"Do you feel like an importantperson here?" We want everyone of our students to answer"Yes" to this question.Everything we do at WCTC isdone for our students. Theycome here (or to our Internetsite) to learn. Everything wedo should be done in order tostrengthen student learning.When we serve students inactivities, student government,clubs, financial aid, registra-tion, the library, etc. , westrive to understand theirneeds and meet or exceedthem. The focus of everyclassroom, lab and shop is tohelp students know and beable to do what is needed forthem to improve their workperformance and their lives.It is clear to us that withoutlearning there is no teaching.Therefore, we continue tochallenge ourselves as wework together by asking,"how does this affect student-learning?" Everyone atWCTC has a stake in ourstudents' success.

In our work to make student-learning more visible since1996, we have been lead by agrowing team of people,representing all workgroups atWCTC, who dedicatethemselves to help to actual-ize the student-learningconcept in the daily life of ourCollege. The Student-Learning Centered Teamattends conferences and readsarticles, benchmarks withother colleges, sponsorsprojects on campus, listensand talks to people, and leadsspecific strategies to bringabout a more student-learningcentered environment. Teamefforts help WCTC employeessee how their work impactsstudent-learning. Further, theteam has contributed torevising our mission/values/vision statements so that theyspeak more clearly to ourStudent-Learning Centeredfocus.

There is a quiet transforma-tion going on. AlthoughWCTC has never consciouslyignored student-learning, webelieve through continuousimprovement efforts andintentional focus that we cando a much better job ofholding up the real businessthat we are inprovidinglearning. We have experi-enced the power and synergyof a common goal. Teachersappreciate our refocus onteaching/learning and assess-ing that learning. Supportstaff members are empoweredas they better understand howtheir work directly or indi-rectly impacts learning. Staffmembers see themselves asboth teachers and learners..Administrators are encour-aged as they see more clearlythe evidence that the system ismaking a noticeable differ-ence in the lives of people.Our Board welcomes conver-sation about student-learninggrowth. The Financial Activity & Condition Taxpayer Summary(FACTS) provides a concise report on the financial position andoperations of Waukesha County Technical College (WCTC) forthe fiscal year ended June 30, 1999. This Summary is preparedfor local business and community taxpayers who provideproperty tax and other support to WCTC.

Because this Summary simplifies and condenses our 1999Comprehensive Annual Financial Report (which is over 100pages long) for all WCTC funds and account groups, it does notconform to established generally accepted governmental account-ing principles and related reporting standards.

WCTC's 1999 Comprehensive Annual Financial Report has beenaudited by the public accounting firm of KPMG LLP andconforms to generally accepted accounting principles.

For more than fifteen years, our comprehensive annual financialreports have received financial reporting awards from theGovernment Finance Officers Association (GFOA), the Associa-tion of School Business Officers International, and the WisconsinGovernment Reporting Awards Through Evaluation Program.WCTC's 1998 FACTS report received the GFOA Award forOutstanding Achievement in Popular Annual Financial Report-ing. These reports, with the help of input received from reportingaward programs and research of the Governmental AccountingStandards Board, are the foundation for this Summary and helpus to meet our public accountability obligation.

Our customers and peers havetold us that WCTC is aneducational leader in Wiscon-sin and in the nation. Tomaintain this leadership, weregularly evaluate our educa-tional programs and serviceswith groups of independentreviewers. Also, we havehundreds of area employers,employees and students whoserve on many Collegeadvisory committees that meetregularly to review ourprograms and give feedback toour faculty and staff.

We are proud of our employ-ees who create and maintainoutstanding educationalservices. We employ highly-qualified, motivated personnelin all facets of our operations.We have committed signifi-cant resources to helpingemployees develop skills andattain balance in interpersonalrelationships to ensure ahighly-effective workforce.

We further acknowledge ourresponsibility to our taxpayers.We demonstrate accountabil-ity for our resources throughproductive managementpractices, accounting systems,and operating processes.These processes contribute toWCTC's ability to providequality services to ourcommunity. Also, indepen-dent public accountantsreview our operations,accounting records andfinancial reports annually tohelp verify that WCTC meetsits stewardship responsibility.Board members meet annuallywith independent auditors andmanagement to share neces-sary information and to helpplan, lead and review WCTCoperations.

This Financial Activity andCondition Taxpayer Summaryreport shows that WCTC'sfinancial condition is excel-lent, which is confirmed byour Aaa bond rating.

Positive FactorsOn April 6, 1999, our votersapproved a $26.3 millionreferendum to expand anexisting building and to buildnew technology, health, andprinting/graphic arts buildingsbased on plans and needs wehave shared with our taxpay-ers. WCTC's Board andemployees are thankful thatdistrict taxpayers gave thisvote of confidence in ourCollege's need for additionalfacilities and equipment tofulfill its mission in ourcommunity.

We formally adopted Dr. W.Edwards Deming's qualitymanagement philosophy in1988. Today, WCTC'songoing quality practices canbe observed and experienced.We strive to promote cus-tomer focus, continuousimprovement, personalempowerment and organiza-tional alignment. Followingare examples of our continu-ous improvement efforts andemployees' dedication to ourquality movement: more than350 employees and Boardmembers have been trained inquality principles; more than50 employees have beentrained to facilitate qualitytraining or teams; and hun-dreds of employees, studentsand Board members have beentrained in Dr. Stephen R.Covey's Seven Habits ofHighly Effective People andrelated Principle-CenteredLeadership programs withcollaborative participation ofother Wisconsin technicalcolleges, school districts andgovernmental entities.

The Wisconsin TechnicalCollege System is practicingmore collaboration in planningand sharing efforts. WCTC isactive in sharing coursecurriculum and library andinstructional delivery systemswith other colleges. Similarly,we are pleased with ourcontinued progress in securingarticulation with area schooldistricts and four-yearcolleges. Collaborativeteamwork in student andadministrative systems ispreparing us to better utilizetechnology in support ofstudent and other stakeholderneeds. Also, WCTC's

Workforce DevelopmentCenter of Waukesha Countyand our Community NursingClinic have become awardwinning, collaborative-partnership models for otherpublic and private entities.The WCTC EmploymentOpportunity Center installedthe newly createdTech Connect Student Employ-ment System that matchesgraduates with employers'jobs via the Internet inconjunction with a WisconsinTechnical College Systemconsortium agreement.

Our Student-Learning Cen-tered efforts, our TeachingInnovation Center (whereinstructors can go to learn howto improve their teaching andto better utilize technologies intheir work), our TeacherImprovement System (whereeach instructor pursuescontinuous improvementbased on feedback fromstudents, employers, peers andself-evaluation), and our newSupport Staff Process forDevelopment & Improvementcontinue to have extremelyfavorable impacts on profes-sional development andStudent-Learning Centeredoutcomes at WCTC.

This year WCTC implementeda new student accountingsystem which was the lastphase of a five-year project toreplace all legacy administra-tive systems primarily withintegrated computer softwarepurchased from the Systems &Computer TechnologiesCorporation. This majoraccomplishment, along withtesting of other systems andequipment, is key to WCTC'sbelief that now all of its

significant systems andequipment are year 2000compliant.

Critical ConcernsAlthough WCTC is committedto minimizing our property taxburden, our property tax levywill be increasing by 15.8%and our tax rate will beincreasing by 10.3% nextfiscal year due primarily to thepassage of our $26.3 millionreferendum for construction offacilities. This will be ourfirst tax rate increase in fouryears. Our labor market needsrequire continuous improve-ment of existing programs anddevelopment of new programsfor emerging occupations.Rapid changes in technologychallenge the knowledge andskill levels of our faculty andstaff to provide state-of-the-art, Student-Learning Centeredsupport systems. Likewise,increased use of distancelearning delivery systems andtechnology as a classroomlearning tool continue tocontribute to the need forsignificant new investments inour operational costs andcapital assets.

Our workforce is aging and weface significant retirements ofhighly valued employees inthe next five years. A team ofemployees is currentlyanalyzing and developingplans to address our agingworkforce issues.

We continue to recognize theneed for improvement in ourlabor relations and negotiationprocess. We have engaged indialogue with our unions'leaders to focus on how wecan improve our laborrelationships; and we havebecome more involved in the

negotiation process. We arecommitted to improving ourlabor relations.

When students come toWCTC, many of them lack theskills to be successful in aneducational process. There-fore, it is necessarybutextremely costlyto provideour students with needed basicand critical life skills alongwith supporting studentassessment and advisingservices that enable them to besuccessful in our programs.These services are essentialcomponents of a Student-Learning Centered organiza-tion.

Although we are pleased withWCTC' s effectiveness,several key measures of ourefficiency (cost per studentcontact hour, class size, etc.)continue to need improve-ment. Our labor costs areincreasing at a faster pace thanmost of our revenue sources,while enrollments are notincreasing due in part to highemployment levels in ourtaxing district. Our costlypost-employment healthcarebenefits exceed most similarbenefits for other public andprivate sector entities.

Finally, we are concernedabout ongoing trends in ourrevenue and cost relationshipsChanging state and federalfunding levels, distributionmethods and unfundedinitiatives are adding to theburden on our propertytaxpayers.

Stakeholder Support &StewardshipWe thank our stakeholders fortheir financial and othersupport that makes WCTC anasset to our community andone of the leading two-yearcolleges in our country.

We continue to improve ourplanning and Board gover-nance processes. Our effortsare focused to give us mean-ingful ways to provide Boarddirection to WCTC's keyoutcomes.

As Board members, we areresponsible for all facets ofWCTC, and we are deeplycommitted to being account-able to taxpayers and otherstakeholders. Our College hasdefined accountability as thestewardship responsibilityWCTC has to its stakeholdersto explain and clearly reportits use of resources and theresults of its efforts to achieveorganizational objectives.This FACTS report is one waywe communicate with ourstakeholders to demonstrateour stewardship responsibility.

Board members are qualified to serve and provide a critical balancing perspective on WCTC'svision and direction. In addition to nine appointed members, we have invited three non-votingrepresentatives to join our membership: a WCTC student representative -- Bruce Willingham; aWCTC faculty representative Ellen Mei; and a WCTC support staff representative - AnthonyDrehfal Our members live, work, and pay taxes in our district and include: professional educators,an elected official, current and former students, and organized labor, business and industry leaders.The WCTC Board is a cohesive, interdependent team that works and serves well together.

he President's OutlookFor more than four years,Waukesha County TechnicalCollege has been deliberatelymoving from being a teaching-centered organization tobecoming a learning-centeredorganization that centers ourtotal college communityaround the student as learnerand the learning process. Itmoves, by means of technol-ogy and other innovations,away from the limitations ofspace and time into the Age ofInformation where teacherscan assist students in pursuingpersonalized learning experi-ences and methodologies.This model calls for ourCollege to use systemsthinking, shared visions andteam processes to review andevaluate its mission, goals,policies and procedures. Inthis model, the most importantquestion is, "How does thisdecision or action affectstudent learning?" Webelieve that putting learningfirst empowers our students tostrengthen their learning skillsand gain occupationalcompetence necessary forproductive employment andpersonal development whilepreparing them to takeownership in the pursuit oflife-long learning avenues.

WCTC continues to place astrong emphasis on itsinvolvement in the:

Waukesha County School-to-Work Consortium,2+2+2 Seamless Approachto Career Success, andGlobal Marketplace andInternational TradeContinuing Education.

These are examples of how weare accomplishing our Board'sENDs (goals) in the areas ofOccupational Competency andEducational Leadership.

Waukesha County School-to-Work ConsortiumAs a partner with the 12Waukesha County area publicschool districts in offeringvaluable School-to-Workactivities, such as those listedbelow, significant progressand success is being realizedby our 16-20 year oldpopulation as they prepare fortheir post high schooloccupation and educationalgoals:

For the seventh year,WCTC hosted the "TREK100" bicycle ride. Over1,200 riders participatedand raised over $250,000for the Midwest AthletesAgainst Childhood CancerFund.

For the twelfth year, WCTChosted Corporate Capers,which raised more than$88,000 and was the largestfund raiser in Wisconsin forthe Special Olympics ofGreater Milwaukee.

The WCTC High Schooland Community RelationsDepartment hosted tours ofthe Pewaukee campus forapproximately 3,100students from 49 differentarea high schools.

Over 2,000 high schoolstudents enrolled in WCTCcourses in Youth Appren-ticeship, TranscriptedCredit, Compulsory Atten-dance, and Youth Optionsprograms.

WCTC's EmploymentOpportunity Center coordi-nated the Spring Job Fairfor the Waukesha County'sWorkforce DevelopmentCenter. Over 170 employ-ers and 1,500 job seekersattended the event. TheWaukesha Freemancontributed approximately$12,000 through in-kinddonations to the Spring JobFair.

Over 5,000 students wereserved in the Basic Skillsprogram at WCTC.

WCTC's CommunityCareer Center served over3,200 WCTC students andtheir families, 51 middle andhigh school students, andcommunity members toparticipate in careerplanning activities.

Quad/Graphics, Harley-Davidson, the AutomobileDealers Association ofMega Milwaukee, and theWaukesha Area Conventionand Visitors Bureausponsored field trips andcareer exploration for 45eighth grade students ofcolor from MilwaukeePublic Schools duringWCTC's fourth annualCareer Quest.

Expanding Your Horizons,a career exploration day for5-8th grade girls focused oncareers in TransportationTechnology. The WCTCWomen's DevelopmentCenter, the Great BlueHeron Girls Scouts, theYWCA of GreaterWaukesha and the Ameri-can Association of Univer-sity Women collaborated topresent this event to 109girls and 20 mothers.

Approximately $400,000worth of workplace educa-tion training was providedto eight different compa-nies.

A total of 66 WCTC grantproposals totaling morethan $2.5 million weresubmitted for externalfunding; and 94% of thegrants were funded. A totalof 6,866 students wereenrolled in grant-fundedprojects this past year.

Classroom presentationsabout WCTC were made to1,041 students in six districthigh schools.

Twenty-nine junior andsenior high school studentsparticipated in the 1998Summer Tech Camp, whichprovided them with careerinformation and hands-onexperience in technicaloccupations.

Over 400 high schoolstudents and parentsattended Hospitality andManagement Career Nightand 150 converged onIndustrial OccupationsCareer Night. Also,Automotive Career Nightattracted more than 250students and parents, andover 100 explored careeropportunities at the Con-struction Technology &Architectural DraftingOpen House.

The newly implementedStudent Advising Systemserves over 1,500 programstudents with 95 participat-ing academic advisors.Students are benefittingfrom frequent contact andsupport.

LiabilitiesPayroll, compensatedabsences, retirement and post-employment health insurancebenefits liabilities arecommitments to current andpast WCTC employees.Liabilities for compensatedabsences, retirement plansand post-employment healthinsurance benefits for retiredemployees are funded by ourcurrent assets and by pensionplans administered by theState of Wisconsin. Thelong-term portion of theseliabilities for active employ-ees will be funded primarilythrough future operationalproperty tax levies.

Moststudents attending our collegedo not graduate from ourprograms because theygenerally want to gain specificknowledge or need to learnspecific skills for employmentwhich individual coursesprovide. Many employedindividuals continue to take afew courses annually and maycomplete a program in overfive years.

In 1999, primary operationalcosts in our General Fundincreased 4.1% while studentcontact hours increased 4.5%causing a .4% decrease in ouraverage cost per contact hour.In the following table, the1998 primary operationalcosts have been adjusted foran extraordinary $1,772,000lump-sum pension payment.*A major cause of our highcost per student contact hour
