It is a joint research project on techniques and technologies for wireless and satellite communication

networks

To federate the research effort of an European team of

Industrials, research centers, universities...

To identify, study, develop and promote innovative techniques

for public safety uses, but also for commercial uses (higher ROI)

and why not: to contemplate standardization

System for short term recovery ofmobile communication (GSM) in emergency

During disasters or in emergency situations, mobile networks are damaged or saturated, unluckily it is the time when they are most craved for.

Mobile phone helps to coordinate rescue effort Mobile phone bridges stricken population to the rest

of the world (news, family contact...) Roaming phones could locate victims

The goal of the system is to replace or add phone capacity in the zone of disaster on a short notice for several hours.

HAPHAZARDS (High Altitude Platform for Hazard Situation)

Special designed aircraft circle above disaster area and are equipped with communication payload.

The communication payload relays GSM phone signals from disaster area toward a gateway connected to the public telephone networks.

The connection is made via a geostationary satellite

The airborne communication payload includesa base transceiver station with a smart antenna

pointing to the disaster areaa satcom terminal pointing to the satellite.

System for broadband multimedia communicationin emergency situation

During emergency or crisis times, providing broadband communication is necessary but a difficult challenge

broadband ground networks are not fully available (destroyed, non-existent, unreliable, corrupted…) for establishing:

links with Europe or overseas decision making centers links inside the theater of operations

The goal of the system is to provide broadband capacity with high mobility in the zone of operation for a limited time.

intended to governmental and institutional usean operation zone of about 1000 km wide everywhere in

the world.

Satellite based system for retrieve and diffusion of monitoring and scientific data

In disasters areas or remote areas, it could be interesting to monitor and to gather scientific, medical and technical data from remotely controlled and autonomous stations.

The goal of the system is to connect through a geostationary satellite, small remote controlled stations to the Internet. Each station has its own IP address and is accessible by means of a client/server mechanism from a PC anywhere in the planet.

Conclusions

The CRIES project could federate research efforts on the challenging mission of Public Protection Disaster Relief.

The CRIES project addresses PPDR aspects where satellite is the more valuable tool (communication).

The CRIES project should require an important effort of standardization to gain the adhesion of all actors in PPDR

The CRIES project could latter result in operational PPDR systems for the good of everybody (God willing!).

Alcatel Space is seeking European partners to promote this project.
