Fearing for their lives, the fi shing vessel’s crew desperately sent out a distress call over the maritime distress frequency...

Within minutes, the roar of the RSAF’s Sikorsky S-70B Naval Helicopter (NH) was distinctly heard as it arrived at the scene. The mere sight of the approaching NH was enough to deter the potential aggressors and they turned away. The quick response by the NH during Operation Blue Sapphire (Maritime) [OBS(M)], prevented the situation from escalating further.

The SAF Task Group, which comprised the stealth frigate, RSS Intrepid, and one NH, spent 90 days, from Sep to Dec 12, in the GoA as part of Combined Task Force 151 (CTF 151), to fi ght piracy in shipping lanes off Somalia. Besides responding to the distress call, the NH was involved in more than 110 helicopter sorties to conduct air surveillance and deter pirate activity.

“This was the fi rst time the NH was deployed for an operational mission,” shared MAJ Chan Tze Yang, the 2nd-In-Command of the helicopter detachment. “However, the professionalism of the air crew, along with the great coordination we had with the ship’s crew, made it possible for us to work out all the procedures together and ensure the success of our mission.”

Sailing on the high seas was not without its own set of challenges. “Due to the poor visibility at night, we conducted every round of checks with extra effort and vigilance,” shared ME2 Louis Tey, an Air Force Engineer. “To prepare for any sudden ship movements due to the sea state, we also made sure to maintain three-point contact and wear safety equipment like safety gloves and harnesses.”

The weather conditions in the GoA came as yet another obstacle for the task group. “We worked in foggy mornings and hot afternoons,” shared MAJ Chan. “The angle of the sun made it diffi cult to see hostile vessels in the glare, so it was diffi cult to tell pirate vessels and ordinary ships apart.”

While at sea, MAJ Chan kept in contact with his wife, Mdm Tay Su Lynn, and their four-month-old daughter, through phone calls made using the ship’s satellite phone. “It was not easy having him so far away from home,” shared Mdm Tay. “But it was his duty, so I supported him any way I could.”

“Both my wife and I have had to make some sacrifi ces, but she has always been very understanding and supportive of my work,“ added MAJ Chan on the experience. “We both talked about it, and we agreed that it was the right thing to do…to serve the nation.”

The task group returned home on 13 Dec 12 after successfully completing its mission. Despite the downpour, family members were in high spirits and turned up in full force to welcome their loved ones home at Changi Naval Base.

At the medals presentation ceremony, all 186 servicemen who have served in the Gulf from Sep to Dec 12 were presented with SAF Overseas Service Medals (OSM) by Senior Minister of State for Defence, Mr Chan Chun Sing. CDF, LG Neo Kian Hong; Chief of Navy, RADM Ng Chee Peng; then COS-AS, BG Wong Huat Sern; and other senior SAF offi cers were also in attendance.

“The successful integration of our Frigate-Naval Helicopter operational capabilities was done within a very short span of time, by personnel who were operating in a new, high-tempo and demanding environment,” emphasised Mr Chan on the task group’s performance during their deployment. “The unique stresses of this mission must have been felt by each and every one of you, but you were steadfast and determined, and you gave your very best.”

OBS(M) 12 marked the fourth year that the SAF has deployed to the GoA since April 2009. It was also the inaugural deployment of the NH for OBS(M). The SAF has previously deployed three task groups since 2009, each comprising a Landing Ship Tank and two Super Puma helicopters, to support international counter-piracy efforts in the region.

ENHANCING AIR-LAND INTEGRATION

Queensland, Australia – Amid open fi elds fringed by rolling hills, camoufl aged tanks roared to life and expended their rounds at the “enemy”. Simultaneously, fearsome attack helicopters soared overhead and rained down rockets and rounds on their targets. As the dust settled, the Shoalwater Bay Training Area (SWBTA) came back into view – an area about four times the size of Singapore, and the perfect theatre for large-scale joint exercises.

Held from 22 Sep to 24 Nov 12, EX Wallaby 12 involved more than 4,300 SAF personnel and 350 platforms, and saw the RSAF working closely with the Army to enhance air-land integration while honing the operational readiness of personnel from both Services.

“Exercise Wallaby is a testament to how closely the RSAF and the Army work together,” said COL Jonathan Tan, COMD Tactical Air Support Group and the EX Air Director. “Today, our Air Force and Army are integrated at all stages of our operations, from the initial stages of planning and preparation to executing the mission as a highly networked, tightly integrated and fl exible fi ghting force.”

For the 22nd iteration of the annual exercise, the RSAF deployed more than 480 airmen as well as assets such as Apache attack helicopters, Super Puma helicopters, Mechanised IGLA, Basic Giraffe Radar, and Portable Search and Target Acquisition Radar (P-STAR) systems.

“The scale of the exercise is truly an eye-opener,” said 3SG Nelson Goh, a Full-Time National Serviceman (NSF) Air Crew Specialist (ACS) from 126 SQN and a fi rst-time participant of EX Wallaby. “I had never fi red the door gun in an operational setting, but the prior training and live-fi ring have prepared me well for my role as an ACS during EX Wallaby. It was a very memorable experience.”

While the various air and land components were put through their paces, working in the background to manage the airspace and coordinate the deployment of air assets was the Air-Land Tactical Control Centre (ALTaCC).

“In this exercise, we get to apply our simulator training to real-life scenarios by communicating with pilots and Army counterparts,” shared CPT (NS) Tan Yao Quan, an ALTaCC Mission Controller on his sixth deployment to EX Wallaby. “The training is always different, and as an NSman, I am proud to do my best for the RSAF.”

With the SAF’s transformation into the 3rd Generation networked fi ghting force, EX Wallaby exemplifi es the tighter integration amongst the Services. “We are a team, and therefore, we must train, plan and coordinate together in order to achieve mission success,” shared LTC Chris Chew, CO 120 SQN and an Apache attack helicopter pilot. “With advancements in networking technologies and a larger participation of forces, the relationship of the two Services will become tighter and even more closely integrated.”

Prime Minister (PM) Lee Hsien Loong visited EX Wallaby 12 on 10 Oct 12. As part of the programme, PM Lee visited the Operational Technical Facility (OPTEC) building at Rockhampton, where he received a brief on the exercise and interacted with RSAF personnel. He was subsequently ferried to SWBTA by a Super Puma helicopter.

During his visit, PM Lee also witnessed an integrated air-land live-fi ring exercise involving platforms such as the Apache attack helicopters, Leopard tanks and Terrex Infantry Carrier Vehicles. About 400 airmen and soldiers from the SAF operated more than 30 air and land assets in a synchronised effort to deliver precision fi re on enemy targets.

Speaking after his interaction with exercise participants, PM Lee said, “To be able to manoeuvre, to fi re, to get an experience of unfamiliar ground, I think it is something very valuable for us. Most important is that we have Full-Time National Servicemen and Operationally Ready National Servicemen who are keen, who are committed, who are doing their best and mastering their skills as well as performing their duties for Singapore.”

Over the calm seas, seven fi ghter aircraft soared through the skies with coordinated precision and teamwork. At the same time, two maritime patrol aircraft (MPA) conducted real-time, coordinated target exchanges over the clear waters. This year, two bilateral exercises between the RSAF and Indonesian Air Force (TNI AU), EX Elang Indopura (EX EI) and EX Camar Indopura (EX CI), were held simultaneously in Lombok, Indonesia.

EX EI 12, the 17th in its series since 1980, was conducted over two phases in October and November. The fi rst phase, the Command Post Exercise, was held at Paya Lebar Air Base from 17 to 18 Oct 12; the second phase, the Air Manoeuvre Exercise, was held at Lombok International Airport from 19 to 30 Nov 12. More than 150 personnel from both countries participated in the exercise, with six F-5S/T fi ghter aircraft from the RSAF and four Hawk 109/209 fi ghter aircraft from the TNI AU.

“Over the years, EX EI has been an important and useful platform to nurture closer defence ties and cooperation between the two air forces,” shared LTC Nalpon Patrick Selvan, the RSAF’s EX Director. “This year, we have also dove-tailed both EX EI and EX CI to enhance the training value for both exercises.”

As EX EI was underway, EX CI 12, the 20th of its series since 1999, was conducted concurrently at Lombok International Airport from 27 to 30 Nov 12. For this maritime air surveillance exercise, the RSAF deployed a Fokker-50 MPA and 23 personnel from 121 SQN, and the TNI AU participated with a CN-235 MPA.

“Given the maritime security challenges we face, the RSAF and TNI AU regularly work hand-in-hand,” shared LTC Song Chun Keet, the RSAF’s EX Director for EX CI 12. “EX CI serves to improve our interoperability and foster stronger mutual understanding between the two air forces.”

Apart from honing the airmen’s skills, the RSAF and TNI AU airmen also forged warm ties over the course of the two exercises through participating in professional exchanges such as the Combined Operations Safety Forum. Held for the fi rst time this year, the forum involved the EX Directors, pilots and ground crew from both air forces and exercises.

A two-day joint socio-civic programme was also conducted under the auspices of EX EI and EX CI 12. An SAF medical and dental team, together with their TNI AU counterparts, provided medical and dental services to the local community in Lombok on 28 and 29 Nov 12.

“This is my fi rst time participating in a socio-civic programme,” shared CPL (NS) Jeremy Tan, a medic from 1st Forward Combat Service Support Battalion. “Having the opportunity to participate in such meaningful activities as an NSman makes my role extremely fulfi lling.”

Both exercises drew to a close on 30 Nov 12 with the combined Closing Ceremony for EX EI and EX CI 12, co-offi ciated by MG Ng and Air Marshal (AM) Dede Rusamsi. The ceremony marked the successful completion of two bilateral exercises which provided excellent opportunities for enhancing the professionalism and operational readiness of both the RSAF and TNI AU.

MG Ng conferred the RSAF Honorary Wings (RHW) on six senior TNI AU offi cers on 17 Oct 12. Recipients of the RHW were AM Rusamsi, AM Putu Dunia, Air VIce Marshal (AVM) Kuswantoro, AVM J.F.P. Sitompul, AVM F.H.B. Soelistyo, and AVM Agus Supriyatna.

The conferment of the RHW affi rms the recipients’ exceptional contributions towards fostering strong defence relations between the RSAF and TNI AU.

The friendship and bonds we have forged in this exercise make the experience especially fruitful. The exercises went beyond improving our flying skills; they reflect the enduring and dear relationship between our two countries.

EYE FOR INNOVATION

I am ME3 Ong Chin Lin, an Air Force Engineer in 816 SQN. In my 15 years with the RSAF, I have been given many opportunities to see the world. I have participated in EX Wallaby in Australia, EX Elang Indopura in Indonesia and EX Cope Tiger in Thailand. I was also posted to the RSAF’s Peace Prairie Detachment in USA for 3 years. Most recently, I attended the Royal New Zealand Air Force (RNZAF) Warrant Offi cer Promotion Course in New Zealand as an international student.

This is where my story begins...

Closer to home, the RSAF also provided me with an avenue to make an impact through simple ideas. Ever since I was a child, I have had a knack for inventing things. When I was in primary school, I built a battery-operated toy, and a few years later, I modifi ed a remote-controlled car into a boat. In 2010, a faulty TV remote control at home sparked me to develop the Infra-Red Light Detector (IRLD), which allows our maintenance crew to perform night vision formation light checks on aircraft in both day and night conditions.

The IRLD was approved by the RSAF, and I got the opportunity to share it with other servicemen and showcase it to the public. Through exploring ways of improving work processes and contributing to mission success, I achieved a strong sense of accomplishment, especially with the creation of the IRLD, which helps me in my daily work.

There has always been an emphasis on innovation and effi ciency within my SQN, and we constantly strive to do more with less. The invention of the IRLD affi rms these values, and my Commanding Offi cer wanted me to share the idea so that others could be infl uenced by it.

So what is it that keeps me committed to the RSAF? Besides the aforementioned, one of the most important factors would be the friendships I have forged over the years. The positive work environment and healthy relationships fuel the drive that keeps me going. I know I would not have such meaningful and memorable experiences if I had made a different career choice, and that is why I have always stood by my decision to be a part of this fi rst-class fi ghting force.

My brother, who is 12 years older than me, was a regular in the SAF. When I was younger, I would secretly put on his No.3 uniform and pretend to be a soldier. As a young boy, it felt smart and proud to be in a military uniform, and that sense of purpose continued to stay with me as I got older.

Despite not having a concrete plan for the future after my graduation, I knew I wanted a meaningful career. A medical condition deterred me from being a pilot, but I still decided to join the RSAF as a Senior Technician, so I could make the planes fl y.

One of the most defi ning moments of my career happened during my deployment in Peace Prairie Detachment. In August 2005, Hurricane Katrina hit New Orleans, USA, and left behind a massive trail of

destruction. The RSAF was called upon to assist our US Army counterparts in rescue and relief operations.

Four RSAF Chinook helicopters and 11 of us were deployed for the operation. Within a day of being activated, our team arrived at the Relief Operation Centre at Fort Polk, Louisiana. Despite the long working hours that followed, we remained in high spirits because we understood the importance of our mission.

By the end of the rescue efforts, locals were able to recognise our RSAF uniforms. Many of them offered us their heartfelt gratitude and it was truly rewarding to know that our efforts made a signifi cant difference in the lives of those affected by the disaster.

When a remote control at home became defective, it prompted ME3 Ong to fi nd out more about the devices by researching how infrared signals are detected. Upon fi nding out that photo-transistors can detect these infrared rays, ME3 Ong realised that this knowledge was exceedingly relevant to his work.

Chinook helicopters have formation lights which emit infrared rays in order to stay in formation at night, and ME3 Ong’s unit had considered purchasing their own night vision goggles. Instead of spending up to $18,500 per set of goggles, ME3 Ong invented a $25 device - comprising a photo transistor, circuit board, and LED indicator - which serves the same purpose at less than a fraction of the cost.

The RSAF and the Indian Air Force (IAF) conducted a Joint Military Training (JMT) at Kalaikunda Air Force Station, India, from 22 Oct to 30 Nov 12. During his introductory visit to India, CAF, MG Ng Chee Meng, visited the participants of JMT 12 on 30 Oct 12.

The Chief of Air Force of the Royal Australian Air Force (RAAF), Air Marshal (AM) Geoff Brown, conducted an introductory visit to Singapore from 10 to 12 Oct 12. As part of his visit, AM Brown visited the Helicopter Simulator Centre at Sembawang Air Base. He also viewed a static display of the RSAF’s latest platforms including the F-15SG fi ghter aircraft, G550-AEW aircraft and Heron 1 Unmanned Aerial Vehicle at Tengah Air Base.

COMD IADS Calls on COS-AS COMD Integrated Area Defence System (IADS), Air Vice Marshal (AVM) Warren James Ludwig, called on then COS-AS, BG Wong Huat Sern, on 20 Nov 12.

RSAF-RMAF JOEP From 31 Oct to 1 Nov 12, a delegation from the Royal Malaysian Air Force (RMAF), led by LTC Radzi bin Bakar, visited Singapore as part of the RSAF-RMAF Junior Offi cers’ Exchange Programme (JOEP).

During their visit, LTC Radzi called on then COS-AS, BG Wong Huat Sern. The RMAF delegation also visited the Flight Simulator Centre and Air Force Training Command to learn more about the 3rd Generation RSAF.

CDF Visits 140 SQNCDF, LG Neo Kian Hong, visited 140 SQN at Tengah Air Base on 31 Dec 12. Hosted by LTC Dean Tan, CO 140 SQN, LG Neo was briefed on the SQN’s recent operations and developments.

Gombak Uphill Run The annual Gombak Uphill Run was held on 19 Oct 12, as part of the SAF’s focus on promoting a healthy lifestyle. During the event, CAF, MG Ng Chee Meng, fl agged off the competitive run.

Committing to Engineering Excellence

On 19 Oct 12, CAF, MG Ng Chee Meng, offi ciated the launch of the new Air Force Engineer (AFE) vocation badge at a ceremony held at Air Force Training Command. The ceremony also marked the re-naming of Air Logistics Organisation (ALO) to Air Engineering and Logistics Organisation (AELO).

The introduction of the new AFE vocation badge signifi es the beginning of a new era of Air Engineering and Logistics. The “winged” design of the badge symbolises the integral roles of AFEs in achieving mission success for the RSAF.

Upholding Safety in the RSAF

Safety is a core value of the RSAF. Upholding safety standards and promoting safety awareness to foster a strong safety culture in the RSAF are thus the key objectives of the CAF Quarterly Safety Forum, organised by the Air Force Inspectorate (AFI).

The renaming of ALO to AELO serves to better refl ect the organisation’s core expertise in engineering and logistics, as well as the ops-mindedness of AFEs and their crucial roles in enabling and sustaining air power.

The launch of the new AFE vocation badge also unites personnel from multiple vocations within the logistics community under one common vocation. “I think that it is good that we now have one common AFE identity,” said ME7 Leow Meng Fai, DHAEL (Systems), who was part of the pioneer batch to receive the new AFE vocation badge. “No matter what we do, we all stand proud that we are a critical part of the air force which contributes to mission success.”

Held on 24 Oct 12 at Changi Air Base (West), the forum began with a safety review by Head AFI, COL Aw Kwee Siong, who emphasised the importance of pursuing an accident-free work environment in the RSAF. He also updated the participants on ongoing aviation safety developments.

As part of the forum, participants took part in discussions on case studies that were presented at the session. These discussions focused on the importance of having strong fundamental principles for safety, as well as the need for every individual to uphold safety standards in various situations.

At the end of the forum, MG Ng presented the CAF Safety Awards to those who demonstrated exceptional commitment to operational safety over the past year.

CAF Visits 150 SQN

ACC 5th Anniversary

On 1 Dec 12, Air Combat Command (ACC) celebrated its 5th Anniversary at the Air Force Museum and Universal Studios Singapore. The celebration commenced at the Air Force Museum with a video presentation of ACC’s signifi cant achievements over the past 5 years. Following his opening address, COMD ACC, COL Lim Tuang Liang, presented various awards to deserving personnel in recognition of their outstanding contributions and achievements.

The servicemen and their families then proceeded to the theme park where they had a memorable time on the various rides, amidst interaction with one another.

Fighter Pilots For A Day

On 10 Dec 12, two members of the Singapore Youth Flying Club (SYFC) went on a familiarisation fl ight on board the RSAF’s F-16D fi ghter aircraft. The rare opportunity was given to Ek Zhi Xian, 18, and S. Jnarthanan, 17, in recognition of their strong passion for fl ying and outstanding performance in SYFC.

from experiencing a day in the life of an RSAF pilot, the students also interacted with SQN personnel to learn more about their experiences and the various career opportunities in the RSAF.

“I’ve always wanted to be a fi ghter pilot,” said S. Jnarthanan, clearly exhilarated after his fl ight. “After actually fl ying in a fi ghter aircraft, I am now more certain that I want to pursue my passion for fl ying.”

ADOC 6th Anniversary Celebration

On 21 Dec 12, Air Defence and Operations Command (ADOC) celebrated its 6th Anniversary at Chong Pang Camp.

The highlight of the celebration was the launch of the ADOC Storybook, “Our People, Our Stories”, a compilation of personal air force stories contributed by ADOC personnel which aims to be a source of inspiration for current and future generations of personnel in ADOC.

Paya Lebar Air Base (PLAB) organised several

community engagement events over the past

quarter. On 14 Oct 12, PLAB hosted two groups of

grassroots leaders from Geylang Serai and Punggol-

West at PLAB, with Members of Parliament A/P

Fatimah Lateef and Dr Janil Puthucheary as the

Guests-of-Honour. As part of the SAF-Schools

Partnership Programme (SSPP), an ongoing initiative

to raise awareness on the RSAF’s roles in national

defence amongst Singaporean youths, PLAB and

Air Defence Group also co-hosted 379 students and

teachers from Temasek Junior College and 62 from

Singapore Polytechnic on 12 Oct 12.

Through briefi ngs and static displays of RSAF aircraft

and weapons systems, the visitors were able to gain

a deeper understanding of the RSAF’s day-to-day

operations and its integral role in defence.

During the visits, RSAF personnel were on hand

to engage the participants and share their work

experiences. Through the events, participants

gained greater insight into the imperatives of National

Defence and the critical role that the RSAF plays in

SBAB Engaging The Community

Sembawang Air Base (SBAB) hosted two visits under the ambit of the Community Outreach Programme on 7 and 8 Dec 12.

The fi rst visit on 7 Dec 12 involved students and staff from Republic Polytechnic, under the SAF-Schools Partnership Programme. After a briefi ng on SBAB’s operations, students and staff went on a windshield tour around key landmarks within the air base. They also had the opportunity to view static displays of equipment from SBAB, Heli-Group and Divisional Air Defence Group. During the visit, SBAB personnel also engaged the students and staff by sharing knowledge of the equipment they operate and their own work experiences in the RSAF. After the visit, Mr Seto Lok Yin, Deputy Principal (Industry Services), expressed his appreciation to SBAB for hosting the school. He added that his

Full-Time National Servicemen (NSFs) from TAB also shared their experiences in a dialogue session with the students, as there were many amongst them who would soon be enlisting into National Service (NS). The very next day, SBAB hosted grassroots leaders and residents from Chong Pang, Nee Soon Central and Nee Soon South, as well as from the Sree Narayana Mission Home for the Aged Sick (SBAB’s adopted home). The visit included a performance by guard dogs from 606 SQN which showcased the SQN’s professionalism in ensuring base security. Through the visit, many participants highlighted that they gained a better understanding of the RSAF’s role in national defence and its daily operations. “The equipment is very impressive, and the airmen showed great care when assisting the elderly residents,” said Ms Samantha Woo, a Chong Pang resident. “Your airmen are helpful, polite and professional. Thumbs up!”

Going for Gold - International & National WITS Conventions

A routine problem drivers face is the long wait and inconvenience when their vehicles are sent for repair. However, to expedite the process, some car owners in fact purchase the required replacement parts and provide the workshop with them. For a team of dedicated and innovative RSAF airmen, this was not merely an answer to an everyday problem but an invaluable way of enhancing effi ciency and productivity in the workplace.

Team Young Blood from 6 Supply Depot decided on applying this idea to reduce repair lead time on the F-16 aircraft engine. By drawing on the similar principle of exploring alternative ways to procure replacement parts, spares from the RSAF warehouses were supplied to the repair vendor, which in turn eliminated the time spent on procurement, administrative and transportation processes. For long-term sustainability, a dedicated team was also formed to continuously monitor the amount of spares in warehouses, with regular meetings conducted to discuss issues pertaining to the F-16 engines’ repair process.

Through self-supplying replacement parts, repair lead time was reduced from six to three months, thus enhancing the operational readiness of the F-16 fi ghter aircraft fl eet. The improved engine repair process also allowed the RSAF to achieve potential annual cost savings of approximately $1.3 million, further enhancing the effi ciency of the RSAF’s integrated supply chain.

Under the Work Improvement Teams Scheme (WITS), another team also came up with an idea to improve the safety and effi ciency of workplace processes. Team FISHER from 808 SQN designed a mock cockpit seat for use during aircraft servicing which allows maintenance crew to perform maintenance in the cockpit with a proper surface to rest on. An innovative invention that is the fi rst of its kind in the SAF, the fabricated seat eliminates the stress induced by prolonged squatting and provides protection for the components exposed when the actual ejection seat is removed. As a result of using the mock cockpit seat, production delays due to foreign objects or damaged components have been eliminated, which thus translates into greater operational readiness for the RSAF.

Both RSAF WITS teams’ projects contributed signifi cantly to raising productivity and occupational safety in the workplace. At the International Convention on Quality Control Circles held at Kuala Lumpur, Malaysia, in Oct 12, Team Young Blood clinched the highest accolade, the STAR Award, amidst competition from teams representing Malaysia, Indonesia, India, China and Japan. The various RSAF WITS teams also did the RSAF proud at the Team Excellence Symposium organised by Spring Singapore in Sep 12, winning a total of four Gold awards with their outstanding WITS projects. The RSAF WITS teams’ exceptional performance at the international and national WITS conventions is a sterling affi rmation of their hard work for the projects and of their commitment towards doing their best for the RSAF.

The graduation ceremony for the combined 43rd Command and Staff Course (CSC), 13th CSC (National Service), and inaugural CSC (Executive) was held on 25 Oct 12 at the Istana. Minister for Defence, Dr Ng Eng Hen; Permanent Secretary (Defence), Mr Chiang Chie Foo; CDF, LG Neo Kian Hong; and all three Service Chiefs were present at the ceremony.

At the ceremony, Dr Ng presented certifi cates to a total of 212 graduates of the Goh Keng Swee Command and Staff College (GKS CSC). This year’s graduates comprised 160 regular offi cers, 39 Operationally Ready National Servicemen (NSmen) from the SAF, one offi cer from the Singapore Police Force, and 12 international offi cers from nine countries.

National Day Awards Investiture

On 14 Nov 12, 490 MINDEF and SAF personnel were recognised for their contributions at the National Day Awards Investiture held at MINDEF. The ceremony was offi ciated by Minister for Defence, Dr Ng Eng Hen, and Senior Minister of State for Defence, Mr Chan Chun Sing.

A total of 115 awards were presented to RSAF personnel, of which there were nine Commendation Medals, 32 Effi ciency Medals and 74 Long Service Medals (for 25 years of service).

Among the recipients of the Effi ciency Medal was ME3 Saravanan, Flight Line Crew In-Charge from 149 SQN. “I feel very honoured to receive the medal,” he shared. “This serves as recognition of my efforts in doing my job well. I will certainly continue to give my best to the organisation.”

Woon Liang, CO 160 SQN, the top CSC graduate from the RSAF. “Aside from the knowledge and skills acquired, the greatest take-away from the course for me was the friendship I forged with both RSAF offi cers and offi cers from the other Services.”

Speaking to the graduates, Dr Ng highlighted the SAF’s efforts in continuing education and professional development for commanders, especially through the GKS CSC in partnership with academic institutions. At the ceremony, he said, “Through these avenues, we strengthen the abilities of our offi cers and commanders to tackle their missions well, whether it is non-conventional security threats, civil-military relations or increasingly, media operations.”

The CSC is the highest level of formal military education to prepare regulars and NS offi cers for senior command and staff appointments in the SAF.

The National Day Awards are presented to deserving MINDEF and SAF personnel in recognition of their commendable performance and dedication to duty and service.

64 Newly Commissioned Offi cers Join the RSAF

On 13 Oct 12, a total of 297 offi cer cadets were commissioned at SAFTI Military Institute. Minister in the Prime Minister’s Offi ce and Second Minister for Home Affairs and Trade and Industry, Mr S Iswaran, reviewed the commissioning parade, which included 64 RSAF offi cer cadets.

The parade marked the completion of 38 weeks of rigorous training to hone their combat and leadership skills. The Sword-of-Honour (SOH) recipient from the RSAF was OCT Surein Sandrasageran from the 10th Air Warfare Offi cer (Ground-Based Air Defence) course, who was also the Parade 2nd-In-Command.

Outstanding sportsmen and sportswomen from the SAF were honoured at the annual SAF Sports Association (SAFSA) Awards Ceremony held at The Chevrons on 3 Oct 12. Guest-of-Honour, CDF and Chairman of SAFSA Council, LG Neo Kian Hong, as well as CAF, MG Ng Chee Meng, presented the various awards.

From the RSAF, MAJ Lim Sing Hui, a pilot from 122 SQN and captain of the SAFSA shooting team, received the award for Best Team (Women) on behalf of her teammates.

Speaking at the parade, Mr Iswaran emphasised the important role that the newly commissioned offi cers will play in inspiring and motivating their men. “As their commander and mentor, you must lead by example and make good soldiers out of them,” he said. “Imbue them with a strong sense of mission and motivate them to serve a higher cause – to defend Singapore, our home.”

4th Joint Intermediate Leadership Course

RCGC/RGDI 04/12

The graduation ceremony for the 4th Joint Intermediate Leadership Course (JILC) was held on 5 Dec 12 at The Chevrons. Graced by Chief of Navy, RADM Ng Chee Peng, 30 graduates from the RSAF received their certifi cates at the ceremony, with three of them also receiving the Distinguished Graduate awards. The Distinguished Graduate awards are presented to the top 10 percent of graduates from each Service in recognition of their outstanding contributions and achievements.

On 20 Dec 12, 82 graduates received their certifi cates, vocational badges and ceremonial swords from CAF, MG Ng Chee Meng, at the RSAF Combined Graduation Ceremony (RCGC) held at the Air Force Museum. MG Ng also presented awards to the Best Trainees from each course.

OCT Kwek Wen Hao, Best Trainee from the 11th AWO (C3) Radar Course, shared how everyone helped each other throughout the course. “When the morale of the team is down, that is when you have to step up and try to encourage your peers and tell them it’s not over, then everyone can work together as a team to overcome any challenges.”

For ME4 Nigel Chong, Best Trainee from the 5th MDEC (Air Force Engineer) course, the strong camaraderie forged during the course was an extremely memorable take-away. “Over the last fi ve months, I formed priceless friendships and meaningful bonds with my comrades which will stay with me throughout my service in the RSAF.”

During his speech at the ceremony, RADM Ng commended the graduates for their dedication and excellent performance on the successful completion of the course. He also interacted with the graduates during the post-dinner reception.

Conducted over nine weeks, the JILC aims to impart general military knowledge to Military Experts (ME) and Warrant Offi cers (WO) to prepare them for their new appointments as ME3 and 2WO. It also promotes interaction between personnel from the three Services in the SAF.

3rd Air Force Advanced Course

Mission Success, Safety Always

The 3rd Air Force Advanced Course (AFAC) was conducted from 24 Sep to 29 Oct 12 at Air Force Offi cers’ Advanced School (AFAS) in SAFTI Military Institute. Then COS-AS, BG Wong Huat Sern, graced the end-of-course ceremony as the Guest-of-Honour, which saw 24 RSAF offi cers and senior Military Experts graduating from the course. MAJ Lee Mun Kit from Air Plans Department (APD) was the top graduate of the course, while MAJ Sean Yang from APD and MAJ Oliver Siah from Air Operations Department were the distinguished graduates.

MAJ Ashley Lim, a Qualifi ed Flying Instructor (QFI) from Air Grading Centre – Flying Training Institute (AGC-FTI) received a “Good Show” award from the Royal Australian Air Force (RAAF) on 28 Nov 12. WGCDR Michael Que Hee, CO Australian Defence Force (ADF) Basic Flying Training School, presented the award to MAJ Lim in a ceremony at AGC-FTI, with Mr Pierre Steyn, BAE Project Manager Tamworth, in attendance.

The award was in recognition of MAJ Lim’s exceptional vigilance during a pre-fl ight inspection of his assigned CT-4B aircraft. On 25 Oct 12, MAJ Lim noticed an abnormal dent in the rudder horn section and alerted BAE Systems engineers to investigate further. It was discovered that a mass balance weight had become dislodged inside the rudder. Subsequently, this fi nding was deemed to have serious implications and all CT-4B aircraft were recalled or grounded until fl eet-wide inspections had been completed. The “Good Show” award is presented to individuals who have made a commendable and signifi cant contribution to safety in the RAAF. For his vigilance and commitment to aviation safety, MAJ Lim was also awarded the Outstanding Safety Award by the RSAF.

Sharing his thoughts on topping the cohort, MAJ Lee said, “I am honoured to represent the graduates from 3rd AFAC as the top graduate. My fellow course mates have thoroughly enhanced this portion of my learning journey and made it more enriching and enjoyable.”

For MAJ Lee, the course also held many signifi cant take-aways. “The daily interactions with my course mates allowed me to better understand the job scopes and challenges faced by the various vocations in the RSAF,” he said. “These interactions were able to broaden my horizon and help me better appreciate how the many agencies can synergise intricately to achieve mission success for the RSAF.”

Our Commited Airman: ME2 (NS) Soh Kee Teck

For every RSAF aircraft in the air that safeguards our skies, there is a dedicated team of ground crew that ensures its optimal performance. Working tirelessly behind-the-scenes, the Air Force Engineers prepare the aircraft for fl ight long before it even taxies out onto the runway. For our dedicated airmen, their exemplary commitment to Singapore’s defence is part and parcel of their daily lives and extends beyond full-time National Service.

ME2 (NS) Soh Kee Teck is one such committed airman. An Air Force Engineer from 805 SQN, he was one of nine Operationally Ready National Servicemen (NSmen) deployed to Darwin, Australia, for EX Pitch Black from 27 Jul to 16 Aug 12. For his strong work ethic and signifi cant contributions to the SQN, the title of Best Aircraft Generation Crew was awarded to him.

“As an NSman, it is my duty to do my part for Singapore,” he shared. “Of course, throughout the exercise, the amount of confi dence placed in me by my superiors and peers, as well as their patience and guidance, have spurred me on to do my utmost for the air force.”

When he was in service, ME2 (NS) Soh initially worked on the A-4SU Super Skyhawk fi ghter aircraft. When the aircraft was retired from operational service, ME2 (NS) Soh was offered a chance to work on the G550-AEW as part of the pioneer group which transported the aircraft to Singapore. While posted to the unit, ME2 (NS) Soh’s responsibilities included the day-to-day launch and recovery of the aircraft. Alongside regular RSAF personnel, his duties also entailed the troubleshooting of various avionic and mission systems.

For ME2 (NS) Soh, the most memorable part of his air force experience was the strong sense of family while working with his SQN. “The people from the G550 crew made me feel very much at home,” he added, looking back on his experiences during EX Pitch Black. “As an NSman, there were many opportunities for me to contribute signifi cantly to the RSAF. I felt a strong sense of belonging, and so I wanted to do my best for the RSAF. Coming back was just like returning to my family.”

Under the SAF Postgraduate Award

(Specialist Development) scheme, two

of our very own did the RSAF proud. In

top honours from AFIT and was ranked 2nd in the

Department of Electrical and Computer Engineering.

“It was an honour to be given the opportunity to pursue

my postgraduate degree at AFIT,” shared MAJ Tan. “It

was also a great chance for my wife and new-born son

to experience living in an overseas environment,

especially as AFIT is the birthplace of fl ight!”

MAJ Tan and ME4 Eng were the inaugural batch of

RSAF offi cers who enrolled in the one-and-a-half year

double Masters’ programme jointly offered by the

Temasek Defence Systems Institute (TDSI) and

AFIT. One of the fl agship courses under the SAF

Postgraduate Award (Specialist Development) scheme,

the fi rst six months in the TDSI programme gave

students a broad overview of the various defence

technology systems, while the subsequent one-

year overseas programme allows for specialisation

into specifi c fi elds of interest.

“We analysed and discussed many case

studies in class which featured real-life

operational and logistical problems,”

said MAJ Tan, who pursued a Master

of Science in Operations Research.

“By applying analytical and qualitative

methods to these examples, we gleaned

many relevant and invaluable lessons

which I hope to bring to my work in the

RSAF.”

For ME4 Eng, who pursued a Master

of Science in Electrical Engineering,

majoring in Guidance, Navigation and

Control, the knowledge gained at both

TDSI and AFIT has also benefi ted his

work immensely. “I have enhanced my

understanding of the various aircraft

navigation systems, and that has

allowed me to work very closely with

the aircraft equipment manufacturers

in my work,” he shared. “It was most

satisfying to see my hard work directly ME4 Eng with his family

contributing to the RSAF’s daily operations. In addition,

my family and I enjoyed ourselves and made strong

bonds with the other USAF students and lecturers,

many of whom I am still in contact with today.”

Both RSAF airmen’s postgraduate research has also

received commendation abroad. MAJ Tan’s research

thesis on the optimal routing of unmanned vehicles

was accepted for publication by Military Operations

Research, an international peer reviewed journal.

ME4 Eng’s research thesis on image navigation was

also selected for presentation and publication to the

international navigation community at events such as

the Institute of Navigation International Technical

Meeting held in San Diego, California.

“We are glad that our efforts have been recognised,”

refl ected MAJ Tan and ME4 Eng on their academic

achievements. “As the fi rst RSAF offi cers to be admitted

to AFIT, it is a huge honour to have had the opportunity

to fl y the Singapore fl ag high and do the RSAF proud.”

COMD ACC COC

The command of Air Combat Command (ACC) was handed over from BG Lim Yeong Kiat to COL Lim Tuang Liang at a Change-of-Command Parade held at Changi Air Base (West) on 28 Nov 12. The parade was witnessed by CAF, MG Ng Chee Meng.

Outgoing COMD ACC, BG Lim, is an F-16 pilot by training. He has held various command and staff appointments since joining the RSAF in 1984. These include CO 140 SQN, Dy COMD and COMD of Changi Air Base, and Head of Air Operations. BG Lim assumed command of ACC in Jul 11. Under his leadership, ACC has enhanced its capabilities with the operationalisation of new capabilities and aircraft such as the G550-AEW and F-15SG, while maintaining its

operational readiness to defend Singapore’s skies. In recognition of his contributions to the SAF, BG Lim was conferred the Public Administration Medal (Silver) (Military) in 2009.

Incoming COMD ACC, COL Lim, also an F-16 pilot by training, joined the RSAF in 1991. Prior to this appointment, COL Lim held various command and staff appointments, including CO 145 SQN, where he led the SQN to attain its full operational capability for its F-16D Blk52+ fi ghter aircraft; COMD Unmanned Aerial Vehicle Command, and most recently, Head Air Plans. COL Lim was conferred the Public Administration Medal (Bronze) (Military) in 2010 for his contributions to the SAF.

Incoming COMD ASCG, SLTC Edmund Tan, joined the RSAF in 1990. SLTC Tan has held various command and staff appointments in Air Plans Department and ADOC prior to his appointment as COMD ASCG.

Tribute to BG Wong Huat Sern
