Preconditions for management improvement: а) of forest resources

Low percentage of forest land along some rivers, flowing into Neman;

Harvesting through clearcuttings prevails (78 %);

productivity of stands is 30 % lower than potential productivity;

Forest amelioration systems are in 70 % in poor condition as a result of lack of

maintenance and beaver colonization;

Forestry and economic efficiency of draining wasn’t reached on some territories due to

the mistakes made when selecting the areas for draining (16%);

Drying up and extinction of several streams and reservoirs take place;

b) of administrative management

Departmental centralized planning of forestry activity;

Insufficient informing of local community about issues infringing interests of people;

Concentration of various functions in state forestry enterprises – forestry, logging

wood processing, control. Services make only 11% in forestry

Taking into account these preconditions

the following approaches to management are planned: Analysis of availability of unused lands with the view of their afforestation for

optimization of percentage of forest land in catchment areas. This work is

conducted at the moment together with land surveying organizations;

In forest inventory projects the logging methods will be specified, with the

view to reduce clearcuttings on catchment areas with low percentage of forest

land as much as possible, as well as the activities increasing productivity of

stands;

Working out of activities on forest amelioration optimization: а) preservation

of its working condition in places where it doesn’t cause negative

consequences; b) preparation of advices to stop amelioration activity where it

is ineffective; c) organization of monitoring of draining influence on water

regime and condition of forest;

Optimization of forestry management organization with the view to increase

its effectiveness (task sharing, service development, involvement of

stakeholders – according the Model Forest system).
