MESSAGE OF THE DEPUTY MINISTER
The main question behind the idea of security is how safe and free we
are as individuals today. One of the essential elements and major
impact on human life is certainly personal safety as well as social
security in general. Safety is one of the basic phenomena of human
society in all stages of its development. No matter, whether it comes to
the security of the individual, community or state, each time it derives
to goals to ensure values and circumstances that are considered a vital interest of all. Safety
and security is an increasing concern for the population. Most of the individuals have the need
for security in every aspect therefore, improving security as a clear objective can be a powerful
mobilizing force. It is therefore important to develop a suitable approach to facilitate the
achievement of this goal. Every individual has a role to play in making communities safer,
regardless of circumstances such as age, ethnicity, gender or religion.
Safety in the community to which this assessment report refers to, has to do with overall
security and quality of life by encouraging individuals to seek for more favourable options
available to them, to enable them to live their lives safe and without fear of crime and disorder.
Safety is a fundamental right and an essential condition for sustainable development of
societies. Security as a fundamental human right that is guaranteed by various European and
international conventions is also empowered with the applicable laws of the Republic of
Kosovo.
The main aim and politics of the Ministry of Internal Affairs is to provide qualitative safety for
all citizens of the Republic through democratic policymaking community safety and
stimulating cooperation and building mutual partnerships with all stakeholders and broader
society.

Of course in modern times, security is not understood in a narrow aspect, only on personal
safety, family or a small social group by thinking that security is when I or my family will not
have physical attacks by other persons.
Today, security is a very broad concept, a concept which is mainly concentrated on an open
healthy cooperation, accountable and transparent to all, including the citizens through a
proactive partnership with the aim of preventing different negative phenomena in society and
solving existing problems together with the community.
Ministry of Internal Affairs of the Republic of Kosovo has drafted the National Strategy on
Community Safety and Action Plan 2011-2016, which is now for three years implemented
throughout the country.
Implementation of this strategy in recent years is characterized with commitments and
successes achieved in terms of improving the safety and quality of life.
This is a result of a common approach in the design of coherent security policy in promoting
community involvement and active participation of all local and international institutions, civil
society but also citizens.
On this occasion I am pleased that through this assessment report for the implementation of
the National Strategy on Community Safety Action Plan 2011-2016 to express gratitude and
sincere acknowledgments to all central and local institutions, local and international
organizations, civil society, community safety forums and all individuals for their commitment
and precious contribution.
I have full confidence that with a continues approach and common commitment to the design
of policies aimed at addressing all security challenges, we will continue to contribute to the
welfare of all citizens and to provide high quality security, without fear of crime and other
negative phenomena, which may have an impact on improving safety and improving the
quality of life for all citizens of the Republic of Kosovo.

INTRODUCTION
STEERING COMMITTEE FOR MONITORING THE IMPLEMENTATION OF THE STRATEGY AND ACTION PLAN FOR COMMUNITY SAFETY
2011-2016
Ministry of Internal Affairs
after the approval of the National Strategy and Action Plan for Community
Safety 2011-2016, in 2012 made a decision for the establishment of the inter-
ministerial steering committee involving the national and international, non-governmental and
governmental organizations/agencies with the aim to effectively monitor the implementation
strategy in question. Therefore, with the Decision of the Ministry of Internal Affairs,
respectively Deputy Minister Izmi ZEKA, who is also the National Coordinator of the Strategy,
a Steering Committee for Monitoring the Implementation of the Strategy and Action Plan for
Community Safety 2011-2016 was established, hereinafter referred as the Steering Committee.
The Steering Committee is composed of the following representatives from: Community Safety
Division, Ministry of Internal Affairs; Directory for Community Policing and Prevention,
Kosovo Police; Ministry of Local Government Administration; Office for Communitie Affairs,
Prime Minister Office; Ministry of Kosovo Security; Ministry of Education, Science and
Technology; Kosovo Municipalities Association;
While in the capacity of strategic partners and advisors, the Steering Committee in its
composition has also these representatives from: Community Safety Development Section.
OSCE Mission in Kosovo; US DoJ - ICITAP; UNDP/KOSSAC; Civil Initiative Forum (CIF);
and Safeworld.
The Steering Committee established the professional secretariat which is composed of: two
representatives from Ministry of Internal Affairs respectively Community Safety Division, and
one representative from Kosovo Police respectively Directory of Community Policing and
Prevention.

The main role of the Steering Committee is to supervise and coordinate the activities,
initiatives and projects which contribute directly or indirectly on the achievement and
implementation of strategicall objectives of the National Strategy and Action Plan for
Community Safety 2011-2016. Besides the supervising and coordinating role, the Steering
Committee was and still remains the main factor in guaranteeing a successful implementation
of the strategy by giving its direct contribution on implementation of the Strategy Action Plan
through its regular activities at the national and local level.
The Steering Committee has already approved its work plan for 2014 which indicates the
efficiency and great engagement of each member toward fulfillment of duties which arise from
the strategy and work plan, thus contributing on increase of the safety feelings of the Kosovo
citizens.

EXECUTIVE SUMMARY
eport has been written by the Steering Committee with the aim to present the
achievements and challenges in implementing the National Strategy and Action Plan for
Community Safety 2011-2016 for the reporting period January – December 2013.
The report aims to provide proper information for the local and international responsible
institutions and other stakeholders with regard to the achievements and challenges in
implementing activities foreseen in the Action Plan of the National Strategy for Community
Safety 2011-2016. The purpose of this report, among others, is to fulfill the main objectives of the Steering
Committee as a supervising, coordinating and supporting body in order to be informed for all
activities and initiatives of police action addressed to the community, criminal prevention as
well as to evaluate the progress achieved during 2013 in the field of community safety in the
Republic of Kosovo.
The Steering Committee, regarding the monitoring of implementation of the National Strategy
for Community Safety, has been continuously discussing during the regular meetings and
through various activities, either by providing concrete practices or examples or through
engagement in the field, it has also provided support for the local level aiming to implement
the Strategy and achieve the goals and objectives foreseen in the plan.
The evaluation has been done by reviewing in details the activities undertaken and identified
obstacles in achieving nine (9) Strategic Goals and Objectives set in each strategic goal.
Some of the general evaluations of achievements in the field of community safety and
implementation of this strategy are as the following:
Public trust in the Security Institutions is satisfactory, where general public satisfaction
in the security institutions compared with the general public satisfaction with
Government is significantly higher. It is worth noting that the public satisfaction with
security institutions is relatively high among the Albanian respondents with 62 percent,
while other communities are satisfied at a level of 57 per cent.
It is important to note that among the Security Institutions, the most trusted institution
remains Kosovo Police. While the satisfaction with the Government of Kosovo is only
27 percent, the satisfaction with the Kosovo Police work is significantly higher with a 75
percent, whereas 85 percent of Albanians, respectively 16 percent of Serb respondents
are satisfied with the Kosovo Security Force.

Based on a survey undertaken by the Steering Committee for monitoring the
implementation of the National Strategy for Community Safety and visits made by the
SC members during 2013 in the Municipalities of Kosovo, it can be said that there was a
significant progress regarding the meetings of MCSC in the Municipalities of Kosovo.
A concern is the fact that in some municipalities, MCSC is not headed by the Mayor of
Municipality, as foreseen with the AI, which directly affects in the non-coordination of
policies and actions in the field of public safety.
It should be noted that Hani i Elezit is the municipality which held the largest number
of MCSC meetings with a total of 10 meetings; despite the mandatory meetings are
only 6, it gives a good example for other municipalities on the importance of the
municipal body.

METODOLOGY
The Steering Group has worked closely on the implementation of this strategy, the concept, the
issues included during compilation, where the meetings have been organized to see how do
operate the relationships between competent mechanisms in the community safety
management and details in the systems involved in the integrated policies in the process of
providing community safety.
During the first phase of evaluation development, the national and international stakeholders
have been introduced with the basic concept of the need for an annual assessment. In drafting
the evaluation, the group is based on all government documents and community safety
strategy, which include community safety as a new concept, establishment of municipal
mechanisms for the community safety field, making citizen pro-active in field of security, the
process of introduction with reintegration policies etc.
The methodology used for drafting of this report is based on the data collected from the
projects’ review, activities, publications and analysis undertaken by local and international
organizations in the field of community safety, perception of citizens on the security
institutions and the Kosovo police statistics.1.
Consequently, it was decided to unify key components of the community safety, and while the
group acknowledges that it could have benefit from the existence of working experience in
community safety (from international organizations), it also believes that this document
reflects the direction and general framework in this regard.
As such, the assessment provides a summary of actions for implementation of the activities
and objectives, reports and policies that reflect the goals of the strategy parts. Furthermore, the
group has been informed about the overall process of strategy implementation and the level of
implementation by the ministries, agencies and municipalities. While drafting this assessment,
consultations of statistical sources and other sources have been developed.
This report does not contain an assessment of all activities undertaken in different
municipalities during the reporting period, but the main activities for which the Steering
Committee was also informed during this year.
Regular reports of the Steering Committee for Monitoring the Implementation of the Strategy
for Community Safety have also been an important source of information for preparing this
document.

Another method used for the preparation of this report is data collection for evaluating the
Community Safety Strategy through discussions and team work in a three - day workshop on
"Community Safety Strategy - Assessment of progress and the way forward" organized by the
Ministry of Internal Affairs with support of the Steering Committee for supervising the
implementation of the National Strategy on Community Safety and Action Plan 2011-2016,
which was enabled thanks to the support of UNDP KOSSAC project.
In this workshop attended by members of the Steering Committee and external members of
international organizations such as UNDP, OSCE and ICITAP, it was worked on evaluating
the strategy, thus through discussions were identified a variety of achievements and
challenges in the field of community safety, and meanwhile it served as a forum for discussion
on the best ways to improve problematic issues that were identified, increase of collaboration
and drafting of Work Plan for 2014.
The report initially provides a general assessment of the achievements that have been made in
the implementation of the strategy, taking into account those goals and objectives for the
progress achieved. Moreover, a general assessment has been given for the goals and objectives
for which no progress had been made.
Finally, the report also contains recommendations which are built on the basis of the identified
challenges aiming to identify the activities for the improvement of implementation strategy
over the next year and the achievement of these objectives.

PROGRESS ACHIEVED DURING 2013
Evaluation of Strategic Goal 1: The level of public trust in the Governmental and Security
Institutions is in constant increase
Of course that on the basis of research that have been done with regard to the level of public
trust in governmental and security institutions, it cannot be said that there was a continuous
increase in public trust over the years.

The data for the assessment period of 2013 shows that satisfaction with Government
performance has slightly increased for 6 percent. Results of public perception show that public
satisfaction with government performance in April of 2012 was at a level of 21 percent, while
in 2013, this percentage increased to 27 percent of the respondents who stated that they are
satisfied with Government performance3.
However, overall satisfaction of the public with security institutions compared with overall
satisfaction of the public with the government is significantly higher. It is worth noting that
satisfaction of the public with security institutions is relatively high among Albanian
respondents with a 62 percent, while other communities are satisfied at a level of 57 percent.
Nevertheless, if we compare the current findings of October 2013 with those of October 2012,
the level of satisfaction with the security institutions declined for both Albanians and Serbs.

It is important to note that among the Security Institutions, the Kosovo Police and Kosovo
Security Force remains the most reliable institution. While satisfaction with the Kosovo
Government is only 27 percent, the satisfaction with the performance of Kosovo Police is
significantly very high with a total of 75 percent.
According to the latest Public Pulse report, there is a positive trend in terms of satisfaction
with the Kosovo Police performance that is 5 percent, when comparing the survey data of
April 2012 with the survey data of April 2013. Even 85 percent of the Albanian respondents are
satisfied with the KSF performance. Regarding the Serb respondents, the satisfaction with KSF
has increased.
Moreover, the EC Progress Report for 2013 assesses the Kosovo Police as the most trusted
institution in the field of security4.
Concerning of the feeling of safety, it is important to note that the percentage of respondents
who state that they feel safe is very high at over 82 percent; while only 15% stated that they in
general feel unsafe.

Specific objective 1 - Governmental and Security Institutions are pro-active and have
developed prevention programs
Ministry of Interior through institutional mechanisms is organized in the drafting and
implementation of prevention programs for the safety of the citizens by the Community Safety
Division.
CSD has organized a round table on the topic "Safety and Fireworks - achievements and
difficulties" in coordination with the ASK/American School, supported by UNDP KOSSAC
1,500 flyers in Albanian language were printed and 500 Serbian for safer use of fireworks.
Community Safety Division supported by the public information office / MIA in 2013 held an
awareness campaign with the motto: "Fireworks entertain, but also hurt”

Directorate of Community Police and Prevention in collaboration with the respective
institutions during 2013 held lectures in the Kosovo high schools about the consequences that
are caused by the usage of narcotic substance and criminal penalties under the Criminal Code
of Kosovo.

DCPP has implemented the project to prevent happy shooting during various events with title
“Cheer with Heart, not with a Gun”

OSCE Mission in Kosovo, during the period January - December 2013 monitored the LPSC
work, mainly focusing on the police performance. As a result of monitoring, OSCE produced
evaluation reports for LPSC with advices and recommendations for KP, for the methods to
improve their operation. This monitoring has shown that KP regularly participate at the LCPS
meetings and take appropriate actions on the security issues raised by the LCPS members. As
one of the challenges for a full operation of LCPS, is considered to be the lack of financial
incentive for LCPS. To meet this objective, the Strategy Action Plan foresees a number of
activities which would have to be implemented over the years 2011-2016 that would have an
impact on the achievement of the specific Objective 1.

Activity 1.1.2: MCSC meetings should be regular which address specific issues raised by
representatives of ATCS and LCPS
To meet this objective, the Steering Committee undertook several initiatives during 2013.
Based on a survey undertaken by the Steering Committee for monitoring and implementing
the strategy for community safety, and visits realized by members of this group in 2013 in the
municipalities of Kosovo, it can be said that there was a significant progress in terms of MCSC
consolidation according to the AI Nr. 27/2012 MIA - 03/2012 MLGA "For Municipal Advices
for Community Safety in the Municipalities of Kosovo", as well as the meetings which were
held.
However, a concern is the fact that in some municipalities, MCSC is not headed by the Mayor
of Municipality, as it is foreseen with the Administrative Instruction No. 27/2012 MIA -
03/2012 MLGA which directly affects in the lack of police coordination and actions in the field
of public safety.

Based on the report on the activities of the MCSC, drafted by the CSD, during the meeting
which were held and according to the minutes of the meering following conclusion may result:
1. In most municipalities in the second quarter of 2013, MCSC meetings were not held
due to the local elections in Kosovo;
2. More alarming concerns were many stray dogs wandering in most municipalities;
3. Traffic safety, without traffic signs, the most severe measures should be taken against
those who do not respect traffic rules as preventive measure;
4. Increase of thefts are concern to the inhabitants;
5. Scarce police patrols in different areas, especially near schools where attendance is
large;
6. All mesures should be taken to remove the vehicles from sidewalks, to release the
movement across the sidewalk;
7. Proceed with the KP Plan regarding to the bush search that transprot pupils, to prevent
and eliminate negative occurences;
8. Loud noise from the sound of music in the city cafeterias. Required by the respective
municipal bodies to take appropriate measures to prevent these occurrences;
9. It is required from Police to have an office in the local communities, in order to be
closer to citizens to solve problems;

13. Environmental pollution, river and waste disposal in inappropriate places, in the
absence of bins and landfills;

General Recommendation
Looking at citizen concerns and challenges which they face in everyday life, everything which
is related with current trends is very important to create policies to prevent negative
phenomena in due time and policies which will offer citizens greater security, tranquility and
movement of freedom for all citizens without discrimination.
CSD came up with following recommendations for relevant institutions in order to take into
account concerns of citizens and based on them to take action to improve safety and prevent
negative trends while identifying priority areas in different time periods:
a. Assemblies of the three northern municipalities, to establish MCSC according to AI no. 27/2012 MIA - 03/2012 MALG for MCSC
b. Municipalities should notify in due time the MIA time for meetings of the MCSC, and sent invitations in due time, to assign coordinators MCSC in order to facilitate communication and information with MOI, MAPL, to follow the provisions regarding to the minutes of the meetings of the MCSC, MIA and MALG according to the aforementioned UA.
c. It is recommended that information is disseminated about MCSC meetings, to inform local media and to inform the citizens about the security situation in the municipality, to have two meetings held with MCSC public according to the UA.
d. Municipal councils for Community Safety to have a Cooperation, regarding to the issue of security in the community in various fields;
e. To place electronic cameras for electronic surveillance in the city, such a thing could bring greater security to all citizens and greater care, prevent and detect problems (taken as a model municipality of Peja and Mitrovica eventually, they decided electronic monitoring)
f. Increased cooperation between security forums respectivelly MCSC, the LPSC, CSAT and Kosovo police.
g. Increase the number of police patrols on highways, increase operational plans as a preventive measure to prevent traffic accidents because their absence is evident,
h. To provide all streets with vertical and horizontal signaling, for a greater safety in traffic, the most severe measures against those who do not respect traffic rules, as preventive measure
i. Have an inter-institutional coordination of central and local level including NGOs, for issue of stray dogs because all municipalities are concerned for the safety of citizens, in order to prevent the worst.
j. To have more rigorous measures by local institutions, in issuing permits to practice gambling activities, not to be allowed to exercise this activity in the vicinity of schools.
k. During the summer when is presentgreater danger of fire, measures should be increased as well as activities to sensitize citizens on preventing the spread of fires, where the role can be played by CSAT, LPSCs and elected local councils of villages

Activity 1.1.4: MLGA Annual Report for the KS municipalities considers and evaluates
the MCSC performance according to the Administrative Instruction 2008/9
Taking into consideration the report on operation of the Municipalities in Republic of Kosovo
January - June 2012, a description and evaluation has been made to the MCSC work as well,
that evaluation is based on the monitoring reports which MLGA possesses, by fulfilling in this
way the legal obligation which derives from AI for MCSC.
Activity 1.1.7 Drafting of the programs which stimulate voluntary commitment in the
activities at the local level on the issues that concern people directly
OSCE Mission supported the Steering Committee for the implementation of the SNSB & PV
2011-2016 in drafting the Instruction for writing the Annual Work Plan for Municipal Councils
for Municipal Community Safety Council (MCSC). This Instruction aims to provide clear
recommendations for MCSC on the development of annual work plans (hereinafter PVP).
This Instruction will serve to MCSC to design the annual work plans properly and also for
more efficient work, as well as it will enable the MA and other bodies within the municipality
such as KP and other stakeholders in that municipality to have more knowledge about how to
support MCSC for the realization of their plans to improve community security.
The drafted Instruction is published, presented and submitted to MCSC in the meeting held
with the MCSC chairpersons that was supported by OSCE Mission in Kosovo on 28/06/2013
at the Emerald Hotel in Pristina.

Specific objective 2 - Ensuring inclusion and participation of citizens in security forums
(MCSC, CSAT, LPSC) including civil society in addressing adequately the Institutions’
needs
Saferworld, in partnership with FIQ and AKTIV, within the frame of project "Strengthening
Civil Society Organizations in Kosovo to become effective contributors to security policies and
decision-making processes", in the period June - July held 7 meetings with citizens (Gjakova,
Gjilan, Mitrovica – in the south – north, Shterpca, Kline and Prizren) to discuss the key issues
that affect the level of peace and security in Kosovo. These meetings attended over 135
participants, while 11 semi-structured interviews were conducted. The report is published at a
conference organized on October 23, 2013, with the title: “Citizens views on key security
matters in Kosovo”. The report analyzed four topics: Concerns about police work, the risk of
presence and drug usage among young people; Traffic Safety, Lack of transparency and clarity
for the Agreements in the dialogue Kosovo – Serbia. After the conference in Pristina, which
was attended by about 50 participants from different institutions of the country, international
organizations, civil society representatives and the media, this report was brought for
discussion in three municipal roundtables in Gjilan, Klina and the north Mitrovica.
Activity 1.2.1. Establishment of security forums (MCSC, LPSC, CSAT) in those
municipalities that are not established yet, support for the existing forums and re-
vitalization in case there is a tendency for termination or extinction
The establishment of security forums, in particular the MCSC was paid a special attention by
the Steering Committee during 2013. In this way, SC met the goals set by the MIA Decision to
enable the development of policies at the Kosovo level to implement the National Strategy and
provide recommendations for bodies which have the authority to decide for the policy that
will be applied throughout Kosovo at the strategic level.
With the purpose to collect data from the field, during the site visits carried out with the MCSC
chairmen, SC realized that in most municipalities MCSCs are operational, with exception of
Skenderaj and four northern municipalities, North Mitrovica, Leposavic, Zveçan and
Zubinpotok which are not operational.

Moreover, during this year the revitalization and completion of new members of CSATs in
several municipalities such as Municipality of Dragash and Lipljan has been done. With the
decision of the General Director of Kosovo Police, new LPSCs have been established in the
district of Dardania/Emshir and villages Hajvali/Shashkovc of Pristina, district Kolonia and
the Rugova village of Gjakova, as well as Zaskok village of Ferizaj. Members of these different
nationalities of these LPSCs are trained and certified by OSCE in cooperation with the
Directorate of community Police and Prevention and Coordination Office for Community
Safety.
1.2.2. Municipal institutions guarantee inclusion in the security forums, particularly
taking into account the aspect of gender equality
Regarding the guarantee on inclusion in the security forums, especially taking into account the
aspect of gender equality, it can be said that in all those municipalities where a MCSC is
established, there is an inclusion, as it is foreseen with AI MCSC, Article 4 (Composition of
MCSC).
Permanent members, with exception of Police and respective Departments are also the Officers
for Gender Equality, representatives of each ethnic community of a certain municipality; the
chairman of Parents Education Council of the respective municipality; one representative from
NGO, the local media, the business community and the community of persons with special
needs as well as one legitimate representative of each respective religious municipality.
1.2.3 Initial, regular and periodic training of the participants and activists
OSCE Mission in Kosovo has implemented training program for five (5) LPSC established
during 2013 in two phases;
First phase - forty (40) members of the five established LPSCs have participated in the initial
training in Community Policing including modules for building partnerships and problem
solving.
Second phase – training of trainers for safety community for the selected members of LPSC
established during 2013. Fifteen (15) participants from different LPSCs are trained to promote
the philosophy of community policing and support the projects and community safety

activities throughout Kosovo. In order to expand the partnership and problem solving skills in
the community, the OSCE has organized for the selected members of LPSC a five-day training
course for trainers of community safety.
The training included topics such as: environmental management training, principles of adult
learning, teaching methods, lesson plan, design and effective use of facilitating tools for
teaching, facilitating skills for trainers which deal with difficult dynamics, principles,
community safety tools and community policing. During the course, local trainers improve
their knowledge in specific training techniques and at the end of the training all participants
develop and present their lesson plans. These local LPSC training facilitators promote the
community policing philosophy and support community safety projects and activities
throughout Kosovo.
The purpose of this program is to develop knowledge and skills of the participants to
effectively address the issues of crime, security, public order and welfare. The program focuses
on the application of basic principles: collaboration, participation, inclusion and sustainability.
1.2.4. Meetings with non-majority community to ensure the participation in the security
forums
Security Forums (MCSC, LPSCs and CSAT) during the reporting period, with the support of
the Ministry of Internal Affairs, Division of Community Safety and the international
organizations have organized several meetings with the non-majority community in the
municipality of Klina and Kamenica with the subject "Return of non-majority communities."
In the period between two trainings, with the support of OSCE, the LPSC members have
organized and moderated the meetings with their community. LPSCs have been successful in
gathering their community members in identifying and prioritizing local security issues and
security concerns.
About 500 members of the community and other stakeholders have attended these organized
meetings. In these meetings, relationships between LPSC members, representatives of
municipalities, police, partners and representatives of community has been created.
1.2.5 Organization of regular meetings of the Executive Councils of CSAT and LPSC
Based on the previous practices, the meetings of KE of CSATs and LPSCs are organized twice
a year. Even in 2013, two meetings of EC of CSAT were held, one in April organized in
Gjakova, and one in October which was organized by the CSAT in Vushtrri in close
cooperation with the Community Safety Division.

In order to ensure regular communication between LPSC in Kosovo, OSCE provides capacity
building support to the Executive Council LPSC (established with the support of the OSCE in
2009). This is a coordinating body, which includes representatives from all LPSCs and helps
them to share information about their activities. It also help them to develop common
strategies to address similar problems. Executive Council meetings are organized with the
main focus on ensuring the sustainability of LPSC, as an effective forum for community safety.
So far, seven Executive Council meetings are held with the support of OSCE.
Capacity Building Program for LPSC has been tremendous success. Not only has equipped
participants with new and important knowledge and skills, but also provided a good
opportunity for different communities to get involved and come together in the program, learn
about each other, share information experience and develop networks of cooperation.
Feedback from participants are excellent and demonstrate their commitment to the values of
participation and cooperation between different communities.
Strategic Objective 2 - Violation of Public Safety, Personal and Property is on a small
scale
Specific Objective 1 - The level of crime, conflict between different groups and public
discontent is low (acceptable level)
Kosovo, based on data from the Kosovo Police and other reports, is the country with the
lowest level of crime in the region making the crime rate be at an acceptable level.
However, it is important to note that according to the statistics of the Kosovo Police, on the
recorded crime, there is an increase in crime incidents in Pristina, in Ferizaj as well, the number
of incidents has been increasing, but the crime has decreased. Whereas, other regions such as
Gjilan, Mitrovica and Peja have a significant reduction of incidents and crime in general.
During November and December , some local NGOs supported by Saferworld , FIQ and
ACTIVE ( Kline , Gjilan , Mitrovica, Peja and North ) have developed 10 advocacy meetings
with municipal institutions to address responses and instiucional actions on issues of traffic
safety , the presence and use of drugs among young people and police cooperation with
citizens
In December , Saferworld , FIQ and ACTIVE have chosen to address, through meetings with
citizens in Kosovo, the phenomenon of street bagging and consequences it reflects in
community safety . Seven meetings were held with citizens in Prishtina, Peja , Ferizaj ,
Mamushë , Gracanica and Partes Zveçan , attended by 97 citizens, whereas for research needs,
were conducted structured interviews with six officials of the institutions and organizations of
this field . The analysis of this topic will be published in January and will then be discussed in
several municipalities.

Also, in November, KOSSAC UNDP in collaboration with the Ministry of Internal Affairs,
Community Safety Division has organised
two workshops in the municipality of Kosovo
Polje and Obilic for " Security Situation
Assessment - Challenges and priorities " .
Participation by the two municipalities has
been very inclusive attended a total of 51
participants from : MCSC , LPSC and
representatives of communities. As a result of
this workshop, in December 2013, at the
request of the KP (Obiliq Station), UNDP
KOSSAC has donated three computers and
accompanying equipment that will serve for
the opening of offices in three villages of
Obilic, in order to improve community safety
and increasing cooperation with citizens .
Also, challenges and priorities identified will
serve as the basis for grants that will be
allocated in 2014 in the municipality,
supported through the project KOSSAC from
Human Security Trust Fund . Likewise,
KOSSAC UNDP in collaboration with the
Kosovo Police, respectively Directory of Community Policing and Prevention, in late
November, has organized a focus group to assess the challenges in Kosovo Police as well as a
training of community representatives from municipalities Fushë Kosovë and Obiliq the goal
being their involvement in security forums and methods for assessing risks in their
community. The training was conducted by two certified trainers ( individuals) LPSC where
present were in totall 35 participants .
Specific objective 2 - Methodology of the Kosovo police work is based on the concept of
community policing
Certainly, in 2013, the Kosovo Police has made continuous efforts to promote the concept of
community policing. Through, drafting of Community Policing Strategy 2012-2016, Kosovo
Police has set as its vision that" is dedicated to improving the lives of the citizens of Kosovo by
promoting safety and security of the community as well as promote the welfare and quality of
living " . Likewise, it is the Kosovo Police mission that through community policing and
problem solving, our mission will be engaging in partnerships with community officials,
recruited from all sectors of society to work in certain areas by building professional ties
through continual personal contact. They will be trained to communicate effectively, deal with
diversity and maintain regular contact with all sectors of the community. Our contacts with

Kosovo society will rise through proactive activities, with community participation and public
safety programs based in the community. Community will help identify problems and take
part in creative approaches to problem solving to develop police acitivities in regard to their
concerns. 5 Most Kosovars (68 per cent) consider the police-community relations as good or
very good. While only 9 percent of respondents consider these relations as bad or very bad.
2.1.2. Development of regular communication with all communities to be informed and to
make possible the implementation of pro-active and prevention policies
The OSCE Mission has organized nine (9)
workshops - Communication on MCSC held
in 9 municipalities where LPSCs exist. One
hundred and thirty (130) participants
constituted the chairmans of MCSCs / mayors,
police station commanders, sector leaders,
leaders / LPSC deputies and representatives of
the Ministry of Interior, DCPP. The purpose
of these workshops was to explore more
efficient ways of communication between the
Municipal Comunity Safety Council (MCSC),
Local Public Safety Committee (LPSC) and
the Kosovo Police (KP).

2.2.1 . KP drafts Community Policing Strategy and Action Plan
Kosovo police drafted in 2012 Community Policing Strategy 2012 to 2016, while in 2013, in
close cooperation with the OSCE has conducted organizing two one-day workshops to
evaluate the implementation of this strategy .
The purpose of these assessments is to provide participants with an overview of the current
progress of implementation of Community Policing Strategy and Action Plan 2012-2016 .
The purpose of this workshop is to bring together all stakeholders working in the field of
community policing and provide a detailed review on the progress of CPS and AP 2012-2016 .
Members of the various pillars of KP
have presented a summary on the
implementation of CPS and 2012-2016
AP within their departments. The review
will be used to identify any
implementation difficulties regarding
CPS & AP 2012-2016 and also
recommendations for future
implementations .
Representatives of the OSCE Mission in Kosovo, KP officials responsible for policing in the
community and representatives of EULEX, ICITAP, non-governmental organizations
(Saferworld and FIQ ) and other institutions have participated in this evaluation .

2.2.2 K P trains all police officers for community policing concept
It should be noted the number of officials trained by KP internal capacity ( program for
cadets , etc. ) and the number of those trained by ICITAP
Directory of Community Policing and Prevention in close cooperation with the Department of
Mandatory Trainings within the Kosovo
Police, for the purpose knowing and
understanding the concept of community
policing, has incorporated several modules in
the package of basic training for cadets of KP.
In 2013, the KAPS generation # 44 and # 45 of
KP a police officer has been appointed from
DCPP and has lectured on community
policing and topics : 1 . What are
communities; 2. Community Safety Forums 3.
Principles of policing and community safety;
4 . Building partnerships 5. Problem solving 6. Communication skills; 7. Police led Intelligence
and Policing in the community ; 8 . Steps to implement community policing and 9 . Strategy
and Action Plan 2012-2016 " Community
Policing , SOP and Principle 5.12 .
Kosovo police , in close cooperation with the OSCE has consistently organized ten (10) workshops with operational supervisors of at Regional Directorates of KP, border departments and the and general department of the KP regarding the practical implementation of Community Policing Strategy from 2012 to 2016 . Participants were 183 officers to the KP ( sector coordinators, station commanders,
planning officers, regional directors and senior staff of the DPP ) . The purpose of these workshops was to raise the level of awareness to BP managers regarding the implementation and the benefits that can be achieved by CPS & AP from 2012 to 2016 . CPS & AP 2012-2016 is designed to develop the concept of community policing in partnership and transfer the Kosovo Police from " reactive police force " to " pro- active police service, transparent and accountable" by combining patterns between Intelligence Led Police ( ILP ) and Community Oriented Police ( COP ) .

2.2.5 . Monitoring and reporting on the level of security in schools and implementing the
operational plan for school safety
Kosovo police , constantly monitors and implements plans in order to increase security in
schools , working closely with local authorities and organizations in the interest of safety in
schools .
Also, MCSC in their meetings, has always discussed security problems encountered in schools
. A concrete example of the commitment of the municipal authorities for analytical monitoring
school safety is the Municipality of Prizren .
As the security in schools in Prizren has been an issue which has been discussed at meetings of
the MCSC, has led to propose that municipal institutions to identify concerns and perceptions
of students, teachers and parents on various areas that affect their security .
Thus, in November of 2012 , senior officials of the local government of the Municipality of
Prizren, have signed Memorandum of Understanding with the United Nations Development
Programme (UNDP) , respectively Public Pulse Project for drafting Action Document for the
security in schools of the Municipality of Prizren, the document that was completed in 2013
and offers concrete recommendations for enhancing security in the municipality, both for
MCSC as an advisory body and for other responsible institutions .
2.2.9 . Police exercises strict control to reduce road traffic accidents with fatalities

Community Safety has analysed and
prepared a report on the security situation in
traffic as well as recommendations for the
institutions responsible for prevention of
accidents and increase road safety in general,
they have also organized a round table
"traffic Safety" in the municipality of Pristina
in close cooperation with Pristina EVSB.

According to this report , key factors to increase the number of traffic accidents are considered: Exceeding the speed limit ,
Not adjusting the speed to the road conditions,
Road infrastructure,
The poor technical condition of vehicles,
Failure to maintain the distance between vehicles ,
Lack of traffic signs and lack of respect for them ,
Influx of vehicles of compatriots from diaspora who come for summer vacation,
Driving under the influence of alcohol,
Increased number of motorcycles ,
Blocking sidewalks for pedestrians etc,, and a number of other factors that directly or
indirectly affect traffic .
By analyzing the statistical data for the period June - August 2013, compared with the same
period of the previous year 2012 it was noticed an increase of accidents in road accidents by
4%, we have a decrease of accidents with fatal consequences by 13% and increase of accident
hit and run by 4%. While, in terms of accidents with injuries, it was observed a decrease of 8%.
It has been observed the increase of road traffic accidents with material damage for 9% more
than in the same period of the previous year.
Strategic Objective 3 Return and re-integration of the citizens is not a technical chellange
for visa liberalization or integration of the Republic of Kosovo in European Union
Specific Objective 3.1 Municipal institutions dhe safety forums help the integration of the
citizens returned
Community Safety Division in cooperation with local institutions and CSAT organized one (1) round table on the topic "Repatriation of returnees" in Ferizaj.
Two (2) round tables entitled "Re-return of the non-majority" were held in the municipality of Kamenica and Kline.

Strategic Objective 4. Issues related to non-majority communities addressed
institutionally
Specific Objective 4.1. Non-majority communities actively participate in community safety
mechanisms
4.1.2. Support of concrete projects in solving security problems in the community
OSCE Mission in Kosovo is implementing a two year project to "Support community safety
initiatives through Local Public Safety Committee (LPSC)", with budget contribution from the
Royal Norwegian Embassy in Prishtina
For the first phase of 2013 are selected 31 LPSC initiatives:
22 initiatives related to renovations, reconstruction and construction
9 other initiatives related to capacity building training, public awareness, providing technical
support, including a youth camp that was organized by two neighboring LPSC.
In November, Saferworld, FIQ and ACTIVE have developed a workshop to exchange
experiences with 15 local organizations involved in the project of strengthening civil society,
with the attendedance of 11 security forums (MCSC, CSAT and LPSC), who have shared their
experiences in addressing various issues of community safety.

Strategic Objective 5. Security Forums intensively help in the implementation of national
strategies at the local level
Specific Objective 5.1. Inter-institutional coordination and cooperation between various
mechanisms to facilitate the implementation of national strategies at the local level
5.1.1. Mayors are familiar with national strategies and address them in regular MCSC
meetings whenever the need arises

the conference for all MCSC leaders: The
purpose of this conference was the
presentation of the Draft Guidelines for the
Annual Work Plan for Municipal Community
Safety Councils and presentation of findings
during visits to MCSCs regarding the
application of AI 27/2012 MoI-03/2012
MELG of MCSCs. Besides members of the
steering group, 50 other participants (mayors,
vice president, representatives of the Ministry
of Interior Steering Group to monitor the implementation of NCPS and AP 2011-2016, the
OSCE, ICITAP UNDP, media) took part in this conference.
5.1.4. Cooperation between national coordinators appointed by the government or
ministries and security forums takes form
OSCE Mission in Kosovo has supported the
MoI in capacity building for the creation of
the Community Safety Coordination Office
and making it functional with trained staff .
At the end of May, Coordination Office is
equipped with inventory and the staff is
equipped with the knowledge and skills
necessary for capacity building modules for
community safety forums

6. Raising awareness of citizens and coordination of both local and central government to
improve public safety
6.1 Promotion the safety forums in the web - site
Directory of Community Policing and Prevention in collaboration with the Office of
Information and Public Relations within the KP, has updated the website respectively the link
in community policing where beside the LPSC 's have been added sublinks for other security
forums, Community Safety Coordination Office as well as about the projects, various activities
and awareness campaigns.

6.2. Awarenes of citizens to strengthen the belief on the importance of promoting inter -
ethnic, multi - cultural and inter – religious cooperation
6.2.1 . Organizing awareness campaigns through recreational and cultural activities, for
improvement of interethnic and interreligious communication
The OSCE Mission has organized 15 ( fifteen ) forums for the inter-religious dialogue among
with religious leaders in five regions, 32 inter - religious forums for dialogue by engaging
young people ( Pristina and Mitrovica and oneinter- religious Dialogue Conference).

6.2.2 . Support of voluntary groups for promotion of various activities.
OSCE Mission in Kosovo has organized a two -day training for civil society organizations from
all over Kosovo to identify and respond to violations of freedom of expression and hate
speech. 30 participants took part in this training.
Strategic Goal 7 . Prevention and reduction of crime in the community
7.1 Strengthening institutional and human capacities and other security forums that deal
with the prevention of crime
7.1.1 . Continuous training in human capacity building of stakeholders
OSCE Mission has organized a number of activities;
Training of 49 KP officers who are members of the LPSC on hate crimes .
A two -day workshop to raise awareness among young people about " hate crimes "
and " of hate -motivated incidents " .
Regional Roundtable MCSCs training on " hate crimes " and " hate incidents " .
Training of trainers for 23 officials of KP in order to enable them to lecture high school
students in hate crimes .
One day workshop ( pilot ) with NGOs associated in regard to the response and
prevention of hate crimes and hate incidents . 15 representatives of NGOs from
different Kosovo communities participated and discussed the means to respond to and
prevent hate crimes and of hate- motivated incidents.
Organising a one-day seminar for incidents motivated by hatred and prejudice with
young people from different communities . 15 young people / students from different
communities (Serbs , Roma and Albanians ) from Gracanica took part in a workshop
for discussion of hatred and prejudice between different communities in Kosovo .
The printing of the brochure, Legislation related to Community Safety: various
regulations designed for safety in the community . 1.935 copies of a brochure /
legislation related to Community Safety are printed and distributed to all relevant
members of the community safety forums in Kosovo .

In order to raise the awareness of the Directory of Community Policing and Prevention in
cooperation with the Environmental Crimes Investigation and with the support of the OSCE
Mission in Kosovo , has designed and printed brochure against environmental crimes and
copy it in 5000 ( 4000 Albanian, Serbian 700 and 300 English ) which are distributed across all
police stations.

7.1.4 . Early intervention and crime prevention in local / specific level.
Community Safety Division has organized two (2) round tables "Violence against Women:
Break the silence!" in Dragash and Junik Municipality.
The OSCE Mission has organized informatory sessions held in the municipality of Ferizaj on
human trafficking. Three informatory sessions (two in high school and one in elementary
school) attended by 162 students, including 9 representatives of the Egyptian community in
Kosovo and Kosovo Roma and Ashkali. Printing and distribution of informatory materials.
1000 leaflets (600 copies in Albanian , 300Serbian and 100 Roma) and 300 posters (200 copies in
Albanian , 50 Serbian and 50 in Roma language).

7.3 Raise awareness of the community on issues of human trafficking .
Community Safety Division in cooperation with Action Teams for Community Safety and
ICITAP organized Roundtables to raise awareness of local citizens
Six (6) round were organized tables on the topic "Addressing trafficking of human beings at the
local level" in the following Municipalities: Podujeve, Shtime, Partes, Ranilug Shtėrpcė and
Peja.
7.3.1 Organizing media campaigns locally assisted by security forums ( LPSC, CSAT,
MCSC) .OSCE has organized a campaign in support of the Anti –Trafficking in human beings
“Open your eyes. Be aware ". 1,500 leaflets were printed, 300 posters in Albanian, Serbian,
Roma as well as five typed and displayed billboards at the local level. By the end of December
2013 all the leaflets and posters were distributed in rural areas of Kosovo. In June 2013 , five
billboards were displayed for three weeks in the municipality: two tables in the Serbian
language in Gracanica, Partes , two in Roma language in Gllogovc and Fushë Kosovë and one
in Albanian in Ferizaj .

7.3.2 To develop and advance the capacity of local/central institutions and NGOs in the
prevention of human trafficking.
One day training- fight against human trafficking. This training is conducted with the Serbian
NGOs on Human Rights. Seven representatives of NGOs on Human Rights, Kosovo Serbs,
were trained on anti - trafficking issues. Half day training on reporting for help for four line
operators. Health officials have been trained for the first time on the issues of human
trafficking in accordance with SOP updates on human trafficking and domestic violence. They
need further training in order to comply with the SOPs for victims of trafficking and SOPs for
victims of domestic violence adopted. Six one-day training sessions (one in the centre and five
regions), for health officials from the Family Medical and Emergency Centres, for human
trafficking and domestic violence. The training was organized by the OSCE in cooperation
with the Ministry of Health. Topics discussed were the role of health officials in the
identification, referral and assistance to survivors of human trafficking (in accordance with the
new SOP for Trafficking in Human Beings) and domestic violence. Further, the specifics of
medical treatment of survivors were presented by a medical specialist, contracted by the
OSCE. Training on Standard Operating Procedures (SOP ) for victims of trafficking . Two three
-day trainings are organized in Gjilan and 48 representatives, main stakeholders and service
providers on anti-trafficking attended, including three Kosovo serbs .

Strategic Objective 8 - Successful Transition of CSAT
During 2013, ICITAP is committed to implement the Transition Plan CSAT ICITAP to MIA,
respectively to Community Safety Division. Activities undertaken in this regard have been the
equipment with cards from MIA DCS for all members of CSAT in Kosovo, opening a
coordination office for security forums in Academy and organisation by the CSAT, in support
of MIA the EC's CSAT. It can be said that good steps have been undertaken in the transfer of
powers from ICITAP to MIA and the first phase of transition completed, while it remains that
during 2014, the process be successfully completed.

Considering the Strategic Action Plan 2011-2016, which foresees a number of strategic goals
and objectives, SG has estimated that there are a number of goals and objectives which are
addresseed and planned with other national documents drawn up after the Community Safety
Strategy.
The strategic objective that has to do with the “Return and reintegration of citizens” and that as
a specific objective provides that municipal institutions and security forums help integrate
citizens back, is one of the specific goals that is now addressed by Ministry of Interior such as
a special strategy designed by the as National Strategy for Reintegration of Repatriated of
Persons and the Action Plan .
However, it is generally estimated that a good job is done in terms of reintegration and that
this area is now well covered with Strategy and relevant legislation, and within the MIA is the
Department of Citizenship, Asylum and Migration that designs policies, strategies, action
plans and ensures close coordination with other relevant institutions and organizations for
repatriated persons .
Likewise, MEST has koontributed in terms of reintegration of repatriated children and only
during 2013 has received in the school system 640 repatriated students.
Another strategic goal requires that security institutions are able to respond to threats that can
come from natural and other disasters and there are plans for response and recovery after the
disaster .
Even to this goal SG has proposed to provide support when needed but that these are the
responsibility of the Emergency Management Agency and the activities foreseen in the
Community Safety Strategy should be only supportive .
Strategic objective that foresees Prevention and reduction of crime in the community is
another topic which is now covered with a concrete number of activities through the National
Strategy for the Republic of Kosovo and the Crime Prevention Action Plan 2013-2017 .
Steering Group, among others has offered a number of recommendations based on which is
designed the Work Plan Steering Group for 2014 .

The recommendations of the Steering Group for the implementation and achievement of the
objectives envisaged by the Action Plan of the National Strategy on Community Safety are:
Improved and more regular communication between the Ministry of Interior and Local
Government Administration
To use more social networking web - sites from MIA, Municipalities, Police and media
sources about promotion of security forum .
Development of the draft by the steering group, to stimulate volunteer groups across the
municipality .
Organize a roundtable to prevent hooliganism in Sports .
Establishment of the Community Safety Coordination Office in order to be a focal point for
Safety Forums .
To arrange a meeting to review the Law on public gatherings, as it is not in line with EU
directives .
Review the scope and operation of existing LPSCs ( not every municipality has established
LPSC, while some KP stations have established 3-4 LPSCs) .
Consider and establish two LPSCs which are required by two municipalities by the KP
Commander in Gjakova and Skenderaj .
Introduce and discuss the legal basis for the establishment of Administrative CSAT
After elections to establish contacts with officials in north Mitrovica about the safety of
development in that part of Kosovo .
Organize public campaigns for recognition of the Forum after the elections in the north .
To mitigate ethnic divisions, not only addressing non-majority community but encourage
them to cooperate with the majority community .
To work on interlinking the activities of this strategy with the strategy of RAE community(
Roma, Ashkali, Egyptian) and the Department for re-integration and return and other
strategies .
MLGA appreciate the decision on the establishment of MCSC for female participation .
Establish a strategic document for the existence of the Safety Forums.
For the functioning of SG should be established by decision of the Steering Group
Secretariat composed of officials of STM, Community Safety Division and the Kosovo
Police.
