A RESOLUTION ADOPTING THE LEGISLATIVE AGENDA OF THE SANGGUNIANG BAYAN OF PAVIA, ILOILO.
WHEREAS, the Sanggunian Bayan exercises creativity in redefining its modern roles by adding new dimensions in putting the government closer to the people with high regard to the participatory aspect of its policy – making process in the pursuit of good governance;
WHEREAS, the Municipal Officials and Department Heads of the
Municipality of Pavia, Iloilo were able to formulate the Executive – Legislative Agenda for the period covering 2013-2016;
WHEREAS, a meeting of the Committee of the Whole was conducted on
August 7, 2014 by the Sangguniang Bayan to extract the legislative component of the ELA to come up with the Legislative Agenda;
WHEREAS, the legislative agenda of the Sangguniang Bayan of Pavia,
Iloilo sets clear performance targets of the Sanggunian on a short, medium and long-term basis to inspire enthusiasm and encourage commitment from the constituents of a Local Government Unit in attaining a common vision for the municipality;
WHEREAS, the legislative agenda serves as a road map for legislative
actions and provides rationalized direction that will prevent waste of time of the Sanggunian Members;

WHEREAS, the legislative agenda is a list of programs and projects for immediate action which represents the aggregated interests, needs and aspirations prioritized within a given time in the context of available resources of the community;
WHEREAS, in order to attain and fulfill what is embodied in the
Legislative Agenda, the Members of the Sanggunian through its various committees will adopt the following strategies:
Conduct of committee hearings and/or committee meetings;
Regular evaluation by the oversight committee;
Periodic conference of the Local Legislative – Executive Development Advisory Council (LLEDAC);
Attend sectoral trainings, seminars and conferences relative to the committees that a member handles;
Conduct of regular consultations in the component barangays.
WHEREAS, it is expected that this legislative agenda will serve as a vehicle for effective local legislation characterized by collective and participatory process which upholds the dynamic interaction of the Sanggunian with the executive branch and civil society resulting in legislative actions that promote the development goals of the Municipality of Pavia.
NOW, THEREFORE, on motion of Honorable Jenny Sayat-Servidad and
duly seconded by Honorable Laurence Anthony G. Gorriceta; RESOLVED, as it is hereby resolved, to adopt the legislative agenda of
the Sangguniang Bayan of Pavia, Iloilo for the term 2013-2016, to wit:
VISION
An action-oriented legislative body guided with the principles of good governance working harmoniously for the attainment of a wholesome community.
MISSION
The Sangguniang Bayan of Pavia as a responsive and transparent legislative body commits to utilize systematic information network, maximize available local resources, ensure accountability, institute open-mindedness and involve participation in the enactment of ordinances and resolutions as a good mechanism for the promotion of the general welfare of Pavianhons.
GOALS
S- support governmental thrusts that will meet priority needs of the constituents.
A- acquire advocacy skills and right attitude through capacitating personnel
to maintain adequate that will support local development planning.
N- network with Civil Society and Private Sector organizations to yield citizen’s views on the quality of services and development thrusts of the municipality.
G- gather and maximize data from stakeholders to encourage business
endeavors that will spur economic activities and create employment opportunities aimed at poverty alleviation and improvement of quality of life.

G- generate and maximize the use of financial resources through careful
and efficient management in order to achieve its development plans.
U- undertake and cooperate with the National, Regional, Provincial Government for the protection, maintenance and rehabilitation of the natural resources

total human development
I- identify strategic constituents who can contribute their expertise towards socio-economic and environmental endeavors ensuring an inclusive and rooted development
A- adhere to the democratization of the popular will as well as
institutionalization of the rule of law.
N- negotiate so that urgent needs are decisively addressed for the common good anchored on transparency and accountability.
THE COMMITTEES’ WORKING LEGISLATIVE AGENDA
In an effort to manage the organization and its future direction in relation to the implementation of certain legislative measures, the Sangguniang Bayan has adopted measures for legislative consideration after thorough discussions during the Legislative Agenda Formulation Seminar-Workshop.
Every committee, with the assistance of their identified stakeholders
undertakes prioritized issues/needs, analyze problems and concerns of the community and propose legislative action for the welfare and development of the general public.
To enable the Sanggunian to contribute to the realization of efficient and
effective governance and those which are essential to the promotion of the general welfare of the inhabitants, the following are the Standing Committees’ contribution to the Legislative Agenda.
Committee on Appropriation
This committee is in charge of all legislative matters relative to funds for expenditures of the Municipal Government and for payment of public
indebtedness, claims against the government, appropriation of funds, adjustment of funds, and in general, all matters relative to public expenditures.
Based on the committee plan, it shall undertake the following in
response to the aggregate needs and other related problem on expenditures of the municipal government and in general, all matters relative to public expenditures which includes:
a. Examine thoroughly the budget proposals to make sure that the
items for expenditures in line with agenda of the Municipal government before approving the annual and supplemental budget and appropriate funds for specific program and projects. Further, it must ensure that operational budget must adhere to RA 7160 particularly on the allocation of resources of the municipality and its inhabitants;
b. Certain that any benefit or indebtedness of credit facilities to finance projects, services and activities of the municipal

government will conform to the Approved Local Development Plan and Local Development Investment Plan;
c. Carry out the Annual Investment Program with consciousness in conformity with the enactment of appropriation ordinances that will not cause delay of the priority projects fully implemented realistically;
d. Engage active participation of the Committee in all legislative matters in relation to funds for expenditures of the municipal government.
e. Appropriate funds for the construction, maintenance of the rental of buildings and other properties, for the use of the municipality and upon a majority vote of all the members of the Sangguniang Bayan, authorize the municipal mayor to the lease to private parties such public buildings and properties held in a proprietary capacity, subject to existing laws, rules and regulations.
f. Maximize the use of resources and revenues for the development
plans, programs, objectives and priorities of the municipality and with particular attention to agro-industrial development and countryside growth and progress;

Committee on Social Welfare, Women and Family
This Committee is in charge of all legislative matters relative to social welfare and other ameliorative services, public social services for the disadvantaged group in Philippine society, including the elderly, the disabled, street children, drug dependents, criminal offenders as well as relocation and resettlement of squatters.
Based on the committee’s plan, the committee shall project on the
following in response to aggregate needs of other related problems on social welfare:
a. Establish a municipal council for the elderly which shall formulate
policies and adopt measures mutually beneficial to the elderly and the community;
b. Appropriate funds to support programs and projects for the benefit of the elderly;
c. Ensure that the local code for children is in place and provides mechanism for its review;
d. Provide for the care of persons with disabilities, solo parents and other needs and disadvantaged persons particularly children and youth below eighteen (18) years old;
e. Ensure the quality of the gender and development code which
contain all matters related to the protection of woman and family measured to protect working women by providing safe and healthful working conditions taking into account their maternal

functions, and such facilities opportunities that will enhance their welfare and potentials, measures to protect the rights of spouses and children, including assistance for proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development; measures to protect the rights of families or family associations to participate in the planning and implementation of policies and programs that affect them; and other assistance that will safeguard the development of women and family.

Committee on Human Rights and Good Government,
Ordinances, Legal Matters, Internal Rules, Transparency and Awards
Based on the committee’s plan, it shall project on the following:
Internal Rules, Ordinances, Transparency and Awards, and Legal
Matters
All matters related to Order of Business, the implementation of National Laws and enforcement of local ordinances, revision and interpretation of the Sanggunian Internal Rules of Procedure; Codification, misfeasance and nonfeasance against local officials; employees; committees and their jurisdictions; and privileges and disorderly conduct of the members of the sanggunian. Specifically, it shall oversee the following:
Effectiveness of legislative agenda Effectiveness of legislative tracking system Effectiveness of presence of code in support of social development,
economic development and environment Establishment of SB backstopping committee Codification of SB ordinances every five (5) years Update or revise quasi-judicial powers and functions of the SB Updating and revisions of the Internal Rules and Procedures as
the need arises in order to facilitate, the harmonious flow of legislative transactions and consideration.
Review ordinances of barangays in compliance with the local government code.
Human Rights and Good Government
This committee is responsible for the legislative component of matters relating to the organization and management, personnel administration,

position classification administration, position classification, pay plan and staffing patterns. It concerns also of the conduct and ethical standard and public accountability of public officials and personnel. It also assists the Sanggunian in the conduct of investigation of administrative charges against any elective official and other matters related to good governance.
Based on its committee’s plan, it will embark on the following in
response to aggregate needs and other related problems in good government, public ethic and accountabilities:
Coordinate with the Sanggunian Bayan Oversight
Committee in pushing the necessary legislations to improve the standardized staffing pattern so as to improve the deliveries of basic goal and services to the constituents of the Municipality.
Cause the periodic review of Standard Rules and
Regulations in the conduct of administrative investigation that will enable the Sangguniang Bayan’s Quasi-Judicial Body to be updated on new statutes and legal rulings concerning Quasi-Judicial concern.
Enacts Ordinances creating business permits and licensing office.
Determine the positions and the salaries, wages, allowances and other emoluments and benefits of officials and employees paid wholly or mainly from municipal funds and provide for expenditures necessary for the proper conduct of programs, projects, services, and activities of the municipal government.
Authorize the payment of compensation government service who fills up a temporary vacant or grant honorarium to any qualified official or employee designated to fill a temporary vacancy in a concurrent capacity, at the rate authorized by law.
Provide a mechanism and the appropriate funds therefore, to ensure the safety and protection of all municipal government property, public documents, or records such as those relating to marriages, deaths, assessments, taxation, accounts, business permits, and such other records and documents of public interest in the offices and departments of the municipal government.

Committee on Cooperatives, NGOs, Agriculture,
Markets and Slaughterhouse
Agriculture and Cooperatives
This Committee is in-charge on matters connected with the cooperatives’ organization and development, incentives to cooperatives’ livelihood projects and all matters affecting the cooperative development program of the government.
Based on its committee’s plan, it will embark the following in response to the aggregate needs and other related problem in cooperatives and agriculture:
Regulate the preparation and sale of meat, poultry and vegetables,
fruits, fresh dairy products and other foodstuffs for public consumption.
Regulate the construction and operation of private talipapas, or other similar buildings and structures.
Facilitate the formulation and implementation of a progressive cooperative education/training program with common module focusing on core values to all types of cooperatives in coordination with the Municipal Cooperatives Development Council.
Promote the institutionalization of internal capital generation and savings mobilization among cooperatives in the municipality.
Conduct consultation/symposia and conference per barangay per year and maintain support of the existing publication of the cooperative movement.
Provide access to information pertaining to all Pavia cooperatives. Conduct forum or venue of issues that will protect the interest of
cooperatives. Conduct committee meetings and hearings endorsed to the
Committee on Cooperatives and Agriculture. Make necessary actions, resolutions and ordinances relative to the
Committee on Cooperatives and Agriculture. Monitor and harmonize the implementation of various Cooperative
Development Plans and Projects and other entities. Promote continuous/progressive education and training
assistance to cooperatives. Give support in any activity related to cooperatives in the
Municipality of Pavia. NGOs
This Committee aims to take appropriate action on matters pertaining to
the government and non-government organizations development providing incentives to GOs and NGOs, and all matters affecting Government and Non-Government development programs.
The committee’s objective is to foster an effective partnership for the
programs of the Municipality of Pavia by institutional building and strengthening the ties of GOs, NGOs, and People’s organization in the municipality. There are Thirty One (31) NGOs accredited by the Committee.
Based on its committee’s plan, it will embark on the following in
response to the aggregate needs and other related problems in GOs and NGOs:
Identification of prospective NGOs/POs Review legislative measures that provide for the criteria in the accreditation process of NGOs and POs. Review of the existing provisions of special bodies. Policy support to make the NGOs/POs sustainable.

Based on its Committee’s Report, the committee shall project on the
following in response to the aggregate needs and other related problems on markets and slaughterhouse:

fresh dairy products and other foodstuffs for public consumption; Regulate the construction and operation of private talipapas, or other
similar buildings and structures;

Committee on Environmental Protection
This Committee in in charge of all legislative matters related to human
ecology and settlements; environmental protection exploration, development, utilization and conservation of natural resources, including flora and fauna, public beautification, cleaning and greening of parks and places of public interest.
Based on its committee’s plan, the committee shall engage on the
following in response to the aggregate needs and all legal matters relating to environmental protection:
a. Protect the environment and impose appropriate penalties for acts
which endanger the environment; b. Adopt measures to protect the inhabitants of the municipality
from harmful effects of man-made or natural disasters and calamities;
c. Utilize and conserve natural resources including beautification, cleaning and greening of parks and places of public interest.
d. Provide for the establishment, maintenance, protection and conservation of communal forests and watersheds, tree parks, etc. and other similar forest development projects.
e. Enact quality environmental ordinances.

Committee on Youth and Sports Development
This Committee is responsible in tackling the matters or referrals in the
field of sports development, youth welfare and development and all matters
affecting the youth and the sports development..
Based on its committee’s plan, it will embark on the following in
response to the aggregate needs and other related problems in youth and sports
development.
Through legislation, propose measures for the following:
Active participation in the Municipal and Sports Competition;
Protect the youth’s physical, moral, spiritual, intellectual and
social well-being;
Inculcate patriotism and nationalism among the youth and their
involvement in public and civic affairs and all related matters;
Collective specialization of sports events;
Active participation of the municipality to the National Games or
Sports Competition;
Conduct of annual sports activities for the out-of-school youths in
the municipality;
Conduct seminar/workshops on officiating and basic sports
facilitation works.
Encourage comprehensive linkages among civic youth leaders,
school-based youth organizations including out-of-school youths
which will cater on form of functioning federation;
Provide for a productive and well-planned conduct of annual
Linggo ng Kabataan, Youth Congress and Lakbay Aral.

Committee on Barangay Affairs
This Committee is in charge of all legislative matters relating to the
problems affecting the barangays, its improvement and development.
Based on its committee’s plan, the Committee shall project on the
following in response to the aggregate needs and other related problems in
barangay affairs and community development.
a. Provide group insurance and additional insurance coverage for every barangay officials including members of barangay tanods brigades and other service units, with public or private insurance companies, where the finances of the municipal government allow said coverage.
b. Provide legal assistance to barangay officials who, in the performance of their official duties or on the occasion thereof have to initiate judicial proceedings or defend themselves against legal action.

This Committee is in charge of all legal matters relating to revenues,
taxes and fees, loan study and revision of tax measure and other sources and
forms of revenues, approval of the budget, appropriation of funds or payment of
obligations, determination of compensation of personnel; reorganization of local
offices; allocation of funds for projects and other services.
Based on its committee’s plan, the Committee shall embark on the
following in response to the aggregate needs and other related problems on
revenue generation (Ways and Means).

a. Grant franchises by enacting ordinances giving authority to the LCE for the issuance of permits or licenses, or levying taxes, fees and charges to promote the general welfare of the inhabitants.
b. Enact ordinances levying taxes, fees and charges, prescribing the rates thereof for general and specific purposes, and granting tax exemptions, incentives and reliefs.
c. Enact ordinances authorizing the flotation of bonds or other instruments of indebtedness, for the purpose of raising funds to finance development projects.
d. Regulate the display of and fix the license fees for signs, signboards or billboards at the places or places where.
e. Fix and impose reasonable fees and charges for all services rendered by the municipal government to private persons or entities.
e. Provide periodic review on the Municipal Revenue Code.

The Committee is in charge of all legal matters related to planning,
construction, maintenance, improvement and repairs of public buildings,
highways, roads and bridges, parks, monuments, playgrounds, and other
public edifices; drainage sewerage and flood control and protection; and
irrigation and water utilities.
Based on its committee’s plan, the Committee shall embark on the
following projects anchored on the minimum basic needs and other related
problems in Public Works and Infrastructures.
a. Provide for the collection of condemnable items when found to be dangerous, defective or otherwise hazardous to the welfare of the inhabitants.
b. Authorize the removal of the encroachments and illegal constructions in public places.
c. Conduct barangay visitations as well as committee meetings and hearings so that the public works, infrastructures and public utilities to be implemented shall be in accordance with their actual needs.
d. Establish linkages to the Provincial Government and National Government Agencies for funding support and other technical requirements for the completion of the projects.

Regulating the Use of Flood Control Service Road in the Municipality of Pavia
Ordinance Adopting the Comprehensive Drainage Plan of the Municipality
Committee on Health, Sanitation, Cleanliness and Beautification
This Committee is in charge of all legal matters related to the health
welfare of the municipal residents, including sanitary measures, cleanliness
and beautification of parks, public plazas, public playgrounds, roads, municipal
streets and the like.
Based on its committee’s plan, the Committee shall project on the
following in response to the aggregate needs and other related problems in
health, sanitation, cleanliness and beautification.
a. Provide for the establishment, maintenance, protection and conservation communal forests and watersheds, tree parks, greenbelts, mangroves and other similar forest development projects.
b. Provide for an efficient and effective system of solid waste and garbage collection and disposal and prohibit littering and the placing or throwing of garbage, refuse and other filth and wastes.
c. Regulate the sale, giving away or dispensing of any intoxicating malt, vino, mixed or fermented liquors at any retail outlet.
d. Regulate the disposal of clinical and other wastes similar establishments.
e. Adopt ordinances that will fully provide for and protect the health, safety, comfort, convenience and general welfare of the community and its inhabitants.

This Committee is in charge of all legislative matters related to Police
matters, maintenance of peace and order, protective services, traffic rules, and
regulations, fire prevention and control measures, jail management and human
rights.
Based on its Committee Report, the Committee shall project on the
following in response to the aggregate needs and other problems related to
Police and Fire Protective Services.
a. Impose appropriate penalties for habitual drunkenness in public
places, vagrancy, mendicancy, prostitution, establishment and maintenance
of houses of ill repute, gambling and other prohibited games of chance
fraudulent devices and ways to obtain money on property, drug addiction,
maintenance of drug dens, drug pushing, juvenile delinquency, the printing,
distribution or exhibition of obscene pornographic materials or publications,
and such other activities to the welfare and morals of the inhabitants of the
municipality.
b. Maintain peace and order by enacting measures to prevent and
suppress lawlessness, disorder riot, violence, rebellion, or sedition and impose
penalties for the violation of said ordinances.

Committee on Education
This Committee is in charge of all legislative matters related on education
and is responsible for all referrals related to formal and non-formal education,
as well as provision of educational facilities. It also includes the operation of
educational institutions both private and public and all matters related to
education.
Based on its committee’s plan, the Committee shall project on the
following in response to aggregate needs and other related problems on
education.
a. Adopt approach of close coordination and consultations on
matters and concerns affecting the educational sector particularly
with the DepEd and the Commission on Higher Education.

b. Review the Municipal Scholarship Program and other similar
programs and projects and introduce necessary policies that will
upgrade its implementation.
c. Establish a scholarship fund for poor but deserving students
residing within the municipality in schools located within its
jurisdiction.

a. Establish a Tourism Office whose purpose is the promotion of Tourism, Arts and Culture.
b. Coordinate with NGAs and NGOs for the support and the development on Tourism, Arts and Culture, subject to the availability of funds.

Committee on Trade and Industry
This Committee is in charge of all legislative matters related to the
promotion and operation of trade and industry.
Based on its committee’s plan, the Committee shall engage in the
following, in response to the aggregate needs and other related problems and
promotion of trade and industry.
a. Regulate the establishment, operation and maintenance of cafés, restaurants, beerhouses, hotels, motels, inns, pension houses,
lodging houses, and other similar establishments including tourist guides and transports.
b. Regulate the inspection, weighing and measuring of articles of commerce.
c. Regulate any business, occupation or practice of profession or calling which does not require government examination within the municipality and the conditions under which the license for said business or practice of profession may be issued or revoked.
d. Upon approval by majority vote of all the members of the sangguniang bayan, grant a franchise to any person, partnership, corporation, or cooperative to establish, construct, operate and maintain terminals, wharfs, markets and slaughterhouses or such other similar activities within the municipality.

This Committee is in charge of all legislative matters relating to Zoning,
Housing, Subdivision and Land Use.
Based on its committee’s plan, the Committee shall project on the
following, in response to the aggregate needs and all legislative matters relating
to zoning, housing, subdivision and land use.
a. Adopt a comprehensive land use plan for the municipality provided that the formulation, adoption, or modification of said

plan shall be in coordination with the approved provincial comprehensive land use plan.
b. Enact integrated zoning ordinances in consonance with the approved comprehensive land use plan subject to existing laws, rules and regulations.
c. Regulate the construction, repair or modification of buildings within said fire limits or zones in accordance with the provisions of the Fire Code.
d. Process and approve subdivision plans for residential, commercial, or industrial purposes and other development purposes.
e. Regulate the numbering of residential, commercial and other buildings.
f. Regulate activities relative to the use of land, buildings and structures within the municipality.
g. Subject to National law, process and approve subdivision plans for residential, commercial or industrial purposes and other
development purposes, and collect processing fees and other charges, the proceeds of which shall accrue entirely to the municipality provided that where approval by a national agency or office is required.
h. Ordinance creating the Social Housing Board.

of the same by privately-owned vehicles which serve the public.
