the intruder allowing the incident to be recorded.

Long Life SensorsLaser Guard Sensors have a Mean Time Between Failures (MTBF) ofapproximately 340,000 operating hours. The two laser range finders areeasily replaced in the field.

Principal of OperationThe LGS utilizes two laser range find-ers (LRF) in an environmentally sealedhousing. As the LRF rotates it sends out laser pulses.By manipulating the return pulse, itmaps the area boundary and an addi-tional inner boundary by measuring thedistance to the surroundingobjects/ground. During this process,the LGS “learns” the position of exist-ing objects and creates the basic

statistics of the data during eightscans. As the LGS continues to operate, it continuously adapts thealgorithm to allow for changes in the data due to rain, wind (movingbushes) sun rise/set, etc. Once anintruder enters the secure area(mapped area), the LGS recognizes thechanges in the data that are meaning-ful, and in accordance with otherparameters, initiates an alarm.

IntegrationThe Absolute system can be integrat-ed with other sensor technologies toprovide complete perimeter security.Dry contacts are provided for integra-tion and annunciation.

Nuisance alarmsNuisance alarms are often caused byexternal, environmental, atmospheri-cal conditions, or by the movementsof animals. This is where the combi-nation (logic “AND” gate) of themicrowave and infrared technologiescomplement each other. For exam-ple, where there is standing/movingwater due to rain, the microwaveoccasionally false alarms, but theinfrared does not, so no bonafidealarm is initiated. In a situation where a

small bird blocks the infrared signal causing a pre-alarm, nobonafide alarm is annunciated sincethe bird is small and therefore is notdetected by the microwave. The result is a system with a verylow nuisance alarm rate.

Method of OperationThe microwave and active infraredsignals are received and processedindividually. The activation of thealarm signal comes as a result of pre-cise synchronisms and a sophisticat-ed coordination between the twotechnologies. Internal monitoring iscarried out by means of a temporarywindow memory circuit. The pilot cir-cuits of both detection technologiesare equipped with a timer whose

range is from 20 seconds to 2 min-utes. The first device that receives a“stimulus” activates its own timer.During this time the other technologywill be summoned to confirm the finalalarm. Through this method of operation, nuisancealarms which are caused by environ-mental factors, are significantlydecreased.

MicrowaveThe microwave is the technology thatfunctions as the “activator” because,in most cases, it is activated first. Itsdetection capacity is determined by alobe that can be regulated with itsown trimmer, up to 19 feet in diame-ter. Moreover, as an option, an anti-crawling doppler can be installed incase there are no overlappingcolumns. This covers the blind area inproximity to the columns that themicrowave’s elliptical beam does notcover.

Active Infrared “Quad Beam”Infrared sensors are incorporatedinside a column. Each set of beamshas its own receiver and transmitterwhich form a quad multiplexed beamper sensor, offering the addedadvantage of greater space protec-tion over traditional single beamdevices. The transmitter sends acontinuously modulated infraredbeam to the receiver which is tunedto recognize only the modulated sig-nal ignoring non-modulated or visiblesignals, rendering it completelyimmune to sunlight. An alarm is gen-erated when there is no modulatedsignal received or when the synchro-nizing signal between the two sys-tems disappears. The amount ofQuad Beams inside the column isdetermined by the height of the sys-tem and the application (high/medi-um security).

Disqualification of the Infrared BeamsThe built-in disqualifying circuits de-activate the active infrared units incase of an attenuation of the signal,e.g. by fog, heavy rain or snowfall. Ina case where the infrared disqualifica-tion circuits start functioning, the sen-sitivity of the microwave devicedecreases automatically, (customizedsetting) and during this time span (ofdisqualification) the system functionsusing one technology only.

ExpandabilityIn its basic configuration, anAbsolute column is equipped withthree pairs of active infrared devices,and one microwave transmitter orreceiver in a 8’ 3” high column. Thesystem is expandable on customer'srequest and up to six infraredbeams can be used. A Doppler radarmay be installed for anti-crawlingprotection in situations wheremicrowave beam overlap is not pos-sible. Absolute columns are deliveredalready assembled and ready toinstall on the site. A single Absolute“Link” or several “Links” could makeup a zone.

“Absolute” VideoAbsolute columns may be equippedwith two built-in CCTV cameras, oneof which is equipped with a 16 mmlens (wide angle) and one with a 50 mm lens (deep viewing). TheCCTV cameras remain perfectly invis-ible, covered by a plexiglass cover,and therefore completely safe fromatmospherical agents. By connecting a time-lapse videorecorder or a video transmission sys-tem over telephone lines, it is possi-ble to obtain a time record of thealarm sequences. The Absolute videomay also be integrated with the site’smain CCTV system.

MICROWAVE DEVICEThe microwave coverage is providedby a microwave transmitter and areceiver using parabolic antennas.The coverage pattern can reach 490feet, and 19 feet in diameter.

Sitemap Navigation and On ScreenDisplay

The sitemap feature, which is config-ured in the setup of TRK units, allowsyou to create on screen site overviewboards (e.g. floor-plans, ground-plans,city sub-divisions or aerial photo.) withplotted cameras and external devices.These sitemap boards can then beinterlink for multi-tiered navigation. The TRK-Monitor renders sitemapsinto an informative workspace thatallows security personnel to answerquestions about the array of camerasand external devices across all areasof the site. At a glance, security per-sonnel can identify camera/devicetype, status, relative location, name,region of interest, field of view and ifan alarm has been triggered.A simple drill-down navigation allowsnavigation from one sitemap to anoth-er within the user-defined sitemapmodel. For example, sitemap naviga-tion could be modeled so that from aaerial sitemap view of an airport, secu-rity personnel can drill-down into a ter-minal floor-plan and then to the depar-tures wing. The benefits of graphicaloverviews of monitored areas, provesinvaluable when incident responserequires strategic approach or scenesafety such as dispatching firstresponders or directing emergencyservices.

Taut Wire Is The LeadingPerimeter Protection SolutionTaut wire is applied to a wire fence invarious configurations. The horizon-tal taut wires are fixed to the sensorsthat are mounted in a sensor post inthe centre of the zone. The sensorsare high-voltage insulated. Sensormanagement and environmentalcompensation are carried out by theindividual microprocessors.

If the taut wires are deflected, thesensors to which they are attachedwill be mechanically deflected,resulting in a corresponding changein electrical signal. This change isentered into the processing algo-rithm, which will signal an alarm con-dition if the change exceeds presetlimits. Other parameters used by thealgorithm can also be individuallyset, e.g. Intrusion duration and size.

TAUT WIRE SENSOR -PURPOSE OF THE MODULE

The Taut wire sensor is a unique self-contained taut wire sensorwith integral microprocessor. The sensor is able to detectextremely small changes in wire tension but is managed by themicroprocessor to provide output information according todefined control algorithms. The sensors are rugged in con-struction and completely sealed from environmental influences.Sensors may be individually programmed for local conditionsand all programming performed at the field controller withoutcomputers or special equipment. Sensors are connected tothe common bus cable using industrial connectors for rapidinstallation and maintenance.

Field Nodes Field Nodes apply perimeter detectionmeasures to a specific sector of a securi-ty perimeter and repeats data and com-mands from the System Controller toadjacent Field Nodes and vice-versa(normally security perimeters are dividedinto separate sectors, each controlled byits own Field Node). Under control ofthe System Controller, the Field Nodeapplies detection and prevention meas-ures to its designated sector of the secu-rity perimeter.

Purpose of the Module This forms the backbone for integratingall the field detection and control mod-ules. It acts as a communication node,to be interrogated by the SystemController and to execute controlsreceived.

Principle of Operation The field processor is equipped with apower supply and a number of interfaceports to control, monitor and power allthe expansion modules attached to it.The optical data communication inter-faces connect the field processor to thefield communication network for the pur-pose of transporting data to and fromadjacent nodes and the SystemController.

System SoftwareThe System Controller is run by a distrib-uted, scalable and event driven softwaresystem comprising a number of softwaremodules that can operate independentlyand on different physical platforms.Modules can be split across a geographi-cal network and balanced load distribu-tion can be achieved by running moduleson different platforms and in various loca-tions, leading to excellent scalability andupgradeability. The Operating System run by the SystemController is a Linux operating systembased on a standard qualified kernel.The Application Software is designed torun under the Linux operating systemspecified and uses site specific rulesdetermined by configuration files (no soft-ware changes) to perform its functions.

This networking system ensures the timelyand accurate delivery of data execution ofinstructions. The components of the net-work includes the two core multimodefiber ring, the field nodes and the mastercontroller.

Provision is made for two full-duplex multi-mode optical fiber links to connect theMaster Controller to the Field Nodes. Aloop arrangement is used for each linkwherein it starts at and returns to theMaster Controller through the Filed Nodesof the system. The Field Nodes arearranged as a daisy chain with the firstand last nodes connected to the MasterController, and each node acting as a datarepeater for the next. Each communica-tion link comprises two separate opticfiber conductors with one acting as thestandby for the other. This arrangementensures that the link is not lost if one of itsconductors is compromised.

System Controller DescriptionThe Controller is based on a PC-104Single Board Computer (SBC) that ismounted in a 19-inch rack cabinet.Designed to integrate seamless with theMODUTEQ Perimeter Control Product, theController can run a point and click mousedriven Graphical User Interface under anembedded Unix operating system. Orthe controller can be used without theGraphical User Interface.

This combination of hardware and soft-ware makes the System Controller aneasy to use device through which opera-tors, supervisors and maintenance per-sonnel concerned with perimeter controlcan perform their duties easily, effectivelyand efficiently.

Various connectors are provided for con-necting the System Controller to a videomonitor, keyboard and mouse. In addi-tion, two RJ-45 ports are present for con-nection to external networks. The TCP/IPbased networking capabilities of theSystem Controller means that there aremany ways in which it can be deployedfrom simple systems only requiring oneSystem Controller to large complex sys-tems required a number of SystemControllers interconnected by local or widenetworks.

Further connectivity is provided by meansof two USB Type 1 ports through whichUSB devices such as a USB modern canbe connected.

Short Circuit & Non-lethal Option OverviewAll the fence wires are isolated from themain structure and form a continuous loopterminated by a resistance. The low-volt-age detection module utilizes this featureto monitor the continuity of the fence cir-cuit. Should this circuit be interrupted orshorted or even grounded, then an alarmcondition will result. The non-lethal ener-gizer provides a pulsed high-voltage signalto the fence wires in the range of 6000Volts. The power of this pulse is config-ured to meet the applicable IEC regulations. The system can further be programmed toallow for digital outputs to indicated eventsof alarm or maintenance and it has inputsthat may be used as resets or day/nightactivation of high voltage.

Further, the system may be setup to onlygo into high voltage mode on detection.This allows for safety of personnel whenaccidentally touching the fence without theintention of intrusion. It also facilitates alonger equipment life and lower powerconsumption especially when on backuppower. This can normally not be done byother similar energizer setups due to thefact that their detection only works onpulse detect i.e. the system has to havedetection capability.

The system uses dual loop detection. Adual loop system has positive and nega-

tive high voltage circuits. All the wires inthe fence are therefore live wires andit also allows for redundancy of thesystem.

Parameters in the algorithm e.g. Pulseduration and intrusion size are alsoadjustable.

Deterrent Measures The non-lethal shock can be configured topulse continuously as a deterrent to intru-sion. These pulses are applied by meansof the same Energizer modules that applythe low-voltage detection current to the dualloops, and can be switched ON or OFF atwill. Pulse strength is in the range of 6000volts and is configured to meet IEC safetyregulations. The repeat rate for the pulses isset to be about 1.2 seconds apart.

1. The voltage applied to each loop is180? out of phase, so a potential dif-ference is always present between thetwo loops and each loop and ground.

2. Although the high-voltage pulses canbe switched ON or OFF, the low-volt-age detection current is always present.

3. None of the applied voltages is lifethreatening.

Short circuit detection can be used as astand alone system in lower risk installa-tions or in conjunction with other tech-nologies to serve as a deterrent and delaysystem.

Alarm ProcessingAlarms can be generated by optical fiberand/or fence wire deflection, fence wireshort-circuit or open circuit conditions,activation of supervised alarm inputs, tam-pering with Field Node enclosures andmaintenance conditions. The alarms arerouted to the System Controller throughthe optical fiber communication links.The System Controller can be configuredwith business rules to instruct the relevantField Node to apply shock or activate anoutput (based on user set-up parametersif an alarm is received.)

The System Controller will annunciate anyalarms it receives on the relevant displaydevices (such as Mimic Panel) andGraphical User Interface. This informationwill include the type of alarm condition,detection sector number and taut-wireaddress if required. Alarm informationtogether with operator responses and IDswill be logged by the control system.

Coded Tag Readers can be used to resetalarms. This provides a higher degree ofsecurity and operator responsibility. Thetag readers are provided on the door ofeach field node and the System Controller.

The controller also accommodates variousinterface protocols with 3rd party securitymanagement systems or distributed controland management via the end-user LAN.

True Physical BarrierA STI Taut Wire Intrusion DetectionSystem operates usingelectromechanical sensors incorporatedinto a taut wire fence. The sensorsprovide intrusion detection to a fencethat is a true physical barrier. Thesystem can be installed as a "stand-alone" system, wall/roof mounted, or asan add-on to an existing fence.

A taut wire fence can also be installedon swing and sliding gates in order toprovide continuous detection andprotection to any perimeter. For addedprotection, corners can be fullyoverlapped or just at the outriggers. Atcorrectional facilities, taut wire systemsare typically installed as the inner fenceproviding both immediate detection anddelay. Whereas most intrusion detectionsystems provide alarm only, the STIelectronic taut wire adds further delayand contributes to the effectiveness ofthe outer fence.

Self-Adjusting SensorsAt the heart of the STI Taut WireIntrusion Detection System are electro-mechanical sensors that automaticallyself-adjust to any wire creepage causedby temperature variations, soilmovements, etc. This important, self-compensating feature significantlycontributes to the reduction of falsealarms. The sensors are hermeticallysealed and suitable for deployment inextreme weather and geographicconditions.

Recent TechnologicalAdvancements• Traditional taut wire sensors are

contained in plastic which, over time,have a tendency to crack allowingthe damping material to leak and inessence, cause system failure.Safeguards has developed a systemwhere long-lasting aluminum hasreplaced the traditional plasticencasement.

• The flexibility of the sensors nolonger relies on rubber housing,which may crack. The flexibility ofthe STI-90 and 2000 sensor relies ondependable metal springs.

• The traditional “cup and pin” conceptis still utilized in the STI Taut WireSeries, however, two majoradvancements in this design weredeveloped. First, the cup and pinhave been joined to create onestructure preventing the occurrenceof separation of the twocomponents. Secondly, the contact“pin” which initiates the alarmcondition, has been changed to amore flexible unit preventing thecommon problem of the pin bendingor breaking during testing. In theolder style systems, bending orbreaking of the pin causedcommonly during testing, requiredthe purchase of a new sensor. Theflexible “pin” prevents this problem.

Minimal Maintenance Keeping consistent with the system’s original conceptual design for usagealong hostile perimeters, the STI Taut Wire Intrusion Detection Systemsfeature minimal maintenance requirements over many years of use.

Very Low False Alarm RateThe combination of the self-adjusting taut wire sensors and the uniquehigh tensile double strand reverse twisted barb wires reduce thefalse/nuisance alarm rate to less than 1 per km (0.62 miles) per 3 months.The extremely low False Alarm Rate (FAR) and Nuisance Alarm Rate (NAR)allows the protected facility to operate without unnecessary disturbances.This increases the confidence of the security officers tremendously,ensuring an effective and immediate response when an alarm occurs.

EMI/RFI and Climate Proof The taut wire electro-mechanical sensor is not affected by Electro-Mechanical Interference (EMI), Radio Frequency Interference (RFI),climactic or atmospheric conditions, including lightning and electricaltransients from nearby power lines. All of the control and reporting unitsincorporate lightning protection circuits and devices to ensure maximumsystem availability.

Taut Wire Control System The Perimeter Control Center (PCC) is based on a Pentium platform andcommunicates with Reporting Units. It utilizes Safeguards’ Secunet©Software (Microsoft Windows© based) that is extremely user friendly andcustom designed specifically for each facility. All occurrences within thesystem are recorded and formatted for analysis and maintenanceprocedures. The PCC can accommodate up to 100,000 linear feet of thetaut wire system, as well as other systems. It is oftenseen today that detecting anintruder once he is in a securedarea, it is too late. This is a veryreliable intrusion detectionsystem that uses fiber opticcable as the medium fordetection. It can be used asburied system in soil, crushedstone, sand or beneath anynormal ground type. It may alsobe used on structures such as;walls, fences, gates, doors oranywhere intrusion detection isneeded. It works by detectingany deflection in the cable. Thisis usually caused by pressure,bending or shaking of the fiberoptic cable. The signal is thenreported by the processor to thecontrol unit immediately alertingsecurity personnel to theintrusion event.

Previous methods of perimeterdetection using the “old style” ofthis technology either had a lowprobability of detection, highnuisance alarm rate, highmaintenance or high installationcost. Often most other solutionsavailable have a combination ofthe above problems. Alarmsreported by other detectionsystems are often caused by theenvironment and regarded asfalse/nuisance alarms.

Reducing False AlarmsThe Fiber Optic Detection Cable’sProcessor unit has a unique feature todo automatic analysis of theenvironment. A learning period is setin which the system recognizescommon movements anddisturbances that occur regularly inthe detection field. The processorstores this information into its memoryand compares this signals with that oftrue alarm conditions. Using thiscomparison method, the systemvirually eliminates alarms caused bywind, rain, small animals, andvibrations commonly caused by largevehicles or normal site activity. Nextthe installer/operator sets the FiberOptic Detection Cable System into theAlarm Learning Mode. Here you areactually able to inform the system asto what various alarm conditions are.Again the system stores thisinformation and uses it when inoperational mode. After simulatingboth of these conditions, the unit willautomatically determine detectionparameters.

Another option in reducing the falsealarms when using the Fiber OpticDetection Cable is selecting from theseven preset detection parameters.This allows you to choose betweenseven simulated environmentalconditions that most closely matchyour site installation. Here once again,the alarm processing software willreject environmental conditions suchas changes in temperatures and disturbances caused by wind and rain.

Detection parameters can be set toachieve the best balance betweenprobability of detection and falsealarms.

Two Configuration Options

Stand-aloneIn stand-alone mode, Safeguards’Fiber Optic Detection Cable Systemoperates independently and providesan alarm indication by means of apotential free relay contact. The userinterface is done through a liquidcrystal display (LCD). Structure ProtectionIn addition to the structure men-tioned above, the Fiber OpticDetection Cable can be used to pro-tect various structures (such as pal-isade fencing, suitable wire meshfencing and pre-fabricated walling).Suitable structures must be rigidenough to ensure that deflectionscaused by environmental conditionsto which the structure is exposed(such as wind), are not excessive.When attaching the detection cableto the structure to be protected, amethod must be used that willensure that:

VSSU Processor

The VSSU processor board features

a unique capability to simultaneously

analyze multiple zones, while

automatically adjusting system

sensitivity to fit the current weather

conditions. This eliminates the use

of a weather station because the

VSSU processor filters out weather

related nuisance alarms.

The STI-390B’s utilization of the

VSSU processor allows for system

Continuous BroadCommunicationThe data gathered from the active sensors of various alarm sys-tems is processed through MultiPurpose Reporting Units (MRU)s,Vibration Sensor System Unit(VSSU)s, and or Multi Purpose FiberOptic Reporting Units (MFRU)s. Thereporting units convert the sensordata into digital form and transmitthis data to the perimeter control center.

In the Taut Wire configuration, thePCC incorporates closed-loop com-munication that maintains continuouscontact with the system's reportingunits even in the event of a break inthe communication line.Communication with the reportingunit is bi-directional.

PCC System ConfigurationOne PCC can monitor unlimitedreporting units, each of which canhandle up to 7 inputs. Each PCC canalso output up to 6 commands, such

as intrusion alarms, floodlights,sirens, CCTV, etc. Approximate on-screen instructions alert the PCCoperator to a change in status. Oneor more PCC can be linked by stan-dard modem and telephone lines to ahost computer, which can displayglobal system data (graphics andtext).

The PCC can also be controlled by a host computer which canprocess data input from a number ofsystems. This arrangement may beuseful in cases where large areasmust be covered by alarm systemsand a single computer would bepractical.

The PCC configuration for a particularsite is designed and constructed tothe site layout and security re-quirements. The PCC configurationof hardware and software cannot be changed by system operators.However, data concerning securitypersonnel may be entered into thecomputer and changed if necessary.

PerimeterControl Center

Safeguards Technology’sPerimeter Control Center(PCC) is a security controlsystem that processes datafrom various intrusion detectionsystems. After processing thedata the PCC displays theinformation on a graphicdisplay monitor. In addition todisplaying the data, the PCCsounds alarms, issuesmessages, and displays alarmreports. The PCC is anadvanced on-line toolconsisting of a real-timesoftware package installed onan IBM or compatible industrialcomputer. STI-3010Mobile MapGraphicDisplaySystemSafeguards Technology’s STI-3010 Mobile Map is areliable Mobile Radio GraphicDisplay System. The STI-3010can be integrated with a perimeter intrusion detectionsystem, with or without controlunits. Alarms received by the Mobile Map encoder arechecked and formatted into an error-checking frequency-shift-keying (FSK) signal whichis sent to the radio transmitterfor wireless signaling to theMobile Map Radio GraphicDisplays. The radio signal isreceived no matter where thelocation of the STI-3010display. The alarm information ischecked for accuracy, thendisplayed on the graphic frontpanel map of the STI-3010 display producing an audiblewarning signal. The audiblewarning can be silenced usingthe top-mounted acknowledgeswitch. However, any newalarm appearing at the mobilemap unit will cause the audiblealarm to resound.

CONSTANT SUPERVISION

The STI-3010 is continually super-vised “in use” for both communica-tions to the central control unit andinterference by outside signals. The STI-3010 encoder periodicallysends a test signal to each STI-3010regardless of whether alarms arepresent or not. Each display con-tin-uously checks for transmissions fromthe transmitter and for unidentified radio signals on the des-ignated radio frequency.

ALARM SIGNALTRANSMISSION

Separate front panel lamps indicateloss of communications with thecentral transmitter and/or the pres-ence of an interference signal. The STI-3010 encoder can formatand transmit up to 64 independentalarm signals plus an optional securi-ty code to each STI-3010 mobileradio graphic display. An optional touch screen mobilemap is also available.
